Mrs. B. repeatedly asked for money, but Mr. Vinh used enough reasons to avoid paying debts. Thanh Vinh Company also cannot afford to pay the construction unit. According to the contract, Phan Gia Nguyen Construction-Trading Co., Ltd deployed the construction of the work items in the project, the parties agreed to pay in 4 installments, the amount of more than 15.8 billion VND, but Mr. Vinh only paid 300 million and more than 15.5 billion in debt. On January 7, 2020, Dong Xoai City Civil Judgment Execution Department decided to execute the judgment on this debt, but up to now, Thanh Vinh Company has not yet paid the debt.

Apparently, Thanh Vinh Company took advantage of the investment policy of the Provincial People’s Committee to deceive many customers to buy villas. After receiving the money, the company does not proceed to consolidate the land, settle the land, fulfill financial obligations to the State and hand over the villa as committed.
