<p>The federal government hastily got the new climate protection law in motion. At the end of April, the Federal Constitutional Court ruled: The previous Climate Protection Act of 2019 must be improved because the measures to reduce emissions from 2031 are inadequate. After the decision in Karlsruhe, there would actually have been time until the end of next year to remedy the deficiencies. But the Union and the SPD wanted to prove their ability to act again in terms of climate protection.</p>
<p>Environment Minister Svenja Schulze from the SPD speaks of a &#8220;very important week for climate protection in Germany&#8221;. &#8220;This means that climate neutrality will become law in Germany in 2045. And with this, we will fulfill the mandate of the Federal Constitutional Court in the shortest possible time and ensure a fair balance between the generations.&#8221; The Karlsruhe judges had emphasized that future generations could be burdened too much in their freedoms by climate protection measures, if not changed in time. </p>

<h2> 2045 greenhouse gas neutral</h2>
<p> The amendment now stipulates that Germany is to become greenhouse gas neutral as early as 2045 &#8211; i.e. from then on it will not emit more carbon dioxide than is absorbed primarily through forests. <p> And after a long turmoil, the federal government has agreed on some immediate measures: for example, additional wind turbines and solar systems in the coming year and simplified repowering, in which old wind turbines are replaced by new and higher ones. Communities should also benefit financially when they provide open space for solar systems.</p>
<p>And: The federal government has launched an eight billion euro investment program to accelerate the energy transition. &#8220;We want to involve the citizens with us. We want to get people excited about climate protection. That is why we rely on the promotion of environmental technologies,&#8221; says the chairwoman of the Union in the Bundestag Environment Committee, Anja Weisgerber from the CSU. &#8220;And we want to prevent jobs from being relocated due to excessively strict climate protection requirements. We achieved that in the agreement.&#8221; Some in the Union and the SPD are concerned that voters&#8217; enthusiasm for climate protection could wane as soon as it becomes concrete and costly. Therefore, the SPD has blocked plans of the Union to increase the CO2 price for fuel, heating oil and natural gas, which has been in effect since the beginning of the year, more quickly. </p>

<h2> Costs for the tenants?</h2>

<p>The Left and the FDP speak of an election maneuver. The federal government does not have a clear plan for climate protection, says the FDP environmental expert Lukas Köhler: &#8220;What the federal government is doing now is a quick shot that is neither coordinated at European level nor in any way really stipulates that it works efficiently and purposefully. &#8221; With the government majority of the Union and SPD, the tightened climate protection is likely to pass the Bundestag today. The current federal government no longer has to achieve the new climate targets. To this end, future governments will be bound to the goal of greenhouse gas neutrality in 2045</p>

<h2> Largest amount for energy-efficient buildings</h2>
<p>The package of measures includes around three dozen funding programs for investments, for example in the building, energy and transport sectors, most of which will be allocated to the years 2022 and 2023. With 4.5 billion euros in the next two years, the largest sum is to go into promoting energy-efficient buildings. A total of one billion euros will also be earmarked for climate-friendly social housing in the coming years; 150 million euros should be available for this in 2022. <h2> Will the first be the last?</h2>
<p>The &#8220;National Aviation Conference&#8221;, which today is attended by top representatives from politics, business and trade unions at Berlin-Brandenburg Airport, wants to continue this positive trend. Union faction leader Brinkhaus made this clear again, but demanded an appropriate transition period.</strong> In the dispute over rising gasoline prices, Union parliamentary group leader Ralph Brinkhaus has made it clear that gasoline would also become more expensive with the Union at the head of the future federal government. &#8220;Petrol is getting more expensive, now a little bit, in the second half of this decade it will be really more expensive,&#8221; said the CDU politician in Im <em> ARD morning magazine</em> . <h2> Not the &#8220;if&#8221;, but the &#8220;when&#8221; is up for debate</h2>
<p>It is important to create realistic and fair transition periods. Germans do not have to sell their cars immediately, but they do have to be prepared to switch to electric cars or low-consumption cars in the future. The social question is not that gasoline will become more expensive. &#8220;But the social question is: Do people have a transition period that is long enough to adapt,&#8221; said Brinkhaus. This applies not only to gasoline, but also to heating. The plan is to absorb the rising prices through subsidy programs.</p>
<h2> Gasoline price hike long been a done deal</h2>
<p>In the debate about higher fuel prices, government spokesman Steffen Seibert had recently made it clear that the prices for fuels such as gasoline and diesel would rise in the coming years anyway. The federal government has decided to scale the CO2 price up to 2025, which already has &#8220;effects on all fuel prices&#8221;, said Seibert last Friday. This applies equally to gasoline, diesel and heating oil. <p> Despite the disruptions caused by the corona pandemic, the conversion of the energy supply to more sustainable resources has made progress. Last year almost $ 500 billion was invested in the energy transition worldwide, more than ever before. 92 of 115 countries examined have made progress since 2010, reports the Foundation of the World Economic Forum (WEF) in Geneva. Eight of the ten largest economies in the world have also committed to becoming climate neutral by the middle of the century, i.e. not emitting any more CO2 on balance. &#8220;All of the leading ten economies have significantly improved their ecological sustainability, especially when it comes to reducing the carbon footprint in the energy mix, supported by strong political commitment and investments in the energy transition,&#8221; writes the WEF. The number of people without electricity has decreased significantly since 2010.</p>
<h2> Fossil fuels still dominate</h2>
<p>But there is still a lot to be done. The authors of the study point out that in 2018 81 percent of global energy came from fossil fuels, and global emissions rose steadily in the period up to 2019. 770 million people around the world still have no access to electricity. The experts also note that the progress made in the energy transition is very uneven. High-income countries made more progress than emerging economies compared to the rest of the world. The world ranking of the countries with the greatest efforts in this area (&#8220;Energy Transition Index&#8221;) is headed by Sweden, followed by Norway and Denmark. Of the ten largest economies in the world, only Great Britain and France are in the top 10. They only cause around three percent of energy-related CO2 emissions and make up around two percent of the world&#8217;s population.</p>

<p>Germany does not belong to the top group. The Federal Republic has moved up from 20th place to 18th place in a year-on-year comparison, but this means that progress has been limited. The reason is the still high share of coal-fired electricity in the energy supply, while France and Great Britain benefit from the largely emission-free nuclear energy. The USA was in 24th place (after 32nd place in the previous year), China on 68 (78), India fell from 74 to 87. It remains to be seen whether the restructuring of the energy supply is really sustainable. The corona pandemic has questioned the resilience of the energy transition, the WEF states. Because many countries simply lack the necessary money to push ahead with the restructuring of their energy supply. Digitization poses a further danger for energy systems.
