With the beginning of the summer holidays in some federal states, rail passengers have to be prepared for strikes. The train drivers’ union GDL decided a labor dispute. The GDL intends to announce tomorrow exactly how it should look. At Deutsche Bahn, train driver strikes in the middle of the holiday season are getting closer. The union of German locomotive drivers (GDL) decided on concrete industrial action after failed negotiations with the employers’ association Move. GDL boss Claus Weselsky will not announce the exact scope and time of possible work stoppages until Thursday at a press conference in Berlin. According to the GDL, the corresponding committee resolutions are available. A railway spokeswoman asked the union to return to the negotiating table. There are well-founded offers for more wages and additional protection against dismissal on the table, about which the GDL top has so far refused serious negotiations.

First warning strike since December 2018

Immediately before the start of the school holidays in several federal states, the union is increasing the pressure on the management of the railway. The GDL declared the negotiations to have failed last Tuesday. It is the first warning strike on the railways since December 2018, when the Railway and Transport Union (EVG) called on its members to take part in a labor dispute. Both unions are fighting with each other for influence in the state company. The EVG had already reached a collective agreement last autumn. From the beginning of 2022, employees will receive 1.5 percent more money – little compared to collective bargaining rounds in better times. Compulsory redundancies are excluded until the end of 2023.

The union of German locomotive drivers has decided to take industrial action.

GDL wants more

The GDL wants to get more out of money and working hours. Both sides had moved somewhat towards each other before the failure of the negotiations. Based on the collective bargaining agreement for the public service, the GDL is calling for an income increase of 1.4 percent plus a corona bonus this year and a further 1.8 percent next year. The employees deserved more than compensation for the price increase, argues Weselsky.

According to its own statements, Deutsche Bahn had proposed increases in incomes as in the public sector, but in relation to the airport sector. An “emergency collective agreement” had been concluded for airports because of the slump in traffic. The 1.4 percent increase in income there will only be in October 2022, the other 1.8 percent not until April 2023. Employers will also have the option of reducing working hours by six percent in 2022. The level of the collective agreement for the public service is to be reached in October 2023

The Wirecard committee of inquiry presented its report one year after the accounting scandal became known. But who is politically responsible remains open. The opposition and the Union accuse Finance Minister Scholz. For years the Wirecard Group has been highly praised – an innovative business model, a fantastic sales development, the hope in the Dax. And then almost two billion euros disappeared from the balance sheet practically overnight. “It is a criminal case,” says Matthias Hauer, chairman of the Union in the committee of inquiry. And after seven months of studying the files and questioning witnesses, it is clear that the Union is primarily responsible for the bankruptcy of billions: “Federal Finance Minister Olaf Scholz and the management of the Federal Ministry of Finance bear political responsibility for the Wirecard scandal,” said Hauer. They knowingly looked the other way when the rumors about irregularities in the Wirecard management made the rounds. Fabio de Masi from the Left puts it even more drastically: “This billions of dollars lie, this Wirecard illusion factory was only conceivable because they organized a political network to hide the fact that there wasn’t much substance under the covers. “ De Masi recalled the countless investors who would have lost a total of more than 20 billion euros in share assets due to the Wirecard bankruptcy.

Opposition demands political consequences

Florian Toncar from the FDP also thinks that someone from politics should have apologized to the injured party: “I think it is a major annoyance for many citizens that in the end there is no one in such scandals who will also stand up admits his own mistakes. ”

But back to Olaf Scholz. As a witness in the committee of inquiry, he had considerable gaps in memory, complained the spokesman for the Union and opposition parties. Lisa Paus from the Greens thinks that Olaf Scholz did not exactly recommend himself as a candidate for Chancellor: “I think that especially in these times Germany needs a leader who can also admit mistakes. And I think that is something that Olaf Scholz is not given. ” Kay Gottschalk from the AfD was the chairman of the committee of inquiry – Union and the other opposition factions attested to having carried out the office professionally and with colleagues. In the matter he also misses political consequences at a higher level. “A minister would have resigned 20 years ago. And that is a cultural change that we are experiencing here in Germany that I do not like,” said Gottschalk.

And the SPD? It takes its candidate for chancellor out of the political line of fire. The allegations against Scholz are just election campaign noise, says finance politician Cansel Kiziltepe: “Olaf Scholz bears no political responsibility for the Wirecard scandal. And the allegations that have been made have not been confirmed.”

On Friday there is still a Bundestag debate on the political assessment of the scandal – then the public prosecutor has the floor. She is investigating the former management of Wirecard for, among other things, embezzlement, falsification of accounts and fraud committed by gang. It is not yet possible to foresee when there will be criminal proceedings

Energy and climate package Triple steps or big litter?

Status: 22.06.2021 4:35 p.m.

Shortly before the summer break, the Union and the SPD agreed on an energy and climate package. It is intended to help achieve the goals of the new Climate Protection Act. According to this, Germany should be greenhouse gas neutral by 2045.

From Martin Polansky, ARD capital studio

Shortly before the end of the legislative period, the Bundestag is due to pass the stricter climate protection law this week. And now the Union and the SPD have agreed on a package with initial measures on how the more ambitious climate targets are to be achieved in the coming years. The chairwoman of the Union in the Bundestag Environment Committee, Anja Weisgerber from the CSU, welcomes the agreement. “It is definitely a clear step forward. And with everything we also pay attention to the effects on the economy, on jobs and people’s acceptance.”

Expansion of renewable energies – with restrictions

The government groups have specifically agreed on additional new wind and solar systems in the coming year, on simplified repowering, in which old wind turbines will be replaced by new and higher ones. CSU environmental expert Weisgerber emphasizes that the effects on species protection and noise emissions should continue to be examined. But simplified approval procedures are necessary in order to expand renewable energies more quickly and thus achieve the climate targets. The agreement also provides financial benefits for communities that provide rural open spaces for solar systems. The Union and the SPD could not agree on a faster increase in the CO2 price or the distribution of CO2 costs between tenants and landlords each half. And solar compulsory for new buildings is also off the table. This was not feasible with the Union, says the deputy SPD parliamentary group leader Matthias Miersch: “We cannot enforce this measure in such a constellation. I believe that the next government must first and foremost conclude a future pact between the federal, state and local governments , which provides for a binding expansion path for renewable energy sources. ”

“Repowering” New boost for wind power?

The expansion of wind power has not progressed as planned for years.

Opposition and associations disappointed

Criticism of the resolutions comes from the opposition. The FDP speaks of campaign activism by the Union and the SPD, the Left calls the resolutions a sham campaign. The environmental expert of the Greens, Oliver Krischer, speaks of small, triple steps: “That is not what we need for climate protection. That is politics with our hands in our pockets and not the answer to the climate crisis.”

The BUND and the Paritätische Wohlfahrtsverband also criticize the resolutions as half-hearted: they are not only unambitious, but there is also no social compensation for tenants, for example. The Bundestag is to adopt the package of measures on Thursday together with the new climate protection law. This provides for Germany to become greenhouse gas neutral in 2045 – five years earlier than previously planned. In addition, the Federal Cabinet wants to launch an eight billion euro immediate program tomorrow to promote investments in the energy transition. However, the immediate program can only be finally adopted by the upcoming Bundestag

The coalition seemed to be in agreement: landlords and tenants should share the CO2 costs on oil and gas in the future. But the Union no longer went along with it. Associations and the opposition are angry – and generally criticize the climate protection concept. For the time being, tenants in Germany will have to bear the additional costs due to the CO2 price on oil and gas alone. An agreement reached by the federal government weeks ago to relieve tenants has now failed. The Union faction did not want to participate, did not want to burden landlords and landlords additionally. “A division of the additional CO2 costs between tenants and landlords would be counterproductive, since the CO2 price is intended to steer behavior”, said Union faction vice-chairman Thorsten Frei of the news agency dpa.

Incentive to produce less CO2

It should be worthwhile for the consumer if he uses less CO2, said Frei. That was the reason why the Union faction rejected the division. After all, landlords are not responsible for heating costs, according to Frei.

At the same time, Frei emphasized that it had already been ensured that it was not closed “social imbalances” come “Those who receive transfer payments receive their housing costs from the state. Those who are entitled to housing benefit have received ten percent more since the beginning of the year in order to cushion the CO2 price”said Frei.

Criticism from the SPD and the tenants’ association

The SPD side, on the other hand, expressed its disappointment. The Union has refused to include the landlords and landlords in the higher CO2 costs for living. This leave you behind “bitter aftertaste”said SPD parliamentary group leader Rolf Mützenich. “Now the tenants alone have to bear the additional costs”, he said. “This is not how we imagine social climate protection.”

Of a “impending price shock” SPD parliamentary deputy Sören Bartol spoke for tenants “Editorial network Germany” (RND). The no from the CDU and CSU to the division model “exposes the social coldness of the Union”, he said. The German Tenants’ Association called the regulation in the RND newspapers one “hit in the face” of the tenants.

Criticism of the Climate Protection Act Homeowners threaten too Constitutional action

The new, tightened climate protection law has met with fierce criticism in the business world.

Additional expenses of up to 160 euros

The cabinet decision of May 12th originally provided that landlords should bear 50 percent of the costs of the national CO2 price in future tenancies. According to the current legal situation, tenants take on the costs arising from CO2 pricing, currently EUR 25 per tonne.

The consequence of the regulation: If heating continues to be mainly fossil fuel, it will be expensive. Like the portal “Check24” has calculated, the CO2 price of 25 euros for a family with a rented apartment and a consumption of 1000 liters of heating oil per year results in additional costs of almost 79 euros. A family with a house has to pay about twice as much.

Eight billion euros for climate protection

Originally, the now burst relief for tenants was noted in the so-called immediate climate protection program. The immediate program will now go into the cabinet without the corresponding passage. It essentially contains the plan for the distribution of the eight billion euros that are to be used in addition to climate protection measures in the coming years. But the coming federal government has to implement this. SPD parliamentary deputy Matthias Miersch, who negotiated the details of the climate and energy program with the Union to the end, spoke of one “Bridge to the next legislative period”. Miersch criticized the concept for the expansion of renewable energies as a failure. Here it was not possible to give the federal states binding targets, for example for the expansion of wind energy on land. Giving wind and solar energy a boost through changes in the law is now the task “Future task of the next government”said Miersch. Environment Minister Svenja Schulze (SPD) referred to RTL / n-tv on concrete progress, for example in the replacement of climate-damaging oil heating systems, but also admitted: “We could do a lot more.”

The Federal Climate Protection Act is to be passed quickly

The Federal Climate Protection Act, which is due to pass this week by the Bundestag and Bundesrat, forms the framework for all measures and financial plans. This will anchor the new climate goals that the federal government had set for itself just two weeks after a ruling by the Federal Constitutional Court in May. The judges in Karlsruhe had instructed the federal government to regulate the national path to the reduction of climate-damaging greenhouse gases even beyond the year 2030.

Germany is aiming for greenhouse gas neutrality by 2045, five years earlier than originally planned. Then only as much climate-damaging gas should be emitted as can be neutralized again. Politicians argued for weeks about the right way to get there and only agreed on the final key points on Monday.

Debate about opening times Shop on Sundays until Christmas?

Status: 19.06.2021 2:58 p.m.

Brick-and-mortar retail suffered a lot in the pandemic, while online retailing gained tremendously. DIW, Städtebund and the trade association HDE are now calling for more flexible opening times to help stimulate the economy. The union ver.di warns. The President of the German Institute for Economic Research (DIW), Marcel Fratzscher, calls for opening hours to be relaxed in view of the difficult situation of many retailers. “A liberalization of the shop opening times is urgently required so that the stationary retail trade can assert itself in the competition against the online trade and secure jobs,” said Fratzscher to the “Handelsblatt”.

Flexibility required until the end of the year

The economist stood by the side of the trade association HDE. He had suggested leaving the shops open on Sundays at least until the end of the year. This gives retailers the chance to make up at least part of the sales lost during the lockdowns and would also be a signal to people that the city centers are open again. In addition, there should be more reliable rules for a legally secure occasional Sunday opening.

Grocery retail Supermarkets as crisis winners

The grocery trade is booming – also because many other shops have had to close.

The Association of Towns and Municipalities also spoke out in favor of it. “We now have to do everything we can to ensure that our inner cities and town centers do not become deserted,” said managing director Gerd Landsberg to the “Handelsblatt”. “It would be a positive signal to allow additional Sunday opening hours.” Landsberg referred to the threatening situation of the trade and the danger for hundreds of thousands of jobs.

“Small but important signal”

Over 100,000 retail stores could close or not open at all, Landsberg said. This would put almost 500,000 jobs at stake. The online trade, on the other hand, was open 24 hours a day, seven days a week, and was able to increase its sales to over 72 billion euros last year due to the pandemic. Additional Sunday opening hours would therefore be “a small but important signal that the city centers and town centers have a future”.

“Development cannot be reversed”

Fratzscher explained: “Due to the pandemic, there was a massive shift towards online trading, which will not be completely reversed even after the pandemic.” However, fair competitive conditions did not mean that people could shop online 24 hours a day, seven days a week, but stationary retail trade had a “tight corset” and had to be closed on Sundays.

Consequences of the lockdowns Consumption slumped in the Corona year

Closed shops, canceled vacation trips: Germans spent 116 billion euros less on private consumption last year.

“Instead of sanctions or charges for online trading, politics should make stationary retailing more attractive,” said Fratzscher. In addition to more flexible shopping times, this also includes modern urban concepts that make inner cities more attractive again. “This not only has an immediate economic value, it is also very important from a social and societal perspective that people meet and come into contact with one another.”

Ver.di sees “general attack”

The FDP already supported the HDE’s advance as a suitable economic aid for the retail sector. The trade union ver.di, on the other hand, rejected him as an overly short-sighted “general attack on the trade workers, their families, but also on the Basic Law”.

Doorway Design of British Library

Traveling around the world, if circumstances permit, my favorite places to go are university campuses and libraries. The common feature of these two places is that they are open to the public and are “undefended.” Of course, Chinese university campuses are an exception. The former is to feel its youthful and free culture atmosphere, the latter is to appreciate the civilization of a city and respect and worship knowledge.

British Museum Book Reading Room

The years before retirement were spent in the UK. The British Library in London, Birmingham City Library and Liverpool Central Library have all left a deep and beautiful impression on me.

The British Library

The British Library at 96 Euston Road, London, also known as the National Library of England, was developed from the British Museum Library that was first established in 1753. In July 1973, the National Central Library, the National Science and Invention Reference Library, the National Science and Technology Loan Library and the British National Bibliography Company merged to form the British Library today.

British Library open doors

The new ochre-red British Library building on Euston Road was completed in 1996. On the right side is the famous St. Pancras Hotel and St. Pancras Railway Station, which is the departure station of the “Eurostar” train to the European continent; and from St. Pancras, go forward It is Euston Railway Station, the departure station for England to go north to Scotland and Northern Ireland. The overall appearance of the new building of the British Library matches the colors of the neighboring St. Pancras, and the styles complement each other. One is classic Victorian style, the other is modern minimalist style.

Main entrance of the British Library

The British Library has 150 million collections. Collected every book, every newspaper, periodical and other publications published in the UK. Even music scores, etc. must have copies. There are both traditional paper publications and the most modern electronic publications. There are both the latest published and manuscript ancient books from two thousand years ago.

Panoramic photo of the British Library

Although the history of the British Library is only more than two hundred years, its collection can be traced back more than 3,000 years ago. The brown glass tower in the lobby of the new building was donated by King George IV of his father George III to the British Library in 1823. The glass tower is six stories high, and all the book ridges are facing outwards for viewing. If necessary, staff can access it for readers through internal passages or movable bookshelves.

From where I live, it takes about forty minutes to walk to the British Library. Try to apply for its library card online, it needs to fill in too much personal information, give up. But this does not prevent me from entering the library without a certificate. One of the reasons I like patronizing this library is that it often holds exhibitions of various collections in the lobby or side compartment on the first floor. The few exhibitions that impressed me were the “Quran Rare Book Exhibition”, the “Georgian Age Architecture Exhibition”, “The Conquest of the Arctic Photo Exhibition” and so on. These exhibitions with different themes give the public a glimpse of these unparalleled authentic works and treasures, which are really rare.

The spiral staircase in the lobby of the Liverpool Central Library

Going to Liverpool to play, originally went to worship the “Beatles” band. But the Liverpool Central Library in the city centre has become the biggest gain besides the Beatles. It was founded in 1860 and is the largest of the 22 public libraries in Liverpool. Its appearance is as old and mottled as the appearance of the British Museum, with a heavy sense of history. But when I entered the door, I couldn’t help taking a deep breath, deeply impressed by its modernity and artistic sense. The spiral staircase decorated with stained glass is magnificent no matter from which angle it is viewed.

The Birmingham Library fully embodies the characteristics of Birmingham, which was once an important town of the British Industrial Revolution

On two business trips to Birmingham, I couldn’t help but want to go to the Birmingham Library. This new library built in 1974 on the site of the original Birmingham Central Library has been the largest municipal public library in the UK and even in Europe from the date of its completion until 2013.

Birmingham Library Hall

The Birmingham Library is the masterpiece of the famous “Russian” architect John Madin. Although the cost of materials had to be reduced due to tight funding at the time, its majestic arched reading room, desolate concrete exterior wall and distinct geometric design have become a representative work of British architectural brutalism and are highly favored by the architectural circles. This architectural style is also regarded as a symbol of social progress. The number of visitors from 2011 to 2012 was close to 1.2 million, making it the second most visited library in the UK and the pride of Birmingham.

There is an escalator in the atrium of the Birmingham Library Hall, which is a bit like an escalator in a big shopping mall, which is convenient but does not feel like visiting a market. Standing on the escalator slowly rising, what rises in your heart is the worship of knowledge and civilization and nothing else.

Overlooking downtown Birmingham from the rooftop garden of the Birmingham Library

During the years of working and living in the UK, although I like to visit large and beautiful libraries, in my daily life, the Marylebone Community Library near my home is the only one I must visit every week, which is simple and convenient like my own living room or study room. I wonder if you feel the same as me?

EU-US summit Brussels and Biden – the sticking points

Status: 15.06.2021 2:04 p.m. Subsidies, punitive tariffs or relations with Beijing – the European Union and the USA are still fighting over a whole range of explosive problems after the change of power in Washington. An overview. The United States and the European Union are clearly trying to improve their relations again after the Trump presidency. Disputes in economic and geopolitics have been simmering for years. The new US President Joe Biden is as tough on some issues as his predecessor Donald Trump. On other questions, however, he showed a willingness to compromise in advance. When he meets EU leader Ursula von der Leyen today, these issues will be the main focus:

Subsidy dispute over Airbus and Boeing

For 17 years, the EU and the US had been fighting because they accused each other of improperly subsidizing their aircraft manufacturers Airbus and Boeing. Since Biden took office, there was a kind of armistice until July 11th. In the run-up to the summit, both sides had hoped to be able to resolve this dispute. In fact, the EU and US reached an agreement at today’s meeting. There is a breakthrough on the subject, said EU Commission President von der Leyen. This will open a new chapter in relationships – with cooperation instead of legal disputes. During Trump’s tenure, the United States had received permission from the World Trade Organization (WTO) to impose punitive tariffs of $ 7.5 billion on goods and services from the EU. Airbus aircraft were subject to a tax of 15 percent. A year later, Brussels also received WTO approval to impose punitive tariffs on US imports totaling four billion dollars.

Planes, cheese, wine US punitive tariffs on EU imports come into effect As of today, the US government will impose additional punitive tariffs on imports from Europe.

Punitive tariffs on steel and aluminum

At the meeting between Biden and the EU leaders, the trade conflict over steel and aluminum will also come on the table. The commission hopes that the guest from Washington will agree to lift the punitive tariffs of 25 percent on European steel exports to the USA by December 1st. After Trump was voted out of office, Brussels decided not to raise its tariffs on whiskey, jeans or Harley-Davidson motorcycles as planned on June 1. Now it is up to the USA to turn words into deeds, says Deputy EU Commission President Valdis Dombrovskis. Trump had accused the EU of unfair trade practices and imposed punitive tariffs on imports in this area in June 2018. As a result, European steel exports to the USA rose by 25 percent and exports of aluminum by ten percent.

Digital tax and data security

Brussels also sees a need for discussion regarding the taxation of digital content from US technology companies such as Google, Apple, Amazon and Facebook. The EU accuses companies of skilfully shifting their sales and profits to avoid tax payments in the EU. A Europe-wide tax for digital corporations has therefore been discussed in the EU for years. France and other EU countries have already introduced national digital taxes. In the meantime, both sides within the Organization for Economic Co-operation and Development (OECD) have agreed to start negotiations on the taxation of digital content. Brussels and Washington are also looking for a new agreement to enable the exchange of personal data from the EU to the US. This is important for the business models of the US digital corporations. The European Court of Justice overturned the so-called Privacy Shield Agreement last year because it did not adequately protect European data from access by US authorities and secret services.

Further consideration for Nord Stream 2?

The German-Russian gas pipeline Nord Stream 2, which is supposed to double the capacity of Russian deliveries through the Baltic Sea, could also cause some tension at the meeting. She wasn’t just a thorn in Trump’s side. Biden also rejects the almost finished project – but obviously does not want to jeopardize the transatlantic partnership, which has just recovered. The US fear that Moscow has a means of political leverage in the pipeline. The planned start of Nord Stream 2 was delayed by US sanctions under Trump. In a gesture to Berlin at the end of May, Biden’s government decided not to impose sanctions on the operating company Nord Stream 2 AG and its German managing director. Washington wanted to create space for talks with the federal government.

 analysis 05/20/2021

Relations with China

As far as relations with China are concerned, things seem to have calmed down a bit. The fact that the EU reached an investment protection agreement with Beijing without waiting for Biden’s inauguration to coordinate with the new US president was clearly disapproved in Washington. There one expects more support from the Europeans against the Chinese rival. The EU has since put the deal with China on hold and is unequivocally opposed to unfair trade practices and human rights abuses. After the EU imposed sanctions on the situation of the Muslim Uyghur minority in the Chinese province of Xinjiang, Beijing responded with sanctions against EU politicians and scientists. The European Parliament then refused to ratify the agreement. With information from Matthias Reiche, ARD-Studio Brussels

Clarification from Brinkhaus Petrol is also becoming more expensive with the Union

Status: 11.06.2021 10:40 a.m.

When it comes to the issue of gasoline prices, the focus is on the Greens. The grand coalition decided to increase the price of CO2 a long time ago. Union faction leader Brinkhaus made this clear again, but demanded an appropriate transition period. In the dispute over rising gasoline prices, Union parliamentary group leader Ralph Brinkhaus has made it clear that gasoline would also become more expensive with the Union at the head of the future federal government. “Petrol is getting more expensive, now a little bit, in the second half of this decade it will be really more expensive,” said the CDU politician in Im ARD morning magazine . This was already decided in autumn 2019. “The fight against climate change will not be for free.”

Not the “if”, but the “when” is up for debate

It is important to create realistic and fair transition periods. Germans do not have to sell their cars immediately, but they do have to be prepared to switch to electric cars or low-consumption cars in the future. The social question is not that gasoline will become more expensive. “But the social question is: Do people have a transition period that is long enough to adapt,” said Brinkhaus. This applies not only to gasoline, but also to heating. The plan is to absorb the rising prices through subsidy programs.

Gasoline price hike long been a done deal

In the debate about higher fuel prices, government spokesman Steffen Seibert had recently made it clear that the prices for fuels such as gasoline and diesel would rise in the coming years anyway. The federal government has decided to scale the CO2 price up to 2025, which already has “effects on all fuel prices”, said Seibert last Friday. This applies equally to gasoline, diesel and heating oil. The background to the statements: The coalition of the Union and the SPD had introduced CO2 pricing in traffic and buildings as a central measure in the fight against climate change. Since the beginning of the year, the CO2 price has been 25 euros per ton. According to previous plans, it should rise to 55 euros by 2025. According to calculations, this would mean a surcharge of at least 15.5 cents for a liter of petrol and at least 17.4 cents for a liter of diesel.

Baerbock’s advance fueled debate

In line with the new climate goals of the federal government, the Greens are calling for the increase to be brought forward and for the CO2 price to be raised to 60 euros per ton as early as 2023. At the same time, they propose to give back 75 euros each from the state revenue from the CO2 price to the citizens in order to avoid social upheaval. Most recently, the Green Chancellor candidate Annalena Baerbock fueled the debate. According to her party’s draft program, she advocated a gasoline price increase of 16 cents and, after her announcement, received a lot of criticism, especially from the ranks of the SPD. CSU General Secretary Markus Blume also accused the Greens of proceeding ideologically in the climate debate. “For Annalena Baerbock, climate protection is above all a fight against drivers,” Blume told the media. Mobility shouldn’t be a luxury. Rural areas and commuters will not be allowed to bear the burden unilaterally.

A clear majority rejects gasoline price increases

Environmental groups have long accused the parties of “dishonest election campaigns at the expense of the climate and biodiversity” and argued that the German government itself initiated the price of CO2, which is already making fuel more expensive and will continue to make it more expensive. The opinion of the Germans is pretty clear: According to the latest GermanyTrend three quarters (75 percent) of Germans reject a gasoline price increase. 22 percent think such a measure is a step in the right direction. A switch from internal combustion engines to electric drives in cars is also rejected by 57 percent. 37 percent would support such a measure.

Infringement Procedure How EU law is enforced

As of: 06/09/2021 4:21 p.m.

In order to enforce the law of the European Union in the EU states, there is the infringement procedure. It can lead to heavy fines. By Christoph Kehlbach, ARD legal editors The law of the European Union is to be implemented in the EU member states. There is a formal procedure to enforce this: the infringement procedure. In extreme cases, the European Court of Justice can impose very considerable penalties as a means of pressure.

Reason: breach of obligation under the EU treaties

As a rule, infringement proceedings are initiated by the EU Commission. And then when it comes to the conclusion that a member state of the European Union is not complying with EU law. This is where the EU Commission’s designation as the “guardian of the EU treaties” comes from. Specifically, it can mean that the respective state does not transpose an EU directive into national law. Such directives regulate, for example, EU-wide consumer protection. All member states are obliged to implement them. Or that a state enacts laws that run counter to an obligation under the EU treaties. For example, because they impermissibly restrict the free movement of goods and services. The commission then first contacts the state directly. If that doesn’t help, she can ultimately bring the case to the European Court of Justice (ECJ).

As a rule, the EU Commission initiates infringement proceedings. Image: picture alliance / dpa / XinHua It is also possible that it is not the Commission but another EU country that initiates infringement proceedings. However, he must first contact the Commission. Only if this remains inactive can this state take legal action directly at the ECJ. That happens very rarely. A prominent example of such an exceptional case was the dispute over the car toll planned by the federal government for cars that are not registered in Germany: Austria saw this as discrimination and became active after the EU Commission had not acted. Ultimately, this is how the toll came before the ECJ. This overturned her in a spectacular decision in the summer of 2019 : The court came to the judgment that the toll discriminates against citizens and companies from other EU countries and thus restricts the freedom of goods and services.

Three-step process

In the vast majority of cases, however, it is the commission itself that takes action on its own initiative. The “normal” procedure is clearly regulated: If the EU Commission sees a violation, it demands one first step write to the state concerned to comment. The country must then respond within a specified period. Usually this period is two months. Now it is at least conceivable that Brussels will be persuaded by this response letter, i.e. that it will understand that there is no violation of EU law. Then the process ends at this point. However, if the Commission comes to the conclusion after an answer that there is indeed a violation of EU law, then it gives in one second step issued an official statement. In this, the Commission justifies its view and calls on the state to ensure that the situation that is contrary to EU law is ended. Within a further period (again it is usually two months) the state must then provide information about what it has done for this purpose. If the state does not meet its duty within this period, or does so insufficiently, the commission may in a third step bring the case to the European Court of Justice (ECJ). The judges in Luxembourg then give a judgment on the matter. Such a judgment against Germany there was, for example, the beginning of June 2021 : It was about the years Exceeding limit values for nitrogen dioxide . If the ECJ is right to the Commission, i.e. if, as in this case, there has been a violation of the EU treaties, the state concerned must then take action to remedy this situation. Or prove that the illegal situation has already been eliminated.

In infringement proceedings, the European Court of Justice decides whether EU law has been violated – and can ultimately even impose high fines. Image: picture alliance / dpa

Financial sanctions possible after judgment

If a state still does not meet its obligations after such a ruling by the ECJ, the EU Commission can appeal to the ECJ again. This second court case is about financial sanctions. At the proposal of the Commission, the ECJ can then set a regular penalty payment against the state, or levy a lump sum – or combine both. The longer a state allows a violation of the EU treaties to persist, the more expensive it becomes. For example, due to data protection violations, lump-sum payments in the double-digit million range do occur – often combined with a daily penalty rate of tens of thousands of euros. Such penalties are always only the very last step.

Particularly delicate situation

Rather, the subject of the specific infringement proceedings is for the first time a judgment by the highest German court. To be more precise: A judgment in which the Federal Constitutional Court found that the European Central Bank (ECB) and also the ECJ have exceeded their competences . Ultimately, if the proceedings are not terminated beforehand, a curious situation could arise: the ECJ could decide whether a ruling by the Federal Constitutional Court, which certifies that the ECJ has made a massive error, violates EU law.

Hai Phong’s authorities need to develop an active, scientific and methodical process of receiving information, and at the same time have a plan to support businesses to access vaccines to inject workers.
These are the two basic contents proposed by representatives of the trade unions of businesses in Hai Phong Economic Zone at a recent meeting of the Hai Phong City Confederation of Labor, the Hai Phong Economic Zone Trade Union with trade unions. to grasp the situation of the trade union and the prevention and control of the COVID-19 epidemic.

The first dose of COVID-19 vaccine for the group, the first phase of priority subjects in Hai Phong. Photo: An Dang/VNA Too many clues but still confused At working sessions, representatives of grassroots trade unions all said that during the COVID-19 epidemic prevention and control period, relevant units and departments required establishments to provide too much duplicate information. Ms. Tran Thi Thuy, Chairman of the Trade Union of Greating Fortune Conainer Joint Stock Company (Dinh Vu Industrial Park), said that at times of complicated developments in the COVID-19 epidemic, every day she received a request to report from many different governing bodies on the same content. In some cases, the unit sent a report by email, but the state management agency did not respond to the receipt, and then requested to send an official letter with a fresh stamp recognizing it as a valid document. According to Ms. Thuy, in addition to trade union work, cadres like Ms. Thuy also have to undertake professional work at the enterprise. Therefore, the overlap in direction has created great pressure for those who are concurrently. In addition to the problem related to the report, the representatives of businesses also suggested to the departments and branches of Hai Phong city that the city’s functional agencies need to have a reasonable plan in the large-scale testing and screening. with workers. Ms. Dao Thi Thu Trang, Chairman of the Trade Union of Nam Dinh Vu Industrial Park, said that many businesses in the industrial park think that testing and screening 50% of the employees in the business is only a temporary solution. , because it is likely that among those who have not been tested there are also risk factors. Moreover, when workers have tested negative, they themselves will be subjective in epidemic prevention and control. Regarding the development of scenarios to respond to the COVID-19 epidemic, a representative of Dai Duong Electronics Company Limited (An Duong Industrial Park), said that during the screening test, the company had 5 suspect sample. As soon as they heard the information, the company’s partners from food and drink suppliers to other delivery units refused to deliver and receive goods for epidemic prevention and control. Meanwhile, thousands of employees have to stay at the company to wait for test results. Although there was a scenario of epidemic prevention and control before, the company was very confused to respond, not knowing which unit to call first to seek support. Need consistency in planning kế According to representatives of businesses, in order to remove obstacles about information focal points, state management agencies related to companies in economic zones and industrial parks need to have a connection in accessing documents and numbers. information content. Ms. Le Thi Thu Giang, Chairman of the Trade Union of Cheveron Lubricants Vietnam Co., Ltd., said that during the epidemic, all needed urgency, accuracy and efficiency. Therefore, the receipt of information reported through online channels of state management agencies must be recognized as official information. Agencies such as tax, economic zone management board, and trade union need to build a common software to receive and process documents to save time for both the receiving unit and the information processing unit. . To ensure the health and safety of workers, all businesses have suggested that the Hai Phong city government and the Government should prioritize the source of vaccines for workers at businesses. This will ensure 2 benefits, both saving costs for businesses and ensuring effective epidemic prevention and control. A representative of an enterprise said that each combined test sample costs more than 350,000 VND, if each enterprise has to test 50% of its employees, businesses with a large number of workers have to spend billions of dong to test. screening while this job is only temporary, while some businesses are in a very difficult period due to the impact of the COVID-19 epidemic. On the other hand, foreign-invested companies will have to report to the parent company a lot of content related to financial issues. Therefore, the directions on testing or vaccination need to agree on the number and time for businesses to have grounds to report. Receiving opinions from representatives of grassroots union presidents, Chairman of the Hai Phong Confederation of Labor Tong Van Bang said that the city’s Confederation of Labor would make specific reports to the city’s leaders, and at the same time requested relevant units to promptly handle problems to remove difficulties for businesses while still ensuring the requirements of disease prevention and control.

Deutsche Bahn Train drivers announce strike

Status: 08.06.2021 1:43 p.m.

The collective bargaining has failed, the labor dispute is a done deal: The German Engine Drivers Union wants to call for a strike at Deutsche Bahn. A date is not yet known. Deutsche Bahn customers have to be prepared for strikes. The union of German locomotive drivers (GDL) declared its collective bargaining negotiations with the company to have failed and decided to take industrial action. The union has not yet announced a date. It also left open which areas of the company could be affected. The fourth round of negotiations between employers and employees also failed to bring an agreement on Monday. “We wanted to negotiate and reach an agreement, but DB refused again,” said union leader Claus Weselsky. He accused the railway of wanting to worsen the working conditions of the train crew and of lying in statements to the contrary.

First strike since December 2018

In the event of a strike, it would be the first at Deutsche Bahn since December 2018, when the Railway and Transport Union (EVG) called on its members to take part in a labor dispute. The last wave of strikes by the GDL was six years ago. The railway had already seen the escalation coming after the unsuccessful conversation in Berlin. After the meeting, Chief Human Resources Officer Martin Seiler criticized that the union aimed at confrontation at all costs. The GDL consciously accept damage for customers. The group is still ready to talk.

According to the railway, the union is not ready to talk

According to its own statements, the railway proposed a collective bargaining agreement on Monday that would have brought employees increased incomes, as in the public sector in the airport sector. However, the union refused to talk about leeway and solutions. You insist on significantly higher demands. The contracting parties in the public service agreed in autumn on wage and salary increases of 3.2 percent over a period of 28 months. Due to the slump in traffic, however, special rules apply at airports with delayed tariff increases, reduced working hours and a suspension of performance-related pay.

Deutsche Bahn announced at an inopportune time

The labor dispute hits not only the customers, but also the financially troubled company at an inopportune moment. After the relaxation of the corona rules, the state-owned company’s business is picking up speed again. In regional traffic you drive the full range, in long-distance traffic almost 100 percent, said Seiler. “Bookings are picking up again, that’s nice.” It is all the more important that the GDL make its contribution in solidarity. In September, the railway had put together a tariff package with its largest union, the railway and transport union. From the beginning of 2022, employees will receive 1.5 percent more money. No redundancies for operational reasons are possible until the end of 2023. In previous collective bargaining rounds, the almost 215,000 Deutsche Bahn employees were able to look forward to some significantly higher increases in income. The GDL refused to take part in the negotiations. An arbitration in autumn failed. After the wage agreement expired at the end of February, the new round of negotiations began.

It is noteworthy that a new communication system has been installed, allowing the commander of the self-propelled artillery complex to communicate immediately with the officer of the battery. This can reduce the time it takes to prepare to shoot, which is extremely important, Mr. Baranets stressed. “After firing, quickly run away from your position, or you will get an answer in just 1 minute. Without upgrading the communication system, changing the deployment status will take time, this which generals, designers and scientists naturally understand. “We need an advanced fire control system that allows ‘fire and flight’, ensuring survival on the battlefield,” military expert Baranets explained to reporters. In the opinion of Mr. Baranets, the new Akatsiya chassis is characterized by high durability and reliability. In addition, adjustments have been made to the quality of the irradiation process. Although the caliber of the cannon remains the same as 152 mm, thanks to the improved ballistics, the range has increased to 25 km. In other words, the 2S3M self-propelled gun acquires new qualities, becoming much more powerful. Self-propelled gun 2S3 Akatsiya has been upgraded by Russia with outstanding power Colonel Baranets noted, although Akatsiya served in the Soviet Army nearly 50 years ago, it continues to be the backbone of the Russian Army. Thanks to its reliably ingenious design, it has undergone more than one modernization. It is no coincidence that today more than 30 countries use Russian self-propelled artillery. “A curious detail – after the fall of the Soviet Union, Americans walked through Russia like vacuum cleaners and bought all the interesting weapons, including the Akatsiya self-propelled howitzer, but its characteristics were low. half of our weapons,” Baranets said. According to the analyst, the Americans obtained these self-propelled guns even from the former Soviet republics and the countries of the Warsaw Pact. The United States expected to study the design features of Russian artillery, because they recognized their superior performance. Baranets believes that every Russian weapon, such as the Kalashnikov assault rifle, has endless modernization possibilities. Akatsiya will also have a similar story, as it has huge reserves for further improvement. The military observer concluded: “I think that in five years we will have a further improved self-propelled artillery, the shells of which will be more powerful and will run faster by itself.”

Stridsvagn 103 is one of the unique tanks in the world, its turretless design makes it extremely low. This makes it more difficult to destroy tanks. On the other hand, the design of attaching the cannon straight to the body of the tank increases shooting accuracy.
The Stridsvagn 103, also known as the “S-tank”, was the main tank of the Swedish army during the cold war. It has a non-traditional design: The vehicle has no turret, the main gun of the tank is navigated by rotating the vehicle or adjusting the turret suspension so that the tank can fire accurately.

This strange tank history was born in the 1960s, when the Swedish army planned to develop a new line of main battle tanks to deal with the Soviet Union. Swedish engineers propose a unique idea when not to use turrets like conventional tanks. The main gun was fixed to the body of the vehicle, but did not have a rotating turret like normal tanks. The engineers argued that the cannon fixed to the hull made it more accurate to fire than the rotating turret. In addition, the use of a turret makes the overall height of the tank significantly reduced, harder to detect on the battlefield, and the low height also makes it harder for the tank to hit the enemy’s fire. Eventually a design was born, called Stridsvagn 103. Sweden wants to develop the Stridsvagn 103 into a high-speed assault and ambush armor vehicle, taking advantage of the superiority of precision firing to destroy, disrupting the enemy tanker formation. The Stridsvagn 103 is fitted with a 105 mm main gun, with an automatic reload system. Because there is no turret, the angle of lift and lowering of the gun is adjusted through a special suspension that can be lifted and lowered when necessary. However, the angle of elevation and lowering of the cannon is quite limited, Stridsvagn 103 cannot shoot from above. The crew must rotate the entire body to adjust the line of sight. Stridsvagn 103 tanks were produced to full scale from 1967 and lasted until 1971. In total, about 290 vehicles were produced and handed over to the Swedish army. In the 60s and 70s, Stridsvagn 103 was the core of the armored Swedish force. The car chain has small hooks to increase the grip of the road. The chassis has a blade that can be used to dig a camouflage tunnel for the vehicle. The Stridsvagn 103 tank can wade in about 20 minutes after the preparation time, the wading speed is about 6 km / h. In 1967, Norway compared this tank with the Leopard-1. When the lid is closed, the Stridsvagn 103 detects the target faster than the Leopard-1, the opposite result when opening the door. In 1975, two Stridsvagn 103 were shipped to the US for performance testing with the M60A1E3 version. The results showed that Stridsvagn 103 fired more accurately, but the average time per shot was 0.5 seconds slower. Stridsvagn 103’s superiority in accuracy was not enough to compensate for design flaws. This bizarre tank was quickly replaced by the Stridsvagn 122 (version of the Leopard-2) German made in Sweden in 1997.

Every year, TKV Trade Union (CĐTKV) issues documents guiding the mobilization of employees to support the building of funds with a minimum mobilization rate of 40,000 VND / person, and at the same time instructing and directing trade unions. proactively survey, capture, evaluate and select qualified worker families to request the KVKV to consider and choose.

At the same time, agreed to consider and approve to support the construction and repair of houses for workers’ families in the policy category chaired by the POKV and request the General Director of TKV to deduct funds from the Group’s welfare fund to support assistance to families that are eligible under the regulations. In 2 years, TKV Union Shelter has mobilized nearly 19 billion VND, of which mobilized employees to contribute 7,925 billion VND and deducted from Welfare Fund of the Group 11 billion VND. Some units have done a good job of mobilizing the employees to respond and contribute the amount exceeding the allocated target of the POKV such as the Hon Gai Coal Company Trade Union reaching 124.6%; Trade Union of Quang Hanh Company reached 121.4%; Ha Long Coal Company Union reached 113.6% … From the spirit of positive responses of the employees, the responsible participation of the units and the care of the leaders of TKV, in 2 years the number of houses supported to build and repair has increased very high compared to the Last year, with 260 families supported (an average of 130 houses / year, an increase of about 50 houses compared to previous years). The total amount of support is 13.08 billion VND, of which 197 families build new and 63 repaired families, with the support for new construction of 60 million VND (an increase of 10 million VND compared to 2018) and 20 million VND repairs. . Families who are supported to build and repair their houses are active and exemplary workers but have different special circumstances such as: their own poor health; his wife and children are seriously ill and handicapped; a worker living alone, raising children alone, low income … Along with the union shelters, in 2020, TKV has supported building and repairing houses for 32 families of workers in the policy category, with a level of VND 100 million / house from the Group’s welfare fund. These are families whose workers died or become disabled (81% or more impaired) due to an occupational accident while working in the Group’s units, without housing or deteriorated housing. . From 2019, in addition to requiring the President of the Trade Union, the units must commit to the POKV on the worker housing model and take responsibility when the worker house model is not supported to build in accordance with the commitment, when testing The collection is also required to have written confirmation of the representative of the grassroots trade union and the family of the worker, together with the actual photos of the houses built and repaired to compare with the model committed by the employee. with the grassroots union. This continues to show transparency in supporting employees, and at the same time attaches the responsibilities of the grassroots trade union to survey, appraisal, inspection, monitoring, acceptance and document completion. . Determining the Lunar New Year in 2020, CĐTKV officially organized the Miners ‘New Year Program for employees, so from 2019 the handover of houses to the families of investors has authorized the units to coordinate with workers’ families. take the initiative to hand over. Nam Mau Coal Union is authorized by the CĐTKV to grant home repair assistance to staff. The CĐTKV organizes the giving to families at the Miners New Year Program, this form has created an impressive image in front of a large number of workers and the masses of the people as well as leaders at all levels of welfare policies. In addition to the funding support from the Union Shelter Fund, many units deduct other funding sources and support the workday to additionally support their families from 10 to 60 million VND, typically the Mong Duong Coal Company supports 60 million / newly built house, 20 million / repaired house; Mining Chemical Industry Corporation supported 40 million / new house; Mao Khe Coal Company supports 30 million / new building, 15 million / house repair; Ha Long Coal Company supports 20 million / house to build new, 10 million / house to repair; Uong Bi Coal Company, Ha Lam Coal Joint Stock Company additionally support 20 million / new built house, 10 million / repair house … Many units have mobilized the employees in the unit to support families in the process of building and repairing houses on the day of leveling, construction, material transportation, roofing, painting, electricity and water … and give gifts to workers’ families on the day they come home from VND 3 to 5 million. Some units, in addition to proposing to build and repair houses for workers from the Group’s Trade Union Shelters Fund, also formed legal funds at their units to support their workers’ workers. housing repair such as: Hon Gai Coal Company supported 97 families with the support level of 30 million VND / house; Than Khe Cham Company supports 6 families, the level of support is 150 million / house; Lam Dong Aluminum Company supports 6 families, the level of support is 50 million / house and loans from 30 to 50 million / family, no interest and loans are paid monthly 1.5 to 2 million VND … There are also a number of unit leaders who have donated their personal money to the workers’ families with extremely difficult circumstances such as Tuyen Than Cua Ong, Thong Nhat Coal Company. In general, the union shelters program is a very practical job of the trade union, has a large spread, is responded by the employees’ island and has helped many extremely difficult circumstances early. have a home for them to have more strength and confidence to rise in life. In the two years of 2019-2020, the TKV Union Shelter Fund will support the construction and repair of 260 houses for the union members (an average of 130 houses / year, an increase of about 50 houses compared to previous years).

Photo: RBTH The Leninsky Komsomol K-3 nuclear-powered submarine was one of the special cases in which the Soviet Union had to find a way to catch up with the United States. The reason the Soviet Union decided to have nuclear energy submarines In 1945, the United States showed the world the destructive power of new nuclear weapons. However, deploying a nuclear bomb by air (as it did when bombing Japan) also comes with significant risks. At the time, the United States believed that the only “safe” way to deploy nuclear weapons at that time was by means of submarines, which could secretly reach enemy coasts and unleash. the decisive blow. The first nuclear-powered submarine project of the US is implemented in secret. The decision to build the first ship was made in 1951 and on June 14, 1952, the construction of the ship called “Nautilus” officially took place. At the same time, the Soviet Union began building its own nuclear-powered submarines. Russia started the construction of the K-3 submarine in Severodvinsk on September 24, 1955. If the US Nautilus submarines still use the same body frame as diesel-electric submarines and the only difference is that there is an additional nuclear reactor, the K-3 submarine of the Soviet Union has a complete design difference in order to be able to operate under water optimally. Therefore, the nuclear power submarine K-3 of the Soviet Union has a faster speed than the Nautilus. The K-3 submarine has a maximum displacement of more than 3,000 tons when floating and 4,750 tons when diving, and can travel at speeds of more than 50 km / h even though the reactor is not operating at full capacity. The ship was originally designed to attack enemy coastal naval bases with just a massive (1.5 meter) caliber thermonuclear probe. However, this approach was ineffective and too expensive, so it was canceled. Instead, the Soviet Union switched to using torpedoes capable of carrying nuclear warheads. A special feature of the K-3 submarine To increase the stealth level of the K-3, the Soviet Union used special mechanisms to reduce the noise of the interior components, special coating for the entire ship, and low-noise propellers. Some of the special features of the K-3 are that it does not have anchors, does not carry any defense weapons, and does not have an emergency diesel reactor. The K-3 is the first submarine to break 2.5 meters of ice in the Arctic. Photo: Sputnik Later, those who were on the K-3 submarine said that the interior of the ship was like a work of art. Each room is painted a different color and uses bright tones to create a pleasant eye feel. Some of the ship’s bulkheads are made to look like a picture, while others look like a large mirror. All of the equipment on board is made of precious woods and is specially designed to be used in an emergency situation, not just for its original purpose. For example, the large hall table in the lobby can be easily converted into something under certain circumstances. In July 1962, the Soviet nuclear submarine Leninsky Komsomol successfully sailed to the Arctic, four years after a similar American achievement on the Nautilus submarine in 1958. Submarines K-3 also marked the first time in the history of the Soviet Union and later Russia, having a long journey under the ice in the Arctic and twice passing through the northernmost point of the Earth./.

[Text/Observer Net Zhou Yi]The case of He Xuemei, the former chairman of the labor union of ZTE Corporation, was finalized in the case of illegal fund-raising fraud. The criminal ruling of this case was finally made public, which caused heated discussions on the Internet. The amount involved in the case was as high as 2.1 billion, the case involved about 4,000 employees, and He Xuemei had taken 50 sleeping pills before surrendering… The details of the case are staggering.

Skynet recovered, and He Xuemei was finally sentenced to 20 years in prison. She paid the price for her actions.

Screenshot of China Judging Documents Network

Public information shows that He Xuemei was born in 1970 in Nanshan District, Shenzhen, Guangdong Province. She graduated from the School of Mechanical Engineering of Chongqing University in 1991.

But looking at the first half of life, she is undoubtedly dazzling.

In 1997, He Xuemei joined ZTE Corporation and began serving as the company’s labor union chairman in 2000. The labor union has two wholly-owned subsidiaries, namely Zhongxing Yihe Company and Yihe Tiancheng Company. He Xuemei serves as the legal representative and chairman of the two companies. In office, she can directly decide to allocate funds from Zhongxing Yihe Company without the consent of any other directors and no board resolution.

The reporter of “Legal Evening News · View News” combed in 2017 and found that He Xuemei often puts three labels on herself: public welfare person, outstanding alumni of Chongqing University, and wife who loves her husband deeply. In January of that year, the first batch of scholarships named after her had just been awarded; when she was interviewed again, she talked about the 30 years that she had walked hand in hand with her husband, “I love his steady and gentle”.

Such a president with a double harvest of career and family, but failed to write the happiness story to the end.

On July 13, 2017, ZTE announced that due to suspicion of illegal fund-raising and duty-related crimes, He Xuemei, the former chairman of the trade union, had voluntarily surrendered to the public security organs. On August 24, the Shenzhen Municipal People’s Procuratorate issued a notice on its official account, announcing that He Xuemei had been arrested on suspicion of embezzling funds.

Screenshot of Shenzhen People’s Procuratorate’s WeChat Official Account

The publication of the criminal ruling of the second instance of this case officially puts the details of the case in front of the public.

Take advantage of your position to embezzle

Observer.com found that from the beginning of 2015 to March 2017, He Xuemei released information about fundraising through his WeChat official account, “He Fan Club”, Yixiu’s personal Weibo, WeChat group, QQ group, etc., advocating that it has low risk , Investment channels with stable returns. He Xuemei used high returns as bait to raise funds from many victims in 26 phases on the “ZTE E-Home” e-commerce platform of Yihe Tiancheng.

Subsequently, He Xuemei used a large number of private accounts to receive and transfer the funds raised, and used the funds raised to Buy high-risk trust wealth management products , Buy real estate , Buy and sell stocks on the secondary market , Return the embezzled company funds , Repay personal debts , Embezzlement and transfer abroad Wait. When it was difficult to return the funds raised due to financial loss and transfer of funds, He Xuemei fabricated the financial performance to continue to raise funds, and used the newly raised funds to return the principal and interest of the due funds, staged a “Ponzi scheme.”

In addition to committing the crime herself, He Xuemei also instructed the trade union secretary Hu Mou, Yihe Tiancheng Company’s Vice Minister of Business Services, Wang Mou and others to commit the crime together. When the confession reached this point, He Xuemei said frankly, “They are just my subordinates and do things according to my instructions, and I don’t need to give them any benefits.” A sum of money fell into this way by “borrowing” from others. He Xuemei’s pocket.

After auditing, He Xuemei has raised a total of 2.11916570107 billion yuan of funds , 8819 participants 25580 person-times, 3921 personnel not returned The total amount of financial management funds is 89,856,809,607 million yuan. The huge amount of funds and the wide range of personnel involved are shocking. After the incident, ZTE Corporation paid all the outstanding funds in advance.

The incident in the East Window can not escape the law

The fire can’t be contained in paper, and things will eventually be revealed.

The “misfortune” caused Xiaoqiang. The internal audit of ZTE Corporation found He Xuemei’s footing.

In 2017, during a routine audit of ZTE, it was found that from March 2015 to December 2016, He Xuemei instructed Yihe’s chief financial officer Ji to borrow and invest in the name of Yihe’s board of directors without a resolution. Unauthorized transfers from the company’s public accounts to individuals (including Yihe employees and non-employees), and company accounts that have no business dealings with the company, accumulatively transferred about 399 million yuan.

After investigation, ZTE found that the above-mentioned funds embezzled by Yihe Company had been returned, but the flow of loans and repayment were inconsistent. After an audit interview, Ji, Hu and others all stated that they acted in accordance with He Xuemei’s instructions. ZTE believed that He Xuemei and Ji had misappropriated Yihe’s funds.

The audit also found that Yihe’s canteen, “ZTE E-home” shopping mall, etc.’s sales revenue, as well as Yihe’s loans, all flowed to accounts actually controlled by He Xuemei. The company believes that He Xuemei is suspected of embezzlement. However, He Xuemei did not cooperate with the company’s investigation and did not clearly state the above facts and the direction of related funds.

On June 21, ZTE commissioned legal counsel Tang to report the case, accusing He Xuemei and others of embezzling funds and embezzling their positions.

On July 11, the investigating agency filed a case for investigation with “He Xuemei and others suspected of embezzling funds.” On the same day, He Xuemei took 50 tablets of clonazepam (a sleeping pill) by herself and was admitted to the hospital for emergency treatment .

On July 12, He Xuemei was discharged from the hospital after treatment and returned to the company accompanied by ZTE staff. She expressed willingness to cooperate with the public security agency in the investigation. Later, her accomplices Hu and Wang were arrested and brought to justice.

On August 9, the investigative agency discovered that He Xuemei was involved in fund-raising fraud while investigating the fact that He Xuemei was “misappropriating funds”. The case of “He Xuemei’s suspected fund-raising fraud” was opened for investigation.

As if she was stripping away a cocoon, He Xuemei’s criminal facts were finally uncovered layer by layer. After careful investigation and solemn trial, she also ushered in the final outcome.

“The defendant, He Xuemei, guilty of fund-raising fraud, was sentenced to 15 years in prison and confiscated RMB 20 million of personal property; for embezzlement of funds, he was sentenced to seven years in prison; for the crime of embezzlement by office, he was sentenced to six years in prison. Combined punishment, a total sentence of 28 years imprisonment, confiscation of personal property of RMB 20 million, Decided to carry out a 20-year imprisonment and impose a confiscation of 20 million yuan of personal property . ”

Because of her own private thoughts, the female president who was once in power will spend the next twenty years of her long life with Tie Lao Han Chuang.

Tesla provided data from one minute before the vehicle accident and provided a text description. The full text of the text description is as follows:

When the driver stepped on the brake pedal for the last time, the data showed that the speed of the vehicle was 118.5 kilometers per hour. Within 2.7 seconds after the driver stepped on the brake pedal, the maximum brake master cylinder pressure was only 45.9 bar. After that, the driver increased the stepping on the brake pedal, and the brake master cylinder pressure reached 92.7 bar. The front collision warning and automatic emergency braking function were activated (the maximum brake master cylinder pressure reached 140.7bar) and played a role, reducing the amplitude of the collision. 1.8 seconds after the ABS was applied, the system recorded the occurrence of the collision. After the driver stepped on the brake pedal, the vehicle speed continued to decrease, and before the collision, the vehicle speed was reduced to 48.5 kilometers per hour.

To sum up, the vehicle is running at a higher speed, and the driver starts to depress the brake pedal with less force. After that, the automatic emergency braking function is activated and takes effect, increasing the braking force and reducing the impact of the collision. The driving system is normally involved in the work and reduces the speed of the car.

In addition, with regard to the condition of the vehicle 30 minutes before the accident, Tesla stated this: In the 30 minutes before the accident, the driver drove the vehicle normally and had more than 40 records of depressing the brake pedal.
Recently, Caijing Life was informed by the BBC that the French luxury brand Chanel had lost a trademark dispute with Huawei.

It is understood that this dispute began in 2017, when Huawei applied to the trademark agency the European Union Intellectual Property Office (EUIPO) for approval to register its computer hardware trademark, which is composed of two vertical semicircles intersecting.

Chanel objected to this, saying the design was similar to its “double C” trademark. Since then, the Trademark Office rejected Chanel’s objections in 2019, saying that there are no similarities and it is unlikely to cause confusion in the public mind.

New Russian light jet artillery system. (Source: Sputnik) This is information shared by Mr. Alexander Kochkin, CEO of JSC NPK Techmash. “The lightweight MLRS system model was introduced to interested military authorities and received their support in principle. The military proposed a way to install this jet artillery in cars. As well as the missions placed on the system on the battlefield, the key to building this model is the S-8 type unmanned missile, “Kochkin said. He noted that at present, related businesses are actively conducting research work, which defines the technical structure of the new MLRS system, from which it will fabricate and test samples of the system. According to Alexander Kochkin, “the review of the test results, the development of feasible proposals to continue the work and the form of implementation of those options, as well as the funding expected to be completed by 2022” . NPO SPLAV is the developer and manufacturer of all Russian series jet artillery systems – proven MLRS systems such as Grad, Uragan and Smerch, as well as the state-of-the-art Tornado-S and Tornado-G. So far the minimum size of the MLRS system produced in Russia is 122 mm. The S-8 is a Russian unmanned missile with the size of 80 mm. The ammunition is designed to be launched from helicopters and aircraft to strike ground targets. The missile has many different warheads weighing from 3 to 9 kg and can destroy both infantry, armored vehicles as well as entrenched enemy structures. (According to Sputnik)

The model of ‘Green Library’ has created an open space, attracting a large number of students to books.

Students of Tan Hung Secondary School explore the world of books from the school’s “Green Library”.

COVER IN PLASTIC BOX

When playing, the students of Tan Hung Secondary School (Tan Hung commune, Ba Ria city) rushed to the school yard. The group comes to active games, the group goes to the “Green Library” area to find their favorite books. The school’s “Green Library” is a small garden, with a stylized flower trellis frame, on which there are nearly 200 plastic tubes, size 15cm x 25cm, with two ends with caps. The tubes are decorated with all kinds of eye-catching drawings, close to the age of students, such as roses, sunflowers, classroom pictures, or funny cartoon characters … Especially, in each tube Plastic is a book or story waiting for students to explore.

Reaching for the tube with a smiley face, Le Kim Ngan, grade 9A1 took out the book “Two cats sitting by the window” and went back to the bench to read with her friends. Ngan shared: “I like reading Nguyen Nhat Anh’s story, yesterday I was half-done, so I put it back in place, and read it today. Books in plastic boxes are interesting, because we don’t know which books are “hidden” there. Even more interesting when reading books under the green canopy with friends “.

Mr. Nguyen Van Trung, General Manager in charge of the Team, said the model “Green Library” was deployed by the Union of Tan Hung Secondary School from the school year 2018-2019. Accordingly, each class is in charge of 10 plastic boxes, students draw pictures and hang them on the position of the class, and interesting and interesting books are voluntarily contributed to the library by students to enrich. The library was completed after 1 week of preparation, with 180 plastic tubes “hanging” on the truss, creating curiosity and excitement for students. After reading, they voluntarily return the book to the correct place and close the lid of the storage box. Every month, the school librarians change books and stories in plastic boxes.

In addition to the library “plastic pipes”, Lien Doi Tan Hung Secondary School also has a mobile library with roofs and benches for students to relax.

Also implementing the project from plastic pipes, Le Hong Phong High School (Kim Long commune, Chau Duc district) has put into use 100 plastic tubes “hidden” books for the school’s “Green Library” on April 5. . Ms. Hoang Thi Le Thuy, Vice Rector of the school said, “Green Library” is the product of the teachers in the school and Kim Long Commune Youth Union, made from items such as plastic boxes, foam paper, drawing colors … Colorful reading space for children and makes students of the school excited when opening a plastic box every time they discover a new book.

OPEN SPACE

The “Green Library” model has been launched by the Provincial Team Council from the 2018-2019 school year up to now. Library space is an open space, not constrained by bookshelves, reading tables, and reading rooms. Thanks to this “Green Library” corner, book-loving students have more opportunities to come to books.

Depending on each school, the model “Green Library” can be “modified” to suit, as at Trung Vuong High School, HCMC. In Vung Tau, the school built a “Green Library” like a beehive, with colorful wooden book boxes, underneath it was covered with artificial grass. In addition, the school also has 12 mobile bookcases that bring books to students. The “Green Library” at Ngai Ngao Secondary School (TT. Ngai Giao, Chau Duc district) is placed under a tree, with swings next to it to attract students. “Green Library” of Thang Nhi Secondary School, City. Vung Tau is the basket mounted on the school’s greenery, where books are placed so that students can read in the middle of playtime, when they go to the school yard …

According to Ms. Ho Thi Anh Tuyet, Secretary of the Provincial Youth Union, Chairman of the Provincial Team Council, after more than 2 years of launching, the whole province has 231 Lien Doi and 80% of which have friendly libraries and about 50 schools have “Green Library”. In the school year 2018-2019 and 2019-2020, the Provincial Youth Union, the Provincial Team Council mobilized units and sponsors to hand over 6 book newsletters to the League of High and Secondary School; 15 Lien Doi bookcases placed in the school yard with thousands of books, donated to schools in remote areas in the province. “Each Federation deployed the model of” Green Library “, the schoolyard bookcase according to the needs as well as reality at the school, most of them are beautifully designed, covered, the location is easy to identify and convenient for I read books. The books located at the “Green Library” are life skill books, comics, thinking books or beautiful life. Thereby, helping students sit and read without fear of rain or sun.

“We encourage schools to change from traditional to green, friendly libraries. For some schools with difficult conditions, the Provincial Youth Union will strongly mobilize sponsors to support bookcases. The Provincial Team Council also continues to encourage schools to build more green libraries to develop reading culture among students and staff members, helping them to access knowledge in a proactive way. management, protection of bookcases, libraries, responsible for keeping books ”, emphasized Ms. Tuyet.
