In 2021, HCMC determines that the key tasks are to build Ho Chi Minh City into a smart city in the 2017-2020 period, with a vision to 2025; implementing the telecom infrastructure development project and the digital infrastructure development plan for the period 2020 – 2030; implementing the program of Digital Transformation in 2021; implementing the plan to apply information technology to State agencies’ operations, developing digital government and ensuring network information security by 2021; implementing the program “Research and application development of artificial intelligence in the period 2020 – 2030”.

Vietnam will join the group of 30 leading countries in e-Government, No. One Government, a great direction for the Government’s, ministries, branches and localities’ activities in the next 5 years is to declare and realize the Strategy. develop e-Government towards the digital Government in the period 2021 – 2025, with an orientation to 2030. This strategy has been completed by the Ministry of Information and Communications and submitted to the Prime Minister.

According to the draft Strategy, vision to 2030, Vietnam has high development index of e-Government and digital government in the world, in the group of 30 leading countries according to the ranking of the United Nations. Digital government transforms the way that people, businesses and people are served, businesses participate more in the activities of state agencies to create value, benefits, satisfaction, trust and co. social advantage.

Digital government transforms the organization, operation, working environment and working tools so that cadres, civil servants and public employees can best perform their tasks. The Digital Government Development Strategy identifies 5 main target groups: Providing quality services to society; Mobilize widely the participation of society; Optimal operation of state agencies; Solving major problems in socio-economic development; and a dramatic change in national rankings. In terms of rankings, the target set by 2025 is that Vietnam is among the top 50 countries in the overall index, the electronic participation index as well as the open data index.
