Alliance against China G7 countries decide on global infrastructure plan

Status: 13.06.2021 6:38 p.m.

At the initiative of US President Joe Biden, the G7 countries agreed on a billion-dollar infrastructure initiative for the emerging countries. It should be an alternative to China’s “New Silk Road”. From Notker Blechner, tagesschau.de It sounds like a kind of “Marshall Plan” for the poorer countries of the world: At the G7 summit in Carbis Bay, the leading western industrialized countries have an infrastructure project entitled “Build Back Better World” (in German: a better world rebuild) decided. Hundreds of billions of dollars are to be invested by the G7 countries in cooperation with the private sector.

The US is the driving force behind the initiative

The project was promoted by US President Joe Biden. It is reminiscent of the billion dollar infrastructure plan adopted in the USA, which Biden promoted under the slogan “Build Back Better”. The aim is to offer poorer countries “transparent high-quality partnerships”, announced Biden at the end of the summit. The global infrastructure project of the G7 states is supposed to be an alternative to the “New Silk Road” with which China is promoting infrastructure projects from Asia to Europe. The People’s Republic has agreed “Belt and Road” projects with around 100 countries, including the construction of new train routes, ports and roads. According to the business information service Refinitiv, around 2,600 projects with a volume of 3.7 trillion dollars have already been launched. Critics accuse Beijing of driving poor countries into a debt trap and into political dependency. With the “Silk Road”, China is pursuing the goal of expanding its geopolitical influence worldwide. A US official called the new G7 alliance against China’s Silk Road a positive alternative vision that “shows our values, our standards and our way of doing business”. It is not about “the countries have to choose between us and China”.

Transparent alternative to the “New Silk Road”?

Chancellor Angela Merkel gave a less ideological justification for the infrastructure plan of the G7 countries. “We have to deal with the fact that China is running quite successfully infrastructure projects,” she admitted. “We can’t just stand by and watch.” The G7 group must show “that we are an important and successful factor in development work in the world”. She emphasized that the project was “not against something, but for something”, namely the expansion of the infrastructure, especially in Africa. The German economy has been demanding for some time that Europe react to China’s “New Silk Road” with its own infrastructure strategy. “If we want to regain spheres of influence in developing countries, it is not enough to criticize China. We have to make better deals,” said Friedolin Strack, head of the International Markets department in the Federation of German Industries (BDI), to the “Handelsblatt”. German companies usually go away empty-handed when it comes to the Silk Road projects.

Trillions of dollars are needed

According to Biden, there is a global need of 40 trillion dollars for the expansion and modernization of the infrastructure. He didn’t give any details. In a preparatory paper for the G7 summit it was said that 1.5 to 2.7 trillion dollars of additional money would be necessary every year for the developing and emerging countries to achieve the sustainable development goals of the United Nations. In fact, many countries in Africa, Asia and Latin America lack modern roads, train lines, bridges and ports, as well as facilities for water supply, sewage and waste treatment. In the opinion of the G7 group, the World Bank and other international financial institutions have proven to be too clumsy when it comes to infrastructure projects. This is why national development banks in particular, such as the German Reconstruction Loan Corporation (KfW) or the US International Development Finance Corporation, are now to develop and implement projects.

Concrete projects only in 2022

It will take a few more months for the G7 countries’ global infrastructure plan to take shape. The first concrete projects are not expected to appear until next year. The new G7 task force for infrastructure projects in developing countries is to make specific proposals in 2022. “I hope that we can present such projects at the next G7 summit,” said Chancellor Merkel. Germany will take over the G7 presidency in 2022.

With the attention of the province, in recent years, the traffic roads of Ba Che district have been gradually renovated and built to help people travel smoothly, develop socio-economic, and reduce poverty sustainably. steady.

Provincial road 330 – the main traffic route of Ba Che district has been repaired and upgraded. Provincial road 330 is an arterial traffic route with a total length of nearly 50km. This is the route connecting from the town center of Ba Che district with 5 highland communes: Thanh Son, Thanh Lam, Dap Thanh, Minh Cam and Luong Mong. At the same time, this route also connects and trades between Ba Che district and Bac Giang province. Although it is an important road, but because it was invested more than 20 years ago, many sections have been seriously degraded, the road surface is subsided, muddy, many dangerous bends and steep sleeves. At underground points overflowing along the route on heavy rain days, the water level rises, even in some villages, the flood situation lasts for a long time, affecting people’s travel and economic development. Typically, the flood from August 12 to 14, 2017, the high water level of the Ba Che river caused 19 local flooding points along the provincial road 330. In which, many of them flooded more than 2m deep. Facing difficulties and inadequacies, voters and Ba Che district authorities have proposed to the province and central government to pay attention to renovating and upgrading the local arterial roads. In order to gradually overcome the deterioration of provincial road 330, in 2018, the Non-business Capital Management Board, the Department of Transport and Communications completed repairing 6 low-lying points, causing flooding on the route. By August 2020, this route continues to be renovated at key points nearly 16km long. In which, upgrading and replacing some underground overflows; carry out roadside reinforcement; strengthen nails; widen the road from 3.5m to 5.5m; locally repair the road surface with standard crushed stone and pave it on the basis of the existing roadbed, ensuring two lanes of traffic; supplement and replace the longitudinal trench system and traffic safety infrastructure. Up to now, the project has basically completed the items, the overall project has reached 95% of the volume, is eligible to be put into use, ensures traffic safety and serves the travel needs of people. people. Mr. Nguyen Van Hung, from Khe Long Ngoai village, Thanh Son commune, Ba Che district, said: In the past, it was difficult to travel on long distances, so people here often sold acacia wood at a lower price than the market. Now there is a beautiful road, so trucks go to the edge of the forest to buy acacia at a high price. People are very excited. However, on some turns from provincial road 330 to residential areas because the roadway is higher than the houses, the continued deployment of road railings to ensure traffic safety for people is important. absolutely necessary. It can be affirmed that, basically, when the provincial road 330 is repaired and upgraded, it has helped people travel more conveniently and safely. If before the spillway points were flooded every time the rainy season came, it has been replaced by bridges and large box culverts, ending the isolation in the rainy season. Thereby, helping the people of Ba Che district not only facilitate production, develop the forest economy and transport goods in the rainy season. Traffic infrastructure is invested to help trade goods in Ba Che highland. Along with the investment of the provincial road 330, up to now, from the capital of the national target programs and of Quang Ninh province. , Many roads of the district have been renovated, upgraded and renewed. Especially the transport system connecting the district center with communes and villages is concreted. This is a great effort of the province as well as officials and people of Ba Che district because the investment in infrastructure in mountainous areas and complicated terrain requires huge funds. Mr. Khieu Anh Tu, Vice Chairman of Ba Che District People’s Committee, said: Thanks to the investment in transport infrastructure, the material and spiritual life of people in Ba Che district has been increasingly improved. By the end of 2019, Ba Che has completed the removal of communes and villages from extremely difficult situations. The district also completed Project 196 1 year ahead of schedule. However, currently in Ba Che area, provincial road 342 is an important traffic route serving travel, goods exchange, socio-economic development between Ba Che district and neighboring localities. dilapidated, narrow road surface. In the coming time, if this road is invested, it will help people travel less hard and have conditions for economic development and poverty reduction more sustainably. Concrete road to each village, replacing muddy dirt road. Ba Che is the most difficult mountainous district of Quang Ninh province. Therefore, in order to create motivation for the locality to develop comprehensively in all fields, narrowing the gap with the lowland; In addition to the efforts of the Party Committee, the government and the entire people, infrastructure investment is one of the urgent and important solutions that need to be implemented.

Therefore, it is necessary to build a reliable and secure ecosystem as the foundation for digitization. He also said that this is a long process, so businesses need to be aware of this issue in order to participate in cooperation, first within the framework of the Eurasian Economic Union (EAEU), then large corporations. of Russia such as nuclear corporation Rosatom, telecommunications corporation Rostelecom. Speaking at the discussion, General Director of cybersecurity company Kaspersky Lab, Mr. Eugene Kaspersky recalled the cyber attack on Saudi Arabia’s Aramco corporation in 2011 that halted its operations for two years. week. He also said that businesses in the banking and telecommunications sectors are frequent targets of hackers. However, Kaspersky Lab can develop software that allows to protect the system safely against these attacks, or still monitor the hacker’s access to the system. Mr. Kaspersky affirmed that the technology to deal with cyber attacks is there, but the problem lies in the need to coordinate all businesses, provide training on cybersecurity for employees and regularly check. Meanwhile, Andrey Butko, General Director of Rusatom Automated Control System company specializing in ensuring the safety of nuclear information infrastructure, said that the establishment of the system ensures safety for the market. Nuclear is a challenge. The training of nuclear emergency personnel should be supported by the government. For his part, Andrey Golov, General Director of Security Code LLC, expressed his skepticism about Russia’s ability to export cybersecurity technology to other countries. The main reason is that this is a dual-use technology and countries do not fully trust Russia’s security technology. Before the comments that Russian cybersecurity technology should first be applied within the EAEU, after success, the next step could be to export to other countries, Mr. Golov proposed the idea of creating develop a technology based on which, each country can build its own information infrastructure protection system, autonomous in cyber security technology. Igor Lyapunov, vice president in charge of information security of the Russian corporation Rostelecom, also agreed with Mr. Golov when assessing that Russia’s information technology level still cannot meet the demand for technology. current news in the world. Therefore, it is not possible to impose only domestic information technology and equipment in Russia. Independent expert Dani Danone, Israel’s Permanent Representative to the United Nations for the period 2015-2020, raised the issue that the government should play a leading role in ensuring information security. Children from the time they are in high school also need to be taught about information security. He also emphasized that the information ecosystem needs to be kept safe and needs cooperation around the world Deputy Minister of Industry and Trade of the Russian Federation Vasily Shpak said that cyber security is an extremely important factor and this is a challenge for the Russian government, so it is necessary to establish Russia’s own information systems. To do this, it is necessary to look at the whole, coordinate among Russian ministries/sectors, and at the same time consider the application of new technologies such as quantum computing or artificial intelligence. Deputy Minister Shpak affirmed that this is the “Information Security Front” and must manage this issue from the top. Russia is currently in a favorable position to step by step solve the problem of information security because of its developed science and promotion of the program to replace imported goods. Since 1997, the International Economic Forum of St. Petersburg has become the world’s leading forum for members of the business community to meet and discuss key economic issues facing Russia, emerging markets and the whole world. Plans to hold the forum in 2020 have been canceled due to the COVID-19 pandemic.

Tram Tau hot mineral spring eco-zone (Yen Bai). As a highland district of Yen Bai province, Tram Tau is favored by nature with soft terraced fields and natural hot mineral sources good for health. Now, tourists can combine sightseeing, eco-tourism and relaxation when coming to Yen Bai. In April, when the banyan flowers cover the Northwest mountains and forests, and the orange groves ripen on the hillsides, backpackers or those who love to travel are eager to discover new lands, places they have never been to. About 100 km from Yen Bai city center, Tram Tau district is far away, but the unspoiled natural scenery, majestic mountains and picturesque terraced fields are factors that draw tourists everywhere. country every time I come here. Cu Vai village, Ta Chi Nhu peak (Ha Ho commune), Hang Te Cho waterfall (Lang Nhi commune) are names that make many backpackers want to immediately pack a backpack and hit the road. Contributing to the map of Vietnam’s terraces, besides famous places to see beautiful terraced fields such as Hoang Su Phi (Ha Giang), Y Ty (Lao Cai), Mu Cang Chai (Yen Bai), terraced fields Tram Tau has been named by the community and is a search term that is searched a lot, but equally attractive is the Tram Tau hot mineral spring ecological area. After the winding and dangerous roads, the typical sleeve bends in the Northwest mountainous region, through Nghia Lo town, about 2 km from the center of Tram Tau district, Tram Tau hot mineral spring ecological area is located completely. in the green rice fields, between layers of mountains and immense clouds, surrounded by the peaceful and simple roofs of indigenous people. The system of outdoor hot spring swimming pools over 600 m2, located close to the green rice fields with a view overlooking the lyrical natural scenery, makes Tram Tau hot spring area like a gentle highlight among the majestic mountains. . This source circuit flowing from the ground has created more attraction for Tram Tau, turning this place into an eco-tourism resort. Fluctuating between 43 – 450C, the sulfur content is not too high, relaxing in the warm water helps visitors recover health, shake off fatigue after a day in the car through long and winding roads. elbow. Although it is about to enter the first days of summer, in Tram Tau, the feeling of spring is still around. The sound of birds chirping, the sound of a buffalo muzzle in the distance, the sound of insects chirping, and the cool air… make anyone want to immerse themselves in the natural scenery and feel the four seasons of the year. The dawn dispels the morning dew, the gentle sunlight through the floating clouds and the chilly autumn breeze. It will turn cold in the afternoon, making those who forget to bring a light jacket shrunk closer together. The smell of baked potatoes, the smell of steamed sticky rice in the pot spread throughout the kitchen can make anyone’s stomach boil in the late afternoon. Located on Yen Bai – Nghia Lo – Mu Cang Chai road, Tram Tau can be a stopover in the next travel schedule of tourists, but it can also be a suitable destination for a short trip. From Tram Tau, you can go to Mu Cang Chai to watch rice or conquer the top of Ta Xua mountain to hunt for clouds, or explore attractive places such as Phu Luong mountain, climb Ta Chi Nhu mountain with the flower season like a purple carpet. stretched and covered the mountain slopes. Come to Tram Tau, wander in the villages, chat with H’Mong and Thai girls, learn and experience the cultural life of the people here, enjoy typical dishes such as: Five-color sticky rice, coriander, black Chung cake, bamboo shoots, stream moss, fried bee bamboo shoots, black chicken, drink Shan Tuyet Phinh Ho tea. Currently, Tram Tau is still quite pristine, with little human intervention in the natural landscape, so it is beautiful all year round. In May and June, Tram Tau terraced fields enter the pouring season. The rice season ripens in September and October, when the rice turns yellow, Tram Tau reflects the beauty of labor again, the girls in traditional costumes hide and reap on the golden rice fields. In recent years, Tram Tau tourism has developed. Many homestays, accommodation and dining services, etc. managed by local people have been expanded, contributing to completing the chain of experience activities to serve tourists. Besides experiential mountaineering tourism, community tourism… ecotourism, resort in Tram Tau is a promising model when taking advantage and exploiting the available potential with unique and rich cultural features. .

Strengthening the material and technical foundations of S&T enterprises, contributing to promoting the creative potential of the S&T team. According to statistics from the Department of Science and Technology, the province currently has over 3,116 staff members engaged in scientific research and technology development (equivalent to 1,229 full-time researchers, reaching 3.5 people per ten thousand people), an increase 8% compared to 2015; the staff of science and technology in science and technology organizations is 1,706 people (including 201 doctors, 706 masters, 23 associate professors). Human resources with doctoral degrees are mainly concentrated in higher education institutions (universities) (2 higher education institutions have 191 doctorates, 8 research and development organizations have 2 doctorates – at the Institute of Agriculture Thanh Hoa; 29 organizations of science and technology, science and technology services with 8 doctorates). The increase in quantity and quality of human resources in science and technology in recent years have contributed significantly to socio-economic development in all fields of science, engineering and technology. natural sciences, social sciences and humanities… For example, in the field of engineering, technology has researched and applied many technical advances in the production of building materials and handicrafts. , preserving agricultural products after harvest, contributing to diversifying products, increasing productivity, and lowering product costs. The field of medicine and pharmacy has also researched and applied technology in the diagnosis, detection, prevention and treatment of diseases, assessing the situation of a number of diseases in the community, which tend to increase along with changes in the environment, climate and environment. Queen. Typically, open-heart surgery techniques at the Provincial General Hospital; Laparoscopic surgery combined with open surgery to treat non-anal malformations and blood replacement techniques for neonatal jaundice by automatic method at Children’s Hospital; Corneal transplant technique at Thanh Hoa Eye Hospital. In agriculture, a number of high-quality and productive plant varieties and livestock breeds, some advanced techniques have been transferred to the province, such as: fragrant rice, short-term rice, salt-tolerant rice; varieties of maize, green beans, soybeans, peanuts; high-tech products such as Kim Hoang melon, V2 seedless orange… The results of the strengthening of research and application of science and technology in various fields have made important contributions to the development of economic regions. – Social, key economic regions, bringing into play the advantages and potentials of localities. According to the assessment of functional sectors, in general, the S&T staff has actively participated in teaching and scientific research activities at universities, and S&T research at non-business units and enterprises. science and technology industry… In the course of work, the staff of science and technology, on the basis of their capacity and professional qualifications, have been arranged and used by agencies and units to preside over S&T tasks; supporting individuals in S&T activities to participate in domestic and international scientific conferences; participate in programs and projects of investment and cooperation in science and technology; critique the socio-economic development projects and plannings of the province…, contribute to improving the quality of programs, schemes and policies promulgated by the Provincial Party Committee, People’s Council and People’s Committee. Along with that, professional agencies have also built a database of S&T experts to join specialized S&T councils; participate in solving local S&T issues; at the same time, gather and attract many highly qualified S&T staff who have reached the end of their working age to participate in S&T research and training. Besides the achievements, the province’s S&T human resources still have limitations, such as, S&T human resources, although increasing in quantity and quality, are still small, not commensurate with the potential and development requirements. socio-economic development of the province. There is a shortage of leading officials and experts in high-level technology fields. S&T human resources are unevenly distributed, the structure and qualifications are not reasonable by region, region and field of operation; most of them are concentrated in the state sector, urban areas, private sectors, enterprises and rural areas are still low… The spirit of research cooperation and teamwork skills of the S&T force is still limited. Some branches and localities have not yet paid attention to and enlisted scientific human resources from the central government. Policies to attract, employ and reward S&T staff are slow to be renewed, inconsistent and ineffective. Some research works are still limited in quality, with low scientific content… Currently, the fourth industrial revolution and the process of extensive international integration have been posing many problems for the development of S&T human resources of the province in particular and the country in general. The explosive development of interdisciplinary, multi-industry and cross-sectoral technologies of the fourth industrial revolution not only brings opportunities but also poses great challenges for construction and development requirements. S&T human resources. Machines and artificial intelligence replacing human power will lead to the inevitable consequence that the demand for low-skilled cheap labor will give way to the demand for high-qualified human resources. Therefore, more than ever, the requirement to develop S&T human resources becomes more urgent. In particular, the process of comprehensive international integration is demanding that S&T human resources have global skills, update and keep up with new trends in the development of science and technology. Facing difficulties and challenges, in order to create a breakthrough in the development of S&T human resources to meet development requirements in the new situation, it requires functional sectors, committees and authorities at all levels to perform synchronously. many solutions such as raising awareness and renewing thinking for staff doing state management of science and technology. Develop a strategy and long-term vision on the creation of S&T human resources, in which the focus is on developing high-quality S&T human resources in association with the local socio-economic development strategy. Promoting the development of S&T human resources, including training and retraining associated with using and appreciating talents; well implement policies to nurture talents for young scientists. In addition, continuing to pay attention to sending S&T human resources to practice and work at international organizations, research institutes and universities abroad; strengthen bilateral and multilateral international academic exchanges and exchanges. At the same time, building a network of research cooperation with foreign scientists and expanding training programs abroad, so that S&T staff can experience the international academic environment and be trained in activities. international research and development. Along with the well implementation of mechanisms and policies, it is necessary to promote socialization and effectively mobilize investment resources outside the state budget, especially from enterprises for training, retraining and development activities. S&T human resources. Increase mobilization of non-budget investment to develop potentials, especially material and technical foundations of S&T organizations, contributing to improving working conditions for S&T human resources. Thereby, promoting the creative potential of the S&T team, serving the cause of industrialization and modernization of the homeland and the country.

Illustration. Source: Internet. Implementing an effective Mobile Money pilot requires readiness in terms of technical infrastructure, technology, human resources, finance and moreover, the security issue cannot be taken lightly. Ready to “enter” Mobile Money Mobile Money service helps people, especially in remote and isolated areas, have more means of non-cash payment, especially for small expenditures under 100,000 VND. People will be able to withdraw and top up money at telecommunications transaction points or business transaction points authorized by DNVT as a legal entity. Sharing about Viettel’s preparation to deploy Mobile Money service, Deputy General Director of Viettel Digital Services Corporation, Major Truong Quang Viet said: “Viettel has successfully tested Mobile Money for 40,000 customers. internally, ready to provide services to 100% of Viettel customers In addition, we have a set of knowledge ready to train for Mobile Money transaction points, so as soon as it is approved by the authorities , all transaction or payment acceptance points of Viettel have a certain understanding of Mobile Money to support users.Besides, Viettel also prepares a 24/7 customer care system for advice and answers. all customer inquiries. Preparing to enter a completely new field, Deputy General Director of MobiFone Telecommunications Corporation Bui Son Nam informed: MobiFone established MobiFone Digital Service Center and prepared the entire technical infrastructure to ensure deploy Mobile Money as soon as the Government allows. Commenting on the advantages of operators when implementing Mobile Money, Deputy Director of the Department of Telecommunication (Ministry of Information and Communications) Tran Duy Hai said: “Thanks to taking advantage of the telecommunications network infrastructure and transaction points on the Internet. Nationwide, DNVT has many advantages when deploying this service, however, the implementation process also faces certain difficulties such as: Changing user habits or DNVT previously only stopped at deploying e-wallets, now the network will be expanded and deployed to remote areas, accompanied by requirements for risk prevention and control, ensuring the safety of money in the account, and anti-money laundering … “. Security comes from both sides As a non-cash payment activity, one of the biggest concerns of users when using Mobile Money is information security and safety. Regarding this issue, according to Deputy Director Tran Duy Hai: In the Prime Minister’s decision to allow pilot service, the pilot enterprise must have a system that meets the requirements of ensuring system safety. Level 3 information in accordance with current law. In addition, there must be a system to store the arising Mobile Money transaction history; at the same time, there must be a backup copy of archival information in service of inspection, examination and information provision upon request from competent state management agencies. For accounting documents, enterprises conducting the pilot must store them in accordance with the provisions of the Law on Accounting,… From the point of view of a cybersecurity expert, Deputy Chief Technology Officer of Vietnam Cybersecurity Technology Joint Stock Company Ngo Quoc Vinh also gave warnings about security when people in remote areas approach Mobile. Money. The reason is that people in this area do not have knowledge about network security as well as have no conditions to equip measures to protect equipment or personal data. Cybercriminals will take advantage of that and be well-prepared to target financial theft. Specifically, making the most of fake websites, messages, and information to reach users. Mr. Ngo Quoc Vinh also said that in order to be licensed, service providers must comply with and equip a series of security architectural solutions at the request of the State. Therefore, what businesses need to do is to continuously strictly maintain the state of the system to ensure information security to the highest level. At the same time, continuously improve the security level for users’ terminals when using the service. Meanwhile, users themselves must raise awareness that digital assets are targets for cybercriminals to exploit personal data and steal assets. Users need to follow instructions and directions from authorities in the field of information security. When they comply with that regulation and raise their awareness, the ability to prevent and combat risks will increase. Major Truong Quang Viet said: Viettel has experience in deploying telecommunications services to 70 million users, deploying e-wallets in 6 markets around the world. ViettelPay digital ecosystem is the infrastructure for Viettel to deploy Mobile Money. ViettelPay has ensured that security related regulations meet the world’s leading standards. Besides, Viettel has a network security company that protects users from attacks on the system or stealing accounts. Referring to measures to prevent money laundering, Viettel’s representative said that this enterprise applies big data technology and artificial intelligence to ensure the detection of all unusual transactions. Responding to users’ concerns when the Mobile Money service only transfers within one provider, Deputy Director Tran Duy Hai explained: “Mobile Money accounts can only pay with internal accounts in telecommunications carriers. registration, there is no cross-linking between carriers to help limit risks that may arise during the testing process. After a period of implementation of technical solutions along with evaluation of the results of the test implementation process. point, internetwork can be suggested”.

According to experts, in order to successfully implement digital transformation in an enterprise, there are 3 decisive factors: Perceptions and actions from leaders; organizational awareness and readiness; and investment in technology infrastructure. Therefore, besides investing in technical infrastructure, training to raise awareness of digital transformation for leaders, officers, employees, and employees is very important. necessary to create a unity in thinking, acting, implementing tasks effectively.

Digital Transformation Awareness Course Recognizing this importance, recently, EVNNPT has organized an awareness raising course on digital transformation in the form of direct and online to 50 bridge points in localities. This is one of the important tasks in implementing the digital transformation of EVNNPT in the period to 2025. At the course, leaders, officers, and employees of EVNNPT heard about general information about digital transformation, digital economy, digital society in the country and the world; clearly distinguish between digitizing and converting numbers; practical experience in digital transformation in domestic enterprises. In fact, on the basis of implementing Resolution 134-NQ / ĐU of EVNNPT Party Committee dated June 17, 2019 on promoting research and technology application of Industry 4.0 in the field of power transmission, training Raising awareness about digital transformation has been implemented by EVNNPT very early. From 2019, EVNNPT has organized training courses on awareness, strategy, digital transformation management for EVNNPT managers and units; orientation, goals and tasks of Vietnam Electricity (EVN) / EVNNPT on digital transformation; Cultural habits promote digital transformation. Implement training via eLearning combining online competitions to disseminate awareness of digital transformation and information security to all officers and employees. According to Mr. Nguyen Tuan Tung, digital transformation at EVNNPT is to carry out the transformation of perception, digital human resources, digital business processes and application of digital technology at the same time. To facilitate digital transformation, EVNNPT has gradually reviewed and adjusted business processes to allow computerization, reducing reports and paper records; to promulgate policies to promote innovation, creation and application of digital technologies in the power transmission field. In 2020, EVNNPT has completed building an information technology (IT) capacity framework in the digital era and in 2021 will conduct training and assessment of basic IT application skills specified in Clause 1, Article 2. Circular 03/2014 / TT-BTTTT of the Ministry of Information and Communication for employees; assessing, developing and implementing skill development plans for staff in positions in IT positions, meeting IT skill standards and enhancing professional capacity in information security for IT staff . On the basis of the courses and digital transformation plan of EVN / EVNNPT, Mr. Nguyen Tuan Tung asked member units to make detailed plans of their units, with the goal of building EVNNPT into digital enterprises. year 2025, in which the basic number conversion will be completed in 2022. EVNNPT strives that by 2021, most EVNNPT officers and employees will firmly grasp the guidelines, orientations and tasks on the roadmap to change EVNNPT arguments; have basic understanding of digital transformation; have the habit of being ready for number conversion; have basic IT application skills.

The Red River flowing through Hanoi has great potentials to develop typical tours. However, due to poor infrastructure, Red River tourism has not prospered and has not found a place in the capital’s special tour group.
 Great potentials and advantages

The Red River flowing through Hanoi has a pure, wild, natural beauty that has not been broken by the coastal living space. Up to now, the Red River still retains a peaceful look for visitors to have a quiet time watching the sky, clouds and water waves. Along the Red River, there are many historical and cultural relics for tourists to stop to visit such as Dinh Chem in Dong Ngac ward, Bac Tu Liem district, Ghenh temple (Long Bien district) located along the river to worship Princess Le Ngoc. Han is also a relic that attracts many visitors. A little further, Dam Temple (Ninh So commune, Thuong Tin district) is a long standing relic worshiping Mau Comfortable – one of the three holy temples of Vietnamese folk beliefs. Also on the river stretching through Hanoi, guests can also admire Long Bien Bridge with a history of more than 100 years, Thang Long Bridge – a symbol of Vietnam – Soviet friendship, Nhat Tan bridge symbolizing the reach of Hanoi City. in the period of international economic integration. Visitors join the Red River tour organized by Thang Long Joint Stock Company GTC. Located adjacent to the Red River, Bat Trang traditional pottery village where traditional crafts are kept is a tourist attraction that attracts tourists from near and far. Arriving in Bat Trang by river, visitors will have a new experience, when they are allowed to access the old water wharf, wriggle through the narrow alleys of the pottery village before coming to the bustling market, buying pottery while being able to try Being a potter is an enjoyable experience traveling to the Red River. Representative of Sen Forest Tourist Company Hoang Thi Kim Van said: “Traveling to the Red River, the most interesting thing is to see the scenery, visit the communal house, the pagoda along the two banks. I discovered a lot of interesting things. , get a new experience, different from when choosing a road tour “.
Director of Thang Long Joint Stock Company Ta Minh Hung (DN organizes to exploit Red River tours) said: In order to serve the Red River tourism, the company opened 4 tours such as: “Journey of love songs” with schedule of Bo De pagoda – Chuong Duong bridge – Long Bien bridge – Nhat Tan bridge – Thang Long bridge – Che communal house; “Night of the Red River”, the schedule of Bo De pagoda – Chuong Duong bridge – Long Bien bridge – Nhat Tan bridge … Not only that, in recent years, the company has also expanded the Red River tour to some neighboring provinces. Capital. Specifically, the enterprise has cooperated with Bac Ninh and Hung Yen provinces to expand the Red River tour to tourist destinations such as Chu Dong Tu Temple (Hung Yen), Phat Tich Pagoda, Dau Pagoda (Bac Ninh).
Many problems and shortcomings
Despite the potential, but in fact, the operation of the Red River tour stops at a small scale and has not been properly invested. On average, each year, this tourist route only attracts about 300,000 tourists, of which international visitors account for about 30%.
Travel businesses said that this tourist route mainly serves tourists, combining ecotourism with spiritual tourism, almost no retail tourists. Meanwhile, along the Red River, there are many relics that have not been invested and exploited to create unique tourism products, so it is difficult to attract second-time tourists. Not only that, the technical infrastructure is poor, both lacking and weak, currently only Da Hoa temple wharf and Bat Trang tourist port are properly invested, making it convenient to get on and off the ship. The rest of the other destinations are still left open, making it difficult for tourists to travel, especially in the rainy season. In fact, in many attractions, tourists buying a tour of the Red River must have nerves of steel when using a fragile bridge connecting the transport ship with the river bank.
Director of Phuong Hoang Tourism Company Dang Bich Tho said frankly: Currently the Red River tour is only suitable for domestic tourists, if you want to attract international tourists, many factors must be changed. Specifically for foreign visitors, the tour requires an emphasis on a certain theme; services and products for international customers must also change towards a more professional and attractive direction. For example, for international tourists, it is not advisable to let them sit on the train for several hours enjoying the scenery for themselves. What attracts them is the traditional craft villages on both sides of the river, and cultural and historical features related to the tour destinations must be carefully introduced. Agreeing with this opinion, the representative of OpenTour Tourism Company said: In order to diversify the amount of tours to serve tourists, the company has invited guests to use the Red River tour. However, in the past few years, visitors to this tour are very few and almost no foreigners. The reason is that the two sides of the river are full of dirt, causing loss of aesthetics, environmental pollution, making tourists, especially foreigners, turn their backs.
Sharing difficulties in the process of building and operating the Red River tour, Mr. Ta Minh Hung said: Although Thang Long GTC has provided Red River tour services for 20 years, it has not been able to create real products. the specialties and characteristics of Hanoi tourism. The reason is that the infrastructure on both sides of the Red River has not met the requirements of tourists for landscape and sanitation. Currently, Hanoi does not have a pier to serve tourists, visitors have to board from the temporary wharf at Chuong Duong Do wharf. In the dry season, the water level is low, the boat cannot dock, visitors have to board the boat from Bo De Pagoda. Another problem posed is that for a long time, the city has not invested in the construction of both sides of the river. Many river sections, even the ones that run through the inner city, have dusty landscapes, and temporary houses. Some river sections are places where rubbish, construction waste, sand mining … are gathered, creating bad impressions on visitors.
Not only that, but tourism in the Red River is greatly influenced by weather and seasonality. In the dry season, the water is dry, the boat is very difficult to dock, the company organizing tours of the Red River has to stop the boat on the riverbed, using a boat “boating” to bring guests ashore. In addition, the company wants to open a night tour, but it is not possible, because the management of vehicles on the Red River is not really good, the sand barge runs at night without high speed. necessary warning, affecting the safety of visitors. “The biggest difficulty of the operators of Red River tourism is the lack of ships and boats meeting international standards and so far there are no wharves” – Mr. Hung lamented.
Need multidisciplinary support
According to experts, in order for Red River tourism products to have a strong attraction to tourists, the General Department of Tourism, the Hanoi Department of Tourism and Hanoi City need to invest more in tourism infrastructure and embellishment. Riverside landscape.
Talking about the need for multidisciplinary support in the renovation, embellishment and upgrading of infrastructure thereby helping tourism businesses to develop tours of the Red River, Hanoi Travel Association President Phung Quang Thang commented: To develop Red River tourism is not simply a tourist company, but it needs a consistent policy of the local city, district and commune to do it. The first is to clean up the riverbank area where ships pass by for a beautiful landscape that attracts tourists. Previously, along the Red River were undulating and poetic tiled houses behind village bamboo, now there are only tube houses, lack of attraction, while the river bank is not beautiful. This needs to be corrected. Second, it is advisable to invest in a boat that is both safe and quiet so that visitors can both enjoy the scenery and relax. “The difficult thing is that the anchorage is temporary and has not been properly invested. Investors spend money, but without the participation of the city or locality so that the tour becomes more and more attractive, it cannot attract tourists ”- Mr. Thang expressed.
Agreeing with this suggestion, Chairman of the Tourism Advisory Council Tran Trong Kien stated: To develop river tourism in general, the Red River in particular needs to develop a long-term, impossible, one-way process. can be strong right away. Management agencies need to prepare a lot of conditions for river tourism products such as: Construction and operation of river cruise terminals; traffic planning and investment connecting the pick-up point from the river to the road according to the schedule … In addition, it is necessary to promote activities to promote and promote river tourism products in key markets for easy access to tourists; calling for and creating conditions for domestic and international enterprises to invest in high quality cruise ships, combine yachts with floating restaurants, open representative offices abroad … Representative of Phuong Nam Tourism Company Sun Travel Nguyen Thien Ngo commented: To develop Red River tourism alongside the participation of businesses in the long term, it is necessary to have interdisciplinary cooperation to plan the two sides of the Red River, That way, businesses will determine the investment plan for infrastructure for tours of the Red River.
It can be seen that the Red River tour has a lot of potential to become a typical and attractive tourist product of Hanoi. However, in order for this product to really flourish, perhaps the efforts of the company are not enough, but it needs a strong determination to join the authorities. Chairman of the Tourism Advisory Council Tran Trong Kien: There should be a plan for each region Although Hanoi City has issued the Hanoi Capital Construction Master Plan up to 2030 with a vision to 2050, in which the two sides of the Red River are the central landscape space axis of the capital, there will be parks, great cultural and entertainment works to organize meaningful events. However, this is a future image, in the immediate future, Hanoi should have regional plans for Red River tourism to create certain spots. Specifically relocating the waste disposal sites along the river; opening ecological zones to grow clean fruits and vegetables; traditional art performances … this will be the basis for investment in Red River tourism. Director of Travel Department, Tourism Department Nguyen Quy Phuong: Will be an attractive travel product if removed get entangled In fact, the current model of Red River tourism deployed by Thang Long GTC Joint Stock Company is still having to compensate for losses because there are still many difficulties and obstacles such as investment in vehicles, large, difficult berths, basically itself. Business processing of cruise ships has not been implemented under the market mechanism of active business. However, in the future when the difficulties in infrastructure are removed from the local government, I believe this will definitely be an attractive tourism product featuring Hanoi for tourism businesses. exploit. Director of Hanoitourist Travel Company Phung Quang Thang: Need to build berths, upgrade infrastructure Transshipment In essence, a water tour is to understand what is on the shore. Therefore, it is necessary to arrange for visitors to visit historical sites, culinary and cultural experiences on both sides of the river and canal. To do that, it is necessary to build a ship dock, upgrade transport infrastructure to serve tourists to the sights. In special places, you can use a tram or even simple means such as a horse cart, a buffalo cart to take advantage of the unique cultural features of Vietnam, making an impression on visitors. President of UNESCO Tourism Club Truong Quoc Hung: Should sell specialties, souvenirs Tourism of the Red River is a waterway tourism, so in the long run, the management agency needs to plan specific channels, which canals are for cruise ships, transport ships, and at the same time regulate the date and time of the ship. boats can travel, regulations on tonnage, types of ships, signs as this relates to safety issues for visitors. Besides, enterprises operating Red River tours need to upgrade services on board in the direction of selling products such as specialties, souvenirs … of the Red River Delta regions thereby optimizing profits, value added through services.

With a budget of 174 billion USD has just been announced, President Joe Biden wants to use it to invest and encourage Americans to switch to electric cars.

It will not be easy for US President Joe Biden to “revolutionize the electric car” The electrification of the US transport industry is one of the commitments of President Joe Biden when running in November 2020. And a $ 2.3 trillion infrastructure plan, of which $ 174 billion is spent on electric cars and charging infrastructure, which the White House boss recently launched is considered the answer for the American people. But is that investment enough to change the shipping picture in the United States? Investment, stimulus, support With a newly announced $ 174 billion budget, President Joe Biden wants to invest and encourage Americans to switch to electric cars and trucks (EV), eliminate diesel or gasoline cars. . However, the New York Times quoted many experts as saying that although this is a large investment, it is not enough to change American perceptions about electric cars. Joe Biden’s team plans to subsidize electric car prices for individuals, businesses, and governments with tax exemptions, discounts and some other subsidies. On the other hand, US leaders set a target to build millions of charging stations by 2030. The White House owner also “opens a budget”, encourages manufacturers to participate in building electric vehicles and fuel cells at America. Bob Perciasepe, president of the US Center for Climate and Energy Solutions, said: “The United States is in a torrid time when most businesses and the state government look forward to a zero-emission future. carbon but admittedly, infrastructure is the biggest obstacle. The $ 174 billion investment alone will not be able to solve the climate problem or improve the US infrastructure, but it will be a powerful boost. The automakers have filled in their names on the list of greener trendy automakers like General Motors, Volkswagen or Ford Motor that are promising the future of EVs, but they insist they still need federal support. A representative group of manufacturers, suppliers and workers in the auto industry sent a letter to President Joe Biden saying: “The American transport revolution is not limited to one policy, it is dependent on a branch or rank in government or industry. It requires holistic strategy with a wide range of policies from legislators and regulators across economic, social, environmental, and cultural sectors. The group also calls on the government to subsidize, provide loans, and tax exemptions / reductions to stimulate electric vehicle production / research. Cognitive obstacles, technological breakthroughs are required Besides strong investment, the US government also has a big task to determine the success of the transition, which is to convince and change the perception of American people about the benefits of electric cars. According to statistics from Forbes Magazine in 2019, most Americans are not interested in electric cars. And the people’s awareness shift has not changed much despite many programs and strategies on environmental and climate protection that have been implemented during the past time. The demand for EV cars in the US has grown very fast, but in terms of overall premises is still low, accounting for only about 2% of the new car market and 1% of the total number of cars, sport utility vehicles, trucks … moving on the US road. Although the researchers point out that the full cost of owning and operating an EV vehicle will be cheaper after purchasing (fuel cost, lower maintenance frequency than vehicles using internal combustion engines) but perceptions of It is still difficult for people to change because the original electric car price is very high. The cost of buying an electric car is about $ 10,000 higher than the price of conventional trucks and cars in the same segment. The most expensive part of an electric vehicle is the battery. The average price of a battery system in a mid-range sedan is $ 15,000. Although the cost of batteries is on the decline, is expected to continue to drop deeply thanks to improvements in manufacturing and engineering, some scholars believe that, to really help electric cars lower prices to affordable prices, it takes a hit. Deep forays in technology. Most new car buyers in the US have to wait until the gas car breaks down to buy a new car. While, according to calculations from economic prediction firm IHS Markit, the average age of cars and pickups in the US has improved up to 12 years. Inadequacies about the charging station Another worrying problem hampering the U.S. transition to electric vehicles is charging. Currently in the US there are only more than 100,000 gas stations with additional charging equipment for EV vehicles. The Americans with garages will easily add chargers that allow overnight refueling, but this number is not much. Most people living in apartment buildings do not have enough dedicated chargers, or have to drive long distances to public charging stations to refuel their cars. “This is one of the top three reasons that customers often give when not choosing EV cars”, Mr. Sam Abuelsamid, an analyst at Guidehouse Insights magazine pointed out and emphasized, this is what the US administration need to solve. “We need to cover charging stations in areas where ordinary people do not have their own garages, have to park their cars outside like in narrow urban areas and big cities. If we solve that problem well, there will definitely be many people buying electric cars, ”said Sam Abuelsamid. The lesson of stimulating the demand for electric vehicles from China, the biggest rival to the US, shows that increasing the charging infrastructure is the decisive factor that helps Beijing rise to the top of the world in the proportion of electric vehicle users. However, according to experts, when all factors from supporting manufacturers, expanding fast charging systems and changing people’s perceptions converge, the transition to electric vehicles in the US still takes. a decade to come true.

Deputy Minister of Information and Communications Nguyen Huy Dung. Deputy Minister of Information and Communications Nguyen Huy Dung exchanged the above views at the launch of EcoDC Green Data Center (Eco Data Center) – the project of HTC International Telecommunication Joint Stock Company (HTC-ITC) – just took place on April 15. According to Deputy Minister Dung, the development of digital infrastructure includes developing broadband telecommunications infrastructure, cloud computing platform, electronic identification and authentication, and realizing the vision of each citizen with a smartphone. , each household has an optical fiber line. Talking about EcoDC Green Data Center, Mr. Dung said that the EcoDC data center meeting both Uptime Tier 3 standards in terms of design and operation is a serious work of HTC-ITC. This will also be a steady step in the process of national digital transformation, increasing opportunities to attract more investment sources into the Vietnamese information technology market. Emphasizing that Vietnam is implementing digital transformation, moving all activities from real space to cyberspace, from real environment to digital environment, Deputy Minister Nguyen Huy Dung expressed: “We also hope HanoiTelecom and especially EcoDC, let’s take on the mission of being a giant shoulder for small and medium enterprises and especially for Vietnam’s digital transformation process, because the data center is the heart of every application. use, all the platforms and this is very important ”. Vietnam currently has a total of 5 Data Center systems meeting Uptime Tier 3 standards, but this is the first time a Data Center in Vietnam meets both Uptime Tier 3 standards in design and construction. He also noted that, as a platform infrastructure provider, HTC-ITC should soon work with the functional units of the Ministry of Information and Communications to meet the technical requirements set forth for the guarantee of operation and network security safety “On the side of the Government, the Ministry of Information and Communications is always ready to listen to and solve difficulties and suggestions of telecommunications and information technology businesses, while creating favorable conditions for them to develop and develop at the same time. creating a common playground for them to resonate and bring value to customers “- Deputy Minister Nguyen Huy Dung said. It is known that HTC-ITC has officially put into operation EcoDC data center at Lang hi-tech park – Hoa Lac (Hanoi). This is the first data center in Vietnam that meets Uptime Tier 3 standards in both design (TCCD) and construction and operation (TCCF). Uptime Tier 3 is the 3rd on the Uptime Institute’s four-tiered data center scale. In addition to meeting technical standards, EcoDC cooperates with VNCS – a member unit specializing in information security of Hanoi Telecom to provide comprehensive information security solutions from anti-DDOS, firewall, and central information security (SOC) to individual security solutions for each customer. EcoDC will officially launch and start operating from April 2021. “EcoDC is built in the context of a strong digital transformation wave. This is both an opportunity and a challenge for the construction and operation team. EcoDC is launched when customers have many choices of suppliers above. data center service platform “- Mr. Nguyen Hoang Duong, Executive Vice President of EcoDC added.

Vietnam currently has a total of 5 Data Center systems meeting Uptime Tier 3 standards. However, this is the first time a Data Center in Vietnam has met both Uptime Tier 3 standards in design and construction.
HTC International Telecommunication Joint Stock Company (HTC-ITC) has officially put into operation the ecoDC data center (Eco Data Center) in Lang high-tech park – Hoa Lac (Hanoi).

This is the first data center in Vietnam that meets Uptime Tier 3 standards in both design (TCCD) and construction and operation (TCCF).

Uptime Tier 3 is the 3rd on the Uptime Institute’s four-tiered data center scale.

Launching ceremony of ecoDC data center. Photo: Trong Dat

To achieve this standard, a Data Center system must ensure uptime (uptime) of 99.982% or more and downtime (downtime) not more than 1.6 hours per year.

In addition, this system must be capable of redundancy to still be able to operate if the power is lost for up to 72 consecutive hours.

To meet the strict standards of Uptime Institute, ecoDC uses 100% of infrastructure equipment from two strategic partners, Delta and Arista.

Besides, this Data Center also uses an inrow cooling system. This is an energy saving technology for the first time deployed in Vietnam with the ability to control the cooling temperature to each server.

This system includes air conditioning running along the rack with hot air intake assist. Thanks to that, ecoDC can increase cooling efficiency and reduce power consumption.

Vietnam has the first data center with 2 Uptime Tier 3 standards. Photo: Trong Dat

Vietnam currently has a total of 5 Data Center systems meeting Uptime Tier 3 standards. However, these systems only meet Uptime Tier 3 standard in terms of design.

This data center costs the developer about 100 billion VND. Currently, the system has been completed with 6 PODs (box-type data centers) with a total of 150 racks (network cabinets). EcoDC will officially launch and start operating from April 2021.

Sharing at this event, Deputy Minister of Information and Communications Nguyen Huy Dung said that the ecoDC data center meeting both Uptime Tier 3 standards in design and operation is a serious work result of HTC-ITC. This will also be a solid step in the process of transforming the number of countries.

According to Deputy Minister Nguyen Huy Dung, in order to have a lasting and strong development, enterprises must associate their mission with the national one.

Vietnam is implementing digital transformation, moving all activities from real space to cyberspace, from real to digital environment.

Deputy Minister of Information and Communications Nguyen Huy Dung. Photo: Trong Dat

In the National Digital Transformation program, the Ministry of Information and Communications determined that Vietnam must develop digital infrastructure, including broadband telecommunications infrastructure, cloud computing, electronic identification and authentication. Vietnam is also realizing the vision that each citizen has a smartphone, each household has an Internet fiber optic cable connection.

The most fundamental difference between telecom and digital infrastructure is data centers and cloud computing platforms that make IT a service accessible to everyone.

In that process, businesses need to receive the mission that is in sync with the country’s mission.

Deputy Minister Nguyen Huy Dung suggested, as an enterprise providing basic infrastructure, HTC-ITC should soon work with functional units of the Ministry of Information and Communications to meet the technical requirements set forth for the ensure network operation and safety.

As a platform provider, HTC-ITC assumes the mission of being a “giant shoulder” for small and medium enterprises and for the Vietnamese digital transformation process.

Deputy Minister of Construction Nguyen Van Sinh. Photo: VGP

This is the information emphasized by Deputy Minister of Construction Nguyen Van Sinh during the meeting to provide information to a number of press agencies about the situation of land fever, virtual land fever in some localities in recent years.

There are many “risks” in real estate transactions

Deputy Minister Nguyen Van Sinh said that in the first quarter of 2021, the real estate market had many fluctuations, although the volume of real estate transactions under the supervision of the Ministry of Construction, was only about 70% of the transactions in the fourth quarter of 2020.

Real estate prices increased slightly, especially apartments also increased from 5% to 10%. In particular, land prices have had a hot, local phenomenon in some localities across the country such as areas around Hanoi, Quang Ninh, Hai Phong, Bac Ninh, Bac Giang, Hoa Binh, Phu Tho, Ho Chi Minh City, Dong Nai. , Binh Duong, Binh Phuoc, Binh Thuan …

Many people leave their jobs and production to trade land, creating local land fever phenomenon and risks affecting socio-economic development in the area.

It is worrying that many real estate transactions have emerged problems affecting the interests of people, especially real estate transactions with ineligible legal conditions.

“That is a situation that many projects that have not invested in technical infrastructure have real estate transactions; Many transactions took place with forest land, agricultural land, production and business land that has not been used for investment in real estate projects. It can be said that these transactions do not guarantee legal requirements, potential risks for people when investing in real estate in the past time, “Deputy Minister Nguyen Van Sinh warned.

Five causes of land fever – virtual land fever

According to Deputy Minister of Construction Nguyen Van Sinh, in recent years, most localities have been very active in preparing provincial planning according to the provisions of the Law on Planning 2017. At the same time, localities are also interested in the planning investment and development of urban projects, housing projects, and large-scale technical infrastructure projects. Urban upgrading is also happening synchronously.

Deputy Minister Nguyen Van Sinh stated, “The planning and announcement of the local planning has not been made public and transparent for timely orientation for people and businesses, leading to investors and businesses. The real estate has taken advantage of this lack of transparency to push land prices up as in the past “.

Land fever has occurred in some localities in recent years. Photo: VGP

Second, due to the impact of the COVID-19 epidemic, the bank interest rates, including those at commercial banks, are very low. This investment channel is not attractive to people to send money. Therefore, at present, many investors and people with idle money tend to invest in real estate transactions because they think that this transaction is safe, effective and has opportunities for the future.

The third reason, according to Deputy Minister Nguyen Van Sinh, in recent years, the investment in the development of housing, real estate and urban projects has also faced many difficulties, especially legal procedures. Land management, investment and construction are still difficult, leading to a limited supply of real estate.

Next is the investment and development of affordable commercial housing, social housing, for the poor in urban areas as well as workers in industrial zones that have not been given adequate attention by localities. leading to a lack of social housing supply, not meeting the needs and needs of the current people.

Fifth, now some localities have had a policy of increasing land prices according to the roadmap with an increase of 15-20%. Although this land price increase has not affected much real estate transactions today, because real estate transactions have now been allocated land and invested in the past, but the policy of increasing land prices has affected. affecting psychology and the increase in real estate prices in recent times.

Transparency about planning and implementation progress of projects

Deputy Minister Nguyen Van Sinh said that over the past time, the Government and the Prime Minister have focused on directing ministries and localities to drastically step in and take specific solutions to prevent and strictly deal with the phenomenon. virtual land fever in some localities.

Specifically, focus on building and perfecting the legal system related to land, real estate investment, construction and trading to remove difficulties, especially in terms of investment order and procedures.

The Government has submitted and approved by the National Assembly the amended Investment Law, the amended Construction Law, the decrees have also been issued by the Government such as the Decree guiding the Construction Law, the Decree guiding the Investment Law; Amended Decrees related to the Decree on management and development of housing projects and guide the Housing Law and the Decree on social housing development.

Along with that, the Government has also instructed the State Bank of Vietnam to better control credit, especially credit in real estate, to avoid “double risks” in this area.

At the same time, to direct localities to focus on investment in developing social housing, cheap commercial housing to meet the housing needs of people, especially workers in industrial zones.

For localities, Deputy Minister of Construction Nguyen Van Sinh suggested that in the coming time, focus on completing and approving planning projects, paying attention to urban development projects, housing projects. ensure synchronous technical infrastructure, social infrastructure and full legal status for real estate projects, control real estate transactions to ensure demand.

Continuing to make public information about the planning and implementation progress of projects in order to make information transparent, prevent the spread of rumors, speculation to push prices and profit from a number of projects that have occurred. out in the past.

In addition, there should be strict measures to prevent the transfer of land use rights, division of plots, sale of land in some areas that have not yet been allowed to invest. Deputy Minister of Construction Nguyen Van Sinh proposed to manage and control the purchase and sale of real estate transactions many times to better control the increase in land prices, especially through management measures. very good organizations and individuals in real estate transactions and brokerage.

At the same time, it is suggested that localities in the coming time strengthen the inspection, examination and strictly handle cases of real estate investment and trading in contravention of regulations, especially ghost projects, projects are not enough. Legal documents, real estate business conditions.

For real estate businesses, it is necessary to strictly comply with the investment order and procedures, especially the procedures for land allocation and construction investment, so that real estate investment and business projects are fully fully legal, complying with regulations on construction investment in real estate projects.

In the coming time, businesses need to pay attention to invest in real estate and housing projects to ensure synchronous technical infrastructure, social infrastructure, legal status and do business, business transactions. to trade real estate in accordance with law.

Deputy Minister Nguyen Van Sinh also recommended that people and businesses who are interested in the real estate field are very calm, wary of rumors, study and carefully consider legal documents of projects. Real estate transactions and real estate transactions only when there is clear legal documents, in accordance with the provisions of the law.

The flood avoidance road in Ba Che town, Ba Che district will be completed by the end of 2020, contributing to ensuring safe traffic, serving rescue work in the rainy season in the area.

Over the past years, with the attention of all levels and sectors, the district’s socio-economic conditions have been improved, but Ba Che is still the most difficult district in the province, with low economic geography and infrastructure. private, but not synchronized, the lives of ethnic minorities still face many difficulties, of which the basic “bottleneck” is still the transport system.

To gradually remove this “bottleneck”, create a sustainable development step, create a premise for socio-economic development in the area, shorten the gap between regions, right from 2011, Ba Che has practiced surveying and planning orientations on rural transport in the district to ensure socio-economic development associated with security – defense, step by step development in accordance with the general planning orientation. traffic of the province. With the right policy, viewpoints and orientation, the district focuses on mobilizing, flexibly integrating from many sources to develop the rural transport system. In particular, to attach importance to propagating and mobilizing the people’s voluntary contributions with the viewpoint “people know, people discuss, people do, people check”. The district has built and upgraded important arterial roads, big bridges, opened new roads to the centers of communes …

Up to now, most of the important arterial roads of the district have been invested in renovating, upgrading and refreshing, facilitating traffic and travel, opening up great opportunities for economic exchange inside and outside the district. . Ba Che has also completed the transportation system connecting the district to the localities. Traffic connection between the district and communes and villages is concreted 100%, renovated and upgraded roads to avoid floods in the center of the town, provincial road 329 flood avoidance; flooding site improvements …

Only in the period 2015-2020, the district road system of 6 lines, with a total length of 65.66km, will be hardened (upgraded, renovated and expanded 18,291 miles compared to 2015). 37 lines of commune roads, with a total length of 105.7km hardened, increasing 22 routes and 47.15km compared to 2015. Village roads 47 routes, with a total length of 51.21 km hardened, increased 33 routes compared to 2015. Roads of 47 routes, with a total length of 66.80 km, hardened, increased 24 routes and 11.35 km hardened compared to 2015. in 2015. The production road is 24 lines, with a total length of 20.64km hardened, increasing 19 routes and 9.94km in hardening compared to 2015; The district also upgraded and embellished 9 / 15.68km of urban roads.

The district also completed investment in a bus station in Ba Che town with an area of 5,000 square meters by 2020, contributing to serving the needs of picking up and dropping off passengers in the area.

Along with the development of the rural transport system, Ba Che takes advantage of opportunities and conditions, focuses on drastic direction and administration, achieving many outstanding results in socio-economic development in the area. The annual growth rate of production value reaches 15.3%; per capita income reached 40 million / person / year.

According to Mr. Nguyen Tien Truong, Head of the Department of Infrastructure Economics in Ba Che district: In the coming time, Ba Che will focus on completing the district planning, including integrating the transport network development planning in the district, creating favorable conditions for the connection of highly motivated regions such as Ha Long City, Cam Pha City.

Along with that, upgrade the system of provincial roads, district roads, communal roads to ensure according to the plan, in which priority, upgrading and renovation of specific roads with specific strong blood: Continue to synchronously upgrade provincial roads. 330, 330B, 342 according to planning (special focus on immediately completing 8 flooding points on provincial roads 330); By 2022, to invest in building a bridge connecting the provincial road 330 to Ba Che town and the system of Ba Che river bank embankment phase 2 in the period of 2021-2025. Well implement traffic management regulations, in which the management and maintenance of traffic works are decentralized to communes, villages for management and use, so that the units can actively fund maintenance and protection.
