Pharmaceutical company Merck & Co Inc said that the US government has agreed to spend about $ 1.2 billion to buy 1.7 million courses of the drug Molnupiravir being tested to treat COVID-19 disease, if the trial is approved. Large scale models now show the drug to be effective and are licensed by the US Drug Administration.

The US spent more than 1 billion USD on drugs to treat COVID-19 (Artwork). The oral antiviral drug Molnupiravir, which prevents the development of COVID-19 disease, is used to treat the early stages of the disease. The current trial regimen is 2 doses per day for 5 days. According to Dr. John Whyte – medical director of Merck & Co Inc. Laboratories, the US needs therapeutic drugs to be ready for the new wave of COVID-19. “This is a Tamiflu-like drug that we use to treat the flu,” said Dr John Whyte. Now we still have to do some research to make sure this drug is effective for treating COVID-19. But this is a correct strategy to prepare for new waves of COVID-19 to emerge.” Merck & Co Inc expects to produce more than 10 million courses of Molnupiravir by the end of the year and said many other countries are in discussions with the company about pre-ordering Molnupiravir. Data on the global trial of molnupiravir is expected to be released next fall. If successful, Merck & Co Inc will apply for an emergency use license as early as the second half of this year.

(Source: ashtonhawks.com) LG Electronics Inc. The company said on June 3 that its FOSSLight system, an open source software management tool, is ready to “serve” external developers as the Korean technology giant strengthens its presence in the community software . LG said system FOSSLight, which has been used by the company since 2014, can now be downloaded for free on its website. This open source software allows programmers to freely use or edit according to their work needs. However, developers must comply with the license regulations for each open source code. LG’s FOSSLight is an open source compliance audit system, with the ability to analyze a developer’s software for compliance with licensing conditions and meeting security requirements. LG hopes this new move can strengthen FOSSLight’s global presence and improve the system’s stability by receiving mixed feedback from outside developers. This is also part of LG’s commitment to expanding cooperation and partnerships with others to accelerate digital transformation. LG has worked to establish a license management system Source code firmly open to professionals since 2007. LG is also the first Korean company to be recognized by the Linux Foundation’s OpenChain project. OpenChain is a project that helps define key recommended processes to make compliance with open source licenses simpler and more consistent.

Recently, in the media, it was reported that the European Union “gives the green light” to the proposal to use mealworms as food. So are mealworms in Vietnam and what is the value when used as food?

Illustration. Powdered caterpillars are rich in protein The mealworm is a species of beetle in the family Tenebrionidae, known in English as Mealworms or mealworm beetle. In 1758, Linneus gave the scientific name Tenebio molitor. This species is native to Europe, is on the list of storehouse pests (cereals, flour and food), but is not serious. In Vietnam, mealworms are considered to originate from the Mediterranean, but are mainly imported from China through informal channels and considered as “strange weeds” (foreign creatures) with the name “Golden mealworms”. Powdery mildew larvae are widely sold in Hanoi and used as food for ornamental birds. Insects for animal and human food have received increasing attention in recent years. They may represent an alternative source of protein and micronutrients compared to conventional meat sources. Therefore, the objective of this work was to determine the nutritional value as well as the degree of chemical and microbiological contamination in order to better assess the risk/benefit of consuming mealybug larvae. These mealworm larvae have a nutritional value with 10.4% fat and 13.7% protein, similar to conventional meat sources. Their main fatty acids are oleic (37.8%) and linoleic (33.2%). The results showed that these larvae met the essential amino acid requirements (all above 100% of the daily contribution), with the exception of lysine. Study results also show that T. monitor larvae are an excellent source of minerals such as phosphorus, magnesium and zinc (114%, 109 to 128% and 117% of the RDI). Although, it is low in potassium and iron (16-17% and 20% of the RDI). The lower sodium content is a health advantage, as eating a lot raises blood pressure. The mercury and lead values were below the detection limit and the cadmium level was 0.10 mg/kg. The larvae of mealybugs had a high amount of bacteria but no pathogenic bacteria were detected. Starving the larvae for 8 days at 5°C reduced the total number of microorganisms, especially yeast, and the total number of thermophilic anaerobic spore forming bacteria. Licensed by Europe as food Recently, the European Union Food Safety Authority (EFSA) announced that it has granted a safety certificate for the consumption of dried yellow powder worms. It paved the way for restaurants in the area to offer insect-based foods. The EFSA’s first approval of a food insect is a big step forward in helping insects find a “place” in the daily menu of people. This is the basis for EU officials to decide whether to allow the sale of this item in 27 countries in the region. The new decision also marks the first time the safety assessment process for an insect food has been completed by EFSA, as the agency aims to license the protein-rich food industry. Currently, in Europe, insects are still not on people’s menus. Because of psychological and cultural issues, different from the reality in some Asian countries such as Thailand, Cambodia, Vietnam, Hong Kong, China… However, with this decision, the industry expects the insect food market in Europe to grow rapidly in the coming years, reaching an output of 260,000 tons by 2030. Not only flour worms, rice worms (Zophobas morio) will probably not be far away from taking over all nutritious foods such as chicken, beef, pork, milk… to become the main source of protein for mankind. Future. Rice worm farming accounts for only 10% of the land area compared to cows, 30% of the area is for pig farming, 40% of the area is for chickens. Meanwhile, the level of protein supply of this worm is as high as that of the foods mentioned above. In Vietnam, although mealworms are only raised to serve ornamental birds, other insects such as crickets, ca cuong, chits, bamboo worms, black thorn ants… have been bred or exploited in the wild for trading. sold for human consumption. Other benefits Research results from Stanford University have informed the miraculous ability of mealworms. That is, they can eat foam plastics and other forms of polystyrene. There are some insects capable of degrading plastic such as the wax worm Achroia grisella and Galleria mellonella or the Mediterranean moth (Plodia interpuncella)… that can chew, eat and digest plastic as garbage bags. In the intestines of mealworms, there are many species of microorganisms capable of degrading polyethylene (PE). 100 mealworms are capable of consuming 34 – 39 milligrams of foam insulation, equivalent to the weight of a capsule per day. Larvae that eat all foam insulation are just as healthy as those that eat bran. The mealworm converts plastic into CO2, biomass and waste that can be broken down by bacteria. This waste appears to be safe to use as fertilizer for plants. They have designed a breeding area for mealworms with three purposes: Decompose plastic, provide food for people and use waste to make fertilizer for plants. The breeding area for powdered worms is made from organic glass (plexiglass) and is designed to be divided into 4 floors. The adults (male and female) will be kept on the top floor. Their eggs, when laid, will fall through small holes to the second floor. Here, the eggs will hatch into larvae and be fed sponge. As the mealworms grow, they are moved to the third lower floor. Here they are fed powder to cleanse their intestines and pupate. The mealworm droppings on the third floor will fall on the fourth floor and be collected to be used as fertilizer. At the third floor, we can collect the mealworms for food or let them grow into adults and then bring them back to the top first floor to continue the breeding cycle. Farms that raise mealyworm larvae can produce more edible protein than traditional farms that raise chickens, cows, pigs or dairy cows for the same amount of land used. The researchers compared the environmental impacts of a mealworm farm with that of traditional livestock farms using three parameters. These are land use, energy demand and greenhouse gas emissions. They found that for each unit of edible protein produced, worm farms required much less land and energy.

Mobile Money will promote cashless payments and create a strong impetus for Vietnam’s digital economy and digital society.
According to the International Data Group (IDG), by the end of 2019, only nearly 40% of the Vietnamese population had a bank account. Of these, still up to 80% of daily user spending is done by cash. Statistics also show that 98% of Vietnamese people use cash when paying for items under VND 100,000 and nearly 85% of transactions at ATMs are cash withdrawals. These are the barriers if Vietnam wants to promote the development of the digital economy.

Mobile Money serves up to 90% of small transactions Faced with this shortcoming, the Ministry of Information and Communications believes that Mobile Money will be an effective solution to add to the means of payment for Vietnamese people. If Mobile Money service is licensed to telecommunications companies, the coverage of e-payment services will quickly reach 100% of the population. This will promote e-commerce, agricultural commodity exchanges, especially in remote areas, promote online public services, promote Fintech companies, innovative startups, help economic growth. All countries that allow Mobile Money generate economic growth of up to 0.5%. According to calculations by major service providers, Mobile Money will probably serve up to 90% of small transactions. This is an opportunity for telecommunications companies to promote digital transformation of customers. Because, users can easily buy online goods services as well as digital content services in the telecommunications company’s ecosystem. On the contrary, this is also the driving force for telecommunications companies to digitally transform. This will bring great benefits to society to move towards a digital economy and digital society in the future. Commenting on this issue, Mr. Vu Hoang Lien, Chairman of Vietnam Internet Association, said that Mobile Money service will bring many benefits to consumers and society and promote non-cash payments. However, the Mobile Money service will also impact payment intermediary service providers as the service will share the market, customers and business algorithms. However, with the trend of technology, we need to further improve the payment environment to be a driving force for development. “If licensed soon, Mobile Money will be the Government’s first sandbox to create breakthroughs and create strong momentum for new technologies and new services to be introduced to society. If we look at the services If new services bring benefits to the people and the country, it will be very easy to put these sandboxes as a driving force for development. Whether the policy admits new things and new components to the market or does it still keep its own territory for the old ones Sandbox will create a breakthrough legal environment that dares to accept change, accept new things create new vitality of society in the trend of digital transformation,” said Mr. Vu Hoang Lien. Mobile Money: an opportunity for telecom companies The Chairman of Vietnam Internet Association emphasized that the opportunity for telecommunications companies for Mobile Money service is very clear when they have a customer base because most Vietnamese people use mobile phones. The telecommunications company’s services are also the foundation for connecting many essential services of society, so it will open up great opportunities for the development of Mobile Money services. Three major service providers, Viettel, VNPT, and MobiFone have also applied for permission to provide this service. In this race, the company that solves the management problem to bring benefits to customers will prevail. From Mr. Lien’s point of view, Viettel is slightly better than other service providers because of its large customer base and good management. However, telecommunications companies can take advantage of their strengths to attract customers, so this will be a hot market in the near future. Currently, the Government has agreed to test the Mobile Money service for 2 years, but service providers are still waiting for a license. Commenting on this delay, Mr. Mai Liem Truc, former Deputy Minister of Transport and Communications (now the Ministry of Information and Communications) said that Mobile Money was delayed by about 2 years. If this service is licensed early, it will bring many benefits to society and the economy. Mr. Truc also emphasized, Sandbox is the direction for the Government to vigorously test new technology services that bring benefits to the people and the country. “Sandbox” is a pilot institutional framework, allowing a small number of businesses, to test new technologies and new business models in a practical environment but with a defined scope and time, under the supervision of regulators and have appropriate hedging plans in place to prevent the consequences of failure without having a major impact on the national financial system. Following the government’s direction, the State Bank is currently building regulatory sandboxes for financial and banking services based on information technology, including Mobile Money.

Illustration. Source: Internet. Implementing an effective Mobile Money pilot requires readiness in terms of technical infrastructure, technology, human resources, finance and moreover, the security issue cannot be taken lightly. Ready to “enter” Mobile Money Mobile Money service helps people, especially in remote and isolated areas, have more means of non-cash payment, especially for small expenditures under 100,000 VND. People will be able to withdraw and top up money at telecommunications transaction points or business transaction points authorized by DNVT as a legal entity. Sharing about Viettel’s preparation to deploy Mobile Money service, Deputy General Director of Viettel Digital Services Corporation, Major Truong Quang Viet said: “Viettel has successfully tested Mobile Money for 40,000 customers. internally, ready to provide services to 100% of Viettel customers In addition, we have a set of knowledge ready to train for Mobile Money transaction points, so as soon as it is approved by the authorities , all transaction or payment acceptance points of Viettel have a certain understanding of Mobile Money to support users.Besides, Viettel also prepares a 24/7 customer care system for advice and answers. all customer inquiries. Preparing to enter a completely new field, Deputy General Director of MobiFone Telecommunications Corporation Bui Son Nam informed: MobiFone established MobiFone Digital Service Center and prepared the entire technical infrastructure to ensure deploy Mobile Money as soon as the Government allows. Commenting on the advantages of operators when implementing Mobile Money, Deputy Director of the Department of Telecommunication (Ministry of Information and Communications) Tran Duy Hai said: “Thanks to taking advantage of the telecommunications network infrastructure and transaction points on the Internet. Nationwide, DNVT has many advantages when deploying this service, however, the implementation process also faces certain difficulties such as: Changing user habits or DNVT previously only stopped at deploying e-wallets, now the network will be expanded and deployed to remote areas, accompanied by requirements for risk prevention and control, ensuring the safety of money in the account, and anti-money laundering … “. Security comes from both sides As a non-cash payment activity, one of the biggest concerns of users when using Mobile Money is information security and safety. Regarding this issue, according to Deputy Director Tran Duy Hai: In the Prime Minister’s decision to allow pilot service, the pilot enterprise must have a system that meets the requirements of ensuring system safety. Level 3 information in accordance with current law. In addition, there must be a system to store the arising Mobile Money transaction history; at the same time, there must be a backup copy of archival information in service of inspection, examination and information provision upon request from competent state management agencies. For accounting documents, enterprises conducting the pilot must store them in accordance with the provisions of the Law on Accounting,… From the point of view of a cybersecurity expert, Deputy Chief Technology Officer of Vietnam Cybersecurity Technology Joint Stock Company Ngo Quoc Vinh also gave warnings about security when people in remote areas approach Mobile. Money. The reason is that people in this area do not have knowledge about network security as well as have no conditions to equip measures to protect equipment or personal data. Cybercriminals will take advantage of that and be well-prepared to target financial theft. Specifically, making the most of fake websites, messages, and information to reach users. Mr. Ngo Quoc Vinh also said that in order to be licensed, service providers must comply with and equip a series of security architectural solutions at the request of the State. Therefore, what businesses need to do is to continuously strictly maintain the state of the system to ensure information security to the highest level. At the same time, continuously improve the security level for users’ terminals when using the service. Meanwhile, users themselves must raise awareness that digital assets are targets for cybercriminals to exploit personal data and steal assets. Users need to follow instructions and directions from authorities in the field of information security. When they comply with that regulation and raise their awareness, the ability to prevent and combat risks will increase. Major Truong Quang Viet said: Viettel has experience in deploying telecommunications services to 70 million users, deploying e-wallets in 6 markets around the world. ViettelPay digital ecosystem is the infrastructure for Viettel to deploy Mobile Money. ViettelPay has ensured that security related regulations meet the world’s leading standards. Besides, Viettel has a network security company that protects users from attacks on the system or stealing accounts. Referring to measures to prevent money laundering, Viettel’s representative said that this enterprise applies big data technology and artificial intelligence to ensure the detection of all unusual transactions. Responding to users’ concerns when the Mobile Money service only transfers within one provider, Deputy Director Tran Duy Hai explained: “Mobile Money accounts can only pay with internal accounts in telecommunications carriers. registration, there is no cross-linking between carriers to help limit risks that may arise during the testing process. After a period of implementation of technical solutions along with evaluation of the results of the test implementation process. point, internetwork can be suggested”.

Moderna CEO Stephane Bancel also said that the company intends to set up a vaccine production facility in Australia this year and this intention is being discussed by the company with the Australian government. Moderna’s Covid-19 vaccine has not been approved in Australia, but the company said it will quickly submit an application to the Therapeutic Goods Administration for approval. Moderna’s vaccine is manufactured on the same mRNA technology platform as Pfizer’s vaccine and is considered highly effective in preventing deaths and hospitalizations due to Covid-19. Moderna’s vaccine has not yet been approved for use by the Australian Drug Administration, but it is being used widely in vaccination programs in the US. Thus, with the agreement with Moderna, Australia has ordered a total of nearly 200 million doses of Covid-19 vaccine, enough to vaccinate nearly four times the population of this country.

China is currently ranked 14th in the Global Innovation Index 2020 ranking and is the number 1 economy among middle-income economies globally. China is also emerging as a major global contributor to patents as it makes strides in strengthening research and development and strengthening intellectual property rights protection.

The country also vowed to make more efforts to promote the shift from pursuing quantity to improving quality in intellectual property work in the 14th Five-Year Plan (2021-25). Mark Snyder, Senior Vice President and Deputy General Counsel of the US chip corporation Qualcomm, said that China has made remarkable achievements in strengthening the protection of intellectual property rights. In recent years, the National Intellectual Property Office of China reviews more than 1 million patent applications each year and issues more than 500,000 of them. This is also the highest number in the world. “The large number of intellectual property filings and cases handled by both the administrative authorities and the intellectual property courts in China is concrete evidence of society’s confidence in the effectiveness of the government’s policies. policies and reform measures taken by the Chinese government on intellectual property. These achievements are also evidence of an unprecedented accumulation of specialized knowledge and experience in the field of intellectual property.” Mark Snyder said. China is also the global leader in the number of international patent applications under the Patent Cooperation Treaty (PCT) system. In 2020, China is the country using this system the most, with nearly 69,000 applications. By filing an international patent application under the PCT, an applicant can claim protection for inventions in a large number of countries. Illustration Specifically, 3 Chinese companies have entered the list of top 10 patent filing companies at PCT. Huawei Technologies Co topped the list, while Chinese display maker BOE Technology Group Co and smartphone maker Oppo ranked seventh and eighth respectively. Jason Ding, head of Huawei’s IPR division, said the company has become one of the world’s largest patent holders thanks to its investment in innovation. By the end of 2020, Huawei held more than 100,000 active patents worldwide. The latest report from German patent analysis firm IPlytics shows that Huawei accounts for 15.39% of global 5G patents or a collection of patent applications that include the same technical content or similarly, as of February 1, this is the highest number in the world. Chinese telecommunications equipment maker ZTE ranked 3rd with 9.81% and Oppo ranked 9th with 3.47%. Feng Ying, Oppo’s Senior Director of Intellectual Property, said that the company will invest more resources in R&D through innovation. Such advancements will certainly impact the overall economic landscape in China. Official data shows that the number of invention patents in China reached a ratio of 15.8 per 10,000 people by the end of 2020, exceeding the target set for the 13th Five-Year Plan (2016-2020). Shen Changyu, head of the National Intellectual Property Administration of China, said that China will further improve the funding and reward policies for patents, and protect and encourage patents. high value institution during the 14th Five-Year Plan period. According to data released by the World Intellectual Property Organization (WIPO) in March 2021, Chinese universities have risen significantly in global rankings of patent applications. In 2020, there were 9/20 top Chinese educational institutions on the WIPO list, an increase of 6 since 2017, extending China’s lead over the US in the number of applications. patent signing. In particular, Shenzhen University, a school only 38 years old but filed the third highest number of international patents in the world in 2020, just behind the University of California and Massachusetts Institute of Technology ( MIT). WIPO data also shows that the institution’s 252 patent applications are more than Johns Hopkins University and Harvard University combined.

Less than two weeks, a number of businesses with licensed mines on the Tra Khuc River (Quang Ngai) sell sand to the market skyrocketing from 90,000 to 170,000 VND.
From the end of March up to now, a number of enterprises with licensed mines on the Tra Khuc River continuously increased the selling price of sand to the market from 90,000 VND to 170,000, to April 23, adjusted to 140,000 VND / m3. .

Facing the closure of illegal sand mining sites, hundreds of truck drivers flocked to Hop Nghia sand mine in Nghia Dung commune, Quang Ngai city in long queues waiting to buy sand on the Tra Khuc river. The price of sand increased dramatically According to truck drivers, the price of sand surged in a short time, making both the driver and the house-builder face many difficulties. “Seeing that many trucks flocked here are too crowded, so we increased the selling price to 170,000 VND / m3 so that they could withdraw less but not shovel the sand in time. Currently, we have reduced the selling price for each sand block to 140,000 VND” explains Hop Nghia sand mine management staff Dozens of trucks line up to buy sand on Tra Khuc River in Village 6, Nghia Dung Commune, Quang Ngai City. If they neglect to declare or issue an invoice, they will violate the tax law and be fined and collect money. tax like any other business, “Trung stressed. Competition is not fair According to businesses, it takes from 6 months to a year to complete sand mine auction procedures, including: Documenting exploration, reserve assessment, hiring a consultant to design documents, assess the environmental impact. school, gathering community opinions, handing over landmarks … Mining auctions have to pay billions of VND in natural resources tax, large costs to hire consultants to prepare design documents, assess environmental impacts, collect community opinions … “We have to adjust the selling price of sand to compensate for the losses of mine auction costs. Meanwhile, the sand exploiters sold to the market about 50,000 VND / m3 (the selling price is 3 times lower than that). compared to mining auctions) causing unfair competition “, said representative of Phu Gia Thinh Construction One Member Co., Ltd. Sand is scarce, some businesses voluntarily raise the selling price of construction sand, causing many difficulties for people. Photo: Minh Hoang. Mr. Dang Van Minh, Chairman of Quang Ngai Provincial People’s Committee, acknowledged that there are many sand mines granted to public investment projects, providing for public investment projects, one, but ten. “Enterprise auctioned sand mines at high prices but could not sell because the illegal sand mining units dumped the price. This led to the consequences of unfair competition from enterprises, creating injustice in the management of natural resources. So I ask all branches and localities to inspect and handle this situation completely, ”Mr. Minh said. Meanwhile, Mr. Tran Phuoc Hien, Vice Chairman of Quang Ngai Provincial People’s Committee, said that the auction plan for the right to exploit sand and gravel in the river bed submitted by the Department of Natural Resources and Environment was not consistent with the mineral planning. building materials, planning and regulation of rivers, planning of inland waterways … Mr. Hien noted that the eligible for licensing sand and gravel mines must be in line with the relevant sector plans and comply with the provisions of law. The localities must check the feasibility and effectiveness of the sand and gravel mines put into the auction, to avoid the situation of not being able to organize the exploitation after the units win the auction. Currently, the three sand mines on the Tra Khuc River (Quang Ngai) have valid exploitation permits. In which, in 2018, Hop Nghia Investment and Development Joint Stock Company auctioned a sand mine in village 6, Nghia Dung commune, Quang Ngai city with an area of 11 hectares with about 18.2 billion VND. Lung Lo Infrastructure Investment Joint Stock Company 251 auctioned a 3-hectare sand mine in Phuoc Loc village, Tinh Son commune, Son Tinh district, for 5.7 billion dong. Phu Gia Thinh Construction One Member Company Limited auctioned a 3.5-hectare sand mine in Dien Nien village, Tinh Son commune, Son Tinh district for 2.7 billion dong.

On June 13, 2016, the Provincial People’s Committee issued Official Letter No. 894 / UBND-TNMT on the improvement of agricultural land that has been assigned to households and individuals. Accordingly, the Provincial People’s Committee authorizes the People’s Committees of districts, towns and cities to grant permits to renovate agricultural land which has been assigned to households and individuals, in combination with full recovery of leveling land. According to incomplete reported data, the implementation of Official Letter No. 894 / UBND-TNMT of the Provincial People’s Committee and Official Letter No. 702 / STNMT-KS, dated April 20, 2017, Official Letter No. 752 / STNMT-KS, dated 26 -4-2017 of the Department of Natural Resources and Environment (TN-MT) on the guidance of licensing procedures for the improvement of agricultural land assigned to households and individuals to combine land reclamation, to date, People’s Committees of districts, towns and cities have granted permits for about 200 cases. According to the general assessment of districts, towns, cities and households and individuals licensed to renovate agricultural land, this is a very right policy and popular with people when many problems have been solved. and contribute to promoting local socio-economic development. Therefore, the majority of households and individuals licensed to renovate agricultural land have coordinated with contracting units to perform the ground improvement combined with fully reclamation of leveling land in accordance with the plan, exploiting the right location and licensed area. After being licensed and conducting land improvement, many individual households have abandoned the improved land, did not implement the land recovery plan, planted trees for environmental restoration … according to regulations. Along with that, the fulfillment of financial obligations towards the State, such as: fees for granting mineral mining rights, environmental protection fees, royalties … are fully implemented by households in accordance with regulations. . Land reclamation is carried out from the actual needs of land users to facilitate production. The process of licensing for ground improvement in combination with salvaging land for reclamation has made good use of backfill resources to meet the national goal of building a new countryside (NTM), building infrastructure. floors, land fund creation and production development projects. This issue not only makes an important contribution to socio-economic development but also increases revenue for the local budget; At the same time, to limit the illegal exploitation of land and leveling … * There have been variable generals in implementation In addition to the above positive results, the reflection of voters to the press agencies and the inspection and examination of the authorities shows that: many of the following households and individuals When licensed by the competent authorities (usually these fully renovated land mines are only licensed for a period of 12 months-PV), this license has turned into a “talisman” called “land mine”. exploiting, and then actively exploiting minerals. In many cases, the exploitation exceeds the height, depth and reserves; There are even a few cases of “forgetting” the back ground work or in other words, after the mineral recovery did not comply with the original commitment dossier when applying for a license or having done it, it was just as follows. coping mode. Because the main purpose of the households, this individual is to take advantage of the policy to apply for permits and create a land improvement “cover” to sell land for profit. It is worth mentioning that, taking advantage of this policy, many households are licensed to reclaim land with full use of leveling land with the volume of hundreds of thousands of m3 / year. In particular, there is a situation that some households have taken advantage of exploiting the neighboring land areas even though they have not been licensed to gain illicit profits. The areas assessed as “hot” in the exploitation of landfill are the districts: Quang Trach, Bo Trach, Quang Ninh and Le Thuy. After that, the violations were detected by the People’s Committees of districts, towns, cities and functional agencies and strictly dealt with administrative violations. Specifically, many cases were fined for administrative violations with a fine of 45 million VND, forced to pay back the illicit profits from illegal land exploitation more than 100 million VND / case of violation; At the same time, the license granted. However, these violations have caused pollution, environmental degradation and changed land use purposes, significantly affecting the flora, leaving negative public opinion among the people. * It is necessary to seriously and effectively implement the direction of the Provincial People’s Committee Immediately detecting the above situation, in recent years, the provincial People’s Committee has issued many documents directing to strengthen the state management in exploiting land and leveling in the province. Mr. Phan Xuan Tuan, Head of the Department of Minerals (Department of Natural Resources and Environment), said that, in the face of this fact, to follow the instructions of the Provincial People’s Committee and to manage well the cases of licensing for ground improvement with full recovery of leveling land. Department of Natural Resources and Environment has also issued many documents to direct to districts, towns and cities. Documents of the Department suggest localities to strengthen and improve the quality of inspection, supervision and appraisal of documents to ensure that the land improvement does not cause major terrain distortions, environmental pollution and waste. resource fees for projects that allow ground improvement in combination with full recovery of land and leveling; strengthen inspection and supervision and take effective measures to promptly prevent and strictly handle violations. Special note, the renovation does not affect the safety of power lines, lakes, irrigation dams and other construction works. One point of land improvement with land salvage shows signs of environmental degradation and changes in land use purposes, significantly affecting the flora … The Department requires districts, cities, towns and communes to closely monitor the reserves allowed to be exploited, to improve and restore the environment and plant trees after harvesting, to avoid taking advantage of ground improvement to illegal mineral exploitation. In case of detecting a violation, it shall be strictly handled according to law provisions. Along with that, it is required that households and individuals that have been licensed to renovate agricultural land combined with fully reclaiming land and leveling will soon complete the project in accordance with the approved plan. In front of the direction of the Provincial People’s Committee and the Department of Natural Resources and Environment, the leaders of the People’s Committees of Quang Trach, Bo Trach, Quang Ninh, Le Thuy districts … said that they continued to direct the specialized departments and the People’s Committees of communes to strengthen the state management of minerals with the inspection and supervision of the implementation of plans on ground improvement with full recovery of land and leveling by households and individuals in accordance with regulations; promptly detect and strictly handle violations; request households to exploit too deeply to allow leveling, planting trees to restore the environment in the exploited area; calculating retrospective collection of fees for granting mineral mining rights and related fees for households who illegally exploit land. For cases of serious violations, in addition to handling violations according to the provisions of law, a decision to revoke the granted license will also be issued. In addition, the People’s Committee should strengthen the propaganda, dissemination and education of the law on minerals; mobilize people not to illegally exploit, purchase, store and transport minerals; detecting and denouncing organizations and individuals that illegally exploit minerals … Districts, towns, cities, communes, wards, functional units need to seriously implement and have effective solutions to well implement the instructions of the Provincial People’s Committee …
