After Khanh Hoa Newspaper on November 4, 2020 published an article ‘Massively carving out mountains and leveling hills in Phuoc Dong’, the City People’s Committee. Nha Trang has issued decisions to recover mountain areas that have been leveled and subdivided, assigned to Phuoc Dong Commune People’s Committee to manage. However, at present, these lands have not been restored to their original condition, which is very susceptible to landslides when the rainy season is coming.

Recovered but not restored to original condition hiện According to the leader of Phuoc Dong Commune People’s Committee, currently, in the commune, there are many land plots that violate the Land Law that have been banned by the City People’s Committee. Nha Trang issued a decision to withdraw and hand it over to the Commune People’s Committee for management. However, in the decision to hand over to the commune, the City People’s Committee. Nha Trang did not assign the task of restoring the original status quo. Because these land plots are very large, from a few thousand square meters to several hectares; The current situation has been cut down, leveled to create the ground, so the upcoming rainy season is easy to cause landslides, dangerous for the residential area below. For example, the production forest land located on the mountain in Phuoc Ha village is owned by Mr. Nguyen Duc Phan. After discovering Mr. Phan illegally leveling and dividing plots on an area of about 3 hectares, the City People’s Committee. Nha Trang issued an administrative sanction decision, forcing Mr. Phan to restore the original status quo. Because Mr. Phan did not comply, in 2020, the City People’s Committee issued a decision to recover this entire forest land, assigning Phuoc Dong Commune People’s Committee to manage. Not only illegally leveling forest land, Mr. Phan also organized the construction of a makeshift stone embankment hundreds of meters long and nearly 10 meters high; while below the stone embankment are dozens of households living. These households are worried that if there is no solution to deal with stone embankments, in the coming rainy season, the water will easily form a waterfall to pour the stone embankment into residential areas. The whole hill of production forest in Phuoc Ha village was leveled and divided by Mr. Phan, then recovered. Talking about this issue, Mr. Bui Cao Phap – Vice Chairman of Phuoc Dong Commune People’s Committee said that it is very difficult to restore the original status quo in this area because the whole hill was excavated and leveled by Mr. Phan. land to be divided into 500 lots. The stone embankment also cannot be dismantled because a very large amount of soil and rock above will overflow into the residential area below. The best solution is to reinforce the wall to be sure, and at the same time have a solution to divide the water flowing from the top down into several streams, avoiding landslides when it rains heavily. About 500m from Phuoc Dong Commune People’s Committee, in Phuoc Tan village, there is also a land planted with perennial crops of about 2 hectares located on hills and mountains, which Mr. Phan has allocated plots for sale since 2018. After discovering, the City People’s Committee. Nha Trang made a record, asking Mr. Phan to restore the original status quo. At that time, Mr. Phan recovered but did not meet the requirements, so the City People’s Committee. Nha Trang recovered land and assigned Phuoc Dong Commune People’s Committee to manage. In Phuoc Loi village, a plot of land over 8,000m 2 Le Thi Thoa’s name was also leveled and divided. This area has been recovered, but nearly 10 households have built houses to live in. Review to ask for direction According to the profile provided by the leader of the People’s Committee of Phuoc Dong commune, from 2019 until now, the City People’s Committee. Nha Trang has issued many decisions to recover forest land and land for perennial crops that are misused by land owners. Specifically, the City People’s Committee has recovered nearly 19,000m 2 Mr. Nguyen Ngoc Tuan’s forest land because he destroyed the land, divided plots for sale; recovered nearly 7,000m thu 2 land for planting perennial crops of Mr. Nguyen Van Chien; recovered nearly 3,000m thu 2 Mr. Nguyen Dinh Viet’s agricultural land… However, at present, thousands of square meters of destroyed land have been recovered but there is no solution to restore the original status quo. Mr. Bui Cao Phap said, recently, Phuoc Dong Commune People’s Committee has directed cadastral officers to review the entire destroyed land area that has been decided to recover. The Commune People’s Committee will report specifically the location, area, and current status of each land area to the City People’s Committee. Nha Trang to consult on the restoration of the status quo of these lands. In the short term, the Commune People’s Committee will strengthen inspection, avoid encroachment, purchase and sale transactions, etc. However, in the long term, there must be solutions to restore the status quo, avoid erosion, and ensure the safety of residential areas in the north. below.

A friend in An Hoa sheep field texted: “You go to Phuoc Trung to take pictures by the mausoleum, lest the flowers die, this year the flowers bloom early”. I was also a bit surprised because at this time the flowers of Nui Tau mausoleum have not yet bloomed, in Phuoc Diem it has just begun, why is it on Phuoc Trung “about to die”? Although the night rain was still light, early in the morning I rode a motorbike to move 8 km from the center of Phan Rang – Thap Cham city (Ninh Thuan province) along National Highway 1A towards Nha Trang to Luong Cach junction in the commune. Ho Hai, Ninh Hai district. Turn left for another 13 km, through quite famous tourist sites that many people know are An Hoa sheep field, Eco-Chi flower garden, to Phuoc Trung. The road connecting National Highway 1A to highland communes, through Phuoc Trung commune to the center of Bac Ai mountainous district is well paved, but it has not been officially identified, called inter-commune or inter-district road. . The sun has also risen, the sky is blue, and a few white clouds are floating across the distant mountains, the scenery is really beautiful. The road here is quite empty of traffic all year round. The feeling of people living in noisy cities, going to the highlands is so wonderful. After the first few rains of the season, the whole area was dry and thirsty as if it was bursting with life. The air is clear, fragrant with the smell of young grass, along the roadside, the burning meadows captivate the young and many photographers who come to check in, have begun to turn green. This is Dong Day village, Phuoc Trung commune, where there is Thanh Son lake with vast grasslands and where many sheep farms are concentrated, the most in Ninh Thuan. This place is still mistakenly called An Hoa sheep field by many people. The road in the direction of Northeast – Southwest slopes gently, bringing us to the end of the far green mountain range, this is Ta Nang mountain with a peak of nearly 1,500 meters. The feeling of going up high when approaching the center of Phuoc Trung commune, crossing a small pass, winding road, going up and down between the hills is also very interesting. Right on the first slope, we saw the bright purple glittering mausoleum beside the road. Climbing up the mound along the road, you will surely burst out when looking at the valley stretching to the side of the mountain full of flowers. Moving through the roads in the center of the commune, around the Song Sat irrigation lake, back to the O Cam bridge, everywhere you go, you will see Bang Lang flowers in full bloom. Bang Lang in Phuoc Trung is also a type of Lau as called by the locals, different from the types of Lang Lang San or Guai. By Thau Lau mausoleum, the body is not straight and has rough thorns. Bang mausoleum here seems to be higher than other places, there are trees growing right on the roadside or trees in the memorial of martyrs of the commune 8-10 meters high. It is possible that because they do not live in populations like in other places, they intercrop with other forest trees, in order to survive and develop, the trees are forced to rise up in a natural way. And like other places, Phuoc Trung Lang Lang does not grow in low-lying plains, but only lives from the foothills up to the mountainside and does not grow too high, passing through the center of the commune towards the district capital. Uncle Ai a few kilometers away, no longer see a living mausoleum. In the dry season, the leaves fall off in the mountains, leaving only the bare branches and branches, but after a few rains, the whole forest suddenly turns yellow as if sprouting young shoots, followed by flower sprouts. It turns out that the flowers bloom sooner or later, depending on how early or late it rains. Bang Lang flowers bloom in clusters, when they first bloom, they are brilliant purple, then the wings gradually turn white. Whether it’s just blooming or at the end of the season, the mausoleum also forms romantic spots. If you climb the hillside to see the flowers, you will also suddenly hear the sound of the bells hanging around the necks of the goats eating the leaves of the forest. Meeting a goat herder asked if anyone had picked this beautiful flower? The Raglai woman calmly said: “Leaving it in the forest for everyone to see is beautiful, it’s not good to take it home as your own. In the village there is also a mausoleum, but it is a tree that has been there since the time of sedentary cultivation and settlement. Anyone who comes here to pluck trees from forest rangers and people will not let them.” Sometimes I see a group of people in the city come up here to see flowers and take pictures. One sister said: “During the epidemic season, crowds are limited in tourist areas, sisters in the family invite each other to come here to see the flowers. The scenery of the mountains and forests in the village is quiet, the ethnic people here are gentle and friendly… the feeling is really interesting…”. In May, go to Phuoc Trung Tomb region, come here to mingle with nature, to see wild flowers and bring back a feeling of relaxation in your heart, your soul seems to be lost in the immense green silence. of the great thousand…

This banana rarely flowers, the flower is very big green nuggets, has few fruits but many seeds. This is an interesting destination with an extremely diverse ecosystem, wild nature, and a system of winding rivers and streams that are precarious between rocky snouts, giving this place a wonderful and attractive natural picture. The banana tree is probably too familiar to Vietnamese people, but few people know about the lonely banana tree. The road to Phuoc Binh National Park has a lot of forest bananas on both sides. Bananas on the roadside, bananas on the mountainside, low places and high places, the leaves fluttering in the sky. Perhaps this area is suitable for bananas, so the trunk is 20-25cm big, 3-4m high, the chamber is 6-7 inches long, all fruits are round and fat. Standing from afar, I saw hundreds of banana flowers dangling bright red. It is said that bananas in Phuoc Binh supply the whole city of Phan Rang and are the main source of income for the Raglai people who are currently living in this area. Bananas here are called “lonely” bananas, with a lotus-shaped chamber, this type of banana only grows alone, not in clusters, so it is called “lonely banana”. Lonely banana trees (also known as seed bananas, orphan bananas) are different from other banana varieties: from banana stems to banana flowers and fruits, they are also very unique. Local people said, the strange thing of this banana variety from germination by seed to flowering chamber does not produce seedlings. When the fruit is ripe, the tree will wither and die. Lonely bananas are completely grown in the wild, the tree grows all year round. This banana tree only grows in high mountain areas, usually ripe seeds falling to the ground meet good conditions and the tree will grow, develop and bear fruit. From sprouting to fruit harvesting takes about 2-2.5 years. Lonely bananas are used to treat kidney disease, kidney stones, diabetes, back pain, joint pain, erectile dysfunction, enhance men’s health, cool down, stomach disease, ringworm, stimulate digestion, tonic. kidney, diuretic, treatment of poor appetite, poor sleep, fever, constipation, tonifying the body… People here take banana seeds soaked in wine to drink very delicious and fragrant and are very popular with tourists when coming here to enjoy. Visitors all say that this wine is very special, has the aroma of bananas without losing the taste of wine, when drinking once, you will remember it forever. Come once to Phuoc Binh National Park in Bac Ai district, Ninh Thuan province to enjoy this local “specialty”.
