In order to apply the achievements of the industrial revolution 4.0, to help localities, people, businesses (DN) rise to socio-economic development, Bac Giang Provincial People’s Committee is focusing on directing to promote the implementation of digital transformation. (Community). Based on the available foundations, Bac Giang province has defined the short-term strategy of the college to focus on three main pillars: digital government, digital economy and digital society.
 From existing infrastructure

College is a process of total and comprehensive change of individuals and organizations in the way of life, working style and production method based on digital technology. On June 3, 2020, the Prime Minister approved the “digital transformation program to 2025, with a vision to 2030”. Apply IT in handling jobs at the Land Registration Office (Department of Natural Resources and Environment). Photo: Quoc Phuong It is known that the Provincial Standing Committee issued Resolution No. 433-NQ / TU dated May 4, 2019 on information technology (IT) development in the area in the period of 2019-2025 on three main pillars. is to develop IT infrastructure, build synchronous IT software systems and improve the quality of IT human resources. The Provincial People’s Committee also approved the IT development plan up to 2020 and orientation to 2030; e-government architecture and many projects, programs, and implementation plans. Recently, the Provincial People’s Committee has issued a plan to implement an action program to promote colleges and is advising to develop a Resolution of the Provincial Party Committee on Bac Giang’s Community in the period of 2021-2025, with a vision to 2030. With the direction in the active, active, and sensitive action, up to now, Bac Giang has prepared many basic foundations for the development of college, especially the digital government. In particular, the digital infrastructure and platform serving the college is also implemented quite effectively. Specifically, the province has a thriving broadcasting station with 1,422 stations, covering 3G, 4G to 100% of communes and wards. The Provincial Data Integration Center is invested in ensuring information safety and security, well serving the provision and exploitation of data of all levels and sectors and integrating with national data. Document management and work management software systems are deployed to 100% of 4-level agencies; process paperless documents (digital signatures); The total number of level 3 and level 4 public services on the Provincial Public Service Portal is 1,077 records. The goal of the province’s college is to strive until 2025, Bac Giang has an economy scale in the top 15 provinces and cities leading the country and in the top 15 in the country in terms of real estate ”. Mr. Nguyen Gia Phong, Deputy Director of Department of Information and Communication. Based on the available foundation, agencies, units, localities, businesses also have their own, appropriate college plans. For example, in Hiep Hoa, with available “resources” in terms of infrastructure, technology, data … the district immediately started working on the college, in which the first was the digital government. Mr. Hoang Cong Bo, Chairman of the District People’s Committee shared: “The district has determined that this is an important task to create a breakthrough and bring value to people, businesses and local socio-economic. Therefore, the district allocates 3-4 billion VND annually for this task. Particularly in 2020, Hiep Hoa will invest 3.6 billion VND in building the headquarters of the district one-door division; investing in equipment, Internet transmission lines for operations in the one-stop shop and the education and health sectors as well as the most effective use by the people and enterprises ”. As a result, by the first quarter of 2021, the district and commune OSS received nearly 4.1 thousand dossiers, the rate of settlement was 85%, of which 25% before the deadline, no slow or late documents. ; The proportion of documents transferred in agencies and units with digital signatures accounts for more than 80%. However, due to being an agricultural district and gradually focusing on industrial development and urban construction, there are still difficulties in capital and IT infrastructure; A part of the cadres of the Party bloc, unions have not been at the forefront in the implementation, especially using digital signatures to handle work in the internet environment, so they have not kept up with the general progress set by the province. This is a problem that the district focuses on overcoming. Come sync solutions Mr. Nguyen Gia Phong, Deputy Director of the Department of Information and Communication (TT&TT), said that despite the initial results, the implementation of digital infrastructure in the province still has problems. That is, the IT infrastructure to serve the college is inadequate; IT equipment systems, low-configuration hardware, information security systems and Information Security Surveillance Center (SOC) are still limited. Operating the grid at the Remote Control Center of Bac Giang Power Company. Photo: Quoc Phuong Specialized data transmission (WAN) network connects state agencies at low speed. Small-scale provincial data integration center, risk of insecurity. The province does not have a large database system, and the quality of IT human resources in the agency is not equal … With the above shortcomings, Mr. Phong informed that the next thematic resolution will be removed and overcome gradually. Department of Information and Communications will synchronously deploy a number of basic tasks and solutions for the implementation of colleges, in which it is proposed to leaders of all levels and sectors to pay attention to building and completing online public services for integration and assurance. providing 100% of essential public services to the people and businesses on the Provincial Public Service Portal. Applying effectively and thoroughly functions of document management and job management software systems. Actively use personal digital signatures, change the electronic ISO workflow, strive to have 100% of work files made and resolved on software, and carrying out paperless offices. Develop a plan to standardize, digitize data of agencies and units, well apply information systems shared by the province and specialized databases. Focus on training and fostering knowledge of IT and college for a contingent of IT cadres and civil servants at all levels and branches to improve their qualifications, thereby giving advice correctly, successfully and effectively on the task of colleges. agencies and units themselves. The Department is consulting with the Provincial People’s Committee to develop a smart urban ICT reference architecture; upgrading 4G mobile network, developing 5G network infrastructure, data integration center, intelligent urban monitoring and operating center; build the provincial database base in the priority areas to implement level 4 public services … Thereby striving to achieve 100% online public services level 4 in this June to implement digital government effectively. This is the basis for gradually building and perfecting the digital economy and digital society. Suggesting about college development, in the recent meeting with the province, Minister of Information and Communications Nguyen Manh Hung said that the process of college is still long, so technology, open data and open data are decisive factors. . “The ministry is ready to help Bac Giang in choosing a digital platform, effective application, reasonable cost, a reputable supplier. The province does not need to worry too much but should only pay attention to using digital technology platforms instead of IT softwares as before. The ministry will have the responsibility to help Bac Giang to be the leading province in the country in terms of colleges ”, said Minister Nguyen Manh Hung. Quoc Phuong – Hoang Phuong

According to experts, in order to successfully implement digital transformation in an enterprise, there are 3 decisive factors: Perceptions and actions from leaders; organizational awareness and readiness; and investment in technology infrastructure. Therefore, besides investing in technical infrastructure, training to raise awareness of digital transformation for leaders, officers, employees, and employees is very important. necessary to create a unity in thinking, acting, implementing tasks effectively.

Digital Transformation Awareness Course Recognizing this importance, recently, EVNNPT has organized an awareness raising course on digital transformation in the form of direct and online to 50 bridge points in localities. This is one of the important tasks in implementing the digital transformation of EVNNPT in the period to 2025. Speaking at the course, Mr. Nguyen Tuan Tung – Chairman of EVNNPT Member Council emphasized: Digital transformation is an important task, an inevitable foundation for the application of the achievements of Industry 4.0 in the fields of operation of EVNNPT. ; consistent with the undertakings and policies of the Party and Government; This is an urgent task that should be given top priority in the activities of EVNNPT in the current period and in the coming time. At the course, leaders, officers, and employees of EVNNPT heard about general information about digital transformation, digital economy, digital society in the country and the world; clearly distinguish between digitizing and converting numbers; practical experience in digital transformation in domestic enterprises. In fact, on the basis of implementing Resolution 134-NQ / ĐU of EVNNPT Party Committee dated June 17, 2019 on promoting research and technology application of Industry 4.0 in the field of power transmission, training Raising awareness about digital transformation has been implemented by EVNNPT very early. From 2019, EVNNPT has organized training courses on awareness, strategy, digital transformation management for EVNNPT managers and units; orientation, goals and tasks of Vietnam Electricity (EVN) / EVNNPT on digital transformation; Cultural habits promote digital transformation. Implement training via eLearning combining online competitions to disseminate awareness of digital transformation and information security to all officers and employees. According to Mr. Nguyen Tuan Tung, digital transformation at EVNNPT is to carry out the transformation of perception, digital human resources, digital business processes and application of digital technology at the same time. To facilitate digital transformation, EVNNPT has gradually reviewed and adjusted business processes to allow computerization, reducing reports and paper records; to promulgate policies to promote innovation, creation and application of digital technologies in the power transmission field. In 2020, EVNNPT has completed building an information technology (IT) capacity framework in the digital era and in 2021 will conduct training and assessment of basic IT application skills specified in Clause 1, Article 2. Circular 03/2014 / TT-BTTTT of the Ministry of Information and Communication for employees; assessing, developing and implementing skill development plans for staff in positions in IT positions, meeting IT skill standards and enhancing professional capacity in information security for IT staff . On the basis of the courses and digital transformation plan of EVN / EVNNPT, Mr. Nguyen Tuan Tung asked member units to make detailed plans of their units, with the goal of building EVNNPT into digital enterprises. year 2025, in which the basic number conversion will be completed in 2022. EVNNPT strives that by 2021, most EVNNPT officers and employees will firmly grasp the guidelines, orientations and tasks on the roadmap to change EVNNPT arguments; have basic understanding of digital transformation; have the habit of being ready for number conversion; have basic IT application skills.

In addition to the reason of users’ limited awareness of information security, the use of poor quality cameras, and the existence of security holes are also the reasons why many people are exposed, leaked, or even sold their own images. private.
Information and data from personal cameras become targets of hackers

Recently, on social networks, there has been a situation of buying and selling clips from camera accounts stolen by bad objects. Depending on the quality of the content, the associations that sell the 18+ clip will collect a fee from 100,000 to 250,000 VND per joining. Not only providing depraved content, some groups also share hacked camera access accounts for a package fee of about 3-4 million VND. The fact that cameras are installed everywhere, the number of cameras is constantly increasing, making data from the camera a source of information targeted by many objects. (Artwork: Internet) According to experts of the National Cyber Security Monitoring Center (NCSC), the Information Security Department, the Ministry of Information and Communications, the sale of account information on social networks is not a new behavior, but it has exported. appeared long ago. However, in the past, normally subjects only sold bank accounts, social networks or accounts containing information such as email, phone number, identity card number … Nowadays, when cameras are installed everywhere, the number is constantly increasing, being a source of information targeted by many audiences, the camera account also becomes “hot goods” on the account trading pages. “This form of purchase is becoming more popular because the number of cameras is increasing. Victims who lost their camera account can be monitored by others through their own camera, ”said the NCSC representative. Many users accidentally revealed the camera system login information According to experts, there are many reasons for the widespread purchase and sale of clips and camera accounts on the network, in part due to regulations and sanctions against acts of buying, selling and distributing personal data. not enough deterrent. Commenting on the reason that the personal camera system is vulnerable to hacker attacks, both subjectively and objectively, NCSC’s representative said: “Subjective is because users accidentally reveal account login information. camera. And objectively, because users use poor quality camera equipment, do not ensure enough information security, leading to the device can be hacked by hackers, thereby getting the login account “. Having the same opinion with the representative of NCSC, a security expert for IoT devices at Viettel Cyber Security, Ha Toan, emphasized: A fundamental reason that makes personal and household cameras easy. Hacker attacks are due to the user’s limited knowledge of using IoT devices or cameras. For example, do not change the default password of the device when it is put into use. According to Toan, another reason is that the camera device of the manufacturer does not have a protection mechanism such as verifying the integrity of the firmware running on the camera device, allowing hackers to buy camera equipment and insert backdoors. (back door – PV) and then sold to the market. “During the work, we also discovered many backdoors allowing remote access in cameras originating in China”, Viettel Cyber Security expert added. Along with that, there are cameras that have vulnerabilities in firmware due to programming errors such as buffer overflow, hardcode login information, logic errors … allowing hackers to exploit to take control of the device. Camera account information can also be revealed because the installation staff deliberately fails to notify the password change during installation or notice the change but does not notice the change of the entire service as mentioned above also includes services RTSP, onVIF. Raise awareness of personal information protection, choose a reputable camera To overcome the widespread situation of buying and selling clips, camera accounts in particular as well as personal information and data, experts say that the Decree on personal data protection should be issued soon and come to life. This draft Decree has regulated heavy fines for violations of personal data protection regulations. “The more penalties for handling violations related to the purchase and sale of personal data will help increase deterrence and reduce the rate of violation”, expert of Vietnam Cyber Security Joint Stock Company (VSEC) Vuong Trong Nhan stated his point of view. But experts also emphasized the limitation in the sense of protecting personal data of users as well as the organization providing services related to user data. Making recommendations to users, VSEC experts advise them to first increase their sense of self-protection by not using the camera manufacturer’s default password, setting a strong password and setting a Private network system is only for indoor security equipment, instead of sharing the same Wi-Fi network. According to representatives of NCSC, individuals and businesses when using cameras need to have strict regulations and decentralization when allowing users to access their camera systems, need to change passwords regularly to avoid in case the login information is known by many people, the risk of leaking is also higher. Emphasizing on the safety factor of the device, experts say that choosing to buy cameras manufactured from major brands, products that have been assessed for information security as well as choose a reputable installation unit. is an effective solution to help users avoid the risk of information insecurity. On the other hand, is it time for camera manufacturers to pay more attention to whether their equipment meets information security requirements?

Minister of Information and Communications Nguyen Manh Hung speaking at the State management briefing conference quarter I-2021. First, In terms of direction, Vietnam must take the lead in information and communication technology (ICT) and digital technology. The Ministry of Information and Communications must focus on institutions, visions, strategies, planning, plans, work with focus, focus, and finish off one by one, thoroughly addressing the lingering backlog. ; The Ministry Inspector will take the lead in inspecting the online environment to reduce exposure and trouble to businesses. Building a digital government, a digital government to lead the digital transformation belongs to the responsibility of being an example of leadership. Monday, ICT technology, digital technology, digital transformation is at the forefront from the beginning, in the same rhythm, even ahead of other countries. Tuesday, take the domestic market to nurture and develop technology and technology enterprises. The main market is the nation’s biggest asset. Must solve the Vietnam problem first and this is the cradle to go global. Wednesday, change institutions to accept new things, promote the application of new ones to attract new technologies, talents and invest in markets for new technology development. In particular, will form an innovative “special zone” on cyberspace. Considering institutional innovation to accept new is to create the market and the market is the best magnet for enterprises to perfect their technology. Thursday, Using Platform is the solution to accelerate digital transformation, reduce costs, and lower costs. Platforms are a new type of infrastructure called base infrastructure. This year, the ministry will officially announce which platforms are Vietnam’s infrastructure in digital transformation and these are our “oil fields”. Friday, A strong market must go hand in hand with a strong state. The market is strong in the short term, while the State is strong in the long term, in the foresight, in mapping out the vision and leading. The Ministry of Information and Communications will propose to the Ministry of Science and Technology to coordinate the budget for science and technology, to spend more on fundamental technology research, long-term studies. Saturday, The state promotes digital transformation through spending at least 1% budget on digital transformation and government procurement with a preference for digital products. Eighth, training human resources for digital transformation mainly through digital universities. The ministry will apply to pilot digital universities in schools through online platforms for advanced training, retraining, and lifelong training. Overview of the conference. Also according to the Minister, from 2021 onwards, the ministry will announce major problems to society in order to call on agencies and businesses to join hands and contribute to providing solutions. Some problems for units and enterprises in the industry to find out solutions. That is: Build a new generation social network. From data centralization to distributed model, moving towards users who own their own data instead of all user data belonging to the network operator. Smaller, more customer-oriented, and even paid social networks; the platform addresses a social need and then becomes a social network; audio social network, voice communication; Social networks ensure the safety of information for users; corporate social network for internal communication; publishing algorithms … Social networks are social infrastructure, so they must be clean, responsible for users and to the society … These are new features and features of social networks replacing the generation. first. This is an opportunity for Vietnamese businesses to develop a new generation social network. Building a new generation of search engine, aiming to ask a question that will have a reliable answer, instead of asking a question with millions of answers without knowing the reliability. For example, there is a phenomenon that if anyone pays high advertising fees, the answer will appear first, so knowledge has been corrupted by money … At the same time, aiming to communicate with search engines via voice will be better. friendly, closer to the user. Aim to build a personal museum in a digital environment and move towards an immortal digital version that can interact with living people. The list of digital transformation platforms for sectors and fields will be announced by the Ministry of Information and Communications in the second quarter of 2021. Affirming that Information and Communication will be the pioneer sector leading the national digital transformation, using technology to solve the country’s problems to realize the mighty aspirations of the nation, Minister Nguyen Manh Hung emphasizing, the whole industry will develop on the wings of spiritual strength and technology. In particular, the media creates spiritual aspirations and the rest is due to technology, but mainly digital technology. From those wings, it will contribute to bringing Vietnam up, achieving the goal of becoming a developed country by 2045 when the country is 100 years old.
