Increasing influence How China is entering Europe’s ports

Status: 10.06.2021 12:33 p.m.

Piraeus, Rotterdam, Antwerp and soon possibly also Hamburg – China has its own terminals in 14 European ports or holds shares in port operators. Critics warn of the consequences of the urge to expand. From Lothar Gries, tagesschau.de The listed Hamburg port operator HHLA is currently negotiating with the Chinese state shipping company Cosco about a possible participation in one of its container terminals – with the telling name of Tollerort. HHLA recently announced that a legally binding agreement has not yet been reached. However, the publication of such a release indicates that the talks are on the home stretch. Trade with China is by far the most important business for the third largest European seaport. Ships of the Chinese shipping company Cosco have been calling at Hamburg for almost 40 years. Two years ago, China’s Vice President Wang Qishan also visited the Tollerort terminal. With its four berths on a quay wall a good kilometer long, 14 container cranes and a five-track rail connection, Tollerort is one of a total of four container terminals in the Port of Hamburg and the second largest at HHLA.

Important loophole

According to experts, by entering Hamburg, China would close the largest gap in its maritime Silk Road. Even more: through a partnership with HHLA, Cosco could also get privileged access to the Italian Adriatic port of Trieste. The Hamburg port operator had taken over the majority in a new terminal there last year – with the express approval of the government in Rome, which wanted to block the way for the Chinese who were also interested. Because a majority stake by Cosco in the largest container terminal in Trieste would have been tantamount to a sell-out from the perspective of the Italians. Now the Chinese could still gain access to Trieste via Hamburg. That would be a decisive move in Beijing’s expansion strategy, since Trieste is the northernmost port in the Mediterranean and therefore particularly important for Central and Eastern Europe. HHLA is also involved in terminals in the Ukraine and Estonia.

“Loss of Sovereignty”

Cosco and its sister company China Merchant already have their own terminals in a total of 14 European ports – or at least shares in the port operators. All the major seaports on the continent are included, from Rotterdam and Antwerp to Le Havre, Bilbao, Genoa, Valencia and Marseille. According to calculations by US experts, more than two thirds of the 50 largest container terminals in the world are already controlled by the Chinese or at least supported by holdings. “Europe has thus lost some of its sovereignty,” complained the former French Prime Minister and China expert, Jean-Pierre Raffarin. The sell-off began in 2016 when Greece, which was practically bankrupt at the time, was forced by the troika made up of the monetary fund, the EU and the ECB to privatize the port of Piraeus. The Chinese were happy to take it and were given complete control of the strategically located port for a bargain price of 280 million euros. Today Piraeus is number four in Europe, behind Rotterdam, Antwerp and Hamburg. The port is the end point of the maritime Silk Road, from China across the Indian Ocean to the Red Sea. Beijing also controls its entrance for onward travel through the Suez Canal, with a naval base in Djibouti on the Horn of Africa.

Silk Road project – anything but a marketing gimmick

The example of Greece shows the political effects of China’s increasing influence in some countries, says Günther Oettinger, the former EU Commissioner and Prime Minister of Baden-Württemberg. “Before the European Union imposed symbolic sanctions on China in March, Greece liked the role of delaying and watering down resolutions against China. A rogue who thinks evil”, said the CDU politician in a guest article for the “Tagesspiegel” “. China’s expansion can no longer be stopped. “We cannot blame the Chinese for being smart. We can only blame ourselves for being so stupid,” said French President Emmanuel Macron, referring to China’s strategy, which is an increasingly large one in Europe’s economy Role to play. In fact, the EU countries watched China’s shopping spree for a long time with takeovers of technology companies such as the German robot manufacturer Kuka. “When China’s leadership launched the ‘New Silk Road’ project in 2013, many in Europe believed it was a marketing gag,” said Günther Oettinger. President Xi Jinping was very serious, as can be seen from the trade network that has now been established. In Europe, China prefers to help those states, such as Greece or Hungary, that are poorer than Western Europeans. These countries are to be tied closely to themselves by investing billions in infrastructure in order to create a “China-friendly Europe”, as a high-ranking EU diplomat of the “world” said.

No concerns from Berlin

The most recent decision by the EU Parliament, which Suspend discussions on the investment agreement reached with China at the end of last year . Among other things, it was supposed to regulate the access of European companies to the Chinese market, but met with growing opposition in the European Union. Critics complained that the agreement did not set any limits to China’s expansionist urge. This is unlikely to prevent the Chinese from entering the Tollerort container port in Hamburg. The negotiations are after NDR- Information well advanced and coordinated with the federal government. There are no concerns from the Chancellery, the Ministry of Economics and Transport, or the Foreign Office.

On May 11, Germany’s data regulator in Hamburg banned Facebook from collecting user data from WhatsApp messaging accounts for three months and referred the case to the European Union’s watchdog.
German authorities believe that an update of the privacy policy on WhatsApp may violate European regulations on user data protection, the large-scale collection of users’ records could be exploited. to another purpose. However, Facebook ignored this ruling and announced it would appeal.

Johannes Caspar, head of data protection in Hamburg, the city where Facebook is based in Germany, said: “The aforementioned ban is intended to protect the rights and freedoms of millions of users in Germany, who are have agreed to the terms of use (app). It is very important to prevent damage and disadvantages associated with such a black box process.” Germany also urged the European Union to apply a similar ban in 27 member states. WhatsApp was acquired by Facebook in 2014 for $19 billion WhatsApp users around the world have been asked to agree to the new rules and conditions by May 15. Facebook, which has 60 million users in Germany, is encouraging its 1.5 billion users globally to update the WhatsApp app as soon as possible. WhatsApp was acquired by Facebook in 2014 for $19 billion and now competes with other messaging rivals such as Signal and Telegram, both of which claim to have a higher level of personal data protection than WhatsApp. Since the beginning of this year, when running the WhatsApp software, a window will automatically pop up. The first page says that WhatsApp is updating its terms of use and data protection regulations, which states that WhatsApp cannot read or listen to chats because they are encrypted, WhatsApp is adjusting the chat business is simpler. The second page says that WhatsApp is updating its terms of use and data protection policy, asserting that WhatsApp does not change the privacy of private chats, but adds information on how to chat with businesses. business as desired and how the business can manage user chats. At the bottom of page 2 there is only the “agree” button and the user cannot do otherwise. If you do not agree to the new update, starting May 15, the use of WhatsApp may experience problems, such as not being able to receive or send messages, even if the account is not deleted or disabled. In short, WhatsApp requires users to agree to their new policy to be able to continue using the service after May 15, in which the update will allow more information to be shared from WhatsApp with Facebook. and other apps like Instagram and Messenger (such as contacts and profile data), except for encrypted chat content. Responding to the German ban, a WhatsApp spokesperson asserted that the ban was imposed without a legitimate basis and was based on a “fundamental misunderstanding” about the purpose and effect of the update. Therefore, the ban will not affect the continued rollout of the update.

Johannes Caspar, the head of the Hamburg municipal privacy agency, issued a three-month emergency ban. Accordingly, Facebook is prohibited from further data collection. He also asked the European Union data panel to take action and make a ruling in the bloc. WhatsApp’s new provision of data collection is invalid because they are not transparent, inconsistent, and too broad. In a statement on May 11, Mr. Caspar confirmed that the ban aimed at protecting the rights and freedoms of millions of WhatsApp users in Germany must agree to Facebook’s conditions. The German ban hits the heart of Facebook’s business model and advertising strategy. Previously, the country’s antitrust office also criticized the company for its habit of collecting data about users doing online and associated with Facebook profiles. The huge amount of information allows for targeted advertising and brings great revenue to social networks. However, WhatsApp called Mr Caspar’s statements “false” and said the ban could not prevent the new term from being deployed. In the announcement, WhatsApp said that the German authorities’ actions were based on a fundamental misunderstanding of the new term. Facebook faces a wave of protests around the globe because of WhatsApp’s new terms, requiring users to agree by May 15. Mr. Caspar is concerned that Facebook could wrongly handle the data and it is important to prevent data misuse, affecting the September election. Du Lam (According to Bloomberg)

Debbie’s balcony garden

Hamburg is Germany’s second largest city, having the second largest Port of Hamburg in the European Union. The life here is quite exciting, bustling and extremely busy.

In the midst of that busy city life, the girl Debbie created a green space right on the family’s narrow balcony.

Debbie shared: “I am a cat lover and a lot of plants and plants. Until I get older with the years, I definitely still cultivate a love of these simple things in life and experimentation. on his balcony “.

The results were obtained from Debbie’s small garden

With a love for natural food and horticulture, choosing a horticultural job is understandable to Debbie.

“Imagine that you will enjoy the food that you grow yourself, moreover you can experience, learn to take care of plants to grow,” Debbie said.

In fact, Debbie came up with the idea of creating a balcony garden before she lived in an apartment with a balcony.

Luckily Debbie later selected an apartment with up to three balconies and when moved to live, everything was fine.

“I’ve decided to dedicate a whole balcony just to growing vegetables and herbs. After five years of balcony gardening, I eagerly await each harvest,” Debbie said.

A small space planted a variety of fruit trees in the busy city.

On the large balcony area, Debbie chose to grow tomatoes, radishes, cucumbers, beetroots and luckily all of them were successful. Depending on the season, she grows some new vegetables or grows flowers, fruits and herbs to decorate the balcony.

Debbie also set up a tea table to enjoy a cool space, relax after a stressful working time.

Debbie understands that the balcony garden cannot use the natural regeneration processes as efficiently as a normal garden. So the girl used the same soil for the past 5 years and luckily everything worked fine.

To keep this going, Debbie has mixed soil from different planters to incorporate a variety of nutrients. In the spring, before planting new plants, Debbie mixes the soil with a nutrient-boosting fertilizer.

Most of Debbie seeds are purchased from the organic seed store. She also tries to collect more and more seeds from her own garden plants and use them the following season.

The biggest hurdle for Debbie is the preparation to take care of the garden every season. Each year Debbie experimented with a combination of small spaces and tree care and choosing the right soil type.

Debbie hopes she can inspire many other cultivators.

She said: “No matter how small your space is, you can get a great reward from growing. Even if there is only a small flower pot on the windowsill you can learn a lot about it. The nutrient needs of the plant, understanding how the weather influences the gardening for me, gardening requires perseverance and I appreciate it. change your view of things that you never thought before. ”
