The Prime Minister issued Decision No. 942/QD-TTg dated June 15, 2021 approving the Strategy for E-Government Development towards Digital Government in the 2021 – 2025 period, with a vision to 2030. This is a important turning point of digital transformation in general and development of digital government in particular of Vietnam.
The Strategy for E-Government Development towards Digital Government in the 2021-2025 period, with a vision to 2030, has many new and breakthroughs in strategic vision and strategic thought with breakthrough solutions that are to use the using an open platform and orientation to promote the development of digital government.

Introduce the concept of digital government for the first time Digital government is essentially e-government, with changes in approach and implementation thanks to the development of digital technology. Therefore, when we say that developing digital government means developing e-government, digital government includes e-government. Illustration E-Government, in simple terms, is the “four Nos”, capable of meeting face-to-face, processing paperless documents, handling contactless administrative procedures and making non-cash payments. Digital government is e-government, adding “four Yess”, having all safe actions in the digital environment, being able to provide new services quickly, having the ability to use resources optimally, and being able to ability to create development, lead the country’s digital transformation, effectively solve major problems in socio-economic development and management. The strategic vision is to raise a high flag The vision is that Vietnam has a high level of e-government and digital government development index in the world, belongs to the top 50 leading countries by 2025, and belongs to the top 30 countries by 2030 according to the ranking of the World Bank. United Nations. Raise a high flag, which means a big mission and goal, to gather forces and attract talents both at home and abroad to join. When Vietnamese people join hands and unite, difficulties and challenges will become smaller. For the first time, localities will develop plans to secure annual funding from the state budget for digital government, striving for a higher spending rate than the world average. Countries currently spend about 1-2% of total state budget spending on digital government, in particular, some countries such as Singapore and South Korea spend a higher percentage. Strategic thinking is fast action In the fourth industrial revolution, countries that pioneer, go ahead and act quickly will have the opportunity to develop breakthroughs. In other words, in the digital age, it is not the big fish that eat the small fish, but the fast fish that swallow the slow fish. The strategy sets out the basic goal of completing e-government development targets by 2021 and forming a digital government by 2025. Breakthrough solution is to use open platform and orientation The digital platform is identified as a breakthrough solution to promote faster digital government development, reduce costs, and increase efficiency. The platform was created by excellent digital technology businesses, allowing agencies, organizations and individuals to use it as a service instead of having to invest and operate it themselves. Open orientation for people, businesses and other organizations to appropriately participate in the activities of state agencies, interact with state agencies to jointly enhance transparency, improve service quality, and solve problems and jointly create value for society. Not only serving people, businesses and society As before, usually, developing e-government sets the goal of better serving people, businesses and society. This strategy also aims to equip working tools so that cadres, civil servants and public employees can best perform their tasks, that is, virtual assistants or platforms for working and collaborating on the environment. number.

With the development orientation towards Digital Government, the way of serving people and businesses will be transformed.
On June 15, the Prime Minister issued Decision No. 942/QD-TTg approving the e-Government development strategy towards the digital government in the 2021-2025 period, with a vision to 2030.

This is the first time the Government has introduced the concept of Digital Government. Accordingly, digital government is essentially e-government, with changes in approach and implementation thanks to the development of digital technology. “Solving administrative procedures without contact” is one of the four criteria of e-Government. Photo: VGP. The strategy clearly states that by 2030, Vietnam is in the group of 30 leading countries in the development index of e-government and digital government according to the United Nations ranking. Digital government will transform the way people and businesses are served. From there, it helps to reduce costs, increase the productivity of businesses, create favorable conditions, and bring satisfaction to people. The ultimate goal is for people and businesses to participate more in the activities of state agencies, jointly creating values, benefits, satisfaction, trust and social consensus. The digital government also transforms the way it is organised, operated, working environment and tools so that cadres, civil servants and public employees can best perform their duties. For each stage, specific goals are set with basic targets. By 2025, the strategy sets five goals including providing quality services to serve society; widely mobilize the participation of society; optimal operation of state agencies’ activities; effectively solve major problems in socio-economic development, and make breakthrough changes in national ranking. Regarding the national key tasks, the strategy clearly states 6 tasks including: Perfecting the legal environment, developing digital infrastructure; develop digital platforms and national scale systems; develop national digital data; development of national applications and services; ensure the safety and security of the national network. These six tasks are also the key tasks of ministries, branches and localities to implement within their respective sectors, domains and localities. The strategy clearly states 10 solutions for implementation, including solutions on: Organization, apparatus, network; training and fostering digital skills; propaganda, dissemination and awareness raising; cooperation between state agencies and enterprises; researching, developing and mastering core technologies; standardization and restructuring of business processes; international cooperation… According to Minister of Information and Communications Nguyen Manh Hung, e-Government targets will be basically completed in 2021, with a focus on level 4 online public services reaching 100%. The digital government will be formed in 2025. Accordingly, government services are provided automatically 24/7 according to demand, new public services are provided in a timely manner and on the basis of open data. Digital government is essentially e-government, with changes in approach and implementation thanks to the development of digital technology. Therefore, when we say that developing digital government means developing e-government, digital government includes e-government. E-Government, simply understood, is the “four Nos”, including the ability to meet face-to-face, process paperless documents, handle contactless administrative procedures and make non-cash payments. Digital government is e-government, adding “four Yess”, having all safe actions in the digital environment, being able to provide new services quickly, having the ability to use resources optimally, and being able to ability to create development, lead the country’s digital transformation, effectively solve major problems in socio-economic development and management.

The bat’s sense of direction are the eyes. Mammals see with the eyes, hear with the ears, and smell with the nose. But which senses or organs allow them to direct their migration, sometimes beyond their feeding area and thus require extensive orientation? Scientific experiments led by the Leibniz Institute for Animal and Wildlife Research (Leibniz-IZW) led by Professor Richard A. Holland (Bangor University, UK) and Dr. Gunārs P ē tersons (Latvian University of Life Sciences and Technology). It shows that the cornea of the eye is now an important sensory site for bat migration. If the cornea is anesthetized, another sense of reliable direction is disturbed while its ability to detect light remains unaffected. The article was published in the scientific journal Communications Biology. In the bats of an experimental group, the scientists localized the cornea with a drop of oxybuprocaine. This surface anesthetic is widely used in ophthalmology, where it is used to temporarily desensitize the cornea when the human or animal eye is overly irritated. However, the influence on the orientation has not been noted before. In another group of experimental bats, the team anesthetized the cornea of one eye. Individuals in the control group received no anesthesia, but instead received an isotonic saline solution as eye drops. All animals in this scientific experiment were caught in a migration corridor on the Baltic coast and released individually in open fields 11 km from the capture site. First, scientists used bat detectors to ensure that there were no other bats in the field at the time of releasing the test animals. One observes the movement of the released bats not knowing how the bats have been treated experimentally. Dr. Oliver Lindecke, the first author of the paper, explains: “The control group and the one-sided corneal anesthetic group had a clear orientation to the expected south, while the bats with the cornea were anesthetized. the two sides fly in random directions. ” “This obvious difference in behavior suggests that corneal anesthesia disrupted the sense of direction, but the ability to orient seems to still work well with one eye,” he added. After a short time the corneal treatment ended, the bats were able to resume their journey south after the test. ” To rule out the possibility that an irritated cornea also affects visual sensations and so scientists could have come to the wrong conclusion, they performed an additional test. Again, they tested to see if a bat’s response to light changed after anesthesia on one or both sides. “We know from previous research that bats prefer a illuminated exit when leaving a simple Y-shaped maze,” explained PD Dr. Christian Voigt, head of the Leibniz-IZW Department of Evolutionary Ecology. . “In our experiment, animals under one or two side anesthesia also showed this preference,” he said; we can therefore rule out that light vision has been altered after corneal treatment. Light visibility will of course affect long-distance navigation as well. ” For example, many vertebrate species such as bats, dolphins, whales, fish and turtles can navigate safely in the dark, whether it is under the open night sky, when it is cloudy at night. or in caves and tunnels as well as in the depths of the ocean. For decades, scientists have been searching for the senses or a sensory organ that makes it possible for animals to perform navigation and navigation tasks that seem unimaginable to humans. The magnetic sensation has so far been demonstrated only in some mammals. Experiments have shown that iron oxide particles in a cell can act as “microscopic compass needles”, as is the case with some species of bacteria. The team’s experiments on Lindecke and Voigt provide, for the first time, reliable data for the determination of sensory orientation in free-migrating, migratory mammals. Exactly what a bat’s cornea looks, how it works, and whether it is a long-sought magnetic sense needs to be pointed out in future scientific investigations.

According to Decision No. 241 / QD-UBND dated February 24, 2021 of the Prime Minister ‘V / v approving the National Urban Classification Plan for the period 2021-2030’, the expanded Quang Ha town of Hai Ha district is oriented to be a grade IV city in the period of 2021-2025. Party committees, district authorities and people in the area are unanimously implementing solutions to achieve this goal.

Quang Ha town, Hai Ha district, increasingly spacious and modern.

Quang Ha town is the political, economic, cultural – social center of Hai Ha district, located on the traffic route connecting Ha Long with Mong Cai, which is identified as one of two “breakthrough points. breaking an important “socio-economic development” of Quang Ninh province with the orientation of becoming an economic, commercial, industrial, tourism, service and seaport center of the Northern midland and mountainous region, of the coastal economic belt in the Gulf of Tonkin and the focal point of the Vietnam-China economic corridor, playing a role in promoting the economy of the whole district.

More than 10 years ago, Quang Ha town was only a small scale with 5 streets, walking around for a dozen minutes, the end of the town. But so far, Quang Ha has completely changed with the formation of a series of urban areas and residential areas. Especially, in early 2020, Hai Ha will merge Quang Dien, Quang Trung, Phu Hai communes into the town with the total natural area of the town after the merger is 26,02km2, with a population of 14,815 people. This meets the need for urban expansion in the district.

The urban traffic routes of Quang Ha town have been expanded.

Not up to this point, but over the years, the district has focused on investment and urban upgrading. Up to now, the urban infrastructure of Quang Ha town has basically been completed. Most of the townspeople have houses with an average floor area of 32.2m2 / person. The traffic roads are invested, widened, spacious, clean and beautiful. All main streets in urban areas of the district have lighting equipment at night. The town has a square, green park, theater, cultural house … to meet the needs of entertainment, culture, arts, sports and sports of the people. The investment in medical and educational establishments is spacious and modern. The entire town is covered with mobile communication.

The people of Quang Ha town clean and clean the river bank that runs through the town.

Quang Ha town’s environment is focused by the people. Hazardous wastes are collected and treated in accordance with regulations; 95% of solid waste, domestic waste in urban areas is collected and treated. The water supply and drainage system is also invested quite fully, currently nearly 90% of the population in the urban area of the district is supplied with clean water for daily life. In particular, the people of the town are always actively cleaning and cleaning the environment of the neighborhood, river embankment … Volunteer groups also donate to renovate the landscape of the river embankment around the town, plant trees. green … create a clean, beautiful environment.

The members of the group “Ha Co old definition” donated money and labor to plant the giant pine tree, to clean and embellish the area of the embankment of the Ha Coi River running through the town. Photo: Le Thanh (Old group of Ha Coi)

Although merging 3 communes into the town, but shifting the economic structure of the town quite quickly towards increasing the proportion of commerce, service, industry and construction; reduce the proportion of agriculture. The rate of non-agricultural workers in inner-city areas reaches 89.5%. This has contributed to increase the town’s budget revenue in 2020 to above VND 863 billion, while the town’s budget expenditure is at a lower level. That helps to balance the town’s budget revenues and expenditures quite well.

The quality of life of the townspeople has been improved; Average income in 2020 of Quang Ha town will reach 2,822 USD / person. The urban appearance in Quang Ha has undergone significant changes. Currently, the poverty rate of the expanded Quang Ha town is only 0.97%.

Compared with the standards of grade-IV urban centers, Quang Ha town basically meets all the necessary conditions. Currently, the district continues to invest in town infrastructure to be recognized as a Grade IV urban center in the shortest time; at the same time, reaching the criteria of grade-III urban infrastructure by 2025.
