Coral reefs in the sea area of Phan Rang-Thap Cham city. (Photo: Nguyen Thanh/VNA) Ninh Thuan waters have high biodiversity with hundreds of marine species of economic and conservation value. For sustainable development, the preservation of biodiversity and rational exploitation of resources from the sea has been identified by Ninh Thuan province as one of the priority tasks in the socio-economic development strategy. Rich in biodiversity potential Ninh Thuan has a coastline of more than 105km and a territorial sea of over 18,000km2. According to the latest studies on biodiversity by the provincial Department of Natural Resources and Environment, in the waters of Ninh Thuan, coral reefs and the diversity of coral reef organisms are one of the most important components of the environment. Biodiversity most prominent. Scientists have recorded 6 coral reefs with an average coverage of about 42.6%. The coral reef has been identified with over 334 species belonging to 15 families, 59 varieties of reef-forming corals, of which 46 species have been newly recorded and added to the list of coral species in Vietnam. Coral reefs are home to many species of creatures, including coral reef fish with 147 species belonging to 81 genera, 32 families. Seagrass beds were also identified with 5 species distributed on the coastal bottom with an area of about 341ha. Biodiversity of Ninh Thuan sea area is also shown in the record of 538 fish species, including 146 pelagic fish species, 392 benthic fish species, of which 68 fish species have high economic value. In addition, marine species include 45 species of mollusks, 24 species of crustaceans, 13 species of echinoderms, and 22 species of polychaetes. Notably, the waters of Nui Chua National Park – Ninh Thuan are currently one of the few rare areas on the mainland in Vietnam with a population of sea turtles spawning every year, including: green turtles, tortoiseshell turtles. Regeneration of aquatic resources With the potential of valuable ecosystems and biodiversity, the conservation of marine biodiversity has always been of special interest to Ninh Thuan province. Over the past time, functional branches of the province have cooperated with research institutes, universities, domestic and foreign organizations to implement many topics, projects and research programs on biodiversity. such as: upgrade database – GIS about Coral reef and coastal ecosystems; develop a program for periodic monitoring of coral reefs in Ninh Thuan; survey typical marine ecosystems in Ninh Hai and Thuan Nam districts; restore mangrove ecosystems in Nui Chua and Dam Nai sea areas to protect and create a development environment for marine species. In particular, Ninh Thuan province established a marine protected area in Nui Chua National Park with a total area of 7,352 hectares. Nui Chua marine conservation area includes strict protection zones, ecological restoration areas and development zones with the function of protecting endemic and rare marine species in order to regenerate aquatic resources, protect and enhance the biodiversity of local marine protected areas. Mr. Tran Van Tiep, Deputy Director of Nui Chua National Park Management Board, said that over the years, the park has coordinated with domestic and foreign scientific research units and organizations to investigate and evaluate the potential, develop data on marine resources and environment within the conservation area to serve as a basis for implementing projects on environmental protection and restoration of marine ecosystems. Currently, the Park is implementing synchronously many plans and solutions to effectively and sustainably protect sea turtle populations and their habitats and other endangered and rare aquatic species. Specifically, the Park builds and maintains strict protection zones for sea turtles at spawning grounds in the area; building a turtle conservation station, establishing volunteer groups to participate in protecting sea turtles; at the same time, build a marine life rescue area to receive, rescue, treat, raise and train turtles in captivity, catch, and ensure sufficient conditions for turtles to live on their own before being released into the environment. nature. Simultaneously, the Nui Chua National Park Management Board has promoted propaganda measures to raise awareness and knowledge of the community about the importance and value of marine biological resources. From there, creating consensus, support and active participation of local people in protecting the marine ecosystem and environment, Mr. Tran Van Tiep added. In order to protect, regenerate and develop aquatic resources, Ninh Thuan province has been implementing many measures to manage, propagate and organize fishing in the right season, using the correct net size as prescribed. exploit the right route, do not use toxic chemicals, explosives, electric pulses to exploit. At the same time, the province deducts a part of the local budget and mobilizes businesses to release millions of tiger shrimp and fingerlings into the sea to regenerate and supplement seafood resources. Particularly in 2021, Ninh Thuan has organized to release 700,000 tiger shrimp seed into the sea to regenerate aquatic resources for local waters. Improve efficiency of management and conservation Through the assessment, the conservation of marine biodiversity has been better protected by all levels and sectors, but like coastal localities in the country, Ninh Thuan’s marine biodiversity is currently under pressure. face many challenges. It is the decline of biodiversity and fishery resources, aquaculture activities, and waste that make some marine areas at risk of pollution, climate change is causing pressures. significant contribution to the conservation and development of local marine biodiversity. Seaweed covers a large coral reef in Phuoc Dinh commune (Thuan Nam district). (Photo: Nguyen Thanh/VNA) According to Chairman of the People’s Committee of Ninh Thuan province, Tran Quoc Nam, identifying biodiversity resources in general, especially marine biodiversity resources, is of great significance to socio-economic development. Every year, Ninh Thuan integrates the task of environmental protection and biodiversity conservation into the province’s general socio-economic development plan. In order to improve the efficiency of biodiversity management and conservation, the Provincial People’s Committee assigned the Department of Natural Resources and Environment to coordinate with agencies and units to periodically observe, analyze and evaluate the current state of the environment. annually and once every 5 years to create initiative for the development of orientations on environmental protection policies in the whole province. Regarding biodiversity conservation in general, marine biodiversity conservation in particular, in the coming time, Ninh Thuan will continue to develop mechanisms and policies to attract resources from the central and local governments. implementation of investment programs and projects in order to improve the operational efficiency of marine protected areas. The province promotes scientific research, basic investigation of marine resources and environment; focus on biodiversity conservation, restoration of Ecosystem , especially coral reefs, seagrass beds, mangroves, coastal protection forests. At the same time, Ninh Thuan improves its capacity to respond to marine environmental incidents, actively propagates people living in coastal areas not to discharge domestic waste and plastic waste into the sea, actively collect clean the marine environment to prevent and minimize risk factors that may affect the development of marine organisms.

The Prime Minister issued Decision No. 942/QD-TTg dated June 15, 2021 approving the Strategy for E-Government Development towards Digital Government in the 2021 – 2025 period, with a vision to 2030. This is a important turning point of digital transformation in general and development of digital government in particular of Vietnam.
The Strategy for E-Government Development towards Digital Government in the 2021-2025 period, with a vision to 2030, has many new and breakthroughs in strategic vision and strategic thought with breakthrough solutions that are to use the using an open platform and orientation to promote the development of digital government.

Introduce the concept of digital government for the first time Digital government is essentially e-government, with changes in approach and implementation thanks to the development of digital technology. Therefore, when we say that developing digital government means developing e-government, digital government includes e-government. Illustration E-Government, in simple terms, is the “four Nos”, capable of meeting face-to-face, processing paperless documents, handling contactless administrative procedures and making non-cash payments. Digital government is e-government, adding “four Yess”, having all safe actions in the digital environment, being able to provide new services quickly, having the ability to use resources optimally, and being able to ability to create development, lead the country’s digital transformation, effectively solve major problems in socio-economic development and management. The strategic vision is to raise a high flag The vision is that Vietnam has a high level of e-government and digital government development index in the world, belongs to the top 50 leading countries by 2025, and belongs to the top 30 countries by 2030 according to the ranking of the World Bank. United Nations. Raise a high flag, which means a big mission and goal, to gather forces and attract talents both at home and abroad to join. When Vietnamese people join hands and unite, difficulties and challenges will become smaller. For the first time, localities will develop plans to secure annual funding from the state budget for digital government, striving for a higher spending rate than the world average. Countries currently spend about 1-2% of total state budget spending on digital government, in particular, some countries such as Singapore and South Korea spend a higher percentage. Strategic thinking is fast action In the fourth industrial revolution, countries that pioneer, go ahead and act quickly will have the opportunity to develop breakthroughs. In other words, in the digital age, it is not the big fish that eat the small fish, but the fast fish that swallow the slow fish. The strategy sets out the basic goal of completing e-government development targets by 2021 and forming a digital government by 2025. Breakthrough solution is to use open platform and orientation The digital platform is identified as a breakthrough solution to promote faster digital government development, reduce costs, and increase efficiency. The platform was created by excellent digital technology businesses, allowing agencies, organizations and individuals to use it as a service instead of having to invest and operate it themselves. Open orientation for people, businesses and other organizations to appropriately participate in the activities of state agencies, interact with state agencies to jointly enhance transparency, improve service quality, and solve problems and jointly create value for society. Not only serving people, businesses and society As before, usually, developing e-government sets the goal of better serving people, businesses and society. This strategy also aims to equip working tools so that cadres, civil servants and public employees can best perform their tasks, that is, virtual assistants or platforms for working and collaborating on the environment. number.

On June 15, the Prime Minister issued Decision No. 942/QD-TTg approving the e-Government development strategy towards the digital government in the 2021-2025 period, with a vision to 2030.

This is the first time the Government has introduced the concept of Digital Government. Accordingly, digital government is essentially e-government, with changes in approach and implementation thanks to the development of digital technology. “Solving administrative procedures without contact” is one of the four criteria of e-Government. Photo: VGP. The strategy clearly states that by 2030, Vietnam is in the group of 30 leading countries in the development index of e-government and digital government according to the United Nations ranking. Digital government will transform the way people and businesses are served. From there, it helps to reduce costs, increase the productivity of businesses, create favorable conditions, and bring satisfaction to people. The ultimate goal is for people and businesses to participate more in the activities of state agencies, jointly creating values, benefits, satisfaction, trust and social consensus. The digital government also transforms the way it is organised, operated, working environment and tools so that cadres, civil servants and public employees can best perform their duties. For each stage, specific goals are set with basic targets. By 2025, the strategy sets five goals including providing quality services to serve society; widely mobilize the participation of society; optimal operation of state agencies’ activities; effectively solve major problems in socio-economic development, and make breakthrough changes in national ranking. Regarding the national key tasks, the strategy clearly states 6 tasks including: Perfecting the legal environment, developing digital infrastructure; develop digital platforms and national scale systems; develop national digital data; development of national applications and services; ensure the safety and security of the national network. These six tasks are also the key tasks of ministries, branches and localities to implement within their respective sectors, domains and localities. The strategy clearly states 10 solutions for implementation, including solutions on: Organization, apparatus, network; training and fostering digital skills; propaganda, dissemination and awareness raising; cooperation between state agencies and enterprises; researching, developing and mastering core technologies; standardization and restructuring of business processes; international cooperation… According to Minister of Information and Communications Nguyen Manh Hung, e-Government targets will be basically completed in 2021, with a focus on level 4 online public services reaching 100%. The digital government will be formed in 2025. Accordingly, government services are provided automatically 24/7 according to demand, new public services are provided in a timely manner and on the basis of open data. Digital government is essentially e-government, with changes in approach and implementation thanks to the development of digital technology. Therefore, when we say that developing digital government means developing e-government, digital government includes e-government. E-Government, simply understood, is the “four Nos”, including the ability to meet face-to-face, process paperless documents, handle contactless administrative procedures and make non-cash payments. Digital government is e-government, adding “four Yess”, having all safe actions in the digital environment, being able to provide new services quickly, having the ability to use resources optimally, and being able to ability to create development, lead the country’s digital transformation, effectively solve major problems in socio-economic development and management.

Power planning 8 proposes 3 scenarios for power source development. The Institute of Energy (Ministry of Industry and Trade) has just released a report explaining the conclusions of Deputy Prime Minister Le Van Thanh on the national electricity development plan for the period 2021-2030 with a vision to 2045 (Planning for electricity development). electricity 8). In which, receiving opinions on reviewing the scale of power source development, reasonable power source structure compared to electricity demand in each period, especially in the period to 2030; In order to prevent unreasonable backup of power sources (such as the plan to develop the total installed capacity of 167GW of power sources by 2030, while the load demand is forecast at 86.3GW), the Consultant said Power planning. 8 proposed 3 scenarios for developing power sources to meet 3 scenarios of low load demand, base load and high load. The results of capacity balance of 3 selected scenarios show that renewable energy sources (wind and solar) have the proportion of 24% in 2020; 24-27% in 2030 and 38-42% in 2045 depending on the load scenario. The crude reserve ratio if including wind and solar is always high at 60-80%, but wind and solar power sources are variable renewable energy sources, contributing very little to power system redundancy, especially At the time of maximum load in the evening, there is no sun. Specifically, in the dry season, in the evening, when the national wind power occurs, it only reaches the guaranteed capacity (about 10% of the installed capacity for onshore wind and 20% of the installed capacity for offshore wind). ), at this time, the national crude reserve ratio of power supply will only reach 21% in 2020, 11%-14% in 2030 and 5%-8% in 2045 depending on the load scenario. The consultant said that in order to confirm the redundant or insufficient spare capacity, it is necessary to calculate the expected number of hours that do not meet the load demand. The calculation results show that the reserve scale as above ensures the reliability of the system’s power supply. The proportion of electricity from renewable energy sources (including hydroelectricity) in total electricity production of the selected scenarios all meet the objectives of renewable energy development in Vietnam’s Renewable Energy Development Strategy, reaching 32% in 2030 and 40.3% in 2045. According to the Institute of Energy, although the simulation of energy storage sources has been included, the minimum-cost planning model still chooses to cut a part of renewable energy to meet the flexible needs of the system instead. because investing in more storage resources, because investing in these resources will not be economically viable. The reduction rate calculated from the model is about 1.5% of renewable energy output/year (excluding cuts due to local transmission). The use of a partial reduction in renewable energy to meet flexible demand is used by countries around the world, and accepting a partial reduction in renewable energy is also one of the solutions. to develop renewable energy sources. At the request of ministries, agencies and appraisal councils, Power Master Plan 8 has included additional power source options that occur in addition to the above 3 scenarios to provide information for competent authorities to consider in determining the power supply. operating. In particular, the most difficult option to build power sources and grids is when there are risks of stacking, including high load growth and slow progress of thermal power sources (especially domestic gas exploitation sources). Accordingly, the proposal proposes to select the power source development scenario corresponding to the baseline load demand forecast, which is the selected scenario to calculate the design of the transmission grid, calculate economic and financial criteria. of Power Planning 8. At the same time, the project proposes a power source scenario corresponding to the forecast of high load demand to be considered for use in the management and development of power sources, ensuring to meet demand in the event that the national economy and electricity demand are met. load demand increased dramatically. In case of risk of stacking (high load, slow progress of coal-fired power sources, domestic gas-fired power sources), it will be necessary to add wind power, solar power, flexible power sources, etc. operate ICE to meet the demand for electricity and build more one-way lines from the South Central region to the North to transmit the capacity of power plants.

Mastering technology, constantly creating… is the ‘command of the heart’ emanating from the research and application of science and technology of PVN.
Mastering technology, constantly creating… is the “heart’s command” emanating from the research and application of science and technology of the Vietnam National Oil and Gas Group (PVN). The success of these projects has benefited the country thousands of billions of dong, ensuring the economic efficiency of factories, oil and gas fields, helping many localities to restructure production… However, Few people know that, in order to make historical works, standing shoulder to shoulder with the world, the Oil and Gas people have to do it in the mind of a “poor family”.

Mastering technology, constantly creating… is the “heart command” of Vietnamese oil and gas people. Mission across 60 years Referring to research, development and application of science and technology (Science and Technology) at PVN is a cross-cutting task in the process of formation and development of the Group. Resolution 41-NQ/TW of the Politburo on orientation “Strategy for development of Vietnam’s petroleum industry to 2025, vision to 2035”, as well as Resolution 55-NQ/TW on orientation “Strategy Vietnam’s national energy development to 2030 with a vision to 2045” emphasized: PVN must strengthen the application of scientific and technological advances in the search and increase of oil reserves, production and business. oil and gas, electricity, nitrogen, new energy (shale oil, gas hydrate, hydrogen gas…) to ensure national energy security. General objective PVN’s development strategy especially emphasizes the need to build strong scientific and technological potential with breakthrough solutions. This is considered the driving force and foundation for PVN to accelerate development and develop sustainably. Through 60 years of construction and growth, PVN has constantly improved its research and application potentials of science and technology, actively absorbed advanced techniques and technologies, and promoted creativity and efficiency of existing technologies to achieve level with oil and gas companies in the region and in the world. Hundreds of awards have been awarded for achievements in science and technology of the oil and gas industry, including noble awards such as 5 Ho Chi Minh Prizes & State Prizes in Science and Technology, many VIFOTECH awards… And during the year Currently, continuing to 6 most typical works and projects, the Ministry of Industry and Trade has also been nominated for the Ho Chi Minh Prize & the State Prize in Science and Technology. The Petroleum people who make applied scientific works have worked hard for many years, doing both expertise and research and experimentation. For example, the Cluster of Science and Technology Works “Research and develop technology for design, construction and installation of super-long and super-heavy marine oil and gas projects suitable to Vietnam’s conditions” was deployed and completed after more than 10 years. Research and application of technological solutions in collecting, processing and using associated gas in fields of Vietsovpetro LD Vietsovpetro and neighboring fields has been carried out and deployed continuously for 25 years.. .; the TBM-02 portable synthetic carota metering station system has been researched and manufactured for 21 years; the solutions to apply science and technology to optimize the production process of Dung Quat oil refinery plant are researched and completed. completed in 12 years;… Success of “poor children” The number of benefits and achievements of the above-mentioned scientific works for the Oil and Gas industry as well as for the country, it is easy to ignore the difficult starting factor… But in fact, few people know that starting At the beginning of these scientific works, the Oil and Gas people all embarked on the implementation with the mentality of “the poor children”. The success of PVN’s science and technology cannot be ignored without mentioning the cluster of works “Research and application of technological solutions in the collection, treatment and use of associated gas in fields of Vietsovpetro LD Vietsovpetro and neighboring fields”. . At that time, LD Vietsovpetro could only exploit oil at Bach Ho, but the technology at that time only exploited oil, and the associated gas had to be burned. Meanwhile, the country is seriously lacking electricity for economic development. That fact has prompted Vietsovpetro’s officers and engineers to research and carry out gas collection, transportation, processing and bringing the associated gas to shore for power generation and nitrogen fertilizer production. After oil exploitation, with breakthrough scientific and technological solutions, in the condition of lack of facilities, Vietsovpetro pioneered to bring companion gas from Bach Ho field to shore, creating a leap in the oil and gas industry. Vietnam, creating a foundation for the development of modern gas industry. The story of researching and manufacturing the TBM-02 portable synthetic carota metering station system is also a scientific and technological mark of PVN. In order not to be eliminated from the game of oil and gas services, the staffs of Vietsovpetro Wells Geophysics Enterprise have tried their best to learn and create new things, which are more technologically superior. In those years, Vietsovpetro experts and engineers have picked up equipment of the type “cannot be repaired, cannot be bought” to dissect, research, and then integrate their most preeminent features and manufacturing a general carota metering station costs only $5,000, less than 10% of the equipment price if it has to be imported from abroad. Especially impressed with the word “portable” in the research work made by the equipment of a Russian measuring station in the past, together with the corresponding combined equipment with a mass and weight of up to hundreds of kilograms. Now, Vietsovpetro’s engineers have created a general measuring station that can interpret geophysical data, measure oil-filled fractured rock foundations…weighing less than 10kg, compact as a personal computer multiply. The East Sea Oil and Gas Operating Company (BIENDONG POC) was assigned to research and implement the construction and manufacturing of large works of the East Sea 1 project. In which, the superstructure weighs 12,500 tons and the foot block. The 11,500-ton base of the Hai Thach housing and central technology platform (PQP-HT) are works with a volume exceeding many times that of previous constructions. This is a task that international monitoring and consulting experts consider impossible. However, PTSC Marine Mechanical Services Company (PTSC & MC) – the unit assigned the responsibility, overcame difficulties to complete the project after 2 years. Up to now, with the research, completion and application of the Science and Technology Complex, successful implementation of design, construction, manufacture and installation of super-heavy-heavy drilling rigs, PTSC&MC has become the only international EPCI contractor. of Vietnam to the world market. When Dung Quat Oil Refinery Plant was in operation, the team of engineers and staff of the factory were all apprentices, so they stumbled and problems were inevitable. Therefore, the initial product quality of NM was in a state of “fluttering”. At that time, PVN has determined that to improve the quality of NM operation is a long process. Accordingly, improvement and creativity right in the actual production and operation of the factory has become a regular and continuous action. Although the production and business results of Dung Quat Oil Refinery were not high in the first years, PVN still believes that the young staff and engineers will make efforts to improve the quality of plant operation. Over the past 12 years, more than 30 solutions and initiatives have been completed, increasing the factory capacity beyond design, ensuring product quality to the highest level. Currently, science and technology has been applied in all fields of production and business activities of the Group, especially research focusing on professional and specialized directions. The basic investigation of oil and gas has been actively deployed by PVN and the research results are considered as a reliable scientific basis, having important implications in formulating the development strategy of PVN. helping to make the right decisions and policies in production and business activities. The research, development, proposal and successful application of petroleum science and technology solutions not only bring great economic benefits to the country, but also make important contributions to the science and technology industry. oil and gas of Vietnam and the world. Those are eloquent demonstrations of the creative ability of oil and gas people – who always deserve to be entrusted with the belief to make the impossible possible.

Vietnam Petroleum Institute (VPI) and PetroVietnam Oil Corporation (PVOIL) have just signed a ‘Contract for consulting service framework for research on batteries and charging stations for electric cars’.
Accordingly, VPI will evaluate the impact of the energy transition trend on Vietnam’s petroleum market; identify challenges and opportunities under the impact of energy transition trends, the development trend of electric vehicle batteries and car charging stations in the world, the region and Vietnam. On that basis, VPI proposed solutions for PVOIL to develop stably and sustainably in the context of the energy transition trend taking place.

With the role and mission of a scientific research unit of Vietnam Oil and Gas Group, VPI will monitor market indicators, regularly update PVOIL’s leaders to have a basis for making accurate decisions, preparing solutions to cope with risks and take advantage of opportunities in the energy shifting trend. PVOIL’s Chairman Cao Hoai Duong said that in the energy transition trend, PVOIL is a directly affected unit, so there is always a sense of proactively responding to “minimize danger and utilize muscle”. 3 years ago, PVOIL has been interested in researching the development of electric vehicles, the possibility of replacing electric cars for gasoline-powered vehicles and building possible scenarios. PVOIL hopes that, through the cooperation with VPI, experts will support PVOIL in researching technology, engineering, and development trends of batteries and charging stations so that PVOIL will have more information in planning development strategy. development, ready to adapt to the development trend of electric vehicles. As an oil product distribution business, the energy shift will directly affect PVOIL’s business operations. Therefore, PVOIL needs to take advantage of the available infrastructure of the system of more than 600 petrol stations across the country, apply technology 4.0 in business activities to have solutions to welcome the trend. development potential of electric car.

In order to promote the development of this field, on February 4, 2021, the Prime Minister signed Decision No. 169 / QD-TTg promulgating the ‘Strategy for the development and application of space science and technology until 2030. ‘.

To develop space technology, first of all, it is necessary to master the technology of satellite design and manufacture. In the photo: Vietnamese engineers participating in the fabrication of MicroDragon satellite in Japan. Step by step mastering technology Recently, the Vietnam Space Center (VNSC) said that the NanoDragon satellite researched, designed and manufactured by Vietnamese engineers has passed the last “test”, becoming one of 15 satellites. selected by the Japan Aerospace Research Agency (JAXA) to be launched into orbit by the Epsilon missile, as scheduled for Japan’s fiscal year 2021. One of the applications of this satellite by Dr. Le Xuan Huy, Head of the NanoDragon satellite research team, for example, is that it is difficult for ships operating far offshore to obtain positioning signals. If there are satellites in operation, we can receive positioning signals, helping the authorities to monitor the cruise of the ship. In general, Associate Professor, Dr. Pham Anh Tuan, General Director of VNSC said that space technology is a high-tech industry integrated from many different science and technology disciplines to manufacture and adapt. using means such as satellites, spacecraft, boosters, earth stations … to explore, conquer and use space, for the benefit of humans. The race to rise to the sky is where countries show their technological strength and national potential. Therefore, the development of space technology, first of all, the mastery of satellite design and manufacturing technology is very important. “Each country has a different approach to space technology, be it focusing on buying satellite data images of another country, or gradually mastering space technology. Vietnam approaches the second direction. Although this is a direction that requires time, investment and many challenges “, Associate Professor, Dr. Pham Anh Tuan emphasized. Regarding this issue, Associate Professor, Dr. Dao Ngoc Chien, Deputy Director of the Department of High Technology (Ministry of Science and Technology) said that, in the coming time, space technology research activities will step into a new stage with a new approach, which is the development of Vietnam’s space industry. An important premise for the space industry “Strategy for the development and application of space science and technology to 2030” signed by the Prime Minister on February 4, 2021 (in Decision No. 169 / QD-TTg) with the main goal of promoting to push the wide application of new achievements of space science and technology to serve the development of all aspects of socio-economic life, contribute to ensuring independence, sovereignty, territorial unity, territorial integrity and relevant national interests. The strategy sets out many tasks and solutions for the development and application of space science and technology to 2030, including: Improving the national institutions and legal framework; scientific research and technology development; investment in construction of technical infrastructure; human resource development; market development; international cooperation and awareness raising on space science and technology. In particular, the investment in the construction of technical infrastructure is an essential and fundamental task for the development of space science and technology. The strategy also sets out a goal that by 2030 will master the technology of designing, manufacturing, integrating optical sensors, radar for earth observation satellites; assembling, integrating, and inspecting the high-resolution, super-high satellite in the country; to master the technology of designing and manufacturing terminals, ground stations for controlling and receiving satellite data, and transponders for telecommunications satellites; to form Vietnam’s navigational capabilities, and reduce dependence on existing global satellite navigation systems. According to Associate Professor, Dr. Dao Ngoc Chien, to develop space science and technology potentials, in the coming time, Vietnam must train a team of about 300 experts and 3,000 engineers in the field of science. and space technology; invest in upgrading about 10 specialized laboratories. At the same time, there should be a mechanism to encourage the formation of strong research groups on space science, space technology, application of space science and technology … And Dr. Bui Trong Tuyen, Director of the Institute of Space Technology (Vietnam Academy of Science and Technology) said that although Vietnam has begun to have research groups to manufacture satellites, the capital is still It is limited, so it has not been focused on investment. In the coming period, it is hoped that investment in space technology will be more concentrated, along with diversifying resources, will build large research centers specializing in space technology. It is an essential requirement to pave the way for the next stage of forming the space industry.

New Minister of Culture, Sports and Tourism Nguyen Van Hung. (Photo: Xuan Mai / Vietnam +)

Member of the Party Central Committee, Secretary of the Party’s Civil Affairs Committee, the new Minister of Culture, Sports and Tourism Nguyen Van Hung clearly affirms the goals and solutions for Vietnam’s smokeless economy to soon surpass. “Storm COVID-19.”

The Minister said that the domestic market is an important “battlefield” that the whole industry needs to focus on exploiting in the period of “new normal.”

What resources support businesses?

– Minister, Vietnam tourism has determined to focus on Internal Market next time. So in your opinion, what is an overall strategy to create a common strength in exploiting this potential market?

Minister Nguyen Van Hung: The Vietnam tourism development strategy issued by the Government in 2020 has clearly affirmed the strategy of domestic tourism development. In which, priority must be given to organizing well tours and routes to areas of historical and cultural landmarks of Vietnam.

In order to implement the above policy, over the past time, the Ministry of Culture, Sports and Tourism has implemented the program Vietnamese people travel to Vietnam. In particular, after the effects of the COVID-19 epidemic, the tourism business community has calculated to redirect and exploit potential customers in the new context and is currently implementing this content under the direction of the set.

Vietnamese tourists visit historic sites in Ninh Binh. (Photo: Xuan Mai / Vietnam +)

There are a number of approaches, firstly, travel businesses, accommodation establishments and tourism service providers are restructuring their operations, moving from welcoming large groups of tourists, making tours / services. route to small, safe family groups.

The second is to build tourism products based on historical relics, landscapes and indigenous cultures of regions and strengthen propaganda and advertising to bring tourism products closer to citizen.

In the short term, the tourism industry should focus in these two directions. However, even though it is small-scale tourism, it is not subjective to disease prevention, minimizing the risk of infection in the community that can happen again, affecting the overall economy of the country. society.

– Tourism businesses are currently extremely difficult after the continuous “blows” of COVID-19, so the Ministry of Culture, Sports and Tourism has proposed solutions to the Government to have policies Supporting businesses to have more health “overcoming storms” and entering a new phase of the tourism industry is to focus on exploiting the domestic market, Minister?

Minister Nguyen Van Hung: Currently, the Ministry of Culture, Sports and Tourism is working with the Tourism Association to research and consider and submit to the Government policies to support businesses. However, it will only focus on the issue of mechanism, but in fact the State’s resources are also very difficult to immediately support the activities of tourism businesses. Therefore, the Government is studying a plan to support in the direction of exemption and reduction of land use tax and electricity bill exemption and reduction.

A corner of Bai Dinh pagoda seen from above. (Photo: Xuan Mai / Vietnam +)

As for long-term policies, the ministry needs to listen from the business community and the State appraisal agencies to submit to the Government a basic and balanced policy among other economic sectors.

Central solution in the context of “new normal”

– In 2020, the Ministry of Culture, Sports and Tourism has implemented many domestic stimulus campaigns such as Vietnamese traveling to Vietnam, safe and attractive Vietnam tourism … So in the context of “new normal. “In 2021, according to the Minister of the tourism industry, should such campaigns continue? How do you evaluate the effectiveness of those stimulus programs?

These campaigns have shown to initially meet the needs of people, contributing to domestic tourism growth. I think that these campaign models have been working and are being promoted, they need to continue to be strengthened and multiplied, because the reality is only piloted in a few localities.

To restore and develop tourism, we have to travel on both feet, focusing on welcoming international visitors and giving priority to developing domestic tourism. Only when standing with this “two legs” will tourism develop stably.

Recently, due to the “hot” development, we are paying attention to exploiting the number of international tourists but not paying much attention to domestic tourism. The impact of the COVID-19 pandemic forced the entire industry and business community to re-look at this open market, to see that domestic tourism is a radical direction and a pillar for sustainable tourism development. firm.

Therefore, the ministry has suggested businesses to restructure, change their approach, instead of focusing on international visitors, now focus on building plans to welcome domestic guests; shifting from serving foreign guests to serving domestic customers. As such, Vietnamese customers will inherit and experience high-value products that are intended for international customers.

Tourists come to Tam Chuc Pagoda. (Photo: Xuan Mai / Vietnam +)

As the data we know, on this 30/4 holiday, airlines have sold out tickets to many destinations across the country … Thereby to see that the domestic tourism demand of the people is quite high. The problem is that we need to create a unique product, pay attention to marketing and learn from the stimulus package first to achieve high efficiency and sustainability.

– So to build strong Vietnam tourism in a new context, according to the Minister, what solutions should the Minister focus on?

Minister Nguyen Van Hung: It can be said that the tourism industry is facing many difficulties. If tourism previously contributed 10% of the country’s GDP to the budget, from 2020 to Q1 / 2021, revenue from the whole industry decreased deeply; Last quarter 1, domestic tourists only reached nearly 18 million, down up to 50% over the same period last year …

From there, the tourism industry is facing difficulties because COVID-19 is still complicated. In particular, Vietnam has not yet been able to open its international market due to the lack of safety measures against epidemics.

We believe that the State management task is to develop a tourism development plan for the period 2021-2026 under new normal conditions and with the solution groups that we are focusing on building.

First, the tourism businesses, especially Travelers it is necessary to restructure soon, have solutions to manage human resources and resources; The second is to research the domestic market, restructure the tourist market to regulate the market, build products to meet the needs and the strategy must be long-term calculated for the development of the domestic tourism market. geography.

Third, tourism linkage must be based on special, distinctive and attractive tourism products and promote promotion and promotion. Branding products, connecting the values and spreading the values of the product to stimulate tourism demand of visitors; The fourth is to associate tourism, tourism products with cultural factors.

– Yes, thank you very much for your sharing!
