The Prime Minister issued Decision No. 942/QD-TTg dated June 15, 2021 approving the Strategy for E-Government Development towards Digital Government in the 2021 – 2025 period, with a vision to 2030. This is a important turning point of digital transformation in general and development of digital government in particular of Vietnam.
The Strategy for E-Government Development towards Digital Government in the 2021-2025 period, with a vision to 2030, has many new and breakthroughs in strategic vision and strategic thought with breakthrough solutions that are to use the using an open platform and orientation to promote the development of digital government.

Introduce the concept of digital government for the first time Digital government is essentially e-government, with changes in approach and implementation thanks to the development of digital technology. Therefore, when we say that developing digital government means developing e-government, digital government includes e-government. Illustration E-Government, in simple terms, is the “four Nos”, capable of meeting face-to-face, processing paperless documents, handling contactless administrative procedures and making non-cash payments. Digital government is e-government, adding “four Yess”, having all safe actions in the digital environment, being able to provide new services quickly, having the ability to use resources optimally, and being able to ability to create development, lead the country’s digital transformation, effectively solve major problems in socio-economic development and management. The strategic vision is to raise a high flag The vision is that Vietnam has a high level of e-government and digital government development index in the world, belongs to the top 50 leading countries by 2025, and belongs to the top 30 countries by 2030 according to the ranking of the World Bank. United Nations. Raise a high flag, which means a big mission and goal, to gather forces and attract talents both at home and abroad to join. When Vietnamese people join hands and unite, difficulties and challenges will become smaller. For the first time, localities will develop plans to secure annual funding from the state budget for digital government, striving for a higher spending rate than the world average. Countries currently spend about 1-2% of total state budget spending on digital government, in particular, some countries such as Singapore and South Korea spend a higher percentage. Strategic thinking is fast action In the fourth industrial revolution, countries that pioneer, go ahead and act quickly will have the opportunity to develop breakthroughs. In other words, in the digital age, it is not the big fish that eat the small fish, but the fast fish that swallow the slow fish. The strategy sets out the basic goal of completing e-government development targets by 2021 and forming a digital government by 2025. Breakthrough solution is to use open platform and orientation The digital platform is identified as a breakthrough solution to promote faster digital government development, reduce costs, and increase efficiency. The platform was created by excellent digital technology businesses, allowing agencies, organizations and individuals to use it as a service instead of having to invest and operate it themselves. Open orientation for people, businesses and other organizations to appropriately participate in the activities of state agencies, interact with state agencies to jointly enhance transparency, improve service quality, and solve problems and jointly create value for society. Not only serving people, businesses and society As before, usually, developing e-government sets the goal of better serving people, businesses and society. This strategy also aims to equip working tools so that cadres, civil servants and public employees can best perform their tasks, that is, virtual assistants or platforms for working and collaborating on the environment. number.

With the development orientation towards Digital Government, the way of serving people and businesses will be transformed.
On June 15, the Prime Minister issued Decision No. 942/QD-TTg approving the e-Government development strategy towards the digital government in the 2021-2025 period, with a vision to 2030.

This is the first time the Government has introduced the concept of Digital Government. Accordingly, digital government is essentially e-government, with changes in approach and implementation thanks to the development of digital technology. “Solving administrative procedures without contact” is one of the four criteria of e-Government. Photo: VGP. The strategy clearly states that by 2030, Vietnam is in the group of 30 leading countries in the development index of e-government and digital government according to the United Nations ranking. Digital government will transform the way people and businesses are served. From there, it helps to reduce costs, increase the productivity of businesses, create favorable conditions, and bring satisfaction to people. The ultimate goal is for people and businesses to participate more in the activities of state agencies, jointly creating values, benefits, satisfaction, trust and social consensus. The digital government also transforms the way it is organised, operated, working environment and tools so that cadres, civil servants and public employees can best perform their duties. For each stage, specific goals are set with basic targets. By 2025, the strategy sets five goals including providing quality services to serve society; widely mobilize the participation of society; optimal operation of state agencies’ activities; effectively solve major problems in socio-economic development, and make breakthrough changes in national ranking. Regarding the national key tasks, the strategy clearly states 6 tasks including: Perfecting the legal environment, developing digital infrastructure; develop digital platforms and national scale systems; develop national digital data; development of national applications and services; ensure the safety and security of the national network. These six tasks are also the key tasks of ministries, branches and localities to implement within their respective sectors, domains and localities. The strategy clearly states 10 solutions for implementation, including solutions on: Organization, apparatus, network; training and fostering digital skills; propaganda, dissemination and awareness raising; cooperation between state agencies and enterprises; researching, developing and mastering core technologies; standardization and restructuring of business processes; international cooperation… According to Minister of Information and Communications Nguyen Manh Hung, e-Government targets will be basically completed in 2021, with a focus on level 4 online public services reaching 100%. The digital government will be formed in 2025. Accordingly, government services are provided automatically 24/7 according to demand, new public services are provided in a timely manner and on the basis of open data. Digital government is essentially e-government, with changes in approach and implementation thanks to the development of digital technology. Therefore, when we say that developing digital government means developing e-government, digital government includes e-government. E-Government, simply understood, is the “four Nos”, including the ability to meet face-to-face, process paperless documents, handle contactless administrative procedures and make non-cash payments. Digital government is e-government, adding “four Yess”, having all safe actions in the digital environment, being able to provide new services quickly, having the ability to use resources optimally, and being able to ability to create development, lead the country’s digital transformation, effectively solve major problems in socio-economic development and management.

The Russian state agency for space operations, ‘Roscosmos’, recently revealed a new modular invention for the Russian Private Space Station.
According to Russian media, the Russian state agency for space activities “Roscosmos” is completing the Science-Energy (NEM) module for use on the Russian Orbital Station, after leaving the Station. International Space Station (ISS).

Currently, there are 15 members participating in the ISS project, of which 5 main members are: Russia, the US, Canada, Japan and the European Space Agency. Construction of the station began in 1998, the first permanent expedition commenced operations in 2000. It was previously announced that, during a meeting with President Putin on Astronaut Day (April 12), Russia decided to withdraw from the ISS project from 2025 and start building its own Orbit Station. The first module for it will be the SEM, which was originally designed for the ISS. Roscosmos notes that the ISS modules have reached the end of their useful life. Usually IS structures are used for only 15 years, but most ISS modules, not only Russian ones, are more than two decades old. Ong Vladimir Soloviev, the leader of the flight division, spoke of the need to create the new station due to technical problems on the Russian segment on the ISS, namely detecting cracks that allow the air to escape. Although the cracks have been sealed, there are still small leaks. Russia decided to leave the ISS and build its own Space Station Mr. Soloviev predicts, after 2025 there will be mass technical problems with the parts of the station. Carrying out repairs and maintenance is extremely costly and downright dangerous. In October, Mr. Soloviev revealed the appearance of a new Russian orbital service station. Under the plan, it will include at least five modules: Basic part, target production, logistics warehouse, platform (slide) for spacecraft assembly, launch, reception and servicing, as well as one The commercial module can accommodate four travelers. According to the documents, for the purpose of being used in the Russian Orbital Station component, this module needs to be adapted to accommodate the “Angara-A5M” boosters from Vostochny aerospace, instead of missile “Proton-M” from Baikonur airport. In addition, on the module will have to replace the assembly from active to passive, place two cabin compartments for astronauts and adjust the systems in charge of movement and navigation, telemetry, communication. and heat guarantee. According to published documents, the plan to build Russia’s Orbital Station will be divided into two phases. Energy Science (NEM) modular model on the Russian Space Station In the first phase between 2025 and 2030, NEM, node, base, and entrance modules are expected to launch. In the second phase, from 2030 to 2035, Roscosmos will produce the target modules as well as the foundation for the maintenance of space apparatus. The Russian orbit station will fly in a Sun synchronous orbit – at an angle of 97 degrees from the equator, on which its solar panels will always receive light. Such orbits also allow the crew to see the North Pole every hour and a half, and every two days they see any point on our planet. In this connection, it is planned to have the part of the Earth-facing Station within the range of the observation system in various spectral bands – from optical to radar, and on the opposite side a device. are intended for monitoring outside of open spaces. To board the New Station in the first phase will be the manned transport “Progress” and the “Soyuz” manned, while in the second stage the manned train “Oriol”.

In the third draft of the Law on Inspection (amended), the purpose of inspection is to detect loopholes in the management mechanism, policies and laws to propose to the competent state agency to make a decision. remedy; prevention, detection and handling of law violations.
Recently, in the report on receiving and explaining comments from ministries, branches and localities on the draft Law on Inspection (amended), the Government Inspectorate said, implementing the program on building laws and laws. orders of the National Assembly, the Government Inspector were assigned to assume the prime responsibility for, and coordinate with relevant agencies in, studying and developing a draft Law on Inspection (amended). Next, the Government Inspectorate sent a document to the draft Law on consultation with relevant ministries, branches, localities, agencies and organizations in accordance with the Law on Promulgation of Legal Documents. .

Standing Editorial Board, Editorial Team organized to synthesize comments. The comments generally agreed on the necessity of the development and basic contents of the draft Law on Inspection (revised). In addition, many comments have been made to complete the Draft. Regarding the competence to organize and direct inspection activities, the Government Inspectorate said that there are a number of suggestions for the full supplementation of the titles with the authority to organize inspection activities, including heads. The inspection agencies are defined in Articles 40, 41 and 42 of the draft Law. A citizen reception session chaired by the Inspector of Thai Nguyen Province. (Illustration) In this regard, according to the Government Inspectorate’s explanation, the authority to organize inspection activities of the titles specified in the draft is the head of the management agency at the same level as the inspection agency in the system of regulatory agencies. state administrative baggage. Inspection activities in the system of state administrative agencies are different in nature, functions, tasks and powers compared with inspection activities at other state agencies specified in Articles 40 and 41 , 42 drafts (inspection activities of agencies specified in Articles 40, 41, 42 draft are actually heads inspection activities, aimed at the internal agencies, branches, not outside. except for the Vietnam Social Security and the Enterprise State Capital Management Committee, which are two governmental agencies assigned to perform the specialized inspection function). Therefore, in accordance with the characteristics of inspection activities at other state agencies, the draft Law stipulates: Chief Justice of the Supreme People’s Court, Director of the Supreme People’s Court, the State Auditor General shall base on regulations. of this Law and other relevant law provisions promulgated according to its competence or submitted to competent agencies for promulgation of regulations on functions, tasks, organization and inspection activities of the Supreme People’s Court and the People’s Court. Supreme, State Audit. The Government stipulates the functions, tasks, structure, organization and operation of the Vietnam Social Insurance Inspector, the Inspector of the Committee for State Capital Management at Enterprises, Vietnam Television and Voice of the Voice. Vietnam, Vietnam News Agency, Ho Chi Minh National Academy of Politics, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology, Hanoi National University, National University Ho Chi Minh City. In the third draft of the Law on Inspection (amended), the purpose of inspection is to detect loopholes in the management mechanism, policies and laws to propose to the competent state agency to make a decision. remedy; prevention, detection and handling of law violations. At the same time, helping agencies, organizations and individuals to comply with the provisions of law; promote positive factors; contribute to improving the effectiveness and efficiency of state management activities; protecting the interests of the State, the legitimate rights and interests of agencies, organizations and individuals. Inspection activities must ensure the principles of law observance; democratic, open, objective, timely and accurate; not obstructing the normal operation of the subject of inspection and other agencies, organizations and individuals. There is no overlap in scope, subject, and content between inspection agencies and between the inspection agency and the state audit agency. In addition, the draft also regulates the organization and inspection activities of the Supreme People’s Court, the Supreme People’s Court, and the State Audit. Accordingly, these agencies establish an inspection agency to help the Chief Justice of the Supreme People’s Court, the President of the Supreme People’s Court, the State Auditor General to perform the task of inspecting, receiving citizens, settling complaints and denunciations and anti-corruption falls under the jurisdiction and responsibility of 3 agencies. Regarding the layout, draft 3 of the Law on Inspection (amended) includes 10 chapters and 131 articles, providing for the organization and activities of inspection in state administrative agencies and other state agencies. The Draft Law stipulates 9 prohibited acts, including the following acts: Deliberately failing to issue an inspection decision when detecting signs of law violation; cover for the inspected object; intentionally making untrue conclusions; to conclude, decide and handle illegal.
