Therefore, Vietnam must research, transfer technology and produce vaccines to promptly meet the urgent needs of Covid-19 prevention and control.

Volunteers injecting experimental vaccine Covivac. Photo: General Writing Domestic vaccines can reach 20-30 million doses/year According to the Ministry of Health, so far, the country has two manufacturers researching and developing vaccines against Covid-19.
The Nanocovax vaccine of the Nanogen Pharmaceutical Biotechnology Joint Stock Company has been approved for a phase 3 clinical trial (TNLS). In the past few days, the Military Medical Academy has administered experimental injections to volunteers aged 18.
According to the research outline, phase 3 will test on about 13,000 volunteers in many provinces and cities such as Hanoi, Hung Yen, Long An, Tien Giang, etc. In the North, the Military Medical Academy will act as the focal point for deployment. at Military Medical Hospital 103 and Hung Yen province’s preventive health center deployed locally. The southern area will be professionally handled by the Pasteur Institute in Ho Chi Minh City, in collaboration with the preventive health centers of Long An and Tien Giang provinces.
At the Military Medical Academy, there are currently more than 6,000 volunteers registered to participate in the trial, of which more than 600 people have been screened and are eligible to participate. In the immediate future, in the first phase of the TNLS phase 3, the Military Medical Academy will test 1,000 people. According to the Military Medical Academy, before that, in stages 1 and 2 of the Nano Covax vaccine trial, 100% of people who injected immunity were protected against the attack of the SARS-CoV-2 virus.
In the phase 3 trial, the Nano Covax vaccine was administered to volunteers from 18 years of age, and there was no maximum age limit for the trial participants. Currently, the oldest person to register for TNLS injection phase 3 is 83 years old. Nano Covax vaccine will also be administered to volunteers with chronic diseases such as hypertension, diabetes (stable disease, do not inject during acute phase) to evaluate the results of immunogenicity. fluid, post-injection reaction… The results of the phase 3 clinical trial are the basis for the Ministry of Health to grant emergency permits and widely inject people to prevent the Covid-19 epidemic, which is expected in the fourth quarter of this year. Earlier, during a working visit to the Military Medical Academy, National Assembly Chairman Vuong Dinh Hue asked the Military Medical Academy to continue to closely coordinate with relevant ministries and sectors to urgently accelerate the implementation of clinical trials. Preparing phase 3 of Nanocovax vaccine, striving for early results to have a preventive vaccine for the community. However, when manufacturing, vaccines must ensure superiority in antibody generation time, with the shortest number of days; minimize side effects to a minimum, especially for people with weak health and underlying diseases; at the same time, must be able to resist and destroy future mutations. In addition, the COVIVAC vaccine of the Nha Trang Institute of Vaccines and Biologicals, is currently in the first phase of the TNLS and is about to be transferred to the second phase of research in Thai Binh.
According to the Ministry of Health, the COVIVAC vaccine is expected to produce about 6 million doses per year and can increase capacity when invested. Meanwhile, with the Nanocovax vaccine, which is expected to produce about 20-30 million doses per year, Nanogen Pharmaceutical Biotechnology Joint Stock Company can increase its capacity when invested.
A vaccine is coming soon that only requires one dose
Information from the Department of Science and Technology (Ministry of Health), a Vietnamese enterprise has discussed and negotiated with the US manufacturer on conditions for transferring technology to produce Covid-19 vaccine from mRNA essence. It is known that this vaccine only needs to be injected with a single dose of 5 mg, has high protection (based on the results of TNLS phase 1, 2), has a storage temperature of 20 – 80 degrees Celsius, currently the vaccine has been tested. end of trial phase 1, 2).
The first factory following the manufacturer’s technology standards will increase the capacity of 100-200 million doses/year, and is expected to start production from the end of 2021 or the first quarter of 2022. In addition, the No. 1 Vaccine and Biological Products Company Limited (VABIOTECH) is also negotiating with a Japanese partner to receive the transfer of vaccine production technology to Vietnam. In addition, VABIOTECH signed an agreement with the Direct Investment Fund of the Russian Federation on the closure of Sputnik-V Covid-19 vaccine tubes from semi-finished products with a scale of 5 million doses/month starting from July 2021. , towards transferring production technology with the scale of 100 million doses/year.
According to Minister of Health Nguyen Thanh Long, vaccines are an important weapon to bring life back to normal. Therefore, the Politburo has a policy on import, research, production and technology transfer for vaccines. Along with creating maximum conditions and quickly solving procedures for businesses and localities to import vaccines, Vietnam also promotes research and domestic production of vaccines. Vietnam is one of the first four countries in the world to isolate the SARS-CoV-2 virus, paving the way for research and production of vaccines, and many positive prospects for people to soon receive domestic vaccines. In addition, the Ministry of Health has worked with many foreign partners, negotiated to buy vaccine copyrights, transfer technology so that Vietnam can get the vaccine as soon as possible and be independent in the source of vaccines used in the country.
Recently, the Ministry of Health has negotiated with Johnson & Johnson Corporation with the hope that this unit will transfer technology to set up a vaccine factory in Vietnam. According to Minister Nguyen Thanh Long, many large corporations in Vietnam want to participate in the global vaccine supply chain. Vietnam is also one of more than 40 countries that can produce vaccines for the vaccination needs of the people, so the vaccine production experience of Vietnamese factories is guaranteed. Vietnam’s national vaccine management system (NRA) has also been certified as meeting standards by the World Health Organization (WHO). Johnson & Johnson’s side commits that after working with the Ministry of Health, it will make efforts to implement solutions to speed up the supply process through the COVAX mechanism, so that Vietnam can have Johnson & Johnson’s vaccine as soon as possible. However, Minister Nguyen Thanh Long also said that, to ensure vaccine security, one of the very important issues is to ensure a sustainable financial source for vaccines. Therefore, the Minister wishes that the community, authorities and businesses continue to support the Vaccine Fund. Vietnam has self-produced many vaccines and put them into the expanded vaccination program, contributing to the eradication and repelling of many dangerous diseases. This is the premise for the successful production of a Covid-19 vaccine. In fact, the research and production of vaccines against Covid-19 faces many difficulties and challenges, but this is the inevitable path we must go if we want to actively supply vaccines to serve the people. Over the past time, the Ministry of Health and State management agencies have created all conditions for administrative procedures for units to conduct vaccine production in the most favorable way. We can fully expect a “made in Vietnam” vaccine because at the moment, everything is going well.

Senior Advisor of the Center for Emergency Response to Public Health Events, Assoc. Tran Dac Phu The success of a vaccine depends not only on the manufacturer, researcher, and manager, but also on the social community. Therefore, we call for the cooperation of society, all people with the health sector to have a clinical trial research program, first of all, to be safe and effective to have a product soon. vaccines produced by Vietnam for the community.

Deputy Director of the Department of Science, Technology and Investment (Ministry of Health), Dr. Nguyen Ngo Quang

“As prime minister and director of the Center for Covid-19 Situation Administration, I am the official leading the fight against the epidemic. I must apologize for the problems that have arisen and take full responsibility,” the Prime Minister said. General Prayuth said, Theo Bangkok Post .

The apology was made by Prime Minister Prayuth after the Thai public expressed displeasure over the slow implementation of the vaccination campaign. Prime Minister Prayuth said that despite ordering a large number of vaccines, the Thai government has only received a small amount of the vaccine. Vaccines are now concentrated in large vaccination points, with faster vaccination rates, where almost all of the vaccines they are distributed are used up. Although Thailand has been transferred technology, the production of a vaccine takes a long time, not to mention the quality control procedures, which every country has to face, Prime Minister Prayuth said. Prime Minister Prayuth Chanocha. Photo: Khaosad. In addition, vaccination is currently focused on the most vulnerable populations in high-risk outbreak areas in the Thai capital, in order to prevent the disease from spreading, as well as to maintain the operation of health facilities. factory. This affects those who have already signed up for vaccinations, Prime Minister Prayuth acknowledged. In addition, Prayuth also said that the vaccination campaign involved many organizations, and the lack of harmony in the coordination process also affected the speed of vaccination deployment. The Thai government has ordered 100 million doses of the Covid-19 vaccine, with plans to vaccinate 50 million people, or 70% of the population, this year. Prime Minister Prayuth said Thailand’s goal is to buy enough vaccines to raise vaccination rates to 80-90%.

Equipment manufactured by the research team of Tra Vinh University to determine waxy coconut or regular coconut with 95% probability, determine the percentage of solid and liquid wax with 80% probability.

Wax coconut, a famous specialty of Tra Vinh province. Photo: MD. The Board of Evaluation and Acceptance of Scientific and Technological Tasks of Tra Vinh Province has just accepted the topic “Design and manufacture of equipment to determine the percentage of wax in coconuts” by Dr. Nguyen Minh Hoa, Tra Vinh University as the chair. Wax coconut is a famous specialty of Tra Vinh province. However, determining the percentage of wax in coconuts has long depended on the experience of gardeners. The use of Deep Learning classification equipment helps gardeners determine the percentage of wax in coconuts with the correct probability of up to 95%, determine the percentage of solid wax and liquid wax with 80% probability, should be graded by the council. rather. Mr. Luu Van Nhan, Deputy Director of the Department of Industry and Trade of Tra Vinh province, said that in the past to choose wax coconuts, gardeners’ experience was to shake, but often not absolutely accurate. Nhan said, while still working in Cau Ke, a delegation of the National Assembly ordered 50 waxed coconuts, he asked a reputable agent to collect them. But after asking, I found out that there are many fruits like normal dried coconut. Council for acceptance of coconut wax measuring equipment. Photo: Minh Dam. “In such cases, I believe the gardener is not intentional but just mistaken. Therefore, determining the percentage of waxy coconuts is extremely meaningful to avoid the fact that a 150,000 VND waxed coconut turns into a coconut. dry 10,000 VND. I find this research very close to the actual situation and has high practical application significance”, Mr. Nhan emphasized. According to Mr. Nhan, when applying this device, large-scale farmers, businesses that buy raw wax coconuts, and trading facilities will have more favorable conditions in business, especially the There is no doubt between the buyer and the seller. Now Mr. Nhan wants to buy 50 waxed coconuts, just put it in the machine will have results, from that result the price negotiation will be very close to reality. But Mr. Quick said that, to move towards commercialization, the research team’s product should be improved as compactly as possible for easy portability. The meter for measuring the percentage of wax in coconuts works at the acceptance test of the research topic. According to Dr. Nguyen Minh Hoa, Vice Rector of Tra Vinh University, the knowledge economy is developing in line with the trend of industrial revolution 4.0, higher education institutions play a more important role to find new knowledge, transmit spread knowledge and apply that knowledge through scientific research activities and technology transfer into practice. At the same time, schools need to update the latest research from these scientific research results and transfer this technology into teaching to students in order to improve training quality. Because this is a measure for schools in applying knowledge to create practical values for life. At Tra Vinh University, it is clear that 3 basic components including training, scientific research, technology transfer are inseparable, the development trend expands over time to meet the requirements of educational innovation. university education. Successful research on cordyceps at Tra Vinh University. Photo: Minh Dam. Dr. Nguyen Minh Hoa shared: “Over the years, Tra Vinh University has promoted applied research and technology transfer activities among lecturers and students. In particular, focus on strongly developing the invention space among students and lecturers – makerspace, developing student research groups – IEEE Student Chapter at Tra Vinh University, developing Lab – invention space for students students, lecturers, student cooperative models, student farmer associations, and policies to encourage the incubation of start-up ideas, applied scientific research and technology transfer to serve the community. “. In the coming time, Tra Vinh University will continue to prioritize the implementation of projects to deploy research products with commercial potential, focusing on investing in strong research directions, prioritizing community service and closely associated with businesses, departments inside and outside the province in ordering scientific research and technology transfer.

Identifying science and technology as an important driving force for socio-economic development, Hanoi city has synchronously implemented solutions, especially focusing on promoting the science and technology market under the many forms. Thereby, Hanoi has affirmed its role as the leading center of science, technology and innovation of the whole country.
Hanoi’s science and technology market initially shows its role as a bridge, linking scientific and technological research activities with production and business, but there are still many shortcomings, limitations and inadequacies. with potential and advantages. Operating in the science and technology market is mainly looking to buy and sell machinery and equipment. There have not been many transactions with high technology content. The role of intermediary organizations and technology transfer consultants is still fuzzy… Worth mentioning, Hanoi city has not yet established a technology trading floor to form and orient technology trading habits. promoting the development of the science and technology market.

Recognizing the importance of developing the science and technology market, the Hanoi Party Committee (XVII session) issued Program No. 07-CTr/TU (March 17, 2021) on “Promoting development development of science, technology and innovation in Hanoi city in the period of 2021-2025.” Accordingly, one of the important requirements is to soon build a Hanoi technology trading floor, moving forward. As a national technology exchange, connecting with major technology centers of the world, implementing this task, Hanoi city has assigned the Hanoi Department of Science and Technology to develop the “Project to build a project” building and operating the technology trading floor of Hanoi city”. Technology exchanges play a core role in the development of the science and technology market. In the context that the Fourth Industrial Revolution is taking place strongly, when building the Hanoi technology exchange, it is necessary to ensure all modern features of technology – techniques, most convenient for users. , bringing real benefits to the participants. In addition, there should be a connection with domestic and international exchanges, creating an organic link between research and application of scientific and technological results, commercialization of scientific and technological products. … For the exchange to work effectively, the participation of businesses, scientists, research institutes and universities is essential. The business community needs to improve the quality of governance, build a suitable human resource; actively “shake hands” with universities and research institutes to closely follow market demand and create products with high technology content. At the same time, it is necessary to ensure close association with intermediary organizations and scientists, improve the capacity to absorb, master and apply new technologies. Another important requirement is to focus on the human factor. For the field of science and technology, market development personnel will have more special requirements than other fields, not only needing knowledge of business and law but also knowledge of science, technology… Therefore, it is necessary to have attractive mechanisms and policies to attract a team of good experts, capable of consulting, closely connecting supply – demand; trained human resources with expertise and skills to effectively manage and operate the trading floor. The Hanoi Technology Exchange, which is built and soon comes into operation, will contribute to promoting the science, technology and innovation market. This will be the main driving force for the capital’s socio-economic development in the coming time.

Malaysia is about to introduce a new Industrial Security and Defense Policy that aims to turn it into a manufacturer of weapons and military equipment, reduce reliance on imports of these items, and stimulate economic growth. practice.
Jane’s magazine quoted Malaysian Defense Minister Ismail Sabri Yaakob as saying that Malaysia is cooperating in technology transfer with several countries. “When this phase is completed, we will be able to produce our own weapons and military equipment,” said Ismail. Earlier, speaking at the opening ceremony of the Langkawi International Aviation and Maritime Exhibition in 2017, Mr. Najib Razak, Prime Minister of Malaysia at that time affirmed that by 2030, CNQP of this country would create about 32,000 jobs. high import with turnover of over 16 billion USD.

It is not easy for Malaysia to have the current development of CNQP. Back in the 90s of the last century, the representative of the country’s CNQP industry were few small companies specialized in the production of general goods, while a few large companies could carry out important work for The military, like building ships or maintaining aircraft, has to depend on civilian businesses. Also at this time, Malaysia Prime Minister Mahathir Mohamad’s Vision 2020 goal of turning Malaysia into a country with advanced technology and complete industrialization by 2020 was kicked off. Along with this goal is the development of the industrial sector in Malaysia, especially CNQP and the space, through technology transfer and programs to allow defense procurement from abroad. The AV8 Gempita armored fighting vehicle is manufactured by Deftech Company of Malaysia in cooperation with FNSS Company of Turkey. Photo: janes.com Vision 2020 is set at a time when Malaysia’s economy is growing well and the country’s education has provided a workforce that is not only proficient in skills, well-educated but also well-managed. high tech. As a result, more and more people want to pursue the path of specialized knowledge and skills, creating a competitive advantage in the labor market. These are ideal conditions for CNQP to develop. An important point that helped promote the CNQP of Malaysia was the change in the strategic view of the Malaysian armed forces. In other words, this force faces a new challenge and needs to change from an army based mainly on the army with the support of coastal and air force, to a modern armed force with naval navigation. The air force and the air force became the servicemen with a larger role. The policies and favorable conditions are like that, but also a lot of difficulties. First, the money spent on technology transfer and equipment maintenance is huge. Second, spending a lot on defense at a time when Malaysia is enjoying peace has caused many people to question. In dealing with these issues, Malaysia chose to focus on domestic CNQP companies and as such, equipment procurement is understood to create more jobs for people, not just national security. To support domestic firms, since 2004, the Malaysian Government has implemented contracts under the “Long Term Guide 5 + 5” to ensure job security for domestic defense contracts. Accordingly, domestic companies can sign a 5-year contract with 2 extended years and another 3-year contract if the company complies with the contract. Following the success, Malaysia will bring its CNQP to a new position with the policy to be implemented. The Malaysia Defense White Paper 2019 affirms that the Malaysian CNQP still focuses on developing human resources, technology, industry, autonomy and international market penetration to further actively contribute to the economy and national capacity. room of this country.
