With the rise of the digital economy, various countries have intensified their research on digital currencies in recent years. The emergence of sovereign digital currencies in various countries also means that we are about to enter a new era of digital currencies and digital payments.

The Central Bank of my country announced the launch of its own legal digital currency DC/EP on May 8, 2020, and it is conducting trials in many cities across the country. The European Central Bank (ECB) is expected to accelerate research on the digital euro in the next few months and launch the digital euro as soon as possible.

The EU takes the first step in the “digital euro”

The European Union has always been more cautious about digital currencies. This is due to the protection of the stability of the euro and European financial considerations. However, as some countries have successively launched the process of launching sovereign digital currencies, including some well-known companies have also launched digital currencies, the EU cannot turn a blind eye.

While cautious, the EU is also preparing for the advent of the digital currency era. In 2018, the European Union promulgated the “Fifth Edition of the Anti-Money Laundering Order”. In this decree, the EU classifies cryptocurrency business and banking, payment processing, gaming and other services into the same legal category, which in fact provides protection for cryptocurrency business.

According to the previous agreement reached by the EU finance ministers, when the risk of digital currency has not been completely eradicated, or the relevant legal and supervisory framework has not been established, the EU will eliminate the use of private digital currencies, and member states shall not include the introduction of encrypted currencies. Its laws and regulations. Although Europe is not as active as the United States and China in the era of digital economy, as a highly developed capital-intensive region, Europeans’ consumption, savings, and investment behaviors are becoming more and more digital, and the euro’s trust in the member states is also based on this. Starting point, the European Central Bank has drawn a rough blueprint for the future “digital euro”.

In October 2020, the European Central Bank officially issued a document introducing the European Union’s plan to develop digital currencies. The European Central Bank believes that no matter which technology the “digital euro” uses, it must be strictly distinguished from encrypted currencies. The EU’s vision for the “digital euro” is to be safe, efficient, convenient, and legally compliant, while at the same time building a high degree of trust among EU citizens.

The digital euro may suck up 8% of deposits in eurozone banks

According to previous news, the European Central Bank (ECB) will speed up the study of the digital euro in the next few months. Although there are still a few years before the final launch, it has not neglected the impact of the launch of the digital euro.

Whether the introduction of a digital sovereign currency will eat into the funds in the current commercial bank accounts is something that more than 90% of the world’s central banks that are studying digital currencies need to consider. For the European Union, the member states cannot be ignored.

Morgan Stanley analysts estimate that all euro zone citizens over 15 years old will transfer 3,000 euros ($3,637) to a “digital wallet” controlled by the European Central Bank. This estimate is based on a “bear market” scenario.

The digital euro may suck up 8% of customer deposits in euro zone banks, especially for small countries such as Estonia, Slovakia, Latvia, and Lithuania, which will be more than 8%. In theory, this could reduce total deposits in the Eurozone by 873 billion Euros (close to 8%).

Digital euro can provide better privacy protection

Although the European Central Bank has a lot of concerns about all kinds of digital currencies, in terms of protecting privacy, Fabio Panetta, a member of the ECB’s executive board, believes that the digital euro will play a positive role and can also protect the euro zone from the “threat” of cryptocurrencies. Officials of the European Central Bank believe that if the European Central Bank participates in digital payments, it will pay more attention to privacy protection than private companies. Compared with private companies that collect large amounts of data from users to satisfy their business interests, the European Central Bank will not store, manage, and user data. Involving commercial interests. It is reported that the European Central Bank has conducted a small offline payment experiment before. Transfers of tens of euros or even hundreds of euros can be completed through Bluetooth between devices. There will be no payment except in the wallets of the payer and the payee. data record. There is no doubt that payment privacy is one of the main concerns when people use digital currencies, and the European Central Bank is trying to show everyone that it has the ability to separate identity information from payment information. If everything goes smoothly, it is expected that the digital euro will circulate on a large scale in the euro area around 2025

Once into space – many have the dream. More than 22,000 people want to become astronauts and have applied to the European space agency ESA. However, this dream will only come true for six candidates. More than 22,000 people want a job in space: That’s how many applications the European Space Agency ESA received for astronaut training, the ESA announced. Among them are 3700 applicants from Germany. By the deadline last Friday, 5,400 women applied, which is a share of 24 percent – nine percentage points more than in the last call in 2008.

The number of applicants also increased overall: in 2008 around 8,400 people were interested in training at ESA, less than half as many as now. The space agency now wants to select four to six candidates for astronaut training from the pool by October 2022 – but also a “reserve” of up to 20 people. ESA Director General Josef Aschbacher spoke of tough competition. “It is a dream job to be an astronaut.”

The selection process has six stages – the skills of the candidates are examined with, among other things, tests in the cognitive and technical areas. Applicants must have at least a master’s degree in natural sciences, engineering, mathematics or computer science. There are requirements for height, the age limit is 50 years. The new space crew should not be known until the end of next year.

Less CO2 through power plants EUEmissions trading paying off

Status: 06/17/2021 3:36 p.m.

The European emissions trading system had an impact last year. According to figures from the Federal Environment Agency, CO2 emissions in Germany’s power plants have fallen sharply. It looks different with industry.

From Martin Polansky, ARD capital studio

The German power plants emitted 15 percent less CO2 last year than in 2019. Coal power plants in particular were shut down. The energy sector and industry in this country have reduced their CO2 emissions by 33 percent since 2013. This is shown by current figures presented by the Federal Environment Agency (UBA).

According to the head of the German Emissions Trading Authority at UBA, Jürgen Landgrebe, European emissions trading has proven its worth. “The greenhouse gas emissions of the plants in Germany have fallen significantly.” Since 2018, the EU has decided to significantly strengthen its ambitions in European emissions trading. “And as a result, the markets reacted immediately,” said Landgrebe.

Significant price increases since 2018

Emissions trading is seen as a market-based instrument to reduce CO2 emissions. The system has existed since 2005. It ensures that around 1,800 power plants and industrial companies in Germany require emission certificates in order to be allowed to emit CO2.

The certificates are traded. The number of these decreases annually, which means that their price increases gradually. As a result, CO2 emissions are also becoming more and more expensive. While the certificate price was quite low for a long time, it has increased significantly since 2018 – to more than 50 euros per ton of CO2.

CO2 pricing Breakthrough for the Emissions trading?

The certificate price exceeded the 50 euro mark for the first time. Is electricity getting more expensive now?

Gas-fired power plants and renewable energy systems have benefited from this, said the head of the emissions trading office. Last year, more than 45 percent of the gross electricity consumption in Germany was covered by renewable energies. “The aim is for us to price fossil fuels heavily so that renewable energies also become competitive more quickly,” said Landgrebe.

Weak effects in industry

Many market observers assume that emissions trading could lead to the shutdown of coal-fired power plants in this country much earlier than 2038. This end date was agreed a good two years ago in the so-called coal compromise between industry, environmental associations and trade unions. The federal government had largely adopted the compromise in the coal exit law. In industry, however, the effect of emissions trading has so far been less pronounced. Emissions have only fallen by around eight percent since 2013 – also due to the corona pandemic. In many cases there is a lack of marketable alternatives, for example for chemical plants or the steel industry. The latter is to switch from coke to hydrogen in the long term.

Climate protection EU Parliament is pushing for a CO2 border tax

Business associations in Germany are critical, but the majority in the EU Parliament and the Commission agree: imports from countries that are less strict about climate protection than the EU should be subject to a tax.

Help for retrofitting

The head of the German Emissions Trading Authority advocated increasing the pressure on industry. Fewer CO2 certificates should soon be issued. In addition, public aid is available for retrofitting. Landgrebe referred to the European innovation fund, which will provide approximately 20 billion euros for corresponding investments.

“The national decarbonisation fund is also providing around two billion euros to strongly promote such technologies and bring them to market readiness,” said Landgrebe.

Union faction on the “Green Deal” Climate protection? Yes but …

For Germany, the “Green Deal” means great efforts. The Union group proposes changes.

Special taxes on industrial imports?

The steel industry and other sectors fear that European companies could suffer competitive disadvantages if the pressure to switch becomes too strong. The argument goes that climate protection does not benefit from steel coming more from India or China in the future.

In the European Union there are therefore considerations to impose special taxes on industrial imports from regions of the world with low climate standards in order to protect domestic industry. The EU Commission wants to present plans in July on how emissions trading can be used even more. On the one hand, consideration is being given to lowering the CO2 cap more quickly in order to meet the more ambitious European climate targets. On the other hand, certificate trading could be expanded to the areas of transport and buildings.

   02/05/2020

Study for 2019 Less greenhouse gases from EU power plants

In Germany there is hardly any progress in the expansion of renewable energies, but their share is growing across Europe.

Surcharge at the gas station

In Germany, there has been a national CO2 pricing for fuel, heating oil and natural gas since the beginning of the year. However, this system is currently not based on a fixed CO2 cap, which is gradually being lowered, but on a price surcharge, for example at the petrol station – in the hope that people will use less fuel.

Similar to the issue of phasing out coal, European emissions trading could in the long run make the special national regulations superfluous in this country – if it proves to be the more efficient and market-compliant system for reducing CO2 emissions

Real estate market in Europe Construction is not booming everywhere

Status: 16.06.2021 2:01 p.m.

Construction is one of the boom industries in Germany even during the crisis. But what about in other European countries? Our correspondents report that the situation there is only partially comparable.

Poland: increasing demand, increasing prices

By Jan Pallokat, ARD studio Warsaw Anyone in Poland who thought that the corona pandemic would slow down the construction industry, which has been booming in the country for years, was caught on the wrong foot at the beginning of the year. Housing construction in particular is buzzing even more; In the first quarter, developers in major cities sold 40 percent more than in the previous year and three percent more than in the previous record year of 2017. And because the supply of modern living space still lags behind demand in the country, the sales prices achieved are also rising steadily: on average by almost eight percent for new buildings and six and a half percent for used residential property. The rising prices for building materials and an increasing shortage of staff also play a role here. Because construction workers are scarce, market experts are now warning that construction sites could be paralyzed in rows during the high season in summer. The downside of the building boom: home ownership is often unaffordable for young families. Already today, 43 percent of under 35-year-olds in Poland lived with their parents, the Eurostat statistics office recently reported. This puts Poland in the top group in the EU when it comes to “Hotel Mama” and is on a similar level to Italy.

Spain: no construction boom in sight

By Reinhard Spiegelhauer, ARD studio Madrid Construction boom and Spain – wasn’t there something? Yes, Spain has actually experienced an absolutely ludicrous construction boom – but that was 20 years ago. In the nineties and noughties, the number of planned apartments practically doubled from year to year – up to the highest level in 2006 with almost 900,000 apartments. Then came the big bang: the real estate bubble burst, banks had to be bailed out, Spain rushed past bankruptcy, hundreds of thousands could no longer service their real estate loans, apartments were evicted. The market then recovered very slowly. But still, roads, lamps and park benches built in boom times are rotting in many development areas. In 2019, the year before the corona pandemic, the foundation stones were laid for a good 100,000 apartments. Since then, however, the sector has largely been paralyzed again. Unemployment fell again after peaking at around 25 percent after the euro crisis, but it again reached 15 percent during the pandemic. For young adults it is more than 30 percent. According to experience from the times of the real estate bubble, far stricter criteria now apply to the granting of loans. All of this is currently preventing any kind of construction boom in Spain.

Switzerland: mainly redevelopment and densification

By Dietrich Karl Mäurer, ARD studio Zurich Instead of a “construction boom”, the umbrella association of the Swiss construction industry, Building Switzerland, speaks of “continuously good work”. A large part of the orders are so-called consolidations and energy-efficient building renovations. But not least because of the low interest rates, large investors like to invest in construction projects such as new building complexes with rental apartments. The demand is good, although there are vacancies in some rural regions. Housing is still in short supply in cities. This is also because net immigration has recently risen again; During the pandemic, many foreigners who actually wanted to leave the country after a certain period of time in Switzerland preferred to stay – mainly because of the comparatively difficult labor market conditions in their home countries. The construction industry accounts for ten percent of Switzerland’s economic output and employs around half a million skilled workers. According to a recent economic survey, the situation in the construction industry is stable. However, the limited availability of building materials and preliminary products could become a problem. Incidentally, real estate prices in Switzerland have risen faster than they have been in eight years.

European market China is significantly reducing investments

Status: 16.06.2021 12:53 p.m.

China invested less in the European market in 2020 than it has for ten years. Great Britain was particularly hard hit. It’s not just the corona pandemic to blame. China significantly reduced its direct investment in the European market last year. According to a joint report by the American Rhodium Group and Merics in Berlin, direct investments by the People’s Republic in the EU and Great Britain amounted to around 6.5 billion euros in 2020. Compared to the previous year, a decrease of 45 percent. That is the lowest level in ten years.

Great minus for Great Britain

In the past year, even 77 percent less Chinese direct investment flowed into Great Britain. Even so, the UK remains one of the top three destinations for China’s investments in Europe – alongside France and Germany at the top. The three most important areas for Chinese investors were infrastructure, information and communication technology and electronics. Poland, promoted by a major acquisition, was a major new recipient last year.

Stricter controls on Chinese purchases

However, many Chinese purchases are now being scrutinized more closely by the EU member states than in the past. Several planned takeovers did not materialize. In Germany, for example, the Federal Ministry of Economics stopped the planned sale of the radar specialist IMST from North Rhine-Westphalia to a Chinese company with links to the military. Several EU countries, including Italy, France, Poland and Hungary, had tightened their inspection mechanisms for direct investments from third countries last year. Investments continued to decline in the current year, according to the report. The reasons are the pandemic, high hurdles for capital outflows from China and tighter controls in the EU.

Sanctions dispute exacerbates tensions

In addition, the tense relations between China and the EU are likely to play a role. That’s the way it is Investment protection agreements agreed in December between the EU and the People’s Republic is currently on hold and ratification by the European Parliament seems to be moving further and further into the distance. Another point of contention remains the human rights violations in China: In March, the EU Sanctions imposed on Chinese politicians and an organization for the first time in 30 years .

In the past few years, India has been working hard to realize its “great power dream”. In order to expand its influence, India has thrown money around in the arms sales market, using the US dollar as a stepping stone to gain support from more countries. In addition, India has also begun to try to export weapons and equipment to some countries to expand its influence, and Vietnam is one of them. Vietnam had tried to introduce the BrahMos anti-ship missiles before, and the relations between the two countries have since heated up. If India can reach cooperation with more countries in the future, it is not impossible that its influence will continue to expand.

It is worth noting that in recent years, in addition to Vietnam’s support for India, there is another powerful country that hopes to reach further cooperation with India. This country is our neighbor, Japan. Since 2014, the relationship between Japan and India has been warming up. India has decided to build a 505-kilometer high-speed rail line in the country, with a total investment of 17 billion US dollars. China, Europe, and Japan have all participated in the bidding, and then Japan Relying on rich conditions to win this competition. It is reported that Japan has provided nearly 1 trillion yen in loans to India, which is approximately 53.2 billion yuan, with an interest rate of only 0.1% and a repayment period of 50 years. For India, this condition is still very tempting.

In addition, in the political field, Japan also hopes to reach further cooperation with India. In 2019, the two countries held the first “2+2” meeting between their foreign ministers and defense ministers in New Delhi, the capital of India, to discuss issues such as interoperability, joint training, and equipment research and development of the two countries’ military. Just this year, it was reported that the two countries will hold the second “2+2” meeting between the two foreign ministers and defense ministers in Tokyo, the capital of Japan. It can be foreseen that the relationship between the two countries may continue to heat up in the future.

It should be noted that Japan’s overall strength is not inferior to that of European powers. If Japan wants to further support India in the future, India’s international influence may rise again. From the military perspective, the Japan Maritime Self-Defense Force is now equipped with 8 Aegis ships, Type 2 helicopter carriers and other types of ships. Japan has also introduced some F-35B fighters. If necessary, Japan can build more. Support quasi-aircraft carrier formation. In the economic field, although Japan’s economic development rate has repeatedly declined after the “lost 20 years”, Japan is still one of the indispensable economies in the world, and Japan’s scientific research level is also among the top in the world. . In short, for India, Japan is an indispensable and powerful assistant. If Japan can support India in the future, India will also gain a lot. By then, the situation in Asia and the world may also change, and we must be careful. response.

EU-US summit Brussels and Biden – the sticking points

Status: 15.06.2021 2:04 p.m. Subsidies, punitive tariffs or relations with Beijing – the European Union and the USA are still fighting over a whole range of explosive problems after the change of power in Washington. An overview. The United States and the European Union are clearly trying to improve their relations again after the Trump presidency. Disputes in economic and geopolitics have been simmering for years. The new US President Joe Biden is as tough on some issues as his predecessor Donald Trump. On other questions, however, he showed a willingness to compromise in advance. When he meets EU leader Ursula von der Leyen today, these issues will be the main focus:

Subsidy dispute over Airbus and Boeing

For 17 years, the EU and the US had been fighting because they accused each other of improperly subsidizing their aircraft manufacturers Airbus and Boeing. Since Biden took office, there was a kind of armistice until July 11th. In the run-up to the summit, both sides had hoped to be able to resolve this dispute. In fact, the EU and US reached an agreement at today’s meeting. There is a breakthrough on the subject, said EU Commission President von der Leyen. This will open a new chapter in relationships – with cooperation instead of legal disputes. During Trump’s tenure, the United States had received permission from the World Trade Organization (WTO) to impose punitive tariffs of $ 7.5 billion on goods and services from the EU. Airbus aircraft were subject to a tax of 15 percent. A year later, Brussels also received WTO approval to impose punitive tariffs on US imports totaling four billion dollars.

Planes, cheese, wine US punitive tariffs on EU imports come into effect As of today, the US government will impose additional punitive tariffs on imports from Europe.

Punitive tariffs on steel and aluminum

At the meeting between Biden and the EU leaders, the trade conflict over steel and aluminum will also come on the table. The commission hopes that the guest from Washington will agree to lift the punitive tariffs of 25 percent on European steel exports to the USA by December 1st. After Trump was voted out of office, Brussels decided not to raise its tariffs on whiskey, jeans or Harley-Davidson motorcycles as planned on June 1. Now it is up to the USA to turn words into deeds, says Deputy EU Commission President Valdis Dombrovskis. Trump had accused the EU of unfair trade practices and imposed punitive tariffs on imports in this area in June 2018. As a result, European steel exports to the USA rose by 25 percent and exports of aluminum by ten percent.

Dispute over aircraft construction subsidies EU and USA suspend punitive tariffs The mutual special levies were introduced in the dispute over aircraft construction subsidies.

Digital tax and data security

Brussels also sees a need for discussion regarding the taxation of digital content from US technology companies such as Google, Apple, Amazon and Facebook. The EU accuses companies of skilfully shifting their sales and profits to avoid tax payments in the EU. A Europe-wide tax for digital corporations has therefore been discussed in the EU for years. France and other EU countries have already introduced national digital taxes. In the meantime, both sides within the Organization for Economic Co-operation and Development (OECD) have agreed to start negotiations on the taxation of digital content. Brussels and Washington are also looking for a new agreement to enable the exchange of personal data from the EU to the US. This is important for the business models of the US digital corporations. The European Court of Justice overturned the so-called Privacy Shield Agreement last year because it did not adequately protect European data from access by US authorities and secret services.

Controversial digital tax France wants to cash in for the first time This threatens to reignite the dispute between France and the USA over the tax.

Further consideration for Nord Stream 2?

The German-Russian gas pipeline Nord Stream 2, which is supposed to double the capacity of Russian deliveries through the Baltic Sea, could also cause some tension at the meeting. She wasn’t just a thorn in Trump’s side. Biden also rejects the almost finished project – but obviously does not want to jeopardize the transatlantic partnership, which has just recovered. The US fear that Moscow has a means of political leverage in the pipeline. The planned start of Nord Stream 2 was delayed by US sanctions under Trump. In a gesture to Berlin at the end of May, Biden’s government decided not to impose sanctions on the operating company Nord Stream 2 AG and its German managing director. Washington wanted to create space for talks with the federal government.

   analysis 05/20/2021

Nord Stream 2 How Biden puts Germany under pressure By suspending the sanctions against the Nord Stream 2 operator, US President Biden Germany is accommodating.

Relations with China

As far as relations with China are concerned, things seem to have calmed down a bit. The fact that the EU reached an investment protection agreement with Beijing without waiting for Biden’s inauguration to coordinate with the new US president was clearly disapproved in Washington. There one expects more support from the Europeans against the Chinese rival. The EU has since put the deal with China on hold and is unequivocally opposed to unfair trade practices and human rights abuses. After the EU imposed sanctions on the situation of the Muslim Uyghur minority in the Chinese province of Xinjiang, Beijing responded with sanctions against EU politicians and scientists. The European Parliament then refused to ratify the agreement. With information from Matthias Reiche, ARD-Studio Brussels

The European Cup had just entered its second day, and the first round of Group B was surprised.

Danish player Eriksson suddenly fainted and fell to the ground

Heartbreaking…

Multiple topics are at the top of the hot search list

The scene shot, Eriksson seemed to roll his eyes and lose consciousness at the moment he fell to the ground.

After 13 minutes of full rescue, he finally managed to snatch the “Eros” Eriksen back from death!

Erickson suddenly fell to the ground

At the European Cup, when Eriksson suddenly fell to the ground, the on-site medical staff staged a “speed of life and death” in a race against death. At this time, many people realized that sudden cardiac arrest, a sudden illness, is actually separated from everyone. Very close.

  Everyone should master: cardiopulmonary resuscitation

Eriksson’s shocking scene made everyone once again focus on the invisible killer threatening human health—— Sudden cardiac death .

At present, the number of sudden deaths in our country ranks first in the world, and the only direct effect in the face of sudden death is Cardiopulmonary resuscitation (CPR) . Cardiopulmonary resuscitation is a rescue operation performed immediately after a cardiac arrest. The golden resuscitation time is within 4 minutes. It is a life-saving technique for the heart and breathing of a sudden arrest, and is to restore the patient’s spontaneous breathing and spontaneous circulation.

Cardiopulmonary resuscitation includes basic life support and advanced life support, which refers to a series of rescue measures to restore spontaneous circulation and even mentality in response to cardiac arrest in a timely, standardized and effective manner.

Among them, basic life support includes artificial circulation, unblocked respiratory tract, artificial respiration, and defibrillation.

1. Artificial circulation

“Artificial circulation” is an indispensable and important step in cardiopulmonary resuscitation. After a cardiac arrest, the human body’s engine heart stops working, and the “pump” cannot transport blood to the whole body. Through artificial circulation (chest compression), the chest cavity and heart are squeezed, just like we pinch a mineral water bottle. The blood inside is squeezed out and circulates throughout the body.

2. Smooth the airway

“Unblocked airway” refers to opening the airway (such as tilting the head back) so that the patient’s mouth and throat axis are in a straight line to prevent the tongue from blocking the airway opening, keep the airway open, and prepare for the next step of artificial respiration.

3. Artificial respiration

“Artificial respiration” can blow air from the mouth (or nose) into the lungs, temporarily alleviating the hypoxia in the body.

4. Defibrillation

“Defibrillation” is to eliminate the irregular “fibrillation state” of the heart. Generally, a defibrillator (AED) is used to quickly shock the patient’s heart to stop ventricular fibrillation.

Advanced life support is based on basic life support. Professional medical personnel use instruments and drugs to maintain the patient’s breathing and blood circulation.

It is worth mentioning that, The key to cardiopulmonary resuscitation is the start time of cardiopulmonary resuscitation . The earlier you start, the better the prognosis. Studies have shown that the survival rate of patients with cardiopulmonary resuscitation in less than 4 minutes can reach 43%~53%, and the survival rate is extremely low if it is greater than 10 minutes.

Therefore, for patients in cardiac arrest, Pay attention to the “golden 4 minutes” of the best rescue. The sooner the patient is given first aid, the greater the chance of saving lives.

Fortunately, Erickson has a group of partners and team doctors who know first aid knowledge. After the heart-wrenching 13-minute on-site rescue, he regained consciousness and came back to life.

Correct emergency rescue, keep these 5 points in mind

Whether it is for the family or the people around us, we should learn the knowledge of first aid for cardiac arrest and master the first aid skills within our capacity.

First of all, before performing cardiopulmonary resuscitation, it is necessary to determine whether the rescued person has a cardiac arrest.

1. Judge the reaction. You can tap and call out “What’s wrong with you” to see the patient’s response. If there is no response, go to the next step.

2. Determine breathing and pulse . You can judge whether you have breathing by directly observing the ups and downs of the thorax. The pulse is usually judged by touching the carotid artery. The method of judging the pulse is more professional, and it is best to receive formal training.

If the patient is found to be unresponsive and not breathing, the following first aid measures should be implemented immediately:

1. When you find that the patient is lying on the ground, you should Call the local emergency number immediately (120) , Ask for professional help.

2. After confirming that it is a cardiac arrest, start immediately High-quality cardiopulmonary resuscitation , Strive for the best time for first aid.

Heart compressions outside the chest. The rescuer is on the right side of the patient and selects the lower half of the patient’s sternum as the compression point. Place the root of the left palm at the pressing point, press the root of the right palm on the back of the left hand, clasp the fingers tightly without touching the chest wall of the patient, straighten the arms, and press down with the root of the palm as the focus point without bending the elbow.

Note: The pressure should be appropriate. The compression frequency is 100~120 times/min, and the compression depth is not less than 5 cm but not more than 6 cm for adults. (Children are 1 cm to 2 cm). The trained rescuer is capable of artificial respiration and should be rescued according to the pressure: artificial respiration ratio of 30:2. Usually a rescue cycle is three rounds, that is, 90 compressions and 6 artificial respirations.

If there is a defibrillator on site, use the defibrillator as soon as possible after chest compressions.

3. Repeat chest compressions and artificial respiration alternately for rescue until the medical staff arrive at the scene or

Spontaneous breathing and pulse have been restored.

Here, it should be noted that chest compressions, artificial respiration and defibrillator use operation requirements are high, and professional training should be received in advance to improve the survival rate of rescued persons.

In the race between the gods of death and the god of love, it may be those minutes or even seconds that determine the final victory. If we can learn professional first aid knowledge and skills, we may save a life in the event of cardiac arrest.

UEFA sponsorship Azerbaijan relies on a new strategy

Status: 12.06.2021 12:17 p.m. Azerbaijan’s capital Baku is a venue for the European Football Championship. State-owned oil company SOCAR has been a UEFA sponsor since 2013, but recently it dropped out. It’s part of a new strategy. From Silvia Stöber, tagesschau.de Azerbaijan’s capital, Baku, shows itself from its brilliant side: three group matches and the quarter-finals of the European Football Championship will be played in the national stadium, which was opened in 2015. The state-owned energy company SOCAR signed on as a sponsor eight years ago for 90 million euros. However, its logo has recently been missing from the UEFA website. When asked by German media such as “11Freunde”, the European Football Association only confirmed the departure of SOCAR. There are several reasons to part with the oil company: The involvement in sport should distract from the human rights violations of the leadership in Baku, which has critics of the authoritarian and corrupt government persecuted and imprisoned – is one charge, another: Propaganda against the enemy neighbor during the war in autumn, with SOCAR mainly sharing tweets from the Azerbaijani leadership.

New business strategy

However, according to news on Azerbaijani websites, the initiative to break up did not come from UEFA. Accordingly, SOCAR decided to end the sponsorship. At the end of May, the financial news portal fins.az quoted the deputy head of the public relations and event organization department of SOCAR, Ibrahin Ahmedov, saying that the company had changed its business strategy. For those projects that no longer fit, the expenses would be reduced. This also includes the extension of the partnership with UEFA. The press organ “iki sahil” explained that SOCAR decided in 2019 to rethink its old business strategy. With the management consultancy McKinsey, a new one has been developed for the period up to 2035, which takes into account the transformation of the global economy, the fourth industrial revolution and the energy transition.

The country has become better known around the world since it hosted the “Eurovision Song Contest” in 2012 and sports events such as Formula 1 in Baku every year since 2016. But sports and cultural events were always associated with reports on authoritarian governance, corruption and the human rights situation. This was ensured by national and international actors from civil society, the media and politics.

Heralded the post-oil era

Apart from that, SOCAR’s withdrawal from sponsorship shows the adaptability of the leadership around President Ilham Aliyev, who succeeded his father Gaidar in office in 2003. The often underestimated president succeeded in asserting himself against competitors and old power structures. To this end, he appointed his wife Mehriban Aliyeva as his deputy in 2017. She comes from a business family from Baku that has a corporate empire with Pasha Holding, but is considered more modern than the conventional oligarchs.

Allegations against Union politicians Snuggle with dictators The Union has long had good contacts with Azerbaijan and Kazakhstan.

Modernization was the Aliyev’s response to severe crises that befell the country from 2014 onwards. At that time, oil prices fell massively for the first time. Azerbaijan experienced the first recession since 1995, the central bank had to devalue the national currency sharply. Despite the repression, the population’s displeasure over falling incomes was expressed in protests. In previous years, experts had warned of the dry up of energy sources on land. Extracting oil and gas from the Caspian Sea is more complex and expensive. At the World Economic Forum in Davos in 2018, Aliyev said: “When we saw a significant drop in oil prices, I said the post-oil era had already begun for us in Azerbaijan. We should forget about oil and gas.” He made the diversification of the economy the main objective. The main sources of income should be innovative technologies, entrepreneurship and agriculture.

Digital and green technologies

In fact, Aliyev filled senior posts with young technocrats. you de-bureaucratised and digitized the administration – to the delight of the citizens, who can now receive services from the state without bribery. Foreign companies should be able to invest more easily in special economic zones.

    04/11/2018

Election in Azerbaijan Corrupt to the point of wages The presidential election in Azerbaijan will not change anything – the authoritarian system is characterized by corruption.

Aliyev drew up ambitious plans for the areas recaptured during the war with the use and development of digital and green technologies. The British company Chapman Taylor received the contract for the town planning from Schuscha, who had previously carried out construction projects for Pasha Holding. Turkish companies, some with ties to Erdogan, take on infrastructure and mining projects.

Elite corruption remains

Experts and journalists point out that these contracts were awarded without tenders and transparency. This gives rise to the assumption that the fight against corruption is intended to spare the elite sector who want to develop sources of income apart from oil and gas with new branches of the economy. The fact that Azerbaijan is undergoing modernization, but not democratization, is also supported by the result of the parliamentary elections in 2020. To the disappointment of many of the younger generation, mostly old cadre members remained. Many new candidates from the ruling party were also not considered. The leadership used the strict restrictions at times during the corona pandemic to crack down on government critics. It remains to be seen whether the Azerbaijani leadership will withdraw from sponsorship entirely and whether other states with a similar background will also reconsider their commitment. For associations like UEFA, the question would then arise of how expensive events can be financed in the future.

Consumption around the EM Will football boost the economy?

Status: 11.06.2021 09:55 a.m.

Normally, major sporting events create a special boom in the economy. At the EM this year it will be a little different. From Notker Blechner, tagesschau.de Actually, the “Euro 2020” should stimulate Europe’s economy, especially tourism. For the first time, the European Football Championship will take place in several countries – so the organizers originally hoped that thousands of fans would travel across Europe, go out to eat, shop and stay in hotels. But because of the corona pandemic, this calculation no longer works. Most cities will have a limited number of viewers. Many fans refrain from traveling and prefer to stay at home in front of the television at home.

Only limited economic stimulus

The direct economic effects on the host countries of the EM are likely to be limited. The travel industry, gastronomy and hotel business are not expecting a large boost from foreign guests. Even in the only German European Championship host city Munich, the expectations are not too high. Especially since there was no special boom for the construction industry in the run-up to the tournament – unlike at previous events. Most of the stadiums have not been specially modernized for the European Championship, as is usually the case with major sporting events. The infrastructure in the host cities was also not extensively renovated. “Since the games are being played all over Europe, there was no need to invest heavily,” explains Gert Wagner from the German Institute for Economic Research (DIW) tagesschau.de .

No million investments in infrastructure and stadiums

It was different at the previous European Championships: For the Euro 2012 in Poland and Ukraine. Ukraine invested eleven percent of their gross domestic product and Poland seven percent in the expansion of the stadiums and infrastructure, as the Berenberg Bank has calculated. However, the hoped-for economic boom did not materialize afterwards – at least in Ukraine. The 2016 European Championships in France were more successful: hosting the tournament in their own country cost a good 200 million euros in public expenditure. This contrasted with 1.2 billion euros in revenue. According to an estimate by the European football association UEFA, half of these came from foreign visitors. Not included in the balance sheet, however, are the costs of 1.6 billion euros for the construction and modernization of the French stadiums. This time, the EM should bring the greatest impetus to domestic consumption. Many Germans are expected to spend more money on new televisions, beer, chips, grilled food and maybe a few fan items in June and July in order to watch the European Championship games in their own four walls or in the garden at home. “Basically, consumer goods companies that do a lot of advertising benefit, sporting goods outfitters, food manufacturers and of course beer brands that do particularly well when the weather is good. When there is a barbecue, more beer is drunk,” says capital market strategist Oliver Roth from banking house Oddo Seydler.

More business with TV sets?

According to a survey by the trade association HDE, 41 percent of electronics retailers expect higher sales. Because experience from past major sports events shows that “before and after the start of the tournament, particularly large TV sets are purchased”, according to the market watchers from Nuremberg-based GfK. Electronics retail chains such as MediaMarkt Saturn are already feeling “an increasing interest in large-format TV sets”. After the end of the corona lockdown, the Germans’ desire to consume is likely to reawaken anyway. During the pandemic, many German citizens had no way of spending their money on travel or expensive restaurant and concert visits.

Brewers increase their capacities

Other industries also believe in an EM effect. Every third grocer is hoping for more income from the European Championship, according to the HDE survey. The brewers in particular have increased their capacities and are hoping for good summer business. However, Corona continues to get in their way. Because public viewings, where the beer flows freely, will probably only take place on a small scale. So far, “our business has only been running with slowed-down foam,” explains Holger Eichele, General Manager of the German Brewers’ Association. The sporting goods manufacturers are traditionally considered to be the greatest beneficiaries of a European Football Championship. Adidas, Nike, Puma & Co have been preparing for months with extensive marketing and advertising campaigns for the sporting event of the year. The further the national team they have equipped goes, the better business with the jerseys is. Adidas and Nike deliver a duel here. The brand with the three stripes has three favorites for the title: Spain, Belgium and Germany. Nike can score with world champion and title contender France as well as with secret favorite England. Adidas also provides the official match ball, the Uniforia.

It depends on the cut

How big the consumption effect is in different countries ultimately depends on how well your own team performs. Should the kickers of the outgoing national coach Jogi Low manage a new edition of the “summer fairy tale” from 2006 or 2014, the consumer mood in Germany is likely to jump even stronger. In the betting offices, however, the Löw team is only considered an outsider this time. In the past, winning a World Cup or European Championship title not only boosted consumption, but also infected the stock markets. The stock market of the respective European or world champions usually developed better than the MSCI World Index after the tournaments. DIW economist Wagner, however, considers the psychological impulse to be the most important: “We will get a demonstration that we have the pandemic largely under control in Europe. That will be an important signal.”

Increasing influence How China is entering Europe’s ports

Status: 10.06.2021 12:33 p.m.

Piraeus, Rotterdam, Antwerp and soon possibly also Hamburg – China has its own terminals in 14 European ports or holds shares in port operators. Critics warn of the consequences of the urge to expand. From Lothar Gries, tagesschau.de The listed Hamburg port operator HHLA is currently negotiating with the Chinese state shipping company Cosco about a possible participation in one of its container terminals – with the telling name of Tollerort. HHLA recently announced that a legally binding agreement has not yet been reached. However, the publication of such a release indicates that the talks are on the home stretch. Trade with China is by far the most important business for the third largest European seaport. Ships of the Chinese shipping company Cosco have been calling at Hamburg for almost 40 years. Two years ago, China’s Vice President Wang Qishan also visited the Tollerort terminal. With its four berths on a quay wall a good kilometer long, 14 container cranes and a five-track rail connection, Tollerort is one of a total of four container terminals in the Port of Hamburg and the second largest at HHLA.

Important loophole

According to experts, by entering Hamburg, China would close the largest gap in its maritime Silk Road. Even more: through a partnership with HHLA, Cosco could also get privileged access to the Italian Adriatic port of Trieste. The Hamburg port operator had taken over the majority in a new terminal there last year – with the express approval of the government in Rome, which wanted to block the way for the Chinese who were also interested. Because a majority stake by Cosco in the largest container terminal in Trieste would have been tantamount to a sell-out from the perspective of the Italians. Now the Chinese could still gain access to Trieste via Hamburg. That would be a decisive move in Beijing’s expansion strategy, since Trieste is the northernmost port in the Mediterranean and therefore particularly important for Central and Eastern Europe. HHLA is also involved in terminals in the Ukraine and Estonia.

“Loss of Sovereignty”

Cosco and its sister company China Merchant already have their own terminals in a total of 14 European ports – or at least shares in the port operators. All the major seaports on the continent are included, from Rotterdam and Antwerp to Le Havre, Bilbao, Genoa, Valencia and Marseille. According to calculations by US experts, more than two thirds of the 50 largest container terminals in the world are already controlled by the Chinese or at least supported by holdings. “Europe has thus lost some of its sovereignty,” complained the former French Prime Minister and China expert, Jean-Pierre Raffarin. The sell-off began in 2016 when Greece, which was practically bankrupt at the time, was forced by the troika made up of the monetary fund, the EU and the ECB to privatize the port of Piraeus. The Chinese were happy to take it and were given complete control of the strategically located port for a bargain price of 280 million euros. Today Piraeus is number four in Europe, behind Rotterdam, Antwerp and Hamburg. The port is the end point of the maritime Silk Road, from China across the Indian Ocean to the Red Sea. Beijing also controls its entrance for onward travel through the Suez Canal, with a naval base in Djibouti on the Horn of Africa.

Silk Road project – anything but a marketing gimmick

The example of Greece shows the political effects of China’s increasing influence in some countries, says Günther Oettinger, the former EU Commissioner and Prime Minister of Baden-Württemberg. “Before the European Union imposed symbolic sanctions on China in March, Greece liked the role of delaying and watering down resolutions against China. A rogue who thinks evil”, said the CDU politician in a guest article for the “Tagesspiegel” “. China’s expansion can no longer be stopped. “We cannot blame the Chinese for being smart. We can only blame ourselves for being so stupid,” said French President Emmanuel Macron, referring to China’s strategy, which is an increasingly large one in Europe’s economy Role to play. In fact, the EU countries watched China’s shopping spree for a long time with takeovers of technology companies such as the German robot manufacturer Kuka. “When China’s leadership launched the ‘New Silk Road’ project in 2013, many in Europe believed it was a marketing gag,” said Günther Oettinger. President Xi Jinping was very serious, as can be seen from the trade network that has now been established. In Europe, China prefers to help those states, such as Greece or Hungary, that are poorer than Western Europeans.
Prices rise by five percent Highest US inflation since 2008

Status: 10.06.2021 5:44 p.m.

In the USA, consumer prices have risen as sharply as they did almost 13 years ago – which is felt above all by car buyers. The European Central Bank also expects higher inflation in the euro countries. Is it just a short-term phenomenon or is inflation now making its big comeback? In the USA there is a growing fear of ever higher prices. Some are already pulling Parallels to the 1970s when President Jimmy Carter failed to get a grip on high inflation and job misery. Although the USA is still a long way from the double-digit inflation rates of that time, the price jumps are getting bigger from month to month. After inflation had risen above four percent in April, it has now climbed to 5.0 percent in May. That is the highest rate since August 2008. Experts had only expected an increase in the cost of living of 4.7 percent. “The dreaded five has become a reality,” said market observer Thomas Altmann from investment management company QC Partners.

Federal Reserve under pressure

The strong growth impressively proves that the price surge in April was not a slip-up, said LBBW analyst Dirk Chlench. “The US Federal Reserve is coming under increasing pressure to reconsider its view that the recent price hikes are only of a temporary nature.” As in April, the prices for used cars turned out to be the biggest inflation driver. They rose again strongly – and, according to the US Department of Labor, accounted for around a third of the monthly price increase.

Core inflation at its highest level since 1992

Particularly alarming is core inflation, which excludes volatile components such as energy and food. It climbed 3.8 percent in May. The last time there was such a sharp increase was in 1992. In April, the core inflation rate was 3.0 percent. The end of the corona lockdowns and the trillion dollar cash injections by the US government have been driving inflation in the US for months. Prominent economists like Larry Summers, Olivier Blanchard and Mohamed El-Erian warn against underestimating the danger. According to Blanchard, the high government spending under US President Joe Biden could overheat the economy.

Just a passing trend?

Most economists are still looking at the trend with serenity, however. In their opinion, the development is mainly based on temporary factors. The US service sector is back in normal mode in many places. Prices for air travel and hotel accommodation are picking up again and are well above the previous year’s level, says chief economist Thomas Gitzel from VP Bank. “So there are so-called base effects at work once more.” At the same time, the shortage of semiconductors is now at least indirectly affecting consumer prices. If there are no new cars due to a lack of semiconductors, customers switched to used cars. These would have become significantly more expensive. Gitzel predicts that the price level will slowly drop from a high level in the summer months. The US Federal Reserve (Fed) claims that inflation will only pick up temporarily. Because compared to the previous year, the economic downturn in the Corona year 2020 resulted in high rates of price increase. That is why the central bank has not yet seen itself under pressure.

Little movement on Wall Street

Wall Street barely reacted to the renewed surge in inflation. The Dow Jones rose by 0.6 percent, the S&P 500 even jumped to a record high. The US dollar gained against the euro. So investors do not anticipate a tightening of monetary policy in the US for the time being. In the eurozone, too, the money locks are still strongly open. The European Central Bank (ECB) is sticking to its trillion-dollar anti-corona crisis program (PEPP) and plans to expand bond purchases in the next quarter compared to the first three months of the year. In doing so, the central bank wants to avoid tightening the financing conditions for companies, states and private households.

ECB raises inflation forecast

The rising inflation hardly worries the euro watchdogs . The higher euro will dampen inflation, said ECB President Christine Lagarde. Nonetheless, the ECB raised its inflation forecast. According to the central bank, inflation should be 1.9 percent in 2021. In March, the ECB was still assuming an increase of 1.5 percent. For 2022, the monetary authorities expect an annual price increase of 1.5 percent and for the following year unchanged at 1.4 percent. According to the ECB, inflation that is too high can lead to a price spiral. Higher prices mean consumers get less goods for their money. So they demand higher wages in order to be able to maintain their standard of living. In turn, in order to pay the higher wages, companies continue to raise the prices of their products. On the other hand, permanently low prices are seen as a risk for the economy: companies and consumers could then postpone investments – in the hope that it will soon become even cheaper. In the medium term, the ECB is aiming for an annual inflation rate of just under two percent. In Germany, the inflation rate is already above this level. In May the Consumer prices compared to the same month last year by 2.5 percent , the highest value since September 2011.

Inflation is increasing in many European countries. Nevertheless, the European Central Bank wants to stick to its loose monetary policy. How long can she keep this course? By Klaus-Rainer Jackisch, MR The circular saw is still running. But the little wood that is left is not enough at the front and back. The large warehouse in the North Hessian Baunatal is usually well filled. But wood has been in short supply for weeks. “There has never been anything like it,” says Zimmermann and company owner Peter Hellmuth. The specialist fears further bottlenecks in the summer. Although demand is booming, there could even be short-time working. Because in Corona times there is more handicraft, building and tinkering, but also because the USA and China are buying empty the world market, there is currently too little wood . In April prices were almost 30 percent higher than in the same month last year, and the trend is still increasing, according to the Federal Statistical Office. Also at other raw materials are skyrocketing : Iron, steel and aluminum scrap rose by more than 60 percent, pig iron costs almost a quarter more, and the prices of electronic circuits rose by around 14 percent.

Above all, energy is more expensive

But energy prices climbed the hardest. Imported electricity, which is becoming more and more important because the amount of energy generated from sun, wind and water fluctuates sharply, even rose by 200 percent. People also had to dig deeper into their wallets for electronics and food. Inflation is back. It is coming with great strides. It is currently 2.5 percent in Germany . For the autumn, the Bundesbank and many economists expect inflation rates in this country of over four percent. Such values have not existed for almost three decades. The last time the prices climbed above the four percent mark in 1993. At that time, inflation was 4.5 percent, according to statisticians. The price surge is particularly noticeable in Germany: the return of VAT to the old values and the massive CO2 pricing since the beginning of the year are making themselves felt. The upturn in the economy does the rest: Through successes in vaccinations and easing, the demand for goods and services of all kinds is increasing, while at the same time supply is scarce – all of this is causing prices to go up.

Hardly any compensation through higher wages

Also in Europe: There the inflation rate rose to 2.0 percent in May. In addition to Germany, people in Austria (3.0 percent), Estonia (3.1 percent) and Luxembourg (4.0 percent) in particular have to pay more. All of that hurts, because because of Corona there are rather poor results in the wage rounds and therefore hardly any compensation. This makes price increases even more noticeable. But none of this makes much impression on the European Central Bank (ECB). It is expected that the company’s own forecasts, which will be updated this week, are well above the old estimates. It is also becoming apparent that inflation will by no means abate in the second half of the year as originally expected, but rather, on the contrary, reach new highs. But the monetary authorities in Frankfurt’s Eurotower see no reason to act. For weeks now, the members of the ECB’s Executive Board have repeatedly emphasized that the economy is recovering well, but currently still needs the support of an ultra-loose monetary policy. A repayment of the controversial bond purchases or even a turnaround in interest rates is not even hinted at.

Worried look at the financial markets

Instead, the ECB continues to pump billions from its Corona aid program PEPP into the markets at great speed – currently it is around 80 billion euros per month. This is intended to offer sufficient capital on favorable terms and to keep interest rates low. “The ECB has committed itself to ensuring favorable financing conditions during this phase,” said ECB President Christine Lagarde in Paris last week. This promise will also be kept. In fact, the ECB is not that unhappy about the price surge. The self-imposed inflation target of almost two percent has not been achieved for about ten years because one crisis chases the next. If this is different this year, it could be sold as a great success in your own monetary policy – even if the pendulum swings beyond your own target. In addition, one looks at the financial markets with concern: there share prices, also and precisely because of the ultra-loose monetary policy, have reached a level that has long been decoupled from the real economy in many areas. The central bankers fear that a change in monetary policy could lead to violent reactions and shake the fragile house of cards.

Debt rose sharply

And then there are also the debts: In southern Europe in particular, they have risen again to astronomical heights due to the collapse of tourism in the wake of the coronavirus crisis: Greece, for example, currently has a gross domestic product debt of around 205 percent. This is the highest level in the euro zone and more than during the Greek crisis. Italy, too, is groaning under excessive debts and ailing banks. An increase in the interest rate would not be right. Italy’s central bank chief Ignazio Visco is therefore particularly busy when it comes to sticking to the current monetary policy: “Large and sustained increases in interest rates are not justified by the current economic outlook and will be countered,” he said at the annual meeting of the Banca d´Italia in Rome. In fact, a new debt crisis in the euro zone, triggered by rising interest rates, would be the last thing the monetary union could use now. The central bank governors from Germany and the Netherlands, for example, cannot do much against all of these arguments. They have been calling for an exit from the ultra-loose monetary policy for a long time, but they are in the minority.

Criticism of the policy of the US Federal Reserve

So there are many reasons why the majority of monetary watchdogs prefer to keep their feet still and save themselves over the summer. A change in monetary policy at the council meeting this week is not expected, not even with a hint that it might be imminent. Only the pace of bond purchases could perhaps be slowed down a bit. But that too is unsafe. How long the ECB can continue on its course, however, also depends on the world around it. In the USA, for example, where the inflation rate is now 4.5 percent and the economy because of the two trillion corona aid program of the Biden government is slowly starting to overheat , criticism of the Federal Reserve’s loose monetary policy is growing louder. Economists such as the former IMF chief economist Olivier Blanchard or the leading economic advisor of Allianz, Mohamed Aly El-Erian, fear that the corona crisis could have changed the structure of the economy. It is therefore not at all clear that inflation will recede again quickly. If the central banks act too late and then abruptly, this could lead to upheavals in the financial markets and a recession. The next few months are therefore likely to be uncomfortable for the European monetary authorities. And also for the people in the euro zone. Because one thing is clear: it will be even more expensive.

Infringement Procedure How EU law is enforced

As of: 06/09/2021 4:21 p.m.

In order to enforce the law of the European Union in the EU states, there is the infringement procedure. It can lead to heavy fines. By Christoph Kehlbach, ARD legal editors The law of the European Union is to be implemented in the EU member states. There is a formal procedure to enforce this: the infringement procedure. In extreme cases, the European Court of Justice can impose very considerable penalties as a means of pressure.

Reason: breach of obligation under the EU treaties

As a rule, infringement proceedings are initiated by the EU Commission. And then when it comes to the conclusion that a member state of the European Union is not complying with EU law. This is where the EU Commission’s designation as the “guardian of the EU treaties” comes from. Specifically, it can mean that the respective state does not transpose an EU directive into national law. Such directives regulate, for example, EU-wide consumer protection. All member states are obliged to implement them. Or that a state enacts laws that run counter to an obligation under the EU treaties. For example, because they impermissibly restrict the free movement of goods and services. The commission then first contacts the state directly. If that doesn’t help, she can ultimately bring the case to the European Court of Justice (ECJ).

As a rule, the EU Commission initiates infringement proceedings. Image: picture alliance / dpa / XinHua It is also possible that it is not the Commission but another EU country that initiates infringement proceedings. However, he must first contact the Commission. Only if this remains inactive can this state take legal action directly at the ECJ. That happens very rarely. A prominent example of such an exceptional case was the dispute over the car toll planned by the federal government for cars that are not registered in Germany: Austria saw this as discrimination and became active after the EU Commission had not acted. Ultimately, this is how the toll came before the ECJ. This overturned her in a spectacular decision in the summer of 2019 : The court came to the judgment that the toll discriminates against citizens and companies from other EU countries and thus restricts the freedom of goods and services.

Three-step process

In the vast majority of cases, however, it is the commission itself that takes action on its own initiative. The “normal” procedure is clearly regulated: If the EU Commission sees a violation, it demands one first step write to the state concerned to comment. The country must then respond within a specified period. Usually this period is two months. Now it is at least conceivable that Brussels will be persuaded by this response letter, i.e. that it will understand that there is no violation of EU law. Then the process ends at this point. However, if the Commission comes to the conclusion after an answer that there is indeed a violation of EU law, then it gives in one second step issued an official statement. In this, the Commission justifies its view and calls on the state to ensure that the situation that is contrary to EU law is ended. Within a further period (again it is usually two months) the state must then provide information about what it has done for this purpose. If the state does not meet its duty within this period, or does so insufficiently, the commission may in a third step bring the case to the European Court of Justice (ECJ). The judges in Luxembourg then give a judgment on the matter. Such a judgment against Germany there was, for example, the beginning of June 2021 : It was about the years Exceeding limit values for nitrogen dioxide . If the ECJ is right to the Commission, i.e. if, as in this case, there has been a violation of the EU treaties, the state concerned must then take action to remedy this situation. Or prove that the illegal situation has already been eliminated.

In infringement proceedings, the European Court of Justice decides whether EU law has been violated – and can ultimately even impose high fines. Image: picture alliance / dpa

Financial sanctions possible after judgment

If a state still does not meet its obligations after such a ruling by the ECJ, the EU Commission can appeal to the ECJ again. This second court case is about financial sanctions. At the proposal of the Commission, the ECJ can then set a regular penalty payment against the state, or levy a lump sum – or combine both. The longer a state allows a violation of the EU treaties to persist, the more expensive it becomes. For example, due to data protection violations, lump-sum payments in the double-digit million range do occur – often combined with a daily penalty rate of tens of thousands of euros. Such penalties are always only the very last step.

Particularly delicate situation

The infringement procedure regarding the ECB judgment from Karlsruhe is particularly tricky: Because this is not simply a matter of Germany failing to transpose an EU legal norm into national law or failing to achieve certain benchmarks. Rather, the subject of the specific infringement proceedings is for the first time a judgment by the highest German court. To be more precise: A judgment in which the Federal Constitutional Court found that the European Central Bank (ECB) and also the ECJ have exceeded their competences . Ultimately, if the proceedings are not terminated beforehand, a curious situation could arise: the ECJ could decide whether a ruling by the Federal Constitutional Court, which certifies that the ECJ has made a massive error, violates EU law.

Wave of closures expected in Europe Thousands of bank branches before the end

As of: June 8th, 2021 8:58 am

For many European private banks, running a tightly knit network of branches is no longer worthwhile. According to a new study, almost half of the stores will close in the coming years. A study by the business consultancy PwC predicts a wave of branch closings by European banks. According to this, up to 40 percent of the branches could be on the verge of closure by 2023. This means that drastic cuts are imminent for employees and customers of the branches. Study author Andreas Pratz and his colleagues looked at around 50 private customer banks and banking groups with a total of 690 million customers as well as estimated private customer deposits and loan volumes of 18 trillion euros. Banks from 15 countries in Europe and, for comparison purposes, also in North America and Australia were included.

Too little income from the branches

The main reason for the expected closure measures is the poor profitability of the branches for the banks. According to the study, the average profit per customer in the past year 2020 dropped again by eight percent to 193 euros. There is also less and less business being done in the branches. For example, fewer and fewer bank customers are making international transactions, and the demand for consumer credit has also continued to decline. The income per customer is below average in branches in Germany, it is 172 euros. In contrast, a customer in Switzerland brought an average profit of 444 euros, in Austria slightly above average 208 euros. In Italy and Spain, too, the yields are significantly higher than in Germany. According to the study author Pratz, higher bank fees are charged there or salary accounts are better linked to other bank offers such as construction financing. According to Pratz, there are also major differences in Germany. The “associations”, ie the Volksbanks and the savings banks, achieved better earnings than the branches of private commercial banks.

Cancellation programs launched

Only a quarter of European commercial banks managed to increase their sales in the past year. This increases the cost pressure considerably and directs the bank managers’ attention to their own branch networks. Many of the big banks have already launched job cancellation programs in recent months and in some cases tightened them again, including Deutsche Bank and the French Société Générale. Commerzbank and Postbank had also announced drastic branch closings in the past few weeks. The study assumes that bank branches in Europe will shrink from just under 60,000 to just 36,000 in 2023. More and more new sales channels are taking the place of the branches: “Instead of luring as many customers as possible into the branches through the best locations, customer contacts will in future be gained through targeted online marketing”, according to the author of the study, Pratz.

In order to revive the tourism industry heavily affected by the Covid-19 epidemic, a number of European countries attract tourists by giving away money and issuing passports to tourists.
European countries such as France, Greece or Malta are planning to welcome visitors in the summer, after more than a year the tourism industry in this continent is struggling because of the Covid-19 epidemic.

The European Commission is working on finalizing the digital green pass. This is a passport for people who have been vaccinated against Covid-19 and negative for nCoV. This card allows residents of the European Union and international visitors to travel more easily in the region. According to the AFP , the card can be issued in June. However, from mid-May, many European countries have begun to welcome guests. Each country has its own way of welcoming visitors. Malta The first 38,000 visitors to this country next summer will be given 200 euros per person. Accordingly, visitors must stay a minimum of 3 nights and spend all the money granted. In addition, tourists booking a room on the island of Gozo will receive an additional 20 Euros. Restaurant in Valletta, Malta is open to welcome guests. Photo: Reuters. From June 1, the regulations on distance and restrictions in this country will be lifted. Currently, visitors from all over the world can pre-book their summer vacation in Malta through local hotels to take advantage of the offer. According to data from the World Travel and Tourism Council, the tourism industry accounts for more than 27% of the Maltese economy. From March 2020, the number of international visitors to Malta decreased by 80% because of the impact of the Covid-19 epidemic. France Before the pandemic, France was one of the world’s leading tourist destinations. In 2019, this country welcomed about 90 million visitors. In early May, the government launched a multi-million-euro campaign to attract tourists back this summer. Distance orders and travel restrictions are gradually being lifted nationwide. From May 19, coffee shops in France are allowed to reopen. Shops, museums, and theaters are also open to visitors at this time. People bathing in the sea in Marseilles, France. Photo: AP. In order to avoid a re-epidemic outbreak, the French government will continue to apply regulations, distance and restrict travel if the number of nCoV infections in this country exceeds the milestone of 400 cases / 100,000 people per day. Greek From April, visitors from the European Union, the United States, the United Kingdom, Israel, Serbia and the United Arab Emirates (UAE) do not need to be quarantined for seven days upon arrival in Greece. Currently, the government of this country is promoting a plan to vaccinate people on tourist islands. Greece’s goal is to turn these islands into Covid-free tourist destinations. Private beaches and museums also began to welcome visitors from the beginning of May. On May 21, cinemas will operate with a limited number of screenings to ensure distance. Cruise ships at seaports are also eager to welcome guests back. The Greek government is urgently revitalizing the tourism industry, which accounts for 20% of the country’s GDP. Spain In 2019, Spain welcomed 83.5 million visitors, the second largest in the world after France. The number of tourists visiting the country has dropped by 77% last year, since the global outbreak of Covid-19. From the beginning of May, people in the country are allowed to move outside the living area, the curfew in the Balearic Islands is also being considered to be lifted. Currently, travelers must present a negative test result for nCoV within 72 hours before departure. Each locality in this country has different epidemic prevention regulations. The tourism situation in the city of Palma, Spain is gradually recovering. Photo: DPA. From June 2020, the city of Madrid has opened its doors to tourists in the region. This place quickly became a tourist attraction in Europe amid the pandemic. Tourism typically accounts for 14.1% of Spain’s economic activity. Spain’s tourism minister said the country is expected to welcome 45 million international visitors in 2021. Italy The country plans to introduce the Covid-19 passport in May. The pass is issued to people who have been vaccinated or have tested negative for Covid-19. Tourism Minister Massimo Garavaglia said the pass was issued to visitors from outside the European Union. Currently, cruise operations at seaports in Italy have reopened. Bars and restaurants are allowed to serve guests sitting outdoors. According to data from the World Tourism Organization, the boot-shaped country welcomed about 64.5 million international visitors in 2019.

Recently, the European Space Agency (ESA) has launched an ambitious project to build a network of telecommunications and Sat-nav satellites in lunar orbit. This network will facilitate the construction of modern cities on the Moon with full amenities like on Earth.
In the future, this new infrastructure could turn our natural satellite into the “eighth continent” – where cities can be built on the surface of the Moon. ESA said that the project is called Moonlight with the support of the Lunar Gateway space station and missions on the Moon and the participation of many explorers.

Mr. David Parker – Director of ESA shared with the press: “We are entering a new phase – a stage where humans are likely to explore the “eighth continent”. The Moon is a repository of archives. With the Moonlight project our mission is to take an important step towards uncovering the wonders of the Solar System, which stores 4.5 billion years of history, yet we barely understand its secrets. mystery of the universe”. Moon with “satellite constellation” that Moonlight will build, in order to turn this place into “8th continent” – Photo: ESA. The space agency did not disclose the specific cost to carry out this mission, but according to information, a number of companies from the UK, EU and Canada have offered to work with ESA to develop the Moonlight project. They will provide telecommunications and navigation services for crews and robots. The ESA said: “The combination of many agencies and organizations will facilitate the exploration of more space on the Moon. This is one of the goals of the NASA Artemis mission to return humans to the Moon in 2024.” Upon learning of this project, dozens of international, institutional and commercial groups have offered to support ESA. Many of these initiatives come from major space organizations in China, India, Japan, and Russia, along with other astronaut nations and private companies. Outline the primitive base that ESA intends to build, which will start a large city in the future – Photo: ESA. These helpers saw benefits from being involved in the project as: Radio astronomers could set up observatories on the far side of the Moon, with the understanding that the signal would move relay information back to Earth easily and quickly. Commercial agencies could develop supporting new services and products, such as virtual reality games in which players control Moon robots. It is possible to name a number of agencies and organizations that propose to participate in the Moonlight project such as: British company Surrey Satellite Technology (SST) will participate in Moonlight and act as a service provider and producer. satellite output. “Our partnership with ESA will provide the world’s first lunar data relay service,” said SST CEO Phil Brownnett. Or London-based Inmarsat and MDA Space and Robotics Ltd (MDA UK), based at the Harwell Science and Innovation Facility in Oxfordshire, both leading the exploration of ideas. They will work on the development of the Lunar Navigation and Communication Service (LCNS) to support future scientific, exploration and commercial activities on the lunar surface. Yasrine Ibnyahya, Senior Director at Inmarsat said: “I am confident that the expertise and assets from Inmarsat can solve problems in the most efficient and cost-effective way. The Moonlight project is the first step to open up future opportunities, it can facilitate human exploration of space, develop technology and can be the basis for access to new resources. “.

Shangdu”, aims to explore the long-running controversy surrounding the legend of Polo and the age-old unanswered questions. In a lively blend of history, biography and travel, author Laurence Bergreen separates myth from history, narrating and writing with a keen eye for detail to create a most relatable document. about the adventures of Polo. “Marco Polo – From Venice to Upper Capital” is as fascinating as the life it depicts. Commenting on the book, the weekly review of The New York Times said that this is a funny and attractive travel book. The world in which Marco Polo entered was new and stranger than the fable. It’s truly a passionate retelling of Marco Polo’s timeless story, says Jonathan Spence, author of Emperor of China. Laurence Bergreen draws from a series of Marco Polo’s manuscripts that have survived to this day, to provide a compelling portrait of how and where Marco Polo came to China in the 13th century, about what he saw, felt and acted upon when he got there. Readers unfamiliar with the adventures of Marco Polo will find much delight in this book. The book is published by World Publishing House in collaboration with Omega Plus.

Crucial raw materials in many electronics can be recycled and reused, helping to protect the supply of materials for Europe’s defense and consumer industries.

The report calls for the development of legal requirements for the recycling and reuse of critical raw materials. (Source: voanews.com) A report by European Union The (EU)-backed study says the recovery of rare materials from e-waste is a security requirement for Europe and should be legislated. According to the EU-funded CEWASTE report, critical raw materials – including gold, silver and cobalt in many electronics – can be recycled and reused. This will protect raw material supply for consumer electronics, even Europe’s defense industry. Even these rare materials are essential for wind turbines and electric cars. They therefore play an important role in helping countries meet climate protection goals and ensure competitiveness in manufacturing. However, the report notes that while supplies of these essential materials are vulnerable to geopolitical fluctuations, Europe is still too dependent on foreign supplies with recycling rates “close to equals 0.” According to the report, the low and volatile prices of many of these raw materials make recycling them often seen as too costly for businesses. The report calls for the development of regulatory requirements for the recycling and reuse of critical raw materials, financial incentives to support the industry, and increased control over the amount of e-waste that is exported. leave the EU. The report highlights some types of e-waste that have large enough raw materials to be recovered. These include printed circuit board materials from discarded electrical equipment; batteries from e-waste and scrap cars; iron boron neodymium magnets from hard drives and motors of electric bicycles, scooters and scrap cars; and fluorescent powder from cathode ray tubes and lamps in television sets and displays. CEWASTE says these materials are often present in very small quantities in individual categories, so they are often overlooked. For example, the report estimates that by 2025, the waste of fluorescent lamps in Europe will contain 92 tons of critical raw materials, while printed circuit boards in electronic waste of this area can hold up to 41 tons of silver and 10 tons of gold. The report states that the amount of the above material will be equivalent to that used to produce new items. A United Nations (UN) report shows that the world generated more than 50 million tons of e-waste in 2019. Much of this ended up in landfills and scrap yards. With an estimated 17% of electronic products being recycled, the UN says more than $55 billion worth of materials are wasted each year as the world has to extract more materials to make products. new./.

Amazon’s distribution center in Las Vegas, Nevada, USA, April 25, 2020. Documentary photo: AFP/VNA The appeal comes after the LuxLeaks scandal exposed in 2014 revealed 500 tax agreements between Luxembourg and more than 350 international businesses, including many billion-dollar tax frauds and involving corporations. such as Apple, IKEA, Pepsi… These corporations have had tacit agreements with the tax authorities of Luxembourg to enjoy lower tax rates than prescribed. In the case of Amazon, in 2017 European Competition Commissioner Margrethe Vestager accused Luxembourg of having an illegal arrangement with the online commerce giant to pay less tax than other businesses. other profession. Accordingly, Luxembourg has offered a preferential tax policy for Amazon, helping nearly three-quarters of the company’s profits not be taxed. At the heart of the EU’s allegations is Amazon’s violation of the so-called “market price principle”, which ensures that transactions between subsidiaries are based on prices that other independent companies in the market would charge. must return. At the time of the EU case, Amazon said it had not received any special treatment from Luxembourg, and insisted it had paid taxes in full in accordance with both Luxembourg and international tax law. However, analysts are not too optimistic about the ability of the EU’s requirements to be upheld. Less than a year ago, iPhone maker Apple won a spectacular victory in this same court against the European Commission’s request that Apple pay 13 billion euros in taxes to Ireland in 2016. But whether it wins or loses in the appeal, the European Commission will likely emphasize its goal of targeting corporate profits. The agency is also developing new rules to close tax loopholes, especially for tech giants. In recent weeks, the US side has gradually embraced the idea of a global minimum corporate tax. Negotiations on cross-border corporate tax are underway at the Organization for Economic Cooperation and Development (OECD). If successful, this tax policy will make special transactions for multinational companies a thing of the past.

Four months after the exit from the EU, the European Parliament has now confirmed the Brexit trade agreement. A legal foundation is thus established – but there are still points of friction.

The European Parliament has announced its decision to ratify the Brexit trade pact with Great Britain. As expected, the Bureau agreed to the contract, said Parliament President David Sassoli in Brussels. The contract, which has only been applied provisionally so far, can therefore come into force on May 1st.

A long struggle comes to an end

The trade and cooperation agreement received an overwhelming majority of 660 of the 697 votes cast, ending the tough and nerve-wracking struggle for the UK to exit the EU in an orderly manner. The aim was to prevent a hard break with legal uncertainty and chaos at the borders. Specifically, the contract includes rules on fishing as well as cooperation on energy, transport, justice, police and many other topics. The pact gives Great Britain access to the EU internal market. In return, the EU demanded fair competition – the so-called level playing field. What is meant are the same environmental, social and subsidy standards.

The issue of fisheries only provisionally resolved

An important sticking point in the negotiations was the access of EU fishermen to British waters. A transition period of five and a half years was agreed, during which EU fishermen are allowed to fish 25 percent less in British waters. This should then be determined annually. In the parliamentary debate on Tuesday, EU Commission President Ursula von der Leyen recognized the contract and promoted its acceptance. The agreement protects the rights of the citizens, prevents significant breaks for the economy, safeguards the EU internal market and EU standards.

The need for uniqueness and private space drives Asian tycoons to target ancient European castles.
According to the South China Morning Post , ancient castles in Europe are becoming a popular property for the wealthy. In particular, this trend increased strongly in the group of giants in Asia in general and mainland China in particular.

When the Covid-19 epidemic broke out around the world, the need for a private, private, but equally luxurious and comfortable place to live became hotter. Therefore, the magnificent castles in Europe have become a sought-after object of the rich, with equally expensive prices. “Consumers seek privacy with open spaces, and private mansions are the best choice,” said Lodovico Pignatti Morano, manager at auction unit Sotheby’s International Realty Italy. 19, demand is definitely increasing “. Mr. Morano said that different types of castle real estate are quite new to Asian buyers because it is difficult to find similar castles in the region. Besides, owning a private castle demonstrates its own class for the tycoon. The immense castle is a suitable place to entertain friends, party indoors and satisfy the rich’s special passions, such as the cellar and private vineyard in the castle. European ancient castles have become the favorite real estate object of Asian tycoons, especially mainland China. Photo: Handout. European castle prices also vary widely, depending on the location, area and condition of the castle. A castle in Italy has a price ranging from 7-20 million euros (8.3 – 23 million USD). Castle in Scotland is priced at 225,000 – 8 million pounds (314,115 – 11 million USD). If you buy a castle in France, the amount must spend between 700,000 – 50 million euros (831,000 – 59 million USD). Mr. Pignatti Morano said that a lot of people buy castles in Italy come from Taiwan (China). “The buyer’s need to own a private castle is very high, especially for Taiwanese buyers. They like the classic look of a traditional castle like a turret, bell tower and surrounding moat,” he said. to speak. In addition, customers also request that the castle is equipped with modern amenities such as a gym, swimming pool and movie room. “Buyers want to own the beautiful, unique look of a castle, but the interior does not affect their modern lifestyle,” said Mr. Morano. For real estate investors, he added, they often choose castles with vineyards and fruit trees on campus in the Tuscan region north of the capital Rome. There, they will make their own wine or olive oil for a small profit. Owning a castle can cost anywhere from a few million to several tens of millions of dollars, not including the cost of restoration and annual maintenance. Photo: Handout. “The castle real estate market is attracting renewed interest in recent years from both domestic and foreign buyers,” said Alexis Caquet, chief executive officer of Engel & Volkers Paris. Caquet said the company’s main customer base includes Chinese, American and South American buyers. There are also Europeans, in which the French account for more than 60% of transactions. “Chinese buyers are very active. They especially love the castles with their own wineries. Chinese tycoons often find castles with vineyards and have reputations available. In Scotland, the demand to buy castles also increased sharply. According to Savills, demand for real estate in the country, including castle real estate, has quadrupled last year. Mr. Jamie Macnab, head of the Scottish suburban housing division at Savills, said demand for properties in the Scottish suburbs increased significantly over the past year. “Scottish castles have attracted buyers worldwide,” he added. “The castles are the most prestigious asset, but the market has always been doing well over the past few years, this could be a good investment,” said Macnab. Refurbishing castles in Scotland could cost tycoons an additional £ 1 million ($ 1.3 million), while annual maintenance costs at least from £ 50,000 ($ 69,000).

22 years after having to play in third place, Man City is now present in the semifinals of the Champions League. (Image: Getty Images)

Looking at the presence of English clubs in the two European arenas, the balance of power has changed. Money is key, but not all.

The British flag is flying high again in Europe and the two English finals like the 2018/19 season are completely repeatable, with Chelsea – Man City in the Champions League and MU – Arsenal in the Europa League. Before you dream of that scenario, though, pause for a moment and think about the amazing change in English football.

About two decades ago, even those with the richest imagination could not imagine a day when Chelsea and Man City walked on their journey to conquer Europe’s peak, while MU and Arsenal sought a salvation. for the season in the 2nd tier arena.

At the turn of the 21st century, MU and Arsenal are the two dominant forces in the Premier League. They rarely bother with the rest and spend time searching for European glory. Chelsea and Man City do not have that comfort. The two grappled with their own problems, mostly with regard to money.

Before Roman Abramovich took over the Blues, this team owed £ 80 million and faced bankruptcy. The Citizens is also deeply in debt after trying to get out of the 3rd league and back to the Premier League, playing a derby with MU instead of Macclesfield Town in a stadium with only 6,000 spectators.

When the problem is money, it’s easy to solve if there are bosses like Abramovich or Sheikh Mansour, who suddenly one day discover their love for football and step into Chelsea, Man City, then make a transformation. spectacular. Two teams that are inferior to their history suddenly become giants, overthrow old forces and write their own history.

Arsenal Vice President David Dein once described how Chelsea functioned as follows: “Abramovich parked his Russian tank on our doorstep and shot out £ 50 bills.” Dick Law, Dein’s assistant, corrected: “I think it looks more like a 1,000 bill.”

There’s a pretty big jealousy here. The Russian billionaire once learned about the possibility of buying Arsenal but ignored it and Dein was extremely angry when he knew it. As for Sir Alex Ferguson, he accused Chelsea of ”ruining football” and scolded Man City, “a noisy neighbor” that was “spending money in a suicide fashion”.

In a less extreme way, former Newcastle President Sir John Hall said that in football, people don’t have to pay, only so far, bosses spend more money. “We, Aston Villa, Everton and Liverpool, Arsenal or MU all burn a lot of money, but the tycoons have taken everything to new heights. The bottomless pocket allows them to do anything, ”commented Hall.

But Hall added, billionaires from all over the world “have changed the game and the way football is run”, not just about money. As seen, in the period of 2013 up to now, MU’s actual expenditure is 780 million pounds, not much less than Man City (854 million) and double Chelsea (380 million), triple Liverpool (231 million). What about Arsenal, with 445 million spent, they are the third most expensive team in the Premier League, just less than two Manchester teams.

Money is very important in football, but it must be efficient to drive big ambitions. MU and Arsenal are slow to adapt and then fall behind. Efforts to spend money to level the gap can help them catch up with Chelsea and Man City, but not now.

“We have reached the semi-finals of the Europa League and this is like a true big game in Europe, because Roma is a rival with a long history,” MU coach, Ole Gunnar Solskjaer said after overcoming Granada. April 16 morning.

“It is wonderful to be one of the four strongest teams in Europe. This is not an achievement, because Man City has entered the semi-finals of the Champions League once. We are creating another history, ”Man City coach Pep Guardiola said on Thursday.

A team trying to write history in Europe’s most famous league, a team trying to exaggerate the stature of the second-tier arena sounds ironic. However, this is how football plays out.
