As the city of Baguio in the Philippines continues to welcome leisure tourists, more homestays here have been recognized by the Ministry of Tourism.

Baguio City Tourism Operations Supervision Officer Aloysius Mapalo (Aloysius Mapalo) said on Wednesday that 374 accommodations, temporary housing and homestays have been certified by the Office of the Department of Tourism in the Cordillera District of the Philippines. Or a certificate of compliance.

The certification body has been inspected and complies with basic health and safety protocols.

Mapalo pointed out that compared with the more than 1,000 temporary houses operating in different parts of the city before the epidemic, the number of accredited institutions is still very small.

He said that, together with personnel from the Ministry of Tourism-Cordillera District, they continue to conduct visual inspections of institutions that have applied for certificates.

The continuous issuance of certificates is part of the government’s efforts to gradually revitalize the tourism industry and the city’s economy that has been severely affected by the epidemic.

Statistics from the Baguio City Tourism Bureau show that the number of tourists rose from about 500 at the end of April to about 1,400 at the end of May.

From June 1 to 13, after the community isolation in the National Capital Region of the Philippines was reduced, the city has recorded more than 2,900 tourists.

Mapalo said that most of the city’s tourists come from Metro Manila and its neighboring areas.

City officials estimate that 70% of Baguio’s tourists come from the National Capital Region.

Due to the increase in the number of tourists in the past few weeks, according to the current community quarantine guidelines issued by the Inter-agency Working Group for the Management of Emerging Infectious Diseases in the Philippines, accommodations can reach 50% of the required capacity

The “Green Corridor” will create favorable conditions for international visitors who have received the Covid-19 vaccine to enter the Philippines, in an effort to revive the tourism industry.
The Philippine Department of Tourism (DOT) has just proposed an initiative for a “green corridor” to restore international tourism in safety. “The ‘green corridor’ program will facilitate the reopening of tourist attractions, with fully vaccinated tourists. That will bring jobs to many people and gradually revive the tourism industry in the country. safe conditions,” said Tourism Minister Bernadette Romulo-Puyat.

The Philippines is famous for its beautiful islands and beaches. The proposal came after a task force on infectious diseases in the Philippines asked stakeholders to learn about the process of receiving international guests who have received the Covid-19 vaccine. If the “green corridor” is approved, eligible international visitors will be allowed to enter the Philippines for tourism and resort purposes, in the context of quarantine rules being relaxed in many other countries. DOT is monitoring neighboring markets on how to reopen international travel. Specifically, for fully vaccinated people, the quarantine period will be reduced from 10 days to 7 days in Thailand, or from 21 days to 7 days in Hong Kong (China). Meanwhile, the Philippines is requiring travelers to quarantine for 10 days and 4 days at home, along with an RT-PCR test on the seventh day of isolation. “We must catch up with our neighbors and the rest of the world in gradually reopening tourist attractions. The Philippines should be ready, before international tourism in the world resumes,” Ms. Bernadette said. Romulo-Puyat added.

Phu Quoc district government determined that Hon Thom – the largest island in An Thoi island cluster will develop in the direction of entertainment and resort tourism.
If you are still skeptical about the comparison of Hon Thom with Boracay, you need to know that Hon Thom is completely capable of causing “nostalgia” for a stranger even though they have never set foot in it, or even miss it more. Boracay by its famous beauty blends wild rustic features with experiences only available in paradise island.

From the abode of the poor fisherman Hon Thom is a beautiful island located in the South of Phu Quoc island with an area of about 6km2. With an equivalent area and favored by nature with wild, poetic beauty and beautiful scenery, this “emerging” tropical paradise is likened to Boracay of Vietnam. Hon Thom used to be a poor fishing village, a resting place for ships from all over the world. 10 years ago, Hon Thom was literally a “fish market” filled with all kinds of fishing boats of all sizes anchored to exchange and trade after the trip to sea. The coast is gently sloping, small cruise ships cannot dock close to the shore, so it is rare for a group of tourists to visit for a while. Tourists go to the island early in the morning, swim in the sea, watch the sky and see the mountains, then quickly get on the canoe and board the ship back to the mainland before the afternoon has passed. Hon Thom then looked like a beautiful girl still hiding in the middle of the ocean. On the white sandy shore are small but quite bustling markets, all mainly serving strangers from fishing boats in Ca Mau, Phu Quoc, Rach Gia… anchored outside. The temporary shops set up almost exclusively sell to people taking the train to stop by. Follow the small sandy road lined with coconut trees, about a kilometer long running from the south to the north of the main island where the island’s inhabitants live. Due to the peculiarities of custom, fishing boats often pull together to change places, so the rows of shops or houses are just thatched roofs, sagging wooden houses, it is difficult to find a spacious walled house on the island. This island is about 6km2 wide. The awakening of Hon Thom In 2015, the Phu Quoc district government determined that Hon Thom – the largest island in the An Thoi island cluster would develop in the direction of entertainment and resort tourism. And very quickly, after only a few years, the small island infrastructure completely changed with “terrible” projects invested by Sun Group. If before, the island commune still did not have electricity to the grid, the phone wave was also very unstable, and it was inconvenient to travel to the island, now, thanks to the world’s longest three-wire cable car system, it is less than 15 years old. minutes, visitors will be at the island. Not only the grid is ready to light up day and night, but the wifi is also covered to the cable car cabin. At the end of the cable car in Hon Thom, a vibrant four-season Sun World Hon Thom Nature Park entertainment complex has also been formed, turning the once sleazy “fish market” into a top-class entertainment center on the island. Ngoc Phu Quoc. The performances and festivals are jubilant everywhere, plus the most modern water park in Southeast Asia Aquatopia makes the visitor’s experience seem to be endless. The beaches of Nom, Bai Nam, Bai Chuong, Bai Trao, which were somewhat “wild” and quietly beside the leaning coconut shadows, have now really “awakened” by a series of sea experiences such as jet skiing, paragliding, kayak,… attract tourists to have fun and forget the way home. To the future of luxury residence of the rich The rapid “makeover” of Hon Thom has led to a change in the tourism landscape on the island, tourists no longer focus on the North and Central islands but focus on the South, An Thoi archipelago area, which attracts Number 1 is Hon Thom island. In 2019, Phu Quoc welcomed more than 5.1 million visitors, making the main contribution to Kien Giang’s revenue of nearly 19,000 billion VND, of which the southern island area, notably Hon Thom, also contributed to the number of visitors. small. Along with receiving a huge capital poured into transport and tourism infrastructure, in the near future Hon Thom promises to become the new tourism capital of Phu Quoc. Currently, the rich have begun to “hunt” for the opportunity to find a second home on this paradise island. The attraction of an ideal, fresh and affluent life on a rich tourist island in the middle of the ocean is always the desire of many people, so experts predict that a wave of migration will soon appear. to Hon Thom. It is believed that soon this place will be as busy as Boracay of the Philippines with a busy chain of business shops, high-class resorts by the beaches with potential. The strengths of Hon Thom will be “activated” with unprecedented strength. And the South island in general, Hon Thom in particular will be a lively destination, representing the development of Phu Quoc. Therefore, this is the golden time to own a second home in Hon Thom with a small amount of capital at the early stages of development, before it becomes a highly sought-after property just a few years later on the island. tourist island “earn money”. Thus, you can both enjoy the vacation of your dreams, and at the same time can “pocket” a large profit from rental or self-service travel business. Seize the opportunity soon, creating a prosperous life. Prosperity and prosperity in this place will not take too much time.

From the three-bedroom apartment with city views, Gekoski easily sees Pasay’s public cemetery. He didn’t realize how miserable life right next to him was until he embarked on a photo project in collaboration with the NGO Lady Freethinker. In the photo, a skinny dog is standing on the top of the tomb. It is one of at least 400 animals living in the cemetery with about 300 families. In this place, some people even have to find leftovers in the trash to get through the day. “I have never seen a place where people live, sleep on graves.

Facing an outbreak of COVID-19 infections in the past several weeks, India, along with Malaysia and the Philippines, are looking to accelerate the vaccination campaign, seeing it as a fulcrum to escape the epidemic crisis.

A healthcare worker is vaccinated against COVID-19 at a hospital in Kolkata, India. Photo: AP In India, the number of infections on May 30 was 165,553 cases, the lowest level in the past 6 weeks. The number of deaths also tended to decrease, to 3,460 cases and the third day in a row below 4,000 cases.

The vaccination campaign is being accelerated by India, although vaccine supply remains a big challenge. As of May 30, India has injected more than 212 million doses of the vaccine, ranking third in the world after China and the US. About 12% of the population was vaccinated with at least one dose, of which 3.1% were fully vaccinated. Prime Minister Narenda Modi’s government said on May 30 that about 120 million doses of the vaccine will be included in the vaccination program in June, a significant increase from 79.8 million doses in May. , government advisers also said that India could reach a supply of 2 billion doses of vaccine between August and December this year, mainly from two domestic manufacturers, the Serum Institute of India (Serum Institute of India). SII) – responsible for producing vaccine samples of AstraZeneca and Bharat Biotech Company, the focal point of domestic production of Covaxin vaccine. In June, the government will provide 60.9 million doses of vaccine to the states to vaccinate health workers along with some other forces on the frontline against the epidemic, people over 45 years old. About 58.6 million doses will be ordered and distributed by state governments and private hospitals. Malaysia on May 30 recorded 6,999 new cases of COVID-19 and was the 5th consecutive day of outbreaks of infection. The government of this country plans to set up more large-scale vaccination centers, mobilize private medical staff to participate in vaccination campaigns in the context of Malaysia preparing to implement a nationwide shutdown. for a period of two weeks, from June 1-14. Medical staff take samples for COVID-19 testing for people in Selangor, Malaysia on May 23, 2021. Photo: THX/VNA Speaking at an online press conference on May 30, Malaysian Minister of Science, Technology and Innovation Khairy Jamaluddin said the government will establish five new large-scale vaccination centers in Kuala Lumpur and have Two more similar centers could be established in the northern state of Penang and the southern state of Johor. Each of such centers has the capacity to administer 40,000 doses of vaccination per day. The Government will also conduct training and training for doctors and nurses to perform vaccinations, stemming from the fact that some vaccines need different handling and storage methods and are different from conventional vaccines. Mr. Jamaluddin also said that the supply of vaccines will increase in the near future, so the government will mobilize manpower from hospitals and private medical centers to voluntarily participate in the vaccination campaign. According to Jamaluddin, Prime Minister Muhyiddin Yassin’s government is also expected to set up mobile vaccination centers at roads to vaccinate people. Currently, about 6% of Malaysia’s 32 million people have received at least one vaccination. In the Philippines, the head of the Philippine Government’s COVID-19 Task Force, Mr. Czar Carlito Galvez Jr, said on May 30 that more than 5 million doses of the vaccine have been administered to people, after nearly 3 months of implementation. vaccination campaign. People wear masks to prevent COVID-19 infection in Manila, Philippines. Photo: THX/VNA Most of these were administered to priority groups, including 1.4 million doses for healthcare workers, 1.368 million doses for the elderly and 1,150 million doses for people with underlying medical conditions. Vaccines introduced in the Philippines include Sinovac, AstraZeneca, Sputnik V and Pfizer. Galvez also said that in June, the Philippines is expected to receive an additional 10 million doses of vaccine, including the amount of vaccine through the Covax Initiative program, 2.3 million doses of Pfizer vaccine, 2 million doses of AstraZeneca vaccine and 1 million doses of vaccine. Sinovac vaccine. The first batch of 250,000 doses of Moderna is also expected to arrive on June 21. The administration of President Rodrigo Duterte has set a target of vaccinating about 70 million people or more than 50% of the population this year. However, this plan is facing major challenges. In addition to the limited supply of vaccines, the lack of confidence in Chinese vaccines is also a big barrier. It was Mr. Duterte who recently had to speak to reassure, urging people to avoid the mentality of choosing a vaccine, but to see that having a vaccine to inject is already a good thing.

The case that the information of 533 million Facebook accounts has just been released by hackers has brought the issue of user privacy back into focus.

The case that the information of 533 million Facebook accounts has just been released by hackers has made the issue of user privacy once again the focus of all attention. Agreeing on the fee of 5 million dong to regain the account after clicking on a strange link sent by a friend thanks to a vote on Facebook, Ms. LA, the owner of a famous beauty spa in Hanoi, spent 2 more days considering the proposal. about identity verification. Due to the characteristics of her job and the desire to create credibility with her partner, Ms. LA accepts to spend an additional 50 million to ask an intermediary to register for a green certificate. People who need to authenticate their Facebook accounts and other social networks like LA are not rare, especially business people, or celebrities. They are willing to spend a small amount of money to assert something that is their own property. While some platforms allow for free and simple identity verification, with Facebook it is both a difficult challenge and an intermediary fee is an option that is almost mandatory. That seemingly absurd thing is still happening every day, every hour, but no one is sure whether those verified accounts are guaranteed forever or not, because of the status of blue-tick accounts being occupied. becoming an online sales channel in recent times is easy to find. Especially when information about the data of 533 million Facebook users has just been released, many people cannot help but worry. The above data source is being sold by hackers on a hacker forum last week, including information such as phone number, login ID, full name, home address, date of birth, profile and email address … Which involves users in 106 countries, with 32 million Americans, 11 million British and 6 million Indians. In this regard, Facebook said the stolen data did not include users’ financial, health and password information. However, these data can provide valuable information for hackers and other breaches. More importantly, this is not the first time Facebook’s user data has been exposed on a large scale. Facebook user data is regularly leaked The 2015 cult case involving the British consulting firm Cambridge Analytica illegally used the personal data of more than 87 million Facebook users to target political ads. This is a scandal that caused Facebook to accept a settlement of up to $ 5 billion, and also caused founder Mark Zuckerberg to testify before the US Congress. Then in September 2019, a database of more than 400 million phone numbers related to Facebook accounts was released, including about 50 million Vietnamese users. Just 3 months later, the information of 267 million users including login IDs, names and phone numbers continued to fall into the hands of hackers. At the same time, the data leak in Belgium and Luxembourg, including that of European Justice Didier Reynders, many EU cabinet members and diplomats, has caused Facebook to suffer for a while. long time. However, Facebook explained that these data leaks were not caused by hackers breaking into the system, but rather by a vulnerability in the sync communication tool that was exploited by vandals in 2019. Facebook later The company has discovered the vulnerability and fixed it, and confirmed that similar incidents will not happen again in the future. Meanwhile, Mike Clark, Facebook’s director of product management, is constantly moving to try to downplay the impact of this large-scale leak. By March 2021, netizens were again shocked by the information that the data of 41 million Facebook users in Vietnam was distributed by hackers. Talking to a VietNamNet reporter at the time, a Facebook representative acknowledged that the leaked data was from users of this social network, but said “this may be information obtained before we (Facebook – PV) made changes over the past few years to protect users’ information. However, whether Facebook really protects users’ information according to what the head of this platform often says, that is another story. Judging by the recent situation, it seems that the problem of leaking Facebook user information is difficult to completely solve and needs to be looked at in detail. The spread of user information may first be because Facebook did not pay attention to this aspect, nor did it establish a complete and strict system to protect user information. At the same time, after a data breach, Facebook did not thoroughly summarize the problem, how to fix loopholes and prevent new problems from appearing. Not only that, a Facebook spokesperson said it is not clear which users should be notified in the recent incident. Because users cannot patch the vulnerabilities themselves and their personal data has been spread on the Internet, Facebook will not specifically notify the users involved. As a result, Facebook’s performance in this area is relatively poor, and user data leaks are frequent. After all, compared to other social software, users’ dependence on Facebook is still very high. If it leaks many times, I am afraid that it will easily cause irreparable losses and bad consequences. Legal privacy of Facebook users With the data of 87 million users exposed in the Cambridge Analytica scandal, the 10 countries with the most Facebook accounts being collected are the US, Philippines, Indonesia, UK, Mexico, Canada, India, Brazil, Vietnam and Australia. Vietnam has 427,446 user accounts whose data has been collected. CEO Mark Zuckerberg admitted that Facebook made mistakes and that his company failed to protect customer data, losing users’ trust. “We have a responsibility to protect your data, and if we can’t do that, we don’t deserve to serve you,” Zuckerberg wrote in a post on his personal Facebook page after the scandal. In addition to the $5 billion settlement with the US Federal Trade Commission (FTC) at the time, the two sides reached a landmark settlement against allegations of misuse of user data. . According to the settlement reached by the FTC, when more than 500 user information is illegally stolen, Facebook is required to report it within 30 days. In connection with this case, Facebook also had to pay £500,000 (about $ 649,000) after a fine from the UK Information Commissioner’s Office (ICO). By October last year, a user group called Facebook You Owe Us in the United Kingdom, led by the law firm Milberg London and supported by former CEO Richard Lloyd, continued to sue Facebook and seek compensation. another large sum. Meanwhile, most of Facebook’s data disclosure scandals have a direct impact on users of this social network in Vietnam. No one has been able to determine how many of the 427,446 Vietnamese user accounts in the Cambridge Analytica incident, or the 41 million accounts in the newly announced case in March 2021, were affected, even appropriated and had to be stolen. spend a small amount of money to get your account back like LA One thing is for sure, users are solely responsible for the security of personal account information in accordance with the general provisions of most platforms, including Facebook. However, if personal information on platforms like Facebook is leaked without subjective reasons from the user, on the contrary due to a security incident from the platform, who will be responsible for this? Since Facebook is obligated to compensate users in the US or EU affected by security incidents on the platform, why are 69,280,000 users using this social network in Vietnam, accounting for 70 .1% of the entire population (statistics as of June 2020), of which many are victims of Facebook incidents, are automatically responsible? This question, the writer would like to leave the answer open, because currently Vietnam does not have specific regulations and sanctions that apply specifically to social networking platforms, or the object of application in this case is outside of Vietnam. the scope of control under applicable law due to not having a home office. However, it is a problem that needs to be solved in the near future…

Among the more than 7,000 islands of the Philippines, Siargao is like a paradise for sea lovers. Not only possessing dozens of ideal surfing areas, this teardrop-shaped oasis also has a series of picturesque beaches, many clear blue bays overlooking the bottom, as well as lush mangrove forests, tarpaulin coconut forests. next to the marine ecosystem is preserved intact.

Surfing in Siargao. For surfing enthusiasts Siargao is located in Surigao del Norte province, the easternmost of the Philippines, 805km from the capital Manila, with an area of 437km2. This island was “awakened” when American photographer John Seaton Callahan published pictures in Surfer magazine in 1993. Shortly after being discovered, this place quickly attracted a large number of tourists to surf. . Surfing has become a traditional culture in this beautiful island. Siargao deserves to be the “surfing paradise of the Philippines” with 15 world-class surf spots, the most famous of which is Cloud 9. The fault reef to the right gives Cloud 9 fierce waves. , tall, thick and hollow tube, challenging even professional surfers. The waves in Siargao are ideal all year round but are most perfect from mid-August to early November. Siargao Cup is held annually in September-October, attracting thousands of participants and it is a sign of status. of the island in the world of surfers. Even if you’re not a surfer or haven’t reached the skill level needed to deal with the waves at Cloud 9, you should still come and take a stroll along the boardwalk leading to the station. indoor observation – where you can enjoy spectacular surf. This is also a great place to take pictures of the ocean. If you don’t know how to surf, you should sign up for an accelerated course. Most surf centers are run by Australian surfers who consider Siargao their home. Interesting experiences In addition to surfing, clear sea water, diverse marine life and many colorful coral reefs make this a great diving destination, such as Casulian, Pilar Twin Rocks, Shark Point and Seeco Reef. Boating activities on the blue water, between white sand and bright yellow sunshine will definitely bring visitors many unforgettable experiences. Try “slow living” with Siargao by walking on the romantic beaches, under the shade of coconut trees or swinging in a hammock to watch the sun fade over the sea. At the northernmost point of Siargao island is Taktak – the only waterfall on the island with unique value with cool fresh water flowing into a shallow tank. Although the waterfall is not too majestic, in return, it is surrounded by beautiful natural scenery with verdant forests and cool smooth water. If you want, you can immerse yourself in the clear lake at the foot of the waterfall and listen to the melodious birdsong. After exploring the scenery on Siargao Island, visitors can take a boat cruise to the neighboring islands. The nearby island of Guyam is a deserted, uninhabited paradise with white sands dotted with coconut palms. Next to it, there is an impressive Naked Island with a 200m long open-air sandbar that is not obscured from any angle. Daku has more locals, the beach is breathtakingly beautiful, and it’s a place to go freediving or scuba diving. Siargao’s wild beauty captivates people. Priceless wild beauty Dressed in a dreamlike landscape, Siargao is blessed with an extremely diverse flora and fauna, from vegetables to trees, sea turtles, large fish or non-poisonous jellyfish, not to mention a wide range of species. other terrestrial wildlife. The name of the island is derived from “Sha-gow” – the name of a species of mangrove that is abundant on the island. Siargao owns an isolated location, without an international airport, so it still retains the wild, natural beauty that many other islands have lost due to the tourism boom. The number of visitors to Siargao every year is moderate. This helps the island with a population of about 200,000 avoid overcrowding, pollution and commercialization. In addition to the wild natural beauty and impeccable service quality, Siargao also attracts visitors thanks to its unique cuisine. Seafood is a staple in resorts and restaurants. Barracuda at Siargao Inn and Tataki tuna in Sagana top the list of must-try items. The absence of single-use plastic is a big plus for restaurants on the island. In 2019, surpassing famous names such as Tahiti, Hawaii, Bora Bora, Bali…, Siargao was voted the most beautiful island in the world by Conde Nast Traveler magazine. Siargao has just developed tourism, still remaining wild, rustic, peaceful and clean, so it is easy to understand why this is one of the destinations that should not be missed in the journey to visit the country of thousand islands.

About the Philippines

Located in Southeast Asia, the Philippines is a country mainly composed of archipelagos and thousands of islands. The three main islands in the Philippines are: Luzon, Visayas and Mindanao. Its land area is about 300,000 square kilometers, and it has a long coastline and beautiful beaches.

Filipinos have Malay, Chinese, American, Spanish and Arab ancestry. The total population of the Philippines is approximately 100 million, spread across thousands of islands in the country. The population of the Philippines is young, with an average age of about 23 years old.

Comfortable and dangerous living environment

The Philippines is the second largest archipelago in the world. It has a tropical oceanic climate with moderate temperatures, not too hot or too cold, with occasional showers. There are many different kinds of sweets and desserts in the Philippines. At the same time, you can also taste a wealth of Asian cuisine, Spanish cuisine and other European and American foods here.

Most foreigners who emigrate to the Philippines like to lie in the sun under the palm trees on the archipelago and enjoy a romantic and warm life leisurely.

However, the easy and romantic life also faces more or less risks. The Philippines often suffers from natural disasters such as typhoons, volcanoes, earthquakes, landslides, and floods.

In addition to natural disasters, the Philippines has many infectious diseases prevalent in Southeast Asian countries. For example: malaria, dengue fever, bacterial diarrhea and tuberculosis transmitted through mosquito bites. These infectious diseases have brought considerable health threats to the lives of local people.

Moreover, compared with developed countries. Even the doctors in the Philippines charge cheaper. But in reality, most Filipinos have no money to see a doctor. More unfortunately, in the Philippines, the population covered by health care is still less than half of the total population.

Underdeveloped economy

The Philippine economy is mainly supported by manufacturing, agriculture and service industries. Japan and the United States are its two main trading partners. Over the past few years, the Philippines has provided many job and business opportunities for locals and foreigners.

English and Filipino are the official languages of the Philippines. English is often used proficiently, especially in academic and business settings.

The Philippines is one of the most fluent business English speakers in the world. Good English communication skills greatly eliminate language communication barriers for foreigners. However, the country still has not attracted enough foreign investment. Fundamentally speaking, the Philippines is not a very attractive country.

Philippines in my eyes

I think that people here are no better or worse than people in other parts of the world. Many foreigners come here for “sex” and to squeeze cheap labor.

Electricity consumption in the Philippines is the highest among Asian countries. Many local families turn on air conditioners 24 hours a day, and they spend about 400 to 500 U.S. dollars (about 3,000 yuan) in electricity bills a month.

Shoes of the same brand are more expensive to sell in malls in the Philippines than in the United States. It’s worth mentioning that in local grocery stores, many of the products thought to be made by American companies are actually made in China.

Many foreigners are satisfied here and don’t want to go back. But in my eyes, the Philippines is not a paradise, but a very ordinary and poor island country. The prices of local products in both rural and urban areas are very low.

Most of the Americans or European whites who live here are people who mix badly in their own countries. It’s just their income that allows them to experience upper-class treatment in the Philippines.

Satellite images recorded by the US company Maxar Technologies on March 23 showed that about 220 Chinese ships anchored near Ba Dau rock in Sinh Ton cluster, infringing upon Vietnam’s sovereignty over the Spratly archipelago. (Source: Getty Images) “Prelude” smooth? The incident of hundreds of Chinese ships gathered in Ba Dau Stone has been attracting the attention of domestic and international public opinion today, especially on China’s intentional motives. Philippine officials and scholars warn, this is a sign that China may be taking on new attempts in the South China Sea, possibly leading to the occupation of this rocky beach as it did with Hoang Nham in 2012. Former judge Antonio De Carpio said that the hundreds of fishing vessels gathered at Ba Dau Stone is likely to be “prelude” for China to occupy this beach as what Beijing did with the Ring Stone in 1995. Meanwhile, Chinese Foreign Ministry spokesman Trieu Lap Kien affirmed that Chinese ships are only on this rocky beach to avoid bad weather, and this is a normal practice that has taken place for a long time. China. This spokesman also said that the Philippines calling the ships above as civilian fishing ships was not true. Meanwhile, scholars Andrew Erickson and Ryan Martinson of the US Naval War College analyzed AIS satellite data to prove that there are at least seven of the ships operating in the Sinh Ton island cluster, with the number the branding of each ship is clear, belonging to China’s “armed militia at sea” force. Besides, the group of ships here does not show that these are normal fishing vessels. Regarding the activities of Chinese fishing vessels in the South China Sea at Ba Dau Rock in the Spratly Islands of Vietnam, at a regular press conference on the afternoon of April 8, Foreign Ministry spokeswoman Le Thi Thu Hang said : It is necessary to reiterate that Vietnam has full historical evidence and legal basis asserting sovereignty over the two archipelagos of Hoang Sa and Truong Sa, in accordance with international law, as well as sovereignty, sovereignty right, jurisdiction over the relevant waters in the South China Sea, established in accordance with the United Nations Convention on the Law of the Sea 1982. All forms of propaganda and promotion of contents contrary to historical truth and international law is invalid, can not change the reality of Vietnam’s sovereignty over the two archipelagos of Hoang Sa and Truong Sa, as well as the reality of the South China Sea issue. China is against the law of nature Through analyzing satellite image data, observers said, there are at least 3 reasons to believe that the gathering of hundreds of Chinese ships in Ba Dau Stone is not the purpose of avoiding bad weather, and this is also not a long-standing custom of Chinese fishing vessels. first , satellite image data taken from Ba Dau Stone from 2016 up to now shows that hundreds of Chinese ships gathered at Da Ba Dau is a phenomenon that has only started to appear from February 2020. In previous years, Chinese fishing vessels had been anchored sporadically at Da Ba Dau but usually no more than 20 ships, and the ships had never been reassembled into such large structures. Monday According to satellite image data, the phenomenon of China massaging ships and boats mounted into structures at Ba Dau Stone since the beginning of 2020 has lasted for weeks or even months. Such a long gathering period was clearly not meant to avoid bad weather. Moreover, the mass gathering of ships only occurs at Da Ba Dau, while around the Sinh Ton island cluster there are many natural structures, also suitable for ships anchored to avoid weather. bad, but there were almost no ships anchored or sheltered there. Tuesday March and April each year is the quietest time of the year in the Trường Sa area of the year. Vietnamese folk have a saying: “In March, the old woman goes to the sea”, this time is the calm sea season, even the old woman can go to the sea, so ships all choose this time to go fishing. The fact that China used the reasons for bad weather shelter is not only inconsistent with the satellite image data obtained, but also contrary to the natural laws of the area. New salami slicing strategy So what does China mean by gathering hundreds of fishing boats at Ba Dau Rock, with the number of years after the year being much higher than the previous year, as satellite image data shows? Maybe China’s goal is to establish a regular, large-scale presence in the Ba Dau Stone, turn this presence into a “normal” thing, gradually move towards fully taking control and possibly Illegally building and renovating this stone into a new military facility. This will be China’s new salami-sand tactic to effectively expand control of the South China Sea. It is likely that this tactic will use a large number of ships gathered in an area to obstruct the activities of countries, and at the same time, these ships can spread, encircle, harass or impede operations. of other countries in different structures. Professor Alexander L. Vuving of the Center for Asia-Pacific Security Research in Honolulu, USA, said that China may be using a tactic as used in Scarborough Shoal, to blatantly gain control. in the field at Ba Dau rock which has a strategic location. Beijing tried to take the stone in the 1990s, he warns, but with no success, but this time it may be different. Alexander reiterates that Vietnam was the first party to speak out about the Three Heads Stone, opposing China allowing troops to land on that entity in 1992, so China may have changed its tactics. It is also possible that another goal of China is to gather a large number of militia ships here to deter countries in the region during the sea season of fishermen, which is also the season when countries in the region deploy activities. oil and gas exploitation activities. Meanwhile, Grigory Lokshin, a Russian expert on the South China Sea, said that there is no doubt that this is a Chinese political action in response to the meeting of the new Quartet in Tokyo in March. by. And former director of the China Maritime Research Institute at the University of Maritime Warfare Peter Dutton said that Beijing is pressuring US allies in the South China Sea to send the implicit message: “China is strong and will do what Beijing wants, if needed, regardless of previous laws or commitments. Whatever the reason and the motive, China’s gathering of large numbers of ships in the Ba Dau Stone has once again raised concerns about China’s intentional goal in the region, undermining strategic confidence in when the region needs cooperation in economic recovery after the Covid-19 pandemic. This action is also unlikely to be considered a goodwill act in the context of ASEAN and China working to revive the negotiation process of the Code of Conduct in the South China Sea (COC). This behavior also violates the spirit of the Declaration of Conduct in the South China Sea (DOC), violates the principle of restraint not complicating the already increasingly complicated situation here, is the main cause of public opinion in the region. and international concerns and criticisms of China over the past time. (According to South China Sea Research)

However, the Philippines decided to extend the ban for more than a week as the Southeast Asian nation recorded an average of 10,000 new infections a day this week. Accordingly, foreigners are not allowed to enter the Philippines, except for some exceptions such as diplomats, medical staff, sailors working on cargo ships, spouses, children of Filipino citizens. together with them and a number of other humanitarian cases. According to Harry Roque, the Philippine President’s spokesman, the ban does not apply to foreign nationals with a waiver issued by the Philippine Foreign Ministry before March 22. As of April 15, the Philippines recorded a total of 904,285 cases of COVID-19, of which 15,594 were fatal. On the same day, the Government of India announced that the monuments, museums and monuments managed by the Archaeological Survey of India (ASI) will be closed until May 15, amid the number of cases. COVID-19 infection is increased in this South Asian country. In a statement, ASI stated: “Due to the raging COVID-19 epidemic, the government decided to close all protected monuments, monuments and museums, under ASI’s control, effective immediately and lasts until 5/15/2021 “. India is seeing an increase in the number of new cases of COVID-19. The Ministry of Health of this country on April 16 announced that the country had recorded 217,353 new infections in the past 24 hours. This is the 8th time that India has recorded a record high daily new cases in the past 9 days. The total number of COVID-19 cases in this country is now nearly 14.3 million, only after the US has more than 31 million cases. The total number of COVID-19 deaths in India also increased by 1,185 to 174,308.

Some observers believe China is adopting an old strategy in the South China Sea, which has surpassed former US President Barack Obama to challenge the new White House leader Joe Biden.
Chinese Foreign Ministry spokesman Hoa Xuan Oanh announced on March 22 that Chinese ships appeared in the Ba Dau Rock area of Vietnam’s Spratly archipelago, initially up to hundreds of ships, simply “getting out of the wind” and the Philippines should see the situation as “reasonable”.

Chinese fleets are lined up at the Ba Dau Rock area in the South China Sea. Photo: CNN

Two weeks later, more than 40 Chinese ships remained in the Ba Dau Stone and the statements became more concise. The Philippine Foreign Ministry on April 12 warned China that Manila would issue daily protest diplomatic notes as long as the mainland’s “marine militia” remained in the area. The Philippines authorities have used a phrase similar to the US way of describing the Chinese fleet.

Bloomberg quoted Carl Schuster, former director of missions at the US Pacific Command’s Joint Intelligence Center as commenting: “If your goal is to capture an ocean and atoll, without fighting, this is an excellent dishonesty tactic. Only professional seafarers knew it was a lie. No one allowed their ships to ‘shelter’ in the hurricane zone several weeks before a storm. If they were really commercial ships, it would cost hundreds, if not thousands, of dollars a day to lay these ships idle side by side.

Analysts Andreo Calonzo and Philip Heijmans said Beijing appears to be probing whether the new US President Joe Biden will take any action after pledging to shake hands with allies in the region to prevent Chinese assertiveness or not. Philippine Foreign Minister Teodoro Locsin blamed the Obama administration for failing to stop Beijing in a similar incident in 2012 at Scarborough Shoal.

“This is a test of what the Biden administration is willing to do. The way the US responds will determine the next challenge. For now, everything we (the US) have done is more eloquent than substantive, ”said Schuster, currently professor in military science and diplomacy at the University of Hawaii Pacific. emphasize.

Complex decisions

Last month, the US vowed to stand with the Philippines while accusing China of using “maritime militias to intimidate, provoke and intimidate other countries”. When asked about relations with China at a news conference the same month, President Biden revealed that his administration “would hold China accountable for obeying the rules” in the South China Sea and elsewhere.

Another big problem is how to correct the response. China’s use of commercial fishing vessels resembles a “gray zone” tactic, allowing Beijing to deny that anything is wrong. Sending an aircraft carrier or other warships near the reef risks becoming an overreact, making the United States seem like the aggressor.

On the contrary, doing nothing can give the impression of weakness. Over the past few years, the United States has increased its challenge of China’s sovereignty over the waters, increasing the frequency of free navigation operations around disputed territories. The Biden administration also reaffirmed that the US-Philippines defense treaty covers every attack in the South China Sea, which was made clear under former President Donald Trump after decades of ambiguity.

Another major problem for Mr. Biden is Philippine leader Rodrigo Duterte, who has weakened the alliance while praising closer ties with Beijing.

According to Rommel Ong, a retired Philippine Navy admiral and now professor at the Ateneo de Manila University School of Management, under President Duterte there will be only very limited options for the Navy. Manila’s response is believed to be limited to sending objectionable diplomatic notes and anti-China statements via social media.

The Philippines’ statement on April 12 used some of the strongest words, including a 2016 international arbitral tribunal ruling. The statement also condemns the Chinese Embassy for criticizing the minister. Defense Delfin Lorenzana, who last weekend said the weather was fine and boats had no reason to stay in the Ba Dau Rock area.

Warning

Duterte’s government responded to China’s April 3 statement with a statement that it hopes Filipino officials will “avoid any unprofessional remarks that may add to irrational feelings”. . On April 13, Chinese Foreign Ministry spokesman Zhao Lap Kien accused the Philippines of violating the United Nations Charter, the Law of the Sea and international law by invoking the 2016 ruling of the United Nations court. But Beijing insisted on rejecting.

Mr. Trieu warned the Philippines should see the situation “objectively and properly, stop exaggerating the problem to avoid any negative effects on the bilateral relationship between the two countries, stability and peace in the country. East Sea”. The Beijing representative also denied that the Chinese ships illegally present in the Ba Dau Rock belonged to the maritime militia.

President Duterte broke his weeks-long silence with an April 13 statement, insisting the dispute would be resolved through “peaceful measures” and would not “shape the relationship. Bilateral”.

“It will not be an obstacle to the positive overall development trajectory of our bilateral friendship,” the Philippine government leader said in the statement, citing increasingly deep cooperation. vaccine against Covid-19 and “economic recovery from the pandemic” between the two sides.

Reputation is compromised

Vaccine access has become a major concern for Mr. Duterte. Manila was shut down again last week as the Philippines faces its worst outbreak and is expecting much of the vaccine supply from Chinese pharmaceutical company Sinovac.

The Philippine President attended a March 29 celebration in which Chinese Ambassador Huang Zilian said the vaccine was a testament to the “closer cooperation in the new era” between the two countries.

Shahriman Lockman, a senior analyst at the Institute for Strategic and International Studies in Malaysia, said that this time, Washington was “not so naive” after a failed attempt in 2012 to reach a withdrawal agreement. retreating from Scarborough Shoal “did great damage to American prestige in Southeast Asia”. According to Mr. Lockman, the Biden administration is wary of the danger of sinking into this scenario and not knowing if they will eventually be blamed for escalating the situation, which is quite possible while the Philippines capable of reacting only in a perfunctory way.

The more aggressive China is in aggressive actions in the South China Sea, the more aggressive countries and international communities have to move and take measures to respond, determined not to let what happened in the past. repeat on this strategic waters today.

US and Philippine soldiers in a “Balikatan” exercise

Attempting to repeat the “gray area” strategy.

The question of where the Chinese marine militia ships have been unusually concentrated since the beginning of March 2021 in the Ba Dau rocky area located in the Sinh Ton Dong island cluster in the Spratly archipelago of Vietnam. when the number of more than 200 ships dropped to a few dozen, there was an answer. The latest aerial photographs of the Philippines show that hundreds of Chinese marine militia ships are gathered in Ga Ven rock and Ken Nan rock in the Spratly archipelago of Vietnam.

Images taken by satellite Europe and the US, published by the AFP news agency on April 13, also show that China’s marine militia fleet is present in a large number of hundreds of ships in Ga Ven rock. The pictures taken by the Philippine authorities. According to experts, the Chinese maritime militia fleet is no longer crowded and large rafts like Ba Dau rock but radiates, thickens around Ga Ven rocks and Ken Nan rocks of the Spratly Islands of Vietnam. Male.

Previously, from the beginning of March 2021, Philippine officials and photos taken from satellites said that hundreds of Chinese iron-hulled ships were abnormally concentrated in the waters close to Ba Dau rock in Vietnamese territorial waters. The South is in Sinh Ton Dong island cluster, located in Truong Sa archipelago. Subsequent tallys showed that the number of Chinese iron-hull ships was more than 220, many of which were made into large rafts.

The Chinese side justifies that these are fishing boats, concentrated in Ba Dau rock “due to bad weather”. However, Philippine officials immediately rejected when claiming that the weather in this area is very good, moreover, these ships only turn on the lights all night, but absolutely do not have any fishing activities.

Filipino officials confirmed that hundreds of Chinese iron-hull ships gathered in Ba Dau rock since early March were Chinese marine militia ships disguised as fishing ships. Therefore, the fact that hundreds of marine militia ships have aggressive and aggressive acts on Ba Dau Rock has caused regional nations, the international community and analysts alike to think that Beijing is trying. calculated once again the “gray area” tactic for Ba Dau rock, a shallow beach with an area of about 10km belonging to Sinh Ton Dong island cluster in the Spratly archipelago of Vietnam.

In a strategy throughout the realization of its sovereignty ambitions in the South China Sea, China has adopted the “gray zone” tactic, using the overwhelming power of a disguised fleet of iron-shell fishing vessels that are essentially marine militia ships with the backing of armed ships to illegally occupy control of entities such as the Philippines-controlled Scaborough Shoal in 2012, the Vanh Khan (about 50 nautical miles from Ba Dau) in the Spratly Islands Vietnam in 1995. Thus, the unusual concentration of hundreds of marine militia ships managed by the Chinese army in the Ba Dau Rock under Vietnam’s legal and undisputed sovereignty has caused experts to accept. China may be contemplating a repeat of a dangerous tactic nine years ago to forcefully capture and control a Scaborough.

This concern is more and more basic when hundreds of ships gathered in Ba Dau rock at the same time and radiated Ga Ven rock and Ken Nan rock of the Spratly archipelago of Vietnam, many armed ships, ships. Chinese heavy warfare is also present in the region for its taciturn backing. Most recently, the combat squadron of the Liaodong carrier of China, after conducting exercises in waters near the island of Taiwan, moved southward into the South China Sea. It is reported that the Shandong aircraft carrier combat squadron, the aircraft carrier built by China, is also present in the South China Sea.

Do not accept ostentation, encroachment in the East Sea

A series of moves that show off China’s military power in the South China Sea are concerned by regional countries, the international community, especially countries with interests attached to this sea area with deep concern. . On April 13, the Philippine Foreign Ministry summoned the Chinese Ambassador to the country to protest the actions of the Chinese ships at Ba Dau Rock. The Philippine Foreign Ministry earlier also sent a protest note to Beijing, and rejected the Chinese interpretation that disguised iron hulls in Ba Dau rock were just “ordinary fishing boats anchored due to bad weather. “.

At the same time with the strong response through diplomatic channels, the Philippines also took action on the ground to deal with China’s aggressive, aggressive behavior. Most recently, on April 13, the Philippines has deployed 1 more coast guard ship, 4 naval ships and 2 ships of the fisheries protection agency to many Chinese ships that are abnormally concentrated in the South China Sea.

Filipino Defense Minister Delfin Lorenzana on April 10 had a phone call with his US counterpart, Lloyd Austin, to discuss the South China Sea situation and the appearance of hundreds of Chinese marine militia ships in the Ba Rock. Head. During the phone call, Mr. Austin proposed a series of measures to strengthen defense cooperation between the US and the Philippines, including “raising awareness of the situation of threats in the South China Sea”, and the Minister of State. rooms of the two countries share a commitment to maintaining close communication.

Just a day after the phone call, the Chief of Staff of the Philippine Armed Forces (AFP) said on April 11 that the joint exercise with the US named Balikatan was resumed and started from April 12. during 2 weeks with the participation of thousands of soldiers from the two countries. The exercise is said to be the cooperation and action of the Philippines and the US in response to a series of provocations by China in the South China Sea.

Previously, when answering questions from reporters about Vietnam’s reaction to many Chinese ships operating at Ba Dau beach in the Spratly archipelago of Vietnam, Foreign Ministry Spokesman Le Thi Thu Hang affirmed. , the activities of Chinese ships within the territorial sea of Sinh Ton Dong belonging to the Spratlys of Vietnam have violated the sovereignty of Vietnam, violating the provisions of the United Nations Convention on the Law of the Sea (UNCLOS) on the activities of foreign ships in the territorial sea of a coastal country, contrary to the spirit and content of the Declaration on the Conduct of Parties in the South China Sea (DOC), complicates the situation, is not beneficial for the negotiation process of a Code of Conduct between ASEAN and China in the South China Sea (COC).

The spokesperson stressed that Vietnam asked China to stop its infringement; respect for the sovereignty of Vietnam; goodwill to implement UNCLOS; strictly comply with the DOC, especially the obligation to restrain, not complicate the situation; create a favorable environment for the COC negotiation process; contribute to maintaining peace, security, stability and legal order at sea in the region.
