Corona crisis Further help for business in sight

Status: 06/18/2021 5:51 p.m.

The states are urging to continue Corona aid for companies until the end of the year – Federal Minister of Economics Altmaier indicated readiness. Support for domestic exporters has already been extended. There are signs of an extension of the corona aid for companies that have been particularly hard hit by the pandemic. The economics ministers of the federal states demanded that the funds previously planned until the end of September be continued until the end of the year. The federal government pays the previous “Bridging Aid III”.

Extension after the summer break if necessary

Federal Minister of Economics Peter Altmaier (CDU) made it clear after a meeting with his country ministerial colleagues that he is not averse to an extension. One will look at the situation and, if necessary, extend the help after the summer break. The corona aid only applies to companies that can demonstrate a sharp drop in sales and can trace them back to the pandemic. As the economy is currently picking up again and more business is being done again, the number of companies eligible to apply is falling.

Economic aid will be extended The Bridging aid III gets a “plus”

Because the situation is still difficult in some sectors, several aids are being extended.

Altmaier: So far, 105 billion euros have been transferred

So far, a total of 105 billion euros have been transferred to companies as corona aid, said Altmaier. Roughly half of these are loans and half are grants that do not have to be repaid. In addition, there is money from the federal states. According to Altmaier, the state support has paid off: “Together we managed to prevent a loss of substance in the German economy.”

Against the background of the lower number of infections and the lifting of restrictions, Altmaier said the economy was “coming to a new start faster than many feared”. Growth is picking up – this year it will be 3.5 to 4 percent and in 2022 it will be more than 4 percent. The economy will have reached pre-crisis levels by spring 2022 at the latest. “That means, we are hopefully out of the worst,” said the CDU politician. When the bridging aid, which ran until the end of June, was extended by three months as “bridging aid III plus”, he was in any case in favor of continuing it until the end of the year.

Aid to exporters continues

Meanwhile, the corona aid for domestic exporters has already been extended until the end of the year. They were decided in July 2020 and should actually end this month. “Even if the economic situation has improved significantly in the past few months, the corona pandemic continues to pose challenges for the export industry,” the Ministry of Economics justified the decision. “Some companies are only now feeling the stresses with a delay.”

“Security signal” to the economy

North Rhine-Westphalia’s Minister of Economic Affairs, Andreas Pinkwart, spoke out in favor of continuing to support sectors such as the trade fair industry. After all, they would “presumably not yet be able to work in the fourth quarter in the way they normally would at normal times”. In addition, the FDP politician considers the extension of the bridging aid to be a good precaution for possible rising incidences in autumn. Then you would “not have to put on a new program from the hip”, but would have already been prepared. Saarland’s Minister of Economic Affairs, Anke Rehlinger, considers the prospect of the extension of the aid to be “a protective signal” to the economy. “We have to take care of the industries that are still suffering from the pandemic.” She stressed that the time should be used to prepare for all eventualities in autumn and winter. Should one be forced to make restrictions again because of the pandemic, there could be “other, smarter measures” that would take into account aspects such as a high vaccination rate.

Situation in trade fair industry “catastrophic”

The corona pandemic hit large parts of the German economy hard. In the meantime, things are looking a little better again, also because restrictions have been relaxed and restaurants and cafes are open again, for example. However, the situation in some sectors such as the trade fair industry is still very tense.

Jörn Holtmeier, managing director of the trade fair association AUMA, described the situation in his branch as “catastrophic”. The first industry get-togethers would take place again in September, but the number of trade fairs until the end of the year was clear. There have been many rejections. “If a stand builder finally gets another order for his first trade fair in November or December, but then does not receive any more money from the state in October, this can extremely worsen the already tense financial situation of his company.” Then company bankruptcies are possible. It is mainly about stand builders, caterers and private trade fair organizers. Exhibition companies that belong to municipalities and the state are not entitled to federal corona aid.

Around 231,000 employees

Holtmeier is also in favor of extending the aid until the end of the year. This was just a safety net, he said. “Some companies will get orders again beforehand and make sales, they will not have to use the help.”

According to AUMA, Germany’s trade fair industry has around 231,000 employees. This not only includes organizers and stand builders, but also companies with a strong trade fair business – a hotel, for example, which does most of its business with trade fair visitors, is proportionately included in the number of employees. Since March 2020, according to the Ifo Institute, the crisis in the trade fair industry has led to economic damage of an estimated 40 billion euros: Dealers could no longer buy anything at the industry get-togethers, and there were no more visitors who would spend money on restaurant visits, hotel stays or taxi rides

The low point of the crisis has been overcome for Lufthansa, said CEO Spohr a few days ago. He hopes to be able to repay the state aid quickly – if possible, before the general election. According to CEO Carsten Spohr, Lufthansa wants to repay the billions in financial aid from the state in the corona crisis in a few months. “We were one of the first companies that was saved by the federal government. We also want to be one of the first companies to pay back the rescue funds – hopefully before the federal election,” he said in an interview with Chancellor Angela Merkel at the National Aviation Conference. The election date is September 26th. Germany, Austria, Belgium and Switzerland had pledged nine billion euros in government aid to the group last year due to the collapse in business caused by the pandemic, thus saving it from ruin.

Corona consequences for companies How much longer does the state have to help?

Status: 06/17/2021 10:18 a.m.

Today, the federal and state economics ministers are discussing how to proceed with corona aid for companies. Warnings against a permanent state economy are getting louder. But some industries are still deeply in crisis.

From Axel John, SWR

Tim Sandrock walks through the 3500 square meter hall of his event company. He points to huge loudspeakers, lighting systems or projectors that are piled up to the ceiling. “That would normally all be used outside in mid-June, at theater events, village festivals or music concerts”says Sandrock. “The camp could be swept through completely. We haven’t moved the technology for at least 15 months.”

He is one of the two managing directors of Flo-Service GmbH in Mainz. The company has 25 employees and six trainees. The company organizes up to 1500 events per year with a focus on the Rhine-Main area. “From the disco ball for the teenage party to the stage technology for a Sting concert, we cover everything”says Sandrock. Although the economy is taking off again across the country, Flo-Service still has few orders at major events due to the pandemic requirements. Most recently, among other things, the Oktoberfest was canceled. This sends a devastating signal to the industry.

According to Ifo, companies have only accessed 24 percent of the corona aid.

Hope for further help

“We are broadly positioned and have thus been able to limit losses. The Federal Employment Agency helped us a lot through short-time work with around 31,000 euros per month. The bridging aids were also extremely important to us last year”says Sandrock. “However, our company has fixed costs of 150,000 euros every month.”

“I very much hope for further government aid” – Flo Service Managing Director Tim Sandrock. Image: Axel John, SWR

Flo-Service mainly draws on its operating reserves before Corona. In addition, there was a tough austerity course. Overall, sales have decreased by a good third. This means that Sandrock is still in a brilliant position in the industry. Other companies make a minus of 90 percent or are no longer there. “In the long run, of course, you can’t finance a company like ours. I therefore very much hope for further state aid”, he says. Cultural events have a pre-planning of three to nine months. In the uncertain Corona time, that’s half an eternity. “I am optimistic that the worst is behind us. But we still need support for a transition period. Otherwise all previous payments would be pointless”, says Sandrock.

Economic aid will be extended The Bridging aid III gets a “plus”

Because the situation is still difficult in some sectors, several aids are being extended.

Economics ministers discuss further aid

The federal and state economics ministers meet today in Düsseldorf – for the first time in attendance. One question is: what will happen next with the support for the economy? The bridging allowance and short-time work allowance were only recently extended to the end of September and even expanded. Now it is about a renewed extension until the end of the year.

The host of the meeting, the North Rhine-Westphalian Minister of Economic Affairs Andreas Pinkwart from the FDP, has already made a decision: “I am in favor of the aid being extended beyond the end of September until the end of the year”, he says. “Sectors such as the trade fair and event industry or the showmen will continue to suffer from a drop in sales in the fall. The Federal Ministry of Economics also sees it that way. I would also like to advocate this course at the federal government.”

NRW Minister of Economic Affairs Pinkwart is campaigning for a further extension of the corona aid. Image: dpa

North Rhine-Westphalia’s Minister of Economic Affairs also refers to legal constraints. “Unfortunately, to fight the pandemic, we had to restrict the freedom of trade. That is why the bridging aid is not subsidy, but compensation. Parts of the economy are only now gradually returning to normal”says Pinkwart. Now it is a matter of creating transitions for the companies concerned.

Share of businesses in need is falling

More and more companies seem to manage this transition. According to a study by the Institute for Employment Research (IAB), only eight percent of all companies saw their existence threatened by May. In April this value was still 13 percent. “The incidence values are easing in many places, and at the same time private-sector companies in Germany are looking more optimistically into the future, “says IAB Director Bernd Fitzenberger. So far, the Federal Ministry of Economics has approved a total of more than 105 billion euros for the economy during the crisis. In addition, there is short-time work allowance of around 32.3 billion euros.

Corona economic stimulus program Waiting for the right oomph

A year ago an extensive stimulus package was announced by the federal government – what did it bring?

Criticism from economists

More and more economists are critical of the ongoing political assistance. Lars Feld is one of them. The 54-year-old economist is a proven regulatory politician, i.e. oriented towards the principles of market and competition. “The extension until the end of September is fine. But I do not believe in a renewed extension”, he says. “The upswing is in full swing. According to the Bundesbank, we will have growth of 3.7 percent in Germany this year. Next year it should be five percent. The need for an expansive fiscal policy that continues to be so strong is therefore decreasing.”

In addition, there are always deadweight effects at companies that find themselves in a difficult situation without this having anything to do with Corona. However, Feld limits his analysis with a view to the event industry. “If the state restricts certain companies in certain sectors of the constitutionally granted freedom of trade, then this must be compensated. But we will have to live with Corona in the long term. Therefore, I think it is questionable whether the events industry can continue as it did before the pandemic.”

Digital structural change also in the event area

Tim Sandrock in Mainz knows that too. In order to survive economically, Flo-Service had already digitized itself during the lockdown. “We have brought our analog offers into the digital space. Instead of a meeting with a projector, screen or interpreting service, we now also offer complete software solutions”says Sandrock. Corona has massively accelerated development. “There will be a growing digital share at events of all kinds in the future.”

In order not to complicate this structural change, Sandrock is also in favor of a foreseeable phase out of the aid. For the next few months, however, the company needs government aid again. If politicians decide in favor of renewed extension, Sandrock will submit an application. “But I am sure that the industry will recover quickly after Corona. I’m also counting on a catch-up effect. Man is a sociable being. That’s why we’ll be back.”

The federal government had made available 150 billion euros for companies as corona aid in grant programs – according to the Ifo Institute, just 24 percent of this was accessed. Companies in Germany have so far called on much less Corona aid than planned by the federal government. “Only a fraction of the budgeted aid was paid out to the companies affected by the corona pandemic,” said Selina Schulze-Spüntrup, researcher at the Ifo Institute. “That also has to do with the fact that some of the eligibility requirements were formulated quite strictly to rule out abuse.” According to the information, the federal government provided 150 billion euros in grant programs. Of this, 24 percent have so far been accessed. For emergency aid from the federal government, 50 billion euros were estimated, according to Ifo, less than a third of it was used.

After Eriksson suddenly fell to the ground, the medical staff who quickly entered the scene soon discovered that Eriksson had a cardiac arrest, and they immediately used a defibrillator (AED) to perform CPR.

UEFA said the Danish player Eriksson has been transferred to the hospital. The current situation is stable.

This incident caused concern and once rushed to the top of the hot search list.

After confirming that Eriksson is fine, let us count From the 1970s to the present, the sudden death of football stadiums has not been fully recorded:

Football players who died suddenly on the field of football games include Romania, Portugal, Sevilla, La Liga Málaga, Nigeria, Brazil, Cameroon, Portugal, Hungary, India, Egypt, Paraguay, the former Soviet Union, France, the United Kingdom and China, etc. National team star, The well-known first-tier team players even have no fewer than 50 international players, ranging in age from 20 to 30 years old.

In 2006, a research report of the European Cardiovascular Society disclosed: From 1980 to 2000, more than 2,000 athletes died suddenly worldwide, among which football players accounted for more than 30% of the total.

Logically speaking, athletes, especially professional athletes, are strictly selected! The body should be very strong and healthy. Why are athletes, especially football players, easy to fall to the ground and die suddenly?

Today we will talk about sudden death in sports.

What is sudden death from exercise?

Athletes and people who take physical exercises die accidentally during exercise or within 24 hours after exercise. According to the World Health Organization (WHO), it is called sudden exercise death.

Sudden deaths of athletes are usually cardiac arrest. The cause of cardiac arrest, consider strenuous exercise, which leads to abnormally rapid heartbeat, which may affect the return of blood to the heart. When the blood returns to the heartbeat, there will not be enough blood to be pumped, and there will be ischemia of important organs, or severe Exercise, abnormal metabolism in the body, unstable electrical activity, and malignant arrhythmia may also occur.

What is the probability of sudden exercise death?

According to a survey conducted by the Sports Science Research Institute of the State Sports General Administration, The sports event with the highest rate of sudden death from exercise is running, including marathon. Accounted for one third, about 33.98%, Followed by football and basketball.

Another medical study showed that young athletes participating in fiercely competitive sports have a significantly higher risk of sudden death than non-athletes. The sudden death rate of men is about 10 times that of women. Football matches, especially professional football matches, are sports events with the highest incidence of sudden deaths among athletes.

What are the causes of cardiac arrest during exercise?

The activity of football players is a kind of high explosive and high-intensity activity. Often the athlete’s body should be very strong. Individual athletes’ bodies have potential diseases, such as arrhythmia or aortic dissection, during strenuous exercise. Rupture occurs, even intracranial vascular malformation, hemangioma is easy to rupture, or the phenomenon of overdraft failure of strong running heart function, sudden death occurs.

High-intensity exercise may cause heart attack and death. The athletes of these sports have strong physique. When the energy required to supply the body exceeds the load of the heart, it is very likely to induce a heart attack.

It’s just that these athletes have not been diagnosed with heart disease (congenital), so heart attacks can occur during high-intensity competitions.

Sudden exercise death is not caused by a single factor of exercise, but caused by exercise and underlying heart disease.

On the one hand, it is related to cardiovascular and cerebrovascular diseases:

First, sudden cardiac death is the most important cause of sudden exercise-related death. Accounted for 81% of sudden exercise deaths, mostly caused by myocardial infarction, hereditary arrhythmia, and cardiomyopathy. Athletes under 35 years old are prone to sudden death during sports mainly due to hereditary or congenital heart abnormalities. Hypertrophic cardiomyopathy is the main cause of sudden cardiac death in young athletes, accounting for more than one-third.

Second, sudden brain-derived death is the second cause of sudden exercise-induced death. It accounts for 17% of sudden exercise deaths, mainly including cerebrovascular malformations, aneurysms or hypertension.

On the other hand, related to exercise intensity:

In the crowd of high-intensity or strenuous exercise, the sudden death rate has indeed increased, reaching more than one death per 100,000 people. The causes of sudden death in athletes include aortic dissection, hypertrophic cardiomyopathy, valvular disease, and coronary artery malformations.

How to judge cardiac arrest?

Sudden Cardiac Arrest (CA) simply refers to the sudden stop of the pumping function of the heart. The pulsation of the large arteries and the disappearance of heart sounds, the critical organs (such as the brain) are severely ischemia, hypoxia, and even the end of life. CA can be quickly recognized if the carotid artery or femoral artery is not touched, and the heartbeat is not heard in the precordial area.

What is the golden rescue 4 minutes of cardiac arrest?

The survival rate of cardiac arrest is very low. According to different circumstances, the survival rate of sudden death out of hospital is less than 5%. The key to successful rescue is to perform cardiopulmonary resuscitation (CPR) and cardiopulmonary therapy as soon as possible.

After a cardiac arrest, due to the sudden interruption of cerebral blood flow, the injured may lose consciousness in about 10 seconds, and can survive timely treatment, otherwise biological death will occur, and spontaneous reversal is rare. Sudden cardiac arrest is often the direct cause of sudden cardiac death.

Time is the heart; time is life!

If the chest compression is performed within 1 minute, the rescue success rate can reach 90%; if the chest compression is performed within 4 minutes, the success rate drops to 50%; if the rescue starts after 10 minutes, the mortality rate of the patient is almost 100%; The success rate drops by 10% for every minute of delay!

Research shows: Golden rescue of cardiac arrest for 4 minutes. In other words The critical period for rescue is within 4 minutes after cardiac arrest. If these 4 minutes are missed, important organs of the human body may be irreversibly damaged due to ischemia and hypoxia.

How to rescue ordinary people in this situation?

Medical research shows that more than 80% of sudden deaths occur outside the hospital, and 120 ambulances are affected by various factors such as distance and road conditions, and it takes 5 minutes to arrive at the scene at the earliest. If you wait for the medical staff to come first, it is obviously too late. So what should we do at critical moments?

Emergency cardiopulmonary resuscitation (CPR) and AED defibrillation can save lives at critical moments!

AED, the full name of Automated External Defibrillator (Automated External Defibrillator), uses electric shock to terminate fatal arrhythmias (ventricular fibrillation, ventricular flutter), and then restore the heart to beating. But it will not shock the ECG straight line. At this time, cardiopulmonary resuscitation (CPR) will be performed immediately. CPR can save lives at critical moments!

What is the operating procedure of cardiopulmonary resuscitation (CPR)?

Out-of-hospital first aid: cardiopulmonary resuscitation (CPR)

Call the patient quickly to confirm whether they are conscious

Emergency call 120 for help

Quickly determine whether there is carotid pulsation

Perform mouth-to-mouth artificial respiration 2 times

High-efficiency standard CPR lasting 2 minutes

What is the correct way to use AED?

The correct operation method of automatic electric defibrillation (AED):

order: Placing electrodes-analyzing the heart rhythm-turning on the power-electric shock defibrillation

After getting the AED in a public place, perform AED defibrillation.

Turn on the power immediately after the AED arrives.

Attach the shock patch as shown in the figure and follow the AED voice guidance.

When prompted not to touch the patient, stop CPR immediately and make sure that no one is in contact with the patient.

Wait for the AED to analyze the heart rhythm and defibrillation operation.

After defibrillation, immediately continue CPR. After about 2 minutes, the AED will automatically analyze the heart rhythm. Please follow the voice prompts. Before the professional arrives, continue the above steps.

Laos injects three vaccines, Pfizer, AstraZeneca and Sinopharm, free of charge to the people. On June 15, Laos started a new round of free vaccinations for people to reach the goal of 50% of the population being vaccinated against Covid-19. Vaccination in Laos has slowed down for a while because the country has to balance both the amount of vaccine received as well as the increasing demand for vaccination of the people after the second round of Covid-19 outbreak in Laos. Laos in mid-April. The latest batch of vaccines that Laos received was on the afternoon of June 14, with the help of China with the amount of 500,000 doses of Sinopharm vaccine that arrived in Vientiane through Wattay international airport. This is the fifth time China has donated vaccines to Laos, bringing the total number of Covid-19 vaccines that Laos has received from China to 1,902 million doses. As of the afternoon of June 14, Laos had received 2,135,620 doses of Covid-19 vaccine from countries and international organizations, the first dose was given to 713,709 cases, the second injection was given to 394,679 cases. well suited. According to the Lao Ministry of Health, the country has started a new round of vaccination with specific regulations for different vaccines that Laos receives aid from countries and international organizations. Accordingly, from today, starting the first dose of Pfizer vaccine in Vientiane, this is the number of vaccines Laos received by COVAX on June 2 with the amount of 100,620 doses. This vaccine can only be administered in Vientiane because the Pfizer vaccine is the type that needs to be stored in special equipment. Subjects include three subjects who are over 60 years old, people with underlying medical conditions, and officials and civil servants with a high-risk working environment for Covid-19. In addition, starting today, Laos also deployed the first dose of Sinopharm vaccine after receiving another 500 thousand doses from China; Administer the second dose of AstraZeneca vaccine to subjects who received the first dose. The latest information on June 15 published by the National Task Force for the control and settlement of the Covid-19 epidemic in Laos said that on June 14, Laos tested 2,025 cases, the results detected 15 positive cases. There are six cases of community transmission (in Vientiane Capital) and nine imported cases from Thailand (Champasak province and Savannakhet province). On June 14, there were 1,935 cases of entry into Laos, all cases entering Laos were checked for body temperature, taken samples for testing and isolated according to regulations (except for freight drivers). Since January 2020, Laos has tested 274,907 cases, detected 2,025 positive cases for SARS-CoV-2 virus (three cases have died). To date, 1,905 cases have been discharged, 117 cases are continuing to be treated. Currently, across Laos, there are 4,224 cases in isolation at 51 centers according to regulations. All cases in isolation centers have been sampled for Covid-19 testing.

EU funds for holiday flyers Aid for Condor declared null and void

As of: 06/09/2021 1:00 p.m.

The EU court annulled a decision of the EU Commission that allowed German aid for the Condor airline. Ryanair had sued against the release. Ryanair has achieved a success against state corona aid for the German airline Condor before the EU court (EGG). The judges overturned the EU Commission’s decision to approve the aid. The decision of the Brussels authority was not sufficiently justified, said the court in Luxembourg. In practice, however, this initially has no consequences: the effect of the declaration of invalidity was suspended until the EU Commission has passed a new decision. This means that Condor does not have to repay the money immediately.

Loan of 550 million euros

Germany had registered the aid in favor of Condor in Brussels in April 2020. This involved two government-secured loans with reduced interest rates in the amount of 550 million euros. The background was damage caused by the cancellation or postponement of flights due to travel restrictions in the corona pandemic. The low-cost airline Ryanair complained, among other things, of violations of the free movement of services and filed a lawsuit against the release.

Connection with bankruptcy proceedings?

At Condor, the situation had worsened due to the bankruptcy of the parent company Thomas Cook in autumn 2019, which preceded the corona crisis. The airline was only able to continue working with rescue aid of 380 million euros, which was also approved by the EU. The insolvency proceedings initiated at the time had to be extended after the outbreak of the Corona crisis because the new owner, the Polish aviation company PGL, had jumped off. The 550 million euros in government aid also included costs that resulted from the extension of the insolvency proceedings at Condor. Ryanair had argued that the commission had not explained why it had even included the extended insolvency period when calculating the damage to Condor from the corona crisis. The Condor case is one of many in which Ryanair is taking action against state corona aid for competitors. So far, the plaintiff has succeeded in some cases but not in others. (Case T 665/20)

Economic aid will be extended The Bridging aid III gets a “plus”

As of: 06/09/2021 1:56 p.m.

Many companies that have been closed for a long time due to Corona can reopen. But because the situation is still difficult in some industries, several aids will be extended until the end of September – including the short-time working rules. The simplified access rules for short-time work due to the corona pandemic will be extended by a further three months beyond the end of June. The economic crisis caused by the pandemic is “not over yet” and it is therefore important to continue protecting jobs, said Minister of Labor Hubertus Heil. The cabinet has therefore decided to extend the rules, as there are companies “that need short-time work beyond June 30”. The SPD politician referred, among other things, to the event industry. In the justification for the proposal for the cabinet, it is said that, in the view of the federal government, there are still “uncertainties” despite falling corona numbers and vaccination progress. It is about “stabilizing employment relationships and thereby avoiding unemployment and possibly bankruptcies as far as possible”. Above all, financially heavily burdened companies in the retail trade, in the entertainment, travel and tourism industries and in the hotel and restaurant industry, need easier access to short-time working beyond June 30, 2021.

Additional costs for BA of 2.6 billion euros

In addition to easier access to short-time working allowance, the full reimbursement of social security contributions for companies is to be extended. The federal government is making around 2.6 billion euros available for both instruments. Salvation announced the move in May and speaking of planning security for companies. Since the beginning of the year, the BA has already spent over 13 billion euros on short-time work. It is about “continuing to consistently secure employment” and building a “bridge to the time of economic recovery,” said Heil. Short-time working has already saved millions of jobs during the crisis and will continue to do so “where necessary”. The CSU in the Bundestag also pointed out that companies would be brought over the summer in this way. Criticism came from the Greens, who spoke of a “missed opportunity”. The extension “should have been combined with the introduction of a minimum short-time work allowance” in order to provide security and prevent going to the job center, explained the labor market expert Wolfgang Strengmann-Kuhn.

Bridging Aid III will also be extended

Further economic aid will also be paid longer. As the Ministry of Finance and Economics announced, Bridging Aid III for companies and self-employed people will be continued until September 30, 2021 – under the new name “Bridging Aid III Plus”. Economics Minister Peter Altmaier (CDU) said the “economic engine” was running. Nevertheless, the exit from the pandemic is gradual. That is why the extension of the aid, which was previously limited to the end of June, is an important signal. Finance Minister Olaf Scholz (SPD) emphasized that Germany had weathered the pandemic better than many others economically because the government had resolutely provided aid. “And this support is not stopped shortly before the goal, that would be economic nonsense.” The bridging aid is the government’s central crisis instrument to cushion the consequences of the pandemic on jobs and companies. With the extension, the upper limit for the subsidies will also be increased – especially larger companies from the fashion and hotel industries, for example, had complained that they had not yet received the aid. At the same time, companies that take employees out of short-time working earlier or hire new employees should receive a “restart bonus”.

In an interview with TBTCVN, Mr. Pham Quang Tu – Deputy Country Director of Oxfam in Vietnam said that a rigid framework should not be imposed but should be flexible in formulating estimates of foreign aid as a source of revenue. State budget.

ODA capital has made an important contribution to infrastructure investment, promoting socio-economic development. Thus, localities will also be easier to apply and foreign organizations will also find it more convenient to carry out procedures for central and local governments. Reporter: The Ministry of Finance is soliciting public comments on the draft circular guiding the state financial management of foreign non-refundable aid as part of state budget revenue. From some facts about receiving foreign aid from the localities where Oxfam has provided aid, do you have any comments on the development of this circular? Mr. Pham Quang Tu: Faced with the fact that many localities are still confused in guiding the implementation of legal documents related to the receipt of foreign aid, I highly appreciate the fact that the Ministry of Finance has actively developed this circular to guide guidelines on financial management of foreign aid under the state budget in three different decrees, namely Decree 56 on ODA aid, Decree 80 on non-ODA aid and Decree 50 on emergency relief and disaster recovery. Mr. Pham Quang Tu An example in the implementation of Oxfam’s projects is the flood emergency relief program in Central 2020. The understanding and application of this fund by local governments are different. For Quang Tri and Quang Nam provinces, they immediately identified Oxfam’s support capital under the implementation guidelines of Decree 50. While Ha Tinh and Quang Binh have concerns about applying Decree 80 or Decree 50. From that example, it can be seen that, the same source of foreign funding, whether it is from the state budget or not from the budget, but with different sources being adjusted under different regulations, localities have different interpretations. , so there is confusion in how to apply the appropriate regulations, leading to many aid sources not being implemented in a timely and rapid manner compared to needs. If this situation continues, it may lead to us not being able to take full advantage of foreign aid sources, causing donors to move to another locality or to another country, which is a pity. Therefore, when the Ministry of Finance issues a common guideline for all 3 Decrees for sources under state budget management, it will create a synchronism as well as make it easy to understand for aid-receiving organizations. A good idea, worth noting. I hope that the guidance of this circular will help local governments better understand how to approve and implement projects to avoid overlap. Reporter: This new draft circular has specific regulations on the construction of foreign aid capital estimates. What is your view on this matter? Mr. Pham Quang Tu: In my opinion, the construction of an estimate is common and necessary when following a general financial management process, including: estimation, expenditure, and finalization, but it is necessary to calculate which type is appropriate. The draft circular contains provisions on annual, 3-year and 5-year financial planning for foreign aid sources under the state budget. However, out of the three sources of ODA, non-ODA aid, and emergency aid, it seems that only ODA can be identified in the long term and thus 5-year financial planning is almost exclusively applicable to this resource. As for the other two types of capital, it will be difficult to make a 5-year plan. Even if there is a plan, the practicality and feasibility are not high, especially for emergency relief according to Decree 50, it is even less planned, because it is only determined when natural disasters occur. Therefore, using a common estimation model for all three types of capital sources will lead to stereotypes, rigidity and impracticability. Figures 3 years and 5 years are only forecasts, so the error in planning for 3 years and 5 years will be more, until implementation will have to be adjusted a lot. Therefore, when implementing, it is necessary to create flexibility in adjusting compared to the plan without having to create too strict requirements, avoiding asking for up, down and approval many times. In my opinion, for investment aid, the planning should be applied on a 3-year, 5-year cycle. As for the source of emergency relief, it should be flexible and should ensure prompt approval so that it can be implemented due to its emergency nature of relief. Reporter: From the perspective of organizations providing foreign aid to Vietnam, what recommendations do you have for this draft decree? Mr. Pham Quang Tu: First of all, as discussed above, I think that planning needs to be more flexible, not rigid, most importantly, it is necessary to focus more on the process of controlling expenses and payment. In addition, in my opinion, Clause 2 of Article 2 should be removed in the draft circular on the subject of application being “agencies in charge of foreign aid programs/projects/non-projects”. The reason is that the governing body is not the one to directly manage and use the aid. For example, if the Department of Agriculture of Province A is the grant holder/project owner, the Provincial People’s Committee is the governing body. In this case, the Provincial People’s Committee is only the competent authority to approve and allow the department to receive this aid, but the funding will be transferred to the account and managed by the Department of Agriculture. With the regulation that the governing body is the subject of the circular, it means that the Provincial People’s Committee must perform all the contents that the project owner, the Department of Agriculture, must do. This is an unrealistic and formal regulation because the Provincial People’s Committee does not manage money but only receives reports from the Department of Agriculture. The Department of Agriculture is a state agency and a legal entity, when directly the project owner will have to take full responsibility and if there are errors in the implementation process, they must be responsible before the law and authorities. on. PV: Thank you sir! Proposing the Government to develop a joint decree “In foreign aid, there are two types: state budget (state budget) and non-state budget. Therefore, to ensure uniformity, we suggest that, through the development of this circular, the Ministry of Finance can summarize and advise and propose the Government to develop a common decree, guiding the entire the process of calling for the receipt, management and use of foreign grants. In that joint decree, it will divide into two branches of budgetary and non-budgetary sources, including all from ODA, non-ODA and emergency relief sources. This will ensure synchronization…”
I have been involved in many activities to raise awareness about the urgency of the rhinoceros species. I was still playing cricket for England at the time and my tools and things had a lot of rhinos on them. After that, many people expressed interest in buying the items again because they looked cool, and that’s how I competed to raise awareness. Later, I used my son’s drawings of rhinoceros on the competition equipment as well as the main logo of SORAI. Or you can also become an ambassador, support activities related to our products, and also be the subject of discussion. It’s a way to create exchanges, thereby raising awareness across the board, with us in our efforts to stop the illegal wildlife trade. What do you think about rhinos that the public needs to be more aware of? Rhinos are in danger of extinction. In South Africa, in the last 10 years, we have lost two-thirds of the remaining rhinos here. The problem stems from black markets such as China or Vietnam, which have engaged in illegal wildlife trade activities. Africa would not be Africa without rhinos. They are one of five important wildlife species in this place. We stand firmly against the illegal wildlife trade and also rhino horn. Many texts have asserted that rhino horn has no medicinal value, and that greed and misinformation in society have used them to flaunt their status. These things need to be removed immediately! And how did the collaboration between SORAI and Hublot begin? In 2019, while the Cricket World Cup was in progress in England, Hublot and I started working together. Then we did bigger things together, and we really brought about change. The first Big Bang Unico SORAI watch was born at that time and immediately “sold out” very quickly. The feedback after that was also very positive and everything was perfect. And I believe this next watch will achieve the same success. The new Big Bang Unico SORAI watch will be released in 2021 Can you share with everyone about the similar values of SORAI and Hublot? I think time is the greatest value we share with each other. Quite simply, Hublot offers very innovative timepieces. And together we are in a race against time to save the rhinoceros from extinction. This is a perfect collaboration! SORAI and Hublot’s first collaboration was the very successful Big Bang Unico SORAI watch. Can you share more about the achievements after that initial success? If it weren’t for that success, I probably wouldn’t be sitting here talking to you right now. The opportunity to approach and talk about the organization’s activities with the public in Vietnam is a wonderful thing. For me it is a very meaningful success, besides financial success. Big Bang Unico SORAI watches come with 2 sets of bands with matching colors màu What’s different about the second Big Bang Unico SORAI watch released in 2021 compared to the first one? The new Big Bang Unico SORAI is equipped with a UNICO manufacture movement and is inspired by the natural colors of the woods in summer: a harmonious blend of two greens, from the green ceramic case. tree to the camo green hue of the familiar rubber or Velcro strap. This special edition, with the SORAI logo engraved on the sapphire crystal back, is limited to just 100 pieces worldwide. Due to the impact of the pandemic, we worked together through video meetings, coming together to agree on every detail on the new watch. SORAI’s black rhino logo on the dial After working with Hublot for a while, what percentage of your initial expectations about this relationship have been met? What I expect is all that we have achieved so far. We have an organization that works for the sake of bringing about change, raising large sums of money from the profits of the first 100 watches sold for the activities of the organization. More importantly, thanks to this cooperation, I have been able to reach other countries and territories. This is like a marking exercise, every opportunity we have to raise awareness of the community, to be communicated to the public, can open certain doors. Thank you for taking the time to chat and share! Perform: Tuan Anh

WHO launched the largest immunization campaign in human history with the aim of distributing vaccine doses to 190 countries.

The World Health Organization (WHO) has launched the largest immunization campaign in human history with the aim of distributing vaccine doses to 190 countries and limiting the risk of dangerous mutations. However, this project is currently racing against time. The man trying to save the world now stands in a Connecticut kindergarten, USA. He puts his laptop in front of him and sunlight is shining through the window into a crib. Benjamin Schreiber is barefoot and his hair is messy. The 46-year-old seems to have just woken up, but almost every day, he gets up from sunrise. His job is one of the most important and difficult in the world. As the United Nations Children’s Fund (UNICEF) Deputy Head of Immunization Team (UNICEF), Schreiber is responsible for ensuring that 2 billion doses of Covid-19 vaccine reach people in the poorest countries, the most distant. In an online meeting with colleagues in Germany, Panama and Haiti, Schreiber discussed his “headache” for the day: The situation is stagnant in two countries. Countries that buy the most Covid-19 vaccine. Photo: Duke Global Health Innovation Center Referring to a country where outsiders are difficult to reach, Schreiber said: “It is not clear how things are going”. In the remaining country – Haiti, the first potential vaccine shipment has been delayed. The vaccination team appears to be ready, but political and social issues are hindering shipping. Fuel in Haiti is expensive, roads are poor, budgets are miscalculated. Many people do not believe in Western aid, others do not understand Covid-19. There are discussions like this every day Schreiber. On a small scale, it often involves questions about the proper way to cool vaccines, about ingenuity in dealing with governments. However, at the core of the matter has always been global justice. The new strain corona virus has spread to every continent and infected at least 128 million people. It has ruined economies and destroyed families. Up to now, a global medical emergency has been in effect for more than a year. Citizens in some developed countries have been protected from the corona virus and many others in Africa, Asia and Latin America are still waiting to be vaccinated. Carrying vaccines to remote areas in Nepal. Photo: SPIEGEL To date, nearly 600 million doses of the vaccine have been used around the world. However, nearly two-thirds of them are used in six countries. About 60% of Israelis, less than half of Britons and one-tenth of Germans have been vaccinated at least once. In Namibia, where a population of more than 2 million people, less than 1,500 people have been vaccinated. In some other countries, no one has been vaccinated yet. Earlier this year, WHO Director-General Tedros Adhanom Ghebreyesus warned of a “moral disaster”. An effort has been made to prevent that disaster. A global mechanism, called COVAX, was born to support the equitable distribution of Covid-19 vaccines to countries. WHO launched the initiative a year ago and a vaccine consortium called GAVI and the Alliance for Pandemic Readiness Innovation (CEPI) also joined. Almost every country in the world participates in COVAX. Many countries and regions have attempted to smooth the infection curve of Covid-19. Photo: John Hopkins University COVAX’s goal is that 92 of the poorest member countries get vaccines as fast as 98 rich countries. The rich countries pay more for the initiative and the poorest countries get discounts or free vaccinations, with each country vaccinating a fifth of its population by the end of the year. It is UNICEF’s responsibility to ensure that vaccines reach their destination. The new strain corona virus is constantly changing. Most changes do not affect the degree of danger posed by the virus, but some mutations, like the strains that occurred in Brazil and the US, do. And the more the number of countries experiencing uncontrolled outbreaks, the more likely the world will have to deal with the next mutation. So how do you vaccinate those most threatened, such as the elderly, the sick, and health care workers around the world? How can COVAX achieve its ambitious goals? Graph of increasing Covid-19 cases among countries. Photo: Bloomberg A group of German magazine Der Spiegel reporters have followed the vaccine around the world. They went to vaccine factories in India, to warehouses in Copenhagen, Denmark. It all goes to the end: The vaccine is delivered to health workers in Malawi, who received their first shot in March. The reporters also witnessed a German at a kindergarten. in the US to plan vaccine distribution. Schreiber has been with UNICEF for 8 years. His biggest challenge last year, he said, was preparing nations for a short period of time. COVAX’s goal is to ship about 2 billion doses of vaccine by the end of this year, corresponding to about 850 tons of vaccine per month and 1 billion syringes. Thousands of cooling boxes have to be transported to the most remote corners of the world by jeeps, boats, drones and even donkeys. Even in normal years, UNICEF vaccinates nearly every child around the world. However, UNICEF has never faced a global pandemic. The Republic of Seychelles is currently leading the world because there are enough vaccines for 63.1% of the population. Photo: Bloomberg. Immunization campaigns are usually planned many years in advance, but this time only a few months. Vaccine recipients are diverse, some have been successful, some have failed, some have only a few hundred thousand people, some have more than a billion. Countries were asked by UNICEF to explain in writing how they intend to manage the logistics of vaccinations. Schreiber read over 100 of these lengthy plans, mostly twice. He corrects and makes suggestions for improvements. Most of the time, things go well, but sometimes it doesn’t. The governments of Tanzania, Eritrea and Madagascar are still debating that Covid-19 is a dangerous disease. However, the effort paid off. On February 24, the first shipment of COVAX landed in Ghana. The first shipment to Haiti is also planned. By the end of March, UNICEF had distributed 20 million doses of the vaccine to 47 countries.

The porter is sending the boxes of vaccines to Jumla (Nepal). Photo source: UNICEF The corona virus has spread to every continent, now infecting at least 128 million people worldwide. How widespread the epidemic was, devastating economies there. Many people in Africa, Asia and Latin America are waiting to be vaccinated. So far, nearly 600 million doses of the vaccine have been used around the world, but two-thirds of them are in just six countries. About 60% of Israelis have been vaccinated once, 50% of Britons have been vaccinated, and 1 out of 10 Germans get it. In Namibia, where a population of more than 2 million people, less than 1500 people are vaccinated. Aside from Namibia, no African country has received the vaccine. To prevent that, the COVAX project was born. WHO started COVAX a year ago, and the Vaccine Coalition (GAVI) and the Alliance for Epidemic Preparation Innovation (CEPI) are participating in nearly every country in the world. The goal is to have the 92 poorest members receive as many vaccines as the 98 richest members. It is expected that by the end of 2021, each country will receive the vaccine for 1/5 of the population. UNICEF wants vaccines to reach their destination, making them available to people regardless of race or wealth. So how can COVAX achieve its ambitious goals? Project 2 billion doses of vaccine to reach poor countries Mr. Benjamin Schreiber, COVAX Coordinator in Connecticut (USA) affirmed that the biggest challenge for countries is “preparing to vaccinate in a short time”. COVAX’s stated goal is to ship 2 billion doses of vaccine by the end of 2021, equivalent to 850 tons of vaccine / month and 1 billion syringes. Thousands of vaccine containers will reach the remotest corners of the earth by means of vehicles: Jeeps, boats, drones, and rickshaws. Countries receiving vaccine aid are diverse, some with developing economies, some with underdevelopment. Mr. Benjamin Schreiber, COVAX Coordinator in Connecticut (USA). Photo source: Katharina Poblotzki / Der Spiegel. Countries were required to send documents to UNICEF on how they plan to manage vaccine aid logistics: Which part of the population needs the vaccine most; Vaccine distribution plans from the airport to the rest of the country. On February 24, 2021, the first COVAX shipment landed in Ghana. By the end of March 2021, UNICEF had shipped 20 million doses of the vaccine to 47 countries. The strength of manufacturers The Indian Serum Institute (SII) is headquartered in Pune (West India), the world’s largest vaccine factory with 2.4 million doses of vaccine per day. SII is the creation of the vaccine that is being used to reach many parts of the world and its cost cannot be replicated right now. Of the more than 39 million doses of vaccine shipped by COVAX to date, 28 million have come from the Pune laboratories. India is a major supplier of COVAX. Currently, the country mainly produces vaccine AstraZeneca. But at the end of March 2021, the Indian government decided to stop the export of vaccines to a minimum when the number of new corona virus infections increased rapidly in this country. The New Delhi government’s decision to stockpile vaccines means COVAX will delay delivery of 90 million doses of vaccine to 63 receiving countries. There is currently no alternative manufacturing solution outside of India. The plane was carrying carton boxes containing COVID-19 vaccine at Mumbai airport in Maharashtra state (India) on 24 February 2021. Photo source: UNICEF / UN 0421823 / COVAX. Mr. Mounir Bouazar (head of the logistics division of COVAX in Copenhagen) has been preparing for 3-4 months for the first shipments of vaccines. By the end of 2020, Bouazar is certain that half a billion syringes will be distributed to four UNICEF warehouses in Copenhagen, Dubai, Panama and Shanghai. Now COVAX will deliver thousands of vaccines to their destination every day. But a pandemic makes it more difficult, with few or no flights due to limited travel. No flights to East Timor or the Pacific island nation have been requested by UNICEF. Vaccines and syringes moved to Yemen had to go to Nairobi, where Bouazar rented a small plane to carry vaccines and syringes. Bouazar hopes to ship more vaccines by mid-2021. There is an idea to make Bouazar’s work smoother right now: Suspend intellectual property rights to vaccines in a limited way during a pandemic. India and South Africa have filed requests to the World Trade Organization (WTO) to suspend the COVID-19 vaccine and drug patents, which are supported by 100 countries. Then other companies can also make vaccines. COVAX coordinator Benjamin Schreiber is deploying COVID-19 vaccine to the poorest and most isolated countries in the world. Connecting with him are 2 colleagues of UNICEF branches in Panama and Haiti – 2 countries with immunization delays. In Haiti, the vaccination team is ready, but problems are hampering vaccine shipments. Fuel in Haiti is quite expensive, roads are poor … Schreiber persistently connects with people in Haiti every day. Nguyen Thanh Hai ( (According to spiegel, April 24, 2021) )

Some famous British retailers are calling on the Government to launch a ‘relief procurement’ plan to support stores for their reopening from April 12, 2021.

Retail consultant Mary Portas was among those calling for the stimulus package.

In the UK, celebrities such as retail consultant Mary Portas, beauty magnate Charlotte Tilbury, fashion designer Charlie Casely-Hayford and Henry Holland were among the callers of Main’s stimulus package. covered. The new aid package should be structured similarly to the restaurant bailout package in the summer of 2020, they said.

Specifically, the Government has paid 50% of the cost of goods purchased at stores with less than 10 employees and capped at £ 10, with rollout times from Monday to Wednesday, taking place during round a month this summer.

Independent stores have been hit hard by the pandemic, says Ross Bailey, founder of the “Street rescue” campaign and chief executive of retail rental market Appear Here. In particular, it is estimated that retail stores of non-essential goods, mainly independent stores, lost £ 22 billion in sales by 2020, with the number of customers down 40%.

Often, family-style small businesses can’t adopt plans for employees to take temporary leave because there are still a small number of online orders that need to be processed, Bailey said.

According to statistics, the UK has more than 11,000 stores that have permanently disappeared from the streets and shopping malls by 2020. Meanwhile, online shopping, mushrooming during the pandemic. The figures show that 38% of retail sales were done online in February, up 18% from last year.

To resolve the above situation, recently, the British Minister of Finance Rishi Sunak announced, retail stores can extend the business tax reduction until July.

Previously, the British Government also announced that retail stores could reopen from April 12, 2021, and could sell until 10 p.m. and six days a week. This is a move to save the British government’s retail stores after months of closure.

However, Ross Bailey, founder of the “Street Rescue” campaign, argues that more substantial intervention is needed: “With the right support, independent stores can thrive. Otherwise, we will lose community cohesion, where transaction is based on human connection and experience, which is hard to replace online transactions, ”affirmed Ross Bailey.
