Accordingly, in case a dog bites a person to death (as in Long An), the dog owner can be fined from VND 20 million to VND 100 million, subject to non-custodial reform for up to three years or a prison term of 1-5 years. </em> <em> In civil terms, the dog owner must compensate the victim for damage, whether criminal or not because it is a wild animal, a source of extreme danger according to Article 601 of the Civil Code 2015. </em> <em> In the world, there are a number of countries that have banned the breeding of some fierce dogs at regional or national level, including pitbulls. </em> <em> While waiting for the legislators to study to see if there should be a regulation on banning the breeding of aggressive dogs, owners must first strictly comply with the existing regulations.
