The company from Nürtingen near Stuttgart operates worldwide. The mechanical engineering company exports components that are installed in machines for milling engine and metal parts at the UK site of Redditch in the county of Worcestershire. From there they reach end customers in many different industries. Both export and import are part of day-to-day business. Brexit will put this business to the test. &#8220;For a long time we clung to the illusion that in the end a solution based on partnership would emerge,&#8221; says Heller boss Klaus Winkler. Instead, the Brexit agreements created a very bureaucratic construct.</p>

<p>Like many of the small and medium-sized companies that form the backbone of the export-oriented German economy, Heller is now struggling with additional customs controls and bureaucracy. &#8220;We have a completely different form war,&#8221; says Winkler. &#8220;A truck that we send from Nürtingen to England now takes between eight and ten days. We used to do it in three days.&#8221;</p>

<h2> Fear of withdrawal</h2>
<p>For Heller, completely forgoing foreign trade with Great Britain is a horror scenario that the company is trying to avert. Business has been slowed down enormously, said Winkler. &#8220;We had to convey to our colleagues in Great Britain in a credible manner that we do not intend to question the location in Redditch, but rather to preserve it if it can somehow be done.&#8221; In order not to jeopardize its competitiveness, the special machine manufacturer will have to constantly reassess the situation in the near future. Because if the products become too expensive, customers threaten to turn to competitors &#8211; the location could no longer be held.</p>

<h2> Smaller companies more affected</h2>
<p>Smaller companies in particular suffered from the additional administrative effort, according to Ulrich Hoppe, head of the German-British Chamber of Commerce and Industry (AHK) in London. That makes it no longer economically viable for many to serve the British market. &#8220;The medium-sized and large companies that are active in the United Kingdom are of course also struggling with the additional effort, but they can cushion it much better,&#8221; explains Hoppe. <p> <strong> The largest German airline wants to raise additional money on the capital market for its realignment. In doing so, the group is trying to reduce the federal government&#8217;s ability to influence as quickly as possible.</strong> Lufthansa has initiated its planned capital increase. According to a mandatory announcement yesterday evening, the aviation group mandated four banks to implement the measure. However, according to the announcement &#8220;The Management Board and the Supervisory Board have not yet made a decision on the scope and timing of a possible capital increase&#8221;. Companies raise capital by issuing additional shares; the shares of the existing shareholders are thus diluted. The company is now implementing the approval of the shareholders received at the general meeting in May. The airline is allowed to raise up to 5.5 billion euros in fresh capital on the capital market. <h2> Billion dollar rescue package</h2>

Germany accounted for a total of 6.8 billion euros of the state rescue package for Lufthansa. However, the airline group only made use of around two billion euros of the guaranteed funds. Half of this has already been repaid with the money from new bonds, so that Lufthansa currently owes the state around one billion euros. A capital increase of three billion euros would enable the company to repay this amount earlier than previously planned. The state would then soon have to sell its block of shares, for which it paid around 300 million euros.</p>
<h2> Group wants to drastically reduce costs </h2>
<p>With the withdrawal of the state participation, Lufthansa would have more leeway again. Because in return for state aid, the company has to adhere to various conditions: for example, a ban on paying dividends to shareholders or distributing interest to bond owners. Bonus payments to managers are also not yet possible. So far, the plan was not to pay off the state aid until 2023. Even drastic cost savings are probably easier to implement without government influence. According to earlier information, Lufthansa wants to reduce the number of employees in Germany by another 10,000 to 100,000. To this end, Lufthansa wants to lower tariff standards, encourage employees to leave the company voluntarily, but also issue redundancies for operational reasons. The unions had already made concessions in the Corona crisis, but recently accused Lufthansa of evading tariffs.</p>
<h2> The approval of the state fund is still pending</h2>
<p>The federal government&#8217;s economic stabilization fund (WSF), which has a 20 percent stake in Lufthansa, is expected to participate in the capital increase &#8211; but without spending additional taxpayers&#8217; money on it. The WSF still has to approve the plan, said Lufthansa. The Corona financial aid fund wants to participate in the capital increase with a so-called &#8220;Operation Blanche&#8221;. A shareholder sells part of his subscription rights for the new shares in order to exercise the remaining subscription rights with the proceeds. No additional tax revenue is required for this transaction. The MDAX company also announced a new profit target for 2024 in the evening. By then, experts estimate that aviation should return to pre-crisis levels. The adjusted operating margin, i.e. the ratio of operating profit to sales, should then reach at least eight percent, and the return on investment should be at least ten percent.</p>

Everyone who has &#8220;applied for more than 410 euros in the calendar year&#8221; has to make the declaration, according to the website of the Federal Employment Agency (BA). The calculation that as an employee subject to wage tax you usually get something back does not always apply here. Some even have to pay back large sums of money to the tax office. &#8220;This mainly affects the recipients who were not sent 100 percent on short-time work, but only partially,&#8221; says the managing director of the Federal Association of Wage Tax Aid Associations, Uwe Rauhöft <em> tagesschau.de</em> . The Berlin Left MP Sebastian Schluesselburg knows exactly such a case from his public consultation: A woman from the hotel industry was put on short-time work at the beginning of the pandemic. &#8220;Your cash flow is already greatly reduced by the high rent and having a small child,&#8221; said Schluesselburg. But she has now been completely &#8220;blown away&#8221; by the additional tax payment of more than 1000 euros &#8211; payable within four weeks.</p>

<h2> With the decision comes the tax shock</h2>
<p>&#8220;This is not an isolated case,&#8221; says Uwe Rauhöft from the income tax aid association. &#8220;If the regular working hours are reduced to 50 percent and short-time work allowance is granted for the other 50 percent, then the wage tax is sometimes reduced very sharply,&#8221; explains the expert. The reduced wage tax will fall disproportionately because of the progressive tax rate. &#8220;As a result, however, too little wage tax is paid over the year,&#8221; Rauhöft continues. With the income tax return this is now noticeable. Those affected often only noticed this when they received the payment notification. &#8220;If you don&#8217;t expect it beforehand and don&#8217;t know, you now have a problem.&#8221; The Federal Employment Agency cannot give precise figures on how many recipients are now confronted with back payments. It is only clear that there are not just a few isolated cases. Several million employees have received short-time allowance since the beginning of the pandemic. According to the latest projections by the BA, it was around 2.6 million in March.</p>

<p>At the press conference, comrade Pham Thanh Ha announced the President&#8217;s Order on the announcement of the Law on Drug Prevention and Combat. Senior Lieutenant General Le Quy Vuong introduced the basic contents of the Law on Drug Prevention and Combat.</p>
<p>The law consists of 8 chapters and 55 articles, specifying drug prevention policies, which emphasize “giving priority to drug prevention and control resources for ethnic minorities and mountainous, remote and isolated areas. islands, border areas and drug-complex areas ”,“ officers and soldiers of agencies specialized in drug-related crime prevention and control, drug addicts in drug treatment facilities Public drug addicts are entitled to preferential regimes and policies suitable to the nature of their tasks and areas of operation according to the Government&#8217;s regulations ”.</p>

<p>Additional regulations on a number of prohibited acts such as “illegal research, testing and verification of narcotic substances, precursors, addictive drugs, psychotropic drugs, precursors, medicinal ingredients that are narcotic substances. , psychotropic substances, drug precursors, veterinary drugs that contain narcotic substances or precursors &#8220;,&#8221; oppose or obstruct drug testing in the body, determine drug addiction status, manage Illegal drug users, drug addiction treatment, post-detoxification management &#8220;,&#8221; instruction for production, illegal use of drugs, marketing of narcotics &#8220;,&#8221; discrimination against users illegal drugs, drug addicts, drug addicts &#8220;.</p>
<p>The Law specifies the responsibilities of agencies, organizations, individuals, families and communities in drug prevention and fight; specifying agencies in charge of drug-related crime prevention and combat and principles of coordination of agencies specialized in drug-related crime prevention and control.</p>
<p>Additional Law regulates control of drug precursors, medicinal ingredients that are narcotic active ingredients, psychotropic active ingredients, drug precursors, and veterinary drugs containing narcotic substances or precursors; additional control over activities of temporary import for re-export, temporary export for re-import of narcotic substances, precursors, narcotic drugs, psychotropic drugs, precursors, medicinal ingredients that are narcotic active ingredients, or pharmaceuticals psychotropic substances, drug precursors and veterinary drugs that contain narcotic substances and precursors to enhance the management of legal drug-related activities, contributing to improving the capacity to detect and prevent crime of illegal production of narcotics.</p>
<p>The management of illegal users of narcotics is a new provision of the Law compared to the 2000 Law on Drug Prevention and Control, amended and supplemented in 2008. The Law has specified specific cases of drug testing in muscle. (Article 22) for the authorities to have an objective basis to determine the person committing illegal drug use and to monitor the person who has the illegal use of narcotics.</p>
<p>Illegal drug users are listed and managed, monitored and supported right from the first detection of illegal drug use and this is not a measure to handle administrative violations. (Article 23).</p>
<p>The law specifies cases of drug addiction identification in order to facilitate the classification and management of subjects and the application of appropriate management and detoxification measures (Article 27). The detoxification measures include: voluntary drug addiction treatment is carried out in families, communities or at drug addiction establishments; Compulsory drug addiction treatment is done at public drug addiction establishments. The law does not prescribe compulsory detoxification measures in the community.</p>
<p>Drug addicts aged 18 years or older who do not register, do not conduct or voluntarily terminate voluntary drug addiction, treat addiction to opioid substances with substitute drugs; continuing to illegally use narcotics during voluntary drug detoxification, terminating treatment of opioid addiction with substitution drugs due to violation of regulations on addiction treatment; during post-drug detoxification and relapse management, apply administrative handling measures to sending to compulsory detoxification establishments (Article 32).</p>
<p>The law specifies the preparation of dossiers of application for consignment to compulsory detoxification establishments for drug addicts aged between full 12 years and under 18 years (Article 34), specifying the subjects and the later management duration. detoxification at residence (Article 40) and no regulations on post-detoxification management at detoxification establishments; regulations on drug addiction treatment for Vietnamese expelled by foreign countries for illegal use of narcotics or drug addiction; foreign drug addicts living in Vietnam (Article 37).</p>
<p>The law takes effect from January 1, 2022.</p>

On April 12, patients from Japan entered Da Nang Airport on flight VJ2519 and were quarantined immediately after entering Da Nang city. Currently, patients are isolated and treated at Da Nang Lung Hospital.</p>
<p><strong>Ca disease No. 2730 (BN2730)</strong> recorded in Da Nang: Male patient, 25 years old, is a Vietnamese citizen, with address in Hong Ngu city, Dong Thap province.</p>

<p>On April 11, <strong>BN2732-2733</strong> from Japan to Da Nang Airport on flight VN5313 and quarantined immediately after entry in Da Nang city. Currently, patients are isolated and treated at Quang Nam Central General Hospital.</p>
