Competition with china US Senate passed Billion program

Status: 09.06.2021 09:01 a.m.

With a $ 250 billion program, the US wants to make up economic ground against China. The aim is semiconductor production and the research area Artificial Intelligence. The US Senate has passed a huge investment program in research and technology. Across all parties, the senators voted in favor of the package of measures designed to strengthen the US economy in competition with China. One of the goals is to advance the production of semiconductors in the USA and research in the field of artificial intelligence. Senate Democratic Majority Leader Chuck Schumer said after the vote: “If we don’t do anything, our days as the dominant superpower could be numbered.” US President Joe Biden was satisfied with the Senate decision: “We are competing for victory in the 21st century and the starting shot has been fired.” The US would have to maintain its position as “the most innovative and productive nation in the world”, according to Biden.

Production capacities decreased

According to the White House, the proportion of semiconductor production capacity in the US has fallen from 37 percent to around 12 percent of global production over the past 20 years. US companies are dependent on foreign countries, in particular on countries in Asia, which is a risk in the supply chain. Currently, many automakers and electronics manufacturers are struggling with not enough chips on the market. Among other things, the surge in demand for notebooks and other computer technology during the pandemic led to the shortage of semiconductors.

Discover the technologies of tomorrow

President Biden said the bill will enable the US to discover, manufacture and improve tomorrow’s key technologies – from artificial intelligence to computer chips to lithium batteries used in smart devices and electric vehicles – in the United States United States. The House of Representatives must also give its approval for the Investment Act to come into force. According to the US media, it could meet with resistance there.

Australia is trying to prepare for a plan to produce an mRNA technology vaccine in this country. (Source: Reuters) In a recent meeting with the Senate, Mr. David Luchetti of the Australian Ministry of Industry and Science said that the Australian authorities have asked manufacturers to detail the potential for vaccine development in Australia. Australia. Currently, the Australian Ministry of Technology and Science has received applications from 15 companies, of which 5 are under consideration. The available information shows that if the production of mRNA technology vaccines on the basis of existing factories, it may take Australia 1-2 years to produce the first batches of vaccines. However, if a completely new factory is built, it may take 3-4 years for a new mRNA technology vaccine to be born in Australia. So at the moment it is difficult to predict when Australia will be able to produce an mRNA vaccine. Compared with traditional technology, mRNA promises to be more effective, faster, safer, with fewer side effects; can compare the difference like a motorbike and a jet. To make it easy to understand, the process of synthesizing each protein in the human body is like solving a complex math problem, mRNA becomes a manual of mathematical formulas. If humans can create a vaccine in the form of artificial mRNA, when injected into the body, the mRNA will disguise itself as a “thief” that sneaks in but does not wake up the “host”, it silently builds a defense system. are antibody proteins, so that when the virus attacks, it will be destroyed by that system. Regarding the possibility of Moderna company building a vaccine factory in Australia, Mr. David Luchetti said that Australia is currently in discussions with Moderna about this plan, but until now it is still uncertain about what.
US President Joe Biden speaks in Washington, DC, on April 15, 2021. Photo: AFP / VNA The US Senate’s ratification of the draft Act on Hatred Crimes during the COVID-19 pandemic is considered a milestone in the Biden administration’s efforts to protect the Asian community. This is also a remarkable domestic achievement of Mr. Biden in the first 100 days in power. The draft Hate Crime Act of the COVID-19 pandemic received the support of 96 senators and only 1 vote against. The near-absolute support in the Senate, where Democrats and Republicans share seats, shows that the two parties themselves are increasingly aware of the urgency to enact a legal basis to stop them. cases of violence against Asian Americans as well as strict punishment against objects of discrimination against this community. The bill was proposed by the only two Asian parliamentarians in the Senate, Ms. Mazie Hirono (Hawaii) and Ms. Tammy Duckworth (Illinois), requiring the US Department of Justice to speed up the review of related cases. enmity stemmed from the COVID-19 pandemic, which proposed the establishment of an office under the Justice Department tasked with dealing with criminal acts against Asian Americans. Law enforcement at the local level will be assisted in receiving and resolving violence against Asian Americans, and expanding resources to improve the reception of information about cases. hate, increase investment to support the victims. Notably, the bill also aims to limit the increasing use of discriminatory language since the outbreak of the COVID-19 pandemic. Next May, the US House of Representatives will hold a vote on the draft law, but the possibility that the above document is passed and becomes law is completely feasible when the Democratic Party, which holds control in this agency. and both President Biden has previously expressed support for the bill. The White House Office of Management and Budget (OMB) affirmed that the new bill “will protect American values through the fight against xenophobia and hatred of Asian people”. Senate Democrat leader Chuck Schumer emphasized the bill as a message to the Asian American community that “the government will care, listen and act to protect them”. This can be seen as a success of President Biden, who has repeatedly urged the US Congress to pass a bill to deal with discrimination against Asians in America. It can be said that resolving racism in the US in general, and Asian-American discrimination in particular, is one of the focuses of the Biden presidential administration. Just a week after taking office, Mr. Biden signed an executive order condemning prejudice and violent discrimination against Asian Americans. The US government has also implemented a series of measures to deal with this situation, such as setting up a committee to deal with and end Asian discrimination, calling on local authorities to pay more attention. to this issue. The US also announced to spend nearly $ 50 million to support Asian people who are victims of violence and discrimination. A virtual library of projects to explore and celebrate Asian contributions to the United States is also underway. Recently, President Joe Biden appointed Erika Moritsugu, a Japanese-American, to the position of Vice President Assistant and Senior Coordinator for the Asian American Community and Pacific Islands. Along with the government’s measures, the US Senate’s ratification of the bill is the first concrete action of congressmen, demonstrating the determination of the US authorities to resolve this issue. In fact, stigmatization cases against Asian Americans and islands in the Pacific (AAPI), which make up 6.9% of the US population, have existed for a long time in this country’s society and are growing steadily. Since the outbreak of the COVID-19 pandemic more than a year ago, partly due to misinformation about the origin of the SARS-CoV-2 virus. According to a study by California State University, the city of San Bernardino, Asian-American discrimination cases increased by nearly 150% in 2020 in 16 of America’s largest cities, especially in Los Angeles and New York. , where there are a lot of Asians. Stop Asian American Pacific Islander (AAPI), an organization that synthesizes cases against Asian Americans, said less than a year since the outbreak of the COVID-19 pandemic, the center has received the report. about 3,795 cases of discrimination against Asians and Pacific islands across the US, of which verbal harassment accounts for 68%, avoidance or deliberate avoidance of Asians 20, 5% and 11% are attacks. These numbers are only “a small part of what’s happening”, but show the prevalence of discrimination and violence against this community. According to Pew Research Center data released on April 22, 81% of Asian Americans participating in the survey said that violence against them is increasing in the United States. Even 45% of the 352 Asian adults participating in this survey shared that they were victims of at least 1 in 5 racist acts since the COVID-19 epidemic occurred. Not only the acts of physical and mental harassment, the destruction of Asian-owned stores and businesses that hinder this community from doing business has increased significantly during the period. outbreak … According to statistics from the New American Economy Fund, although only accounting for a small percentage of the US population, Asian people and Pacific islands have certain contributions to the US economy. The tax that the households of this community contributed in 2017 accounted for 7.8% of the total taxes of all households in the US, equivalent to $ 218.6 billion, and this community also spent 526, $ 2 billion in consumer spending, housing purchases and investment. If only 9.5% of American workers are business owners, the rate among Asian and Pacific Islanders is 10.3%, contributing to creating millions of jobs for the US labor market. In 2016, Asian-owned businesses employed more than 5.1 million people. It can be said that the wave of marches against Asian stigma spread in the US, and Asian patrol teams were established in New York and many cities over the past time, showing a change in reception. a positive attitude in America to this issue. The issue of Asian-American stigma is difficult to resolve overnight, but the measures taken by the Biden administration show America’s efforts to combat discrimination and hatred. clan, in the spirit of “healing and national action”.

American soldiers at Kandahar airbase, Afghanistan. (Photo: AFP / VNA) The head of American forces in the Middle East, General Kenneth McKenzie April 22 said the US will temporarily deploy more troops to Afghanistan to protect international forces when withdrawing. According to the VNA correspondent in Washington, speaking during a Senate hearing, General McKenzie stated: “We will add resources to protect forces when withdrawing. This is normal in any event. What form of withdrawal? ” However, General McKenzie did not give temporary replenishment numbers and said plans were underway. General McKenzie also reiterated the US military’s concern that the withdrawal could facilitate the Taliban increased operations in Afghanistan. He is concerned about the Afghan military’s ability to maintain the current situation without the support it has had for many years. Mr. McKenzie warned the forces Taliban is now larger than 2011, estimated at 50,000 fighters, and controls more areas in Afghanistan than it was 10 years ago. Previously, President Joe Biden announced that the US – the country with the most troops stationed in Afghanistan – would withdraw all remaining troops in Afghanistan before 9/11, 20 years after the series of attacks. Al-Qaeda’s father sparked a protracted US war in this southwest Asian country. US allies in the North Atlantic Treaty Organization (NATO) have also agreed Withdrawing troops from Afghanistan right to the US withdrawal route . The war in Afghanistan left 2,400 US soldiers dead and cost the country an estimated $ 2 trillion. At the peak, the number of US troops in Afghanistan once reached 100,000 people in 2011. Currently the number of NATO soldiers still in Afghanistan is about 9,600 people, of which the US has 2,500 soldiers and Germany has 1,100 soldiers./.

On the occasion of Vietnam’s new government, a reporter on the Voice of Vietnam (VOV) in France had an interview with Ms. Catherine DEROCHE, Chairman of the Committee of Social Affairs of the French Senate, who is also the Chairman of the Group. Vietnam-France friendship senator in the Senate, on Vietnam’s socio-economic achievements in recent years, as well as the strategic partnership between the two countries.

Ms. Catherine DEROCHE, Chairman of the Committee of Social Affairs of the French Senate, is also the Chairman of the Franco-Vietnam Friendship Senate Group in the Senate.

Reporter: The new Prime Minister of Vietnam, Mr. Pham Minh Chinh, used to be the leader of a locality with an important position in Vietnam economically. In your opinion, what are the advantages for the development of cooperation between the two countries?

Ms. Catherine DEROCHE: I believe that, when selected, Mr. Pham Minh Chinh has the necessary strengths. Local potential and wealth is an important spearhead. With deep economic knowledge and understanding of localities, he will be a good middleman for the cooperation relationship between localities of Vietnam and France. Currently, there are many localities in Vietnam having cooperation relations with localities in France.

Reporter: How do you evaluate the strategic partnership between Vietnam and France, especially the role of Vietnam in the French strategy in the Indo-Pacific region?

Ms. Catherine DEROCHE: Vietnam plays an important role in the Indo-Pacific. The Indo-Pacific is also a strategically important region for France. France wants to consolidate a foothold in this region. Vietnam is an important partner in our strategy here.

We aim to ensure peace and stability in the region, while at the same time guarantee freedom of navigation, respect for international law. With its increasingly important role in the Association of Southeast Asian Nations (ASEAN) and its pace of development, it is undeniable that Vietnam is a particularly important partner of France in this region.

Reporter: How do you assess Vietnam’s achievements in recent years, especially its success in the fight against the COVID-19 pandemic?

Ms. Catherine DEROCHE: For the COVID-19 pandemic, Vietnam is an example because Vietnam has successfully implemented a strategic strategy since the outbreak of the epidemic, which has been recognized by international organizations. This was indeed an admiration but also a great surprise. How has a country like Vietnam overcome the pandemic, unlike many other countries. To date, only a few thousand viral infections have been recorded, with few deaths. The vaccination campaign has also been implemented very quickly. I think this is a very remarkable management approach.

Meanwhile, the slow, slow awareness of the epidemic, the slow implementation of the bureaucracy made us face problems with masks, testing, the vaccination campaign started but late. France as well as other European countries did not adopt a suitable strategy. In France, we have never been able to isolate the infected person, then proceed to trace, the decision to close the border was made too slow.

Countries like Vietnam adopt a “no virus infection” strategy, while we cannot. /.

Reporter: Would like to thank you so much!./.
