The Bundestag wants to pass the stricter climate protection law today. The opposition speaks of a quick shot – and doubts the effect.

The federal government hastily got the new climate protection law in motion. At the end of April, the Federal Constitutional Court ruled: The previous Climate Protection Act of 2019 must be improved because the measures to reduce emissions from 2031 are inadequate. After the decision in Karlsruhe, there would actually have been time until the end of next year to remedy the deficiencies. But the Union and the SPD wanted to prove their ability to act again in terms of climate protection.

Environment Minister Svenja Schulze from the SPD speaks of a “very important week for climate protection in Germany”. “This means that climate neutrality will become law in Germany in 2045. And with this, we will fulfill the mandate of the Federal Constitutional Court in the shortest possible time and ensure a fair balance between the generations.” The Karlsruhe judges had emphasized that future generations could be burdened too much in their freedoms by climate protection measures, if not changed in time.

2045 greenhouse gas neutral

The amendment now stipulates that Germany is to become greenhouse gas neutral as early as 2045 – i.e. from then on it will not emit more carbon dioxide than is absorbed primarily through forests. To achieve this, the annual savings targets for power plants, industry, traffic, agriculture and buildings are tightened.

And after a long turmoil, the federal government has agreed on some immediate measures: for example, additional wind turbines and solar systems in the coming year and simplified repowering, in which old wind turbines are replaced by new and higher ones. Communities should also benefit financially when they provide open space for solar systems.

And: The federal government has launched an eight billion euro investment program to accelerate the energy transition. “We want to involve the citizens with us. We want to get people excited about climate protection. That is why we rely on the promotion of environmental technologies,” says the chairwoman of the Union in the Bundestag Environment Committee, Anja Weisgerber from the CSU. “And we want to prevent jobs from being relocated due to excessively strict climate protection requirements. We achieved that in the agreement.” Some in the Union and the SPD are concerned that voters’ enthusiasm for climate protection could wane as soon as it becomes concrete and costly. Therefore, the SPD has blocked plans of the Union to increase the CO2 price for fuel, heating oil and natural gas, which has been in effect since the beginning of the year, more quickly.

Costs for the tenants?

At the same time, the CO2 costs for heating remain entirely with the tenants. The Union did not want to burden the landlords additionally. And: CDU / CSU have blocked the SPD’s plans for a significantly faster expansion of renewable energies. Because new wind turbines and power lines are unpopular in many places.

Criticism comes from the environmental expert of the Greens Oliver Krischer: “We have agreements in the smallest details that hardly make a difference in the matter,” he says. “And there is no progress at all with the major measures such as phasing out coal, refurbishing buildings, or switching off combustion engines.”

“A quick shot”

The Left and the FDP speak of an election maneuver. The federal government does not have a clear plan for climate protection, says the FDP environmental expert Lukas Köhler: “What the federal government is doing now is a quick shot that is neither coordinated at European level nor in any way really stipulates that it works efficiently and purposefully. ” With the government majority of the Union and SPD, the tightened climate protection is likely to pass the Bundestag today. At their pressure, the Bundestag is also dealing with the subject today. tagesschau.de: With #IchBinHanna, working conditions in science make it into parliament. How did the hashtag come about? Sebastian Kubon: Until recently, the Federal Ministry of Education and Research had a video on its website in which an animated figure named Hanna explains the legal basis of employment, the Science Contract Act. This is a special right of fixed-term employment that regulates that scientists in Germany can be employed for a maximum of six years before and six years after completing their doctorate. Thereafter, the time limit must be extended. But that doesn’t happen due to a lack of jobs, so most of them are thrown out of the system by then at the latest – with all their qualifications and knowledge that are then lost to science. And in addition to this immense loss for Germany as a research location, there is always a personal fate. If there is such an explanatory video to explain this absurd situation, then in my opinion it is anti-human and anti-science. Therefore, Dr. Amrei Bahr, Dr. Kristin Eichhorn and I give the scientists a face – with the hashtag #IchbBinHanna.

To person Dr. Sebastian Kubon is a research associate at the History Department at the University of Hamburg, currently on parental leave. He is mainly concerned with public history and food history. tagesschau.de: What are your main points of criticism and what are your specific suggestions? Kubon: I hardly know where to start. The short-term contracts are particularly bad. Instead of doing research in peace, you have to keep writing new applications and proposals. We need realistic contract terms, i.e. as long as you actually need for a doctorate, for example. And those who then have a doctorate should be employed on a permanent basis – or at least receive a clear and transparent perspective. In addition, there is a lot of unpaid overtime at universities. Many colleagues only have half jobs – and still work as much as if they had full jobs to keep the business running. We need reliable and sufficient basic funding. This does not always mean more third-party funding, i.e. project-related funds that have to be applied for and raised at great expense.

“Then you shouldn’t get any professors out of time”

tagesschau.de: The Ministry of Education justified the temporary positions by stating that research always needed new impulses. Kubon: This argument that only constant fluctuation creates innovation has been around for decades without ever being scientifically verified. According to this logic, professors should not be deferred. I think that is more of an exaggerated argument. Because it is – at least in the short term – easier and cheaper for young scientists to work unpaid overtime. But this literally burns them up, which is expensive in the long term and not sustainable at all. Don’t get me wrong, it’s not about pity. But this system means that important research projects are put to rest, teaching suffers in terms of content and students keep losing contact. Many highly talented people, when asked if they could see themselves in science, wave their thanks. tagesschau.de: Another argument from the Ministry of Education is that if all posts were to be expelled, a single generation would “clog” the system … Kubon: But nobody is asking that all positions be permanent – as far as I know, not even the union. It is about transparent criteria and a concrete perspective: in other words, expiry under the and the circumstances. Surely it cannot be that every new generation has to struggle again and again with precarious working conditions and cannot conduct research properly.

tagesschau.de: Is that actually a purely German problem, is it better to deal with young scientists abroad? Kubon: “Offspring” is a terrible term. Some people in their mid-40s are not newcomers, but highly qualified experts who have long had highly paid management positions elsewhere. No wonder that many seek their happiness elsewhere. Foreign universities have already tried to poach German scientists as part of #IchBinHanna. But to come back to the question: Overall, science is a precarious system worldwide. But I cannot judge that in detail. But it would perhaps also be more the job of the ministry to set up a commission to deal with working conditions elsewhere in order to see what one can learn from there. But that would presuppose that deficits are recognized at all in their own country.

If it is to provide urgently needed orientation, then we can no longer work under such conditions. But I have the impression that many politicians simply do not know anything about it. Therefore we say: stop – it cannot go on like this. And maybe a few parties will see it as an opportunity to position themselves on questions of science policy.

Workers’ rights, as for everyone else

tagesschau.de: It is the last week of the session, then there will be general elections in September, so there will be no quick solutions. How do you intend to carry the topic forward? Kubon: The Science Contract Act is currently being evaluated. However, the corresponding forms are designed in such a way that I cannot imagine that valid data will come out of them. Nevertheless: The law is on the agenda for the next legislative period. Therefore, the deficits must now be described as precisely as possible in order to propose possible solutions. This is done in the traditional way, i.e. via local programs, party work or unions. But thanks to social media, initiatives can also arise quickly and spontaneously – the success of #IchBinHanna has shown us that. You made the Ministry of Research have to deal with our criticism. Luxury department store in Paris La Samaritaine shines in new splendor

Many of the 1700 employees of the department store stand on the landing and applaud the president. He accepted Bernard Arnault’s invitation. The billionaire and boss of the luxury goods company LVMH owns the Samaritaine. He renovated the building complex for 750 million euros and is now attracting customers: “Perhaps you can also shop on the Internet. But there you can’t touch the products, you can’t see them, and you can’t have lunch in such a wonderful atmosphere.”

A water pump as namesake

In the Samaritaine, this is most spectacularly done in the “Voyage” restaurant under the historic glass dome, surrounded by a 115-meter-long peacock frieze in Art Nouveau style. But actually shopping is hip here, emphasizes Head of Marketing Nathalie Montaldier: “You are on the fourth floor – all women’s shoes, from sneakers to luxury. A hymn to Paris

Corona consequences for companies How much longer does the state have to help?

Today, the federal and state economics ministers are discussing how to proceed with corona aid for companies. Warnings against a permanent state economy are getting louder. But some industries are still deeply in crisis.

Tim Sandrock walks through the 3500 square meter hall of his event company. He points to huge loudspeakers, lighting systems or projectors that are piled up to the ceiling. “That would normally all be used outside in mid-June, at theater events, village festivals or music concerts”says Sandrock. “The camp could be swept through completely. We haven’t moved the technology for at least 15 months.”

He is one of the two managing directors of Flo-Service GmbH in Mainz. The company has 25 employees and six trainees. The company organizes up to 1500 events per year with a focus on the Rhine-Main area. “From the disco ball for the teenage party to the stage technology for a Sting concert, we cover everything”says Sandrock. Although the economy is taking off again across the country, Flo-Service still has few orders at major events due to the pandemic requirements. Most recently, among other things, the Oktoberfest was canceled. This sends a devastating signal to the industry.

Hope for further help

“We are broadly positioned and have thus been able to limit losses. The Federal Employment Agency helped us a lot through short-time work with around 31,000 euros per month. The bridging aids were also extremely important to us last year”says Sandrock. “However, our company has fixed costs of 150,000 euros every month.”

Flo-Service mainly draws on its operating reserves before Corona. In addition, there was a tough austerity course. Overall, sales have decreased by a good third. This means that Sandrock is still in a brilliant position in the industry. Other companies make a minus of 90 percent or are no longer there. “In the long run, of course, you can’t finance a company like ours. I therefore very much hope for further state aid”, he says. Cultural events have a pre-planning of three to nine months. In the uncertain Corona time, that’s half an eternity. “I am optimistic that the worst is behind us. But we still need support for a transition period. Otherwise all previous payments would be pointless”, says Sandrock.

Economics ministers discuss further aid

The federal and state economics ministers meet today in Düsseldorf – for the first time in attendance. One question is: what will happen next with the support for the economy? The bridging allowance and short-time work allowance were only recently extended to the end of September and even expanded. Now it is about a renewed extension until the end of the year.

The host of the meeting, the North Rhine-Westphalian Minister of Economic Affairs Andreas Pinkwart from the FDP, has already made a decision: “I am in favor of the aid being extended beyond the end of September until the end of the year”, he says. “Sectors such as the trade fair and event industry or the showmen will continue to suffer from a drop in sales in the fall. The Federal Ministry of Economics also sees it that way. I would also like to advocate this course at the federal government.”

North Rhine-Westphalia’s Minister of Economic Affairs also refers to legal constraints. “Unfortunately, to fight the pandemic, we had to restrict the freedom of trade. That is why the bridging aid is not subsidy, but compensation. Parts of the economy are only now gradually returning to normal”says Pinkwart. Now it is a matter of creating transitions for the companies concerned.

Share of businesses in need is falling

More and more companies seem to manage this transition. According to a study by the Institute for Employment Research (IAB), only eight percent of all companies saw their existence threatened by May. In April this value was still 13 percent. “The incidence values ​​are easing in many places, and at the same time private-sector companies in Germany are looking more optimistically into the future, “says IAB Director Bernd Fitzenberger. So far, the Federal Ministry of Economics has approved a total of more than 105 billion euros for the economy during the crisis. In addition, there is short-time work allowance of around 32.3 billion euros.

Criticism from economists

More and more economists are critical of the ongoing political assistance. Lars Feld is one of them. The 54-year-old economist is a proven regulatory politician, i.e. oriented towards the principles of market and competition. “The extension until the end of September is fine. But I do not believe in a renewed extension”, he says. “The upswing is in full swing. According to the Bundesbank, we will have growth of 3.7 percent in Germany this year. Next year it should be five percent. The need for an expansive fiscal policy that continues to be so strong is therefore decreasing.”

In addition, there are always deadweight effects at companies that find themselves in a difficult situation without this having anything to do with Corona. However, Feld limits his analysis with a view to the event industry. “If the state restricts certain companies in certain sectors of the constitutionally granted freedom of trade, then this must be compensated. But we will have to live with Corona in the long term. Therefore, I think it is questionable whether the events industry can continue as it did before the pandemic.”

Digital structural change also in the event area

Tim Sandrock in Mainz knows that too. In order to survive economically, Flo-Service had already digitized itself during the lockdown. “We have brought our analog offers into the digital space. Instead of a meeting with a projector, screen or interpreting service, we now also offer complete software solutions”says Sandrock. Corona has massively accelerated development. “There will be a growing digital share at events of all kinds in the future.”

In order not to complicate this structural change, Sandrock is also in favor of a foreseeable phase out of the aid. For the next few months, however, the company needs government aid again. If politicians decide in favor of renewed extension, Sandrock will submit an application. “But I am sure that the industry will recover quickly after Corona. I’m also counting on a catch-up effect. Man is a sociable being. That’s why we’ll be back.”

Online competition is growing Fashion retail in upheaval

The sale of fashion on the Internet is booming: The Otto subsidiary About You, which launched successfully on the stock exchange today, is growing rapidly. Stationary fashion retailers, on the other hand, are increasingly disappearing. Do you still have a future? The former glamor of the fashion industry has long since vanished in German city centers. There is bare existential fear. Many fashion retailers feel they have been stripped down to the last shirt. In the corona pandemic, textile retailers and manufacturers had to give up in a row. Well-known names such as Escada, Hallhuber, Bonita, Appelrath Cüpper and Adler-Modemärkte filed for bankruptcy. More fashion retailers will soon follow, predict the credit insurer Euler Hermes and the textile trade association (BTE). Euler Hermes does not expect a return to pre-crisis levels until 2023.

“Home office and suit don’t go together”

During the lockdown, new clothes were hardly in demand. Who needs an expensive new outfit for work at home? “Home office and suit don’t go together,” says Gerd Oliver Seidensticker, President of German Fashion.

The turnover in the fashion industry shrank in the Corona year by more than 20 percent to around twelve billion euros. “The pandemic has plunged the fashion industry into a deep crisis,” complains German fashion boss Seidensticker. “Many of our companies are dependent on help from the state.”

Structural crisis even before Corona

But even before the pandemic, the stationary fashion houses were under pressure. Corona has accelerated the structural crisis in the industry. Sales in stationary retail have been declining for years. The death of fashion retailers began a long time ago. Between 2010 and 2019, the number of companies in the clothing industry fell by 31 percent, according to a study by the management consultancy PwC. Retail expert Gerrit Heinemann, retail expert at the Niederrhein University of Applied Sciences, speaks up tagesschau.de of a “collective restructuring case”.

The increasing low-cost competition from textile discounters such as Primark and the triumphant advance of online retail have long been troubling the classic fashion industry. Online retailers such as Zalando and About You are flourishing. Only H&M and Zara have successfully resisted the online competition and also held their own in the Corona crisis.

More and more mono labels

There is also a trend towards mono labels. More and more fashion manufacturers such as Hugo Boss or the sporting goods supplier Adidas are setting up their own flagship stores and selling their products there – to the chagrin of classic fashion retailers who traditionally follow the multi-label approach.

The end of the multi-month lockdown and the return of walk-in customers in the cities should give the stationary fashion retail some breathing space again in the short term. In the long run, however, the industry has to reinvent itself, demand experts. Only those who meet the needs of customers with innovative concepts will survive, says PwC retail expert Stefan Schwertel.

Regional or sustainable concepts as a way out?

Heinemann sees the Mannheim fashion retailer Engelhorn as a positive example. The company has focused on a regional market and now sells a good half of its clothing over the Internet.

Other fashion retailers focus on niches such as sustainability. Some also flee into the arms of their biggest competitor, Zalando. A good 2,400 stationary fashion retailers now also sell their clothing via the Zalando “Connected Retail” platform.

Model H&M and Zara

Above all, however, Zalando is using that and is not enough to save the stationary business permanently, complain experts like Gerrit Heinemann from the Niederrhein University of Applied Sciences. “This is a one-way street.” In his opinion, stationary fashion retailers should primarily operate on demand in the future – following the example of H&M and Zara. In fact, C&A is currently starting to produce jeans “on demand” at the Mönchengladbach location in Germany.

The traditional fashion house Köhler from Hessen is breaking new ground. It offers fashion advice and sales via video. The customer fills out a questionnaire on the Internet before receiving a video consultation. During the video call, the customer then decides what he wants to have delivered to his home. The concept is particularly worthwhile with regular customers, says Paula Vordemfelde, managing director of Köhler. Her motto: “We have to be creative and be able to react quickly.”

There are many powerful entrepreneurs in China, such as the eloquent Ma Yun, the low-key Ma Huateng, and the self-made Liu Qiangdong. Among them, Ren Zhengfei is a very special one.
