Minister of Information and Communications Nguyen Manh Hung. Speaking at the online conference on state management in the second quarter of 2021 held recently by the Ministry of Information and Communications, Minister Nguyen Manh Hung emphasized the need to clean up cyberspace. The head of the Ministry of Information and Communications noted that localities, ministries and branches must closely monitor and make the cyberspace in their localities and their industries clean and healthy. “In the real world we have been doing pretty well, we have to do the same thing in the digital world,” Hung said. The leader of the Ministry of Information and Communications also pointed out the fact that many ministries, branches, localities and some Departments of Information and Communications have not actively participated in cleaning up cyberspace. Cyberspace is the space of all fields, all ministries, branches and localities, it is not the space of the information and communication industry. “Many gaps exist in cyberspace and are being exploited. A lot of individuals and organizations are being hurt in cyberspace and this ‘pain’ is the first responsibility, first of all, of the Ministry of Information and Communications. “, said Minister Nguyen Manh Hung. Affirming the responsibility of the Ministry of Information and Communications to maintain the health of this new space, the Minister assigned Deputy Minister Hoang Vinh Bao and Deputy Minister Nguyen Huy Dung to discuss with each other so that this July, they will issue instructions on how to do and necessary tools to ensure the health of the entire country’s cyberspace, promulgating documents related to other ministries, branches, localities and other fields. Minister Nguyen Manh Hung requested that one of the things that needs to be done immediately to ensure the health of cyberspace is the movement of individuals, businesses, and organizations… to clean platforms. The Ministry of Information and Communications has to do the task of evaluating and announcing clean platforms. Departments and departments in charge of any field will set evaluation criteria and announce clean platforms in their fields. “The press and media system of the whole country must actively propagate and propagate daily so that people, organizations and businesses move to a healthier environment. Although we are late, we must strongly clean up the living environment in cyberspace and don’t leave it too late,” the Minister emphasized. Regarding the issue of “telecommunications garbage”, at this meeting, Minister Nguyen Manh Hung assigned Deputy Minister Phan Tam to take the strongest measures to thoroughly handle in 2021 the problem of junk SIM, news Spam messages, spam calls… “Mobile phone numbers will be used as digital identifiers, user identifiers on social platforms, mobile money payments, so the phone number must be correctly identified,” Minister Nguyen Manh Hung pointed out. religion.

According to information from the National Center for Technology for Covid-19 Prevention and Control, two types of smart bracelets that support the management of isolated and post-isolation people developed by Vietnamese technology enterprises are expected to be tested. in the next week.

The first type is the Bluezone smart bracelet, manufactured by a Vietnamese enterprise. Expected price is 6 USD / unit (about 138,000 VND). The bracelet uses Bluezone open source core, 30-day battery, and is used in cases where smartphones are not used like in factories, used for the elderly … to support monitoring, medical declaration… (Illustration) The second type is a GPS navigation bracelet to help manage in the isolation area, priced at 35 USD/piece (equivalent to 800,000 VND). This bracelet will identify the wearer’s location, have a warning to destroy or remove the bracelet; 30 days battery, can be charged repeatedly and reused. The bracelet has a warning sent to the quarantined person, the medical officer in charge when leaving the allowed range or violating the predetermined route. Before that, following the request of the National Steering Committee for Covid-19 Prevention and Control to complete the application to manage entry people from the time of entry, at the isolation area and to monitor their health after the end of the quarantine period. In the case of centralized isolation, the Ministry of Information and Communications (TT&TT) has proposed to apply a specialized bracelet to support the monitoring of people in centralized and post-isolation isolation developed by Vietnamese technology enterprises. According to the Ministry of Information and Communications, some countries have exported solutions to monitor quarantined subjects, but the use of available foreign solutions will lead to many limitations in mastering and customizing to suit the Vietnamese context. Male. The purchase of foreign solutions is also dependent on the production capacity of the partner, which can significantly affect the Covid-19 prevention and control plan. Meanwhile, Vietnamese enterprises now also have solutions (mastering technology and data stored in Vietnam) and sufficient production capacity, ready to deploy on a large scale in a short time. The tracking bracelet solution could open up a new direction of management for low-risk quarantined people. They will be fitted with a bracelet to monitor their self-isolation at home. This approach helps to reduce the risk of cross-infection in the isolation area, and at the same time eases the social burden, especially the team working in epidemic prevention and control.

The Ministry of Information and Communications has proposed mandatory use of Bluezone application. Smartphone users are required to use an application to identify close contact when going to a public place, where there are many people.
The Department of Informatization (Ministry of Information & Communications – TT & TT) has just issued Official Letter No. 733 on the application of technology to prevent and control the Covid-19 epidemic at agencies and units under the Ministry.

Accordingly, in the face of increasingly complicated developments of the Covid-19 epidemic in the city, the Department of Informatization recommends agencies and units under the Ministry of Information and Communications to use technological solutions for medical declaration. Manage people entering and exiting the office. Specifically, in addition to officials, civil servants, public employees, and employees in the agency, all guests coming to contact work are required to install and turn on the application to install the Bluezone proximity detection application before go to work. This rule only excludes those who do not use smartphones. Bluezone application is the most effective tool to trace people suspected of being infected with Covid-19. Photo: Trong Dat At the entrance of offices and units under the Ministry of Information and Communications, the Department of Informatization recommends that you paste a QR Code to install the Bluezone application at a recognizable location to support users. Guests who come to work at agencies and headquarters of the Ministry of Information and Communications also need to make an electronic medical declaration. The declaration will be made on 1 of 3 applications Bluezone, NCOVI, Vietnam Health Declaration or on website tokhaiyte.vn. The paper medical declaration will only be applied to those who do not have a smartphone. In addition, agencies and units in the Ministry of Information and Communications have also been advised to manage people entering and leaving the office by scanning QR codes. To do this, units need to register for a “quarantine point” and get their QR code at website tokhaiyte.vn. This QR code will be printed and pasted at a recognizable location at the entrance of each agency or unit. Scanning QR codes is a measure to save users’ epidemiological milestones. Guests coming to contact business will be forced to scan a QR code for quarantine using one of the 3 applications Bluezone, NCOVI, Vietnam Health Declaration. In the event that after scanning the quarantine QR code, the application says that the user has not made a medical declaration or the declaration has expired, they will be forced to make a medical declaration and re-scan the code. At the entrance to the offices, the Department of Informatization also recommends arranging a department to check and monitor the scanning of quarantine QR codes of employees and visitors to contact for work. Using the Bluezone tracing app, electronic medical declarations and scanning QR codes for quarantine are just 3 of the 5 anti-epidemic solutions with technology proposed by the Ministry of Information and Communications to localities. Previously, sharing at the current news at 19:00 on May 26 of Vietnam Television, Deputy Minister of Information and Communications Nguyen Huy Dung said that renewing the approach to technology in Covid-19 prevention and control is a combination balance between “defence” and “attack”. In terms of technology, “attack” is the mandatory use of some key applications to prevent Covid-19, instead of just recommending as before. If before, data was distributed by application, now data must be managed centrally. Deputy Minister of Information and Communications Nguyen Huy Dung. The Ministry of Information and Communications has proposed mandatory use of Bluezone application. Workers in industrial parks, factories and enterprises are required to make medical declarations. People using smartphones are required to use an application to identify close contact when going to a public place, where there are many people. Public places and offices must control people coming, going, leaving and entering by scanning QR codes. The fourth measure is to use technology to support the monitoring of people in medical isolation. According to Deputy Minister Nguyen Huy Dung, turning on Bluetooth and using the Bluezone application when going to public places will help users protect themselves, protect the community, assist in zoning out the epidemic, and quickly trace. When that happens, it will also help isolate high-risk people, rather than everyone. For agencies and organizations, effective disease prevention will help agencies, organizations, factories and enterprises maintain normal production and business activities. Trong Dat

The device uses GPS technology to record location, battery runs for 30 days, can send an alert if vandalism is detected or out of quarantine.
The Ministry of Information and Communications (TT&TT) has sent a document to the National Steering Committee for Covid-19 Prevention and Control to propose the application of a dedicated bracelet to support the monitoring of people in concentrated isolation and after concentrated isolation.

Using the bracelet to manage people in Covid-19 isolation. Emphasizing that the need for isolation monitoring in Vietnam is very large and urgent, the Ministry of Information and Communications pointed out that it is necessary to soon introduce digital technology solutions to implement automatic monitoring, improve monitoring efficiency, and reduce the load on staff. isolation areas and functional forces. In the world, there are a number of countries that have exported solutions to monitor quarantined subjects. But the Ministry of Information and Communications believes that using available foreign solutions will lead to many limitations in mastering and customizing to suit the Vietnamese context. Buying foreign solutions is also dependent on the production capacity of partners, which can significantly affect Vietnam’s Covid-19 prevention and control plan. Through the survey, Vietnamese enterprises now also have solutions (owning technology and data stored in Vietnam) and sufficient production capacity, ready to deploy on a large scale in a short time. Proposing an option to apply a dedicated bracelet to manage people, the Ministry of Information and Communications said that this device uses GPS technology to record locations, the battery runs for 30 days, has Can send an alert if vandalism is detected or out of the quarantine area. The Ministry of Information and Communications proposed that the National Steering Committee on Covid-19 Prevention and Control assign the Ministry to assume the prime responsibility for, and direct a number of domestic enterprises to research, produce and test using the socialization budget. It is expected that the time to research and customize the product to suit the requirements and mass production in large quantities is about 4 weeks after the technical plan and policy is approved. Currently, the solution of using specialized bracelets in the prevention of Covid-19 has been applied by a number of countries and territories around the world. The two main functions of the dedicated bracelet are: Proximity detection based on Bluetooth low energy technology (with the same operating mechanism as tracing applications); Compliance checking of subjects undergoing mandatory medical isolation based on GPS positioning technology. The use of a dedicated bracelet will overcome some disadvantages such as: Users do not have or cannot use smartphones, users actively turn off Bluetooth or GPS, users do not carry smartphones with them or turn off smartphones. Depending on the needs and methods of epidemic prevention and control of each country and territory, the use of bracelets with either or both of the above technologies is prescribed. For example, Singapore has put into use both close contact detection equipment and equipment to support mandatory isolation monitoring.

There have been 32 million downloads of the Bluezone app. This is the statistics of the Department of Informatization (Ministry of Information and Communications) on Bluezone – the most effective technology solution to prevent and combat Covid-19.

The number of people downloading and using Bluezone has increased sharply recently, since the new wave of the Covid-19 epidemic broke out in Vietnam. According to information from the Department of Informatization, as of 5pm on May 11, the Bluezone application has surpassed 31.88 million downloads. The number of downloads of Bluezone applications has increased by 131,000 times compared to May 10 and 1.3 million times compared to April 28 – the beginning of the wave. Covid-19 The current. Many people have downloaded and used the Bluezone application when they heard about new developments about the situation of the Covid-19 epidemic in Vietnam. The Department of Informatization also said that out of a total of nearly 32 million downloads of Bluezone application, the total number of phone number subscribers has surpassed 20 million. These are encouraging results for epidemic prevention and control in Vietnam, especially when Bluezone is currently one of the five recommended technology solutions to combat the spread of Covid-19. Currently, Da Nang, Hai Duong, Hanoi, Quang Ninh, and Ho Chi Minh City are the 5 leading localities in the country in terms of the percentage of Bluezone users in terms of the total population. Accordingly, there were 491,000 Bluezone users in Da Nang (accounting for 43.28%). This number in Hai Duong is 676,000 people (accounting for 39.65%) and in Hanoi is more than 3 million people (37.74%). The number of Bluezone users in the remaining provinces in the top 5 are Quang Ninh 470,600 people (accounting for 35.64%) and Ho Chi Minh City 2.8 million people (accounting for 31%). In the opposite direction, the provinces of Thanh Hoa, Nam Dinh, Dak Lak, Nghe An and Dien Bien are ranked at the bottom with a low percentage of Bluezone users, accounting for less than 14% of the total population. Bluezone is currently the most effective technology solution to prevent and combat Covid-19. Bluezone is an application that records contact history, thereby providing early warning and helping to accurately trace people suspected of being infected with Covid-19. The effectiveness of Bluezone has been proven when this application helps health authorities trace thousands of suspected cases of close contact with infected people or new suspected infected people. Notably, 17 positive cases were found thanks to Bluezone during the second outbreak in Hai Duong in January 2021. These are all cases found outside of the trace list by normal epidemiological investigation. The advantage of Bluezone is to help detect early cases of close contact with people infected with (suspected) Covid-19 but do not know or have no symptoms of the disease. Bluezone users will therefore be warned early in case they have ever been in contact with a potential carrier. The use of Bluezone in combination with epidemiological investigation methods will help minimize the number of people who have to be isolated. Instead of thousands of people having to go to quarantine for prevention as before, the number of quarantined people will now be reduced to a minimum. According to experts’ estimates, for Bluezone to be effective, the percentage of users of this application must reach at least 60% of the adult population. In Vietnam, 50 million people install and use Bluezone is enough to effectively protect the whole community. Currently, the number of Bluezone users in Vietnam is still low. Therefore, for the application to be effective, it is necessary to have the cooperation of the whole community through downloading and using Bluezone. Trong Dat How to install Bluezone to help warn people suspected of being infected with Covid-19:

To receive alerts from Bluezone, the first thing to do is to download and install this application.

Build a new generation of social media “make in Vietnam” that is responsible for users At the meeting of State management in the first quarter of 2021 of the Ministry of Information and Communications, Minister Nguyen Manh Hung emphasized that from 2021 onwards, the Ministry of Information and Communications will announce “big problems” to the society. in order to call on agencies and businesses to join hands, contribute together to come up with solutions. On this occasion, the Minister of Information and Communications gave three problems for Vietnamese technology enterprises to come up with a “make in Vietnam” solution. Firstly, building a new generation social network (MXH): from a centralized data model to a distributed model, moving towards users who own their own data instead of all user data belonging to the network operator. Social networks are smaller, more customer oriented, and even charge fees; The platform addresses a social need and then becomes social media. MXH audio, voice communication; MXH ensures information security for users; Business social network for internal communication; publicity of the algorithm; MXH is social infrastructure, so it must be clean, responsible for users and to the society; MXH is the foundation, so it is necessary to share the value with users… These are the new features and features of the social network to replace the first generation. “This is an opportunity for Vietnamese businesses to develop new generation social networks” – The Minister stated. Second, the need to build a new generation of search engine, aiming to ask a question that will have a reliable, usable answer instead of asking a question with millions of answers without knowing reliability. Besides, there is a phenomenon of people paying high advertising fees, the answer will appear first, so knowledge has been corrupted by money. Therefore, the new search engine must aim to communicate with the search engine through voice, which will be friendlier and closer to the user. Third, aiming to build personal museums in the digital environment and towards an immortal digital version that can interact with living people. The year 2021 is the first year the TT-TT industry implements the National Strategy of Digital Transformation (CDS) with the aim of leading the country. Accordingly, Minister Nguyen Manh Hung requires excellent strategy to lead, have breakthrough vision and solutions. In particular, the digital infrastructure strategy focuses on 5G and cloud, technology and infrastructure provided in the form of services, as a number of essential platforms, with a smartphone per person, per household. The family has a fiber-optic internet connection and HTS Vietnam must be in the top 30 in the world by 2025.

HTC International Telecommunication Joint Stock Company (HTC-ITC) has officially put into operation the ecoDC data center (Eco Data Center) in Lang high-tech park – Hoa Lac (Hanoi).

This is the first data center in Vietnam that meets Uptime Tier 3 standards in both design (TCCD) and construction and operation (TCCF).

Uptime Tier 3 is the 3rd on the Uptime Institute’s four-tiered data center scale.

To achieve this standard, a Data Center system must ensure uptime (uptime) of 99.982% or more and downtime (downtime) not more than 1.6 hours per year.

In addition, this system must be capable of redundancy to still be able to operate if the power is lost for up to 72 consecutive hours.

To meet the strict standards of Uptime Institute, ecoDC uses 100% of infrastructure equipment from two strategic partners, Delta and Arista.

Besides, this Data Center also uses an inrow cooling system. This is an energy saving technology for the first time deployed in Vietnam with the ability to control the cooling temperature to each server.

This system includes air conditioning running along the rack with hot air intake assist. Thanks to that, ecoDC can increase cooling efficiency and reduce power consumption.

Vietnam has the first data center with 2 Uptime Tier 3 standards. Photo: Trong Dat

Vietnam currently has a total of 5 Data Center systems meeting Uptime Tier 3 standards. However, these systems only meet Uptime Tier 3 standard in terms of design.

This data center costs the developer about 100 billion VND. Currently, the system has been completed with 6 PODs (box-type data centers) with a total of 150 racks (network cabinets). EcoDC will officially launch and start operating from April 2021.

Sharing at this event, Deputy Minister of Information and Communications Nguyen Huy Dung said that the ecoDC data center meeting both Uptime Tier 3 standards in design and operation is a serious work result of HTC-ITC. This will also be a solid step in the process of transforming the number of countries.

According to Deputy Minister Nguyen Huy Dung, in order to have a lasting and strong development, enterprises must associate their mission with the national one.

Vietnam is implementing digital transformation, moving all activities from real space to cyberspace, from real to digital environment.

In the National Digital Transformation program, the Ministry of Information and Communications determined that Vietnam must develop digital infrastructure, including broadband telecommunications infrastructure, cloud computing, electronic identification and authentication. Vietnam is also realizing the vision that each citizen has a smartphone, each household has an Internet fiber optic cable connection.

The most fundamental difference between telecom and digital infrastructure is data centers and cloud computing platforms that make IT a service accessible to everyone.

In that process, businesses need to receive the mission that is in sync with the country’s mission.

Deputy Minister Nguyen Huy Dung suggested, as an enterprise providing basic infrastructure, HTC-ITC should soon work with functional units of the Ministry of Information and Communications to meet the technical requirements set forth for the ensure network operation and safety.

As a platform provider, HTC-ITC assumes the mission of being a “giant shoulder” for small and medium enterprises and for the Vietnamese digital transformation process.

Australia’s victory over Facebook over paying for news is seen as a clear lesson for Vietnam in the fight against piracy.

To eliminate the “problem” that has eroded the press’s revenue as well as the reputation of the media for many years, not only the efforts of the content production units are needed, but also the drastic participation of the agency state management.

Lessons from the Australian war with Facebook
The incident stems from a bill called the Communications Negotiation Law, which was introduced by the Australian Government in 2020 when the state news agency could not reach a voluntary agreement with companies. technology in the face of difficulties caused by Covid-19. On February 18, Facebook removed the entire data feed of dozens of Australian media outlets and restricted the sharing of news content in the country.

The situation of media piracy in Vietnam is increasing. Photo: Victory

Some Australian emergency services have been seriously affected after the move, including pages that report on the Covid-19 epidemic, wildfires or tornadoes … However, soon after, the Prime Minister Australia Scott Morrison took a tough national stance in his assertion: Facebook’s actions were arrogant and disappointing.
Faced with the uncompromising attitude of the Australian side, on February 20, Facebook was forced to return to the negotiating table. On February 23, after reaching an agreement, Facebook restored the operation of Australian news sites on the social network. Specifically, the Australian government has agreed to make some amendments to the law to address Facebook’s concerns with the fact that it has to pay news agencies. In addition, Facebook will conduct specific negotiations on the fees payable for news agencies with content appearing on its platform.
On February 25, the Australian Government officially passed the Law on Negotiation of Digital Platforms and Media, thereby becoming the first country in the world to have its own agency to decide the price of the guys. The tech giant pays if trade negotiations with local news outlets are unsuccessful. This new law will ensure that news companies are paid fair remuneration for the content they create, helping to maintain journalism.
Thus, it can be seen that, although the real tension only lasted for about a week, the impact was extremely great when the Australian Government helped the media in this country get paid properly for their labor. they spend, at the same time creating a stable source of income for many years to come.
What should the Vietnamese press do?
It can be said that the most important factors for the Australian press to win against Facebook are the solidarity between the press agencies in the country as well as the drastic and uncompromising action from the government. At the forum “Copyright protection of press works” held in November 2020, Deputy Minister of Information and Communications Hoang Vinh Bao made a commitment to work closely with press agencies to eliminate the situation of piracy.

When encountering the phenomenon of copyright infringement, the press agencies need to set up a section to keep track of the violations, collate information, and submit written petitions to the competent agency to propose handling. At the same time, closely coordinate with state management agencies in the process of developing legal documents related to copyright issues and closely participate in the implementation process, comment on amendments to legal documents. copy.
On the other hand, press agencies also need to link together and link with network enterprises providing services to comply with the law on copyright issues on the basis of sharing interests, promoting advantages. strong. Not only that, it is also necessary to study, review and consult the experiences of other countries in the handling of copyright of press works, refer to how to trace and protect copyright to best protect the products. intellectual property of their own … – Deputy Minister Hoang Vinh Bao offers a solution.
Recognizing that the press copyright infringement originated mainly from the spread of news websites, right from the end of 2019, the Ministry of Information and Communications has launched a series of solutions to rectify as well as improve efficiency. State management results for this group. Specifically, the licensing of general websites has been suspended, and at the same time, strengthening the review with licensed news sites, if there is a situation of taking articles from newspapers and magazines without asking for permission. or acts like electronic newspapers are subject to administrative penalties to license revocation.
In addition, since November 15, 2019, news websites that synthesize news and articles from press agencies are required to have a written agreement, and at the same time must show the link. For access to the news, the original article is below the news, the article is retrieved.
At a lower level, one of the solutions given to limit piracy supported by many press agencies is to form a coalition of press – management agencies – technology enterprises to take advantage of its own strength thereby eliminating “spending time” which has been aching for many years. And the establishment of the Digital Copyright Center under the Vietnam Digital Media Association at the end of 2020 is one of the concrete strides when for the first time in Vietnam there is a unit applying technology to monitor micro-crime. piracy of the press.
The Digital Copyright Center will apply technology solutions to help press agencies to track their products in real time, thereby determining whether piracy is violated and the extent of infringement. percentage, thereby providing a solution to prevent. Currently the Center’s system has scanned over 600 newspapers, forums, blogs, 90 million Facebook profiles, 2 million pages and 3 million groups on social networks like Facebook and YouTube …
According to the director of the Center for Digital Copyright Hoang Dinh Chung, to thoroughly deal with copyright infringement, the press requires intervention by technology, not manually. Violators often use technology to commit violations, so only technology can stop them. With being able to scan the press works through content, images, audio or video … automatically, detecting violations is very easy and fast.
It is known that the Digital Copyright Center now has many partners who are major newspapers such as VOV TV channel, Tuoi Tien Phong and Children newspaper, Literature and Art Times, People’s Deputies Newspaper .. .

Countries are claiming benefits for the press from Facebook, Google

The United States: This country’s Alliance for News and Communications, with nearly 2,000 member organizations, is lobbying Australia to develop the “Conservation and Competition Press Act”, allowing publishers to negotiate with Online platform for content distribution terms. Canada: After a campaign in 2020 launched by 105 local newspapers, the Government of Canada has pledged to enact new laws forcing tech giants to pay for news content to appear on its platform. surname. – France: The French Competition Authority for many years has come up with solutions to call for technology platforms to pay for news. So far, Google is signing a deal worth $ 76 million with a series of French news agencies, allowing their news content to appear on Google News Showcase.
