The Digital Transformation Manual for businesses has just been officially published. (Source: Ministry of Planning and Investment) This Guide was developed by experts from the Program to support businesses in digital transformation for the period 2021-2025 of the Ministry of Planning and Investment, in collaboration with the USAID LinkSME Project. According to experts from the Program to support businesses in digital transformation for the 2021-2025 period of the Ministry of Planning and Investment, the digital transformation roadmap for small and medium enterprises (SMEs) in Vietnam is recommended through the following: the following common stages: the preparation phase and the 3 stages to make the gradual transition from “doing digital” to “being digital”. These stages are relative, depending on the actual situation, goals and potentials of each enterprise, they can be implemented in parallel or in succession. Specifically, as recommended by experts, the preparation phase is to define digital transformation goals and strategies. State 1 , apply digital transformation of business models such as: Applying digital technology (CNS) to expand the system of distribution channels, marketing, sales and improve the efficiency of customer care activities, forming Experience customer; Step by step applying digital technology to the supply chain (connecting inventory management, production, input purchasing); Applying digital technology to accounting and finance operations; Building a common database framework on business, supply and accounting; Develop business and data security policies and apply security tools… Phase 2 ,focusing on digital transformation of management models, including production processes and technology processes, such as: Completing the governance model and defining integrated data requirements for the next step; Building and perfecting the governance model from organizational structure, people, policies and processes to all functional areas of the enterprise; Develop management indicators (KPI/OKR) and management reporting system, and database requirements; Identify requirements for comprehensive digital transformation and integration purposes; Apply CNS to the management reporting system; … Stage 3, Connecting business and administration, innovating to create new products and services such as: Applying CNS to gradually connect existing systems into a seamless information system from business to enterprises corporate governance; Building a common database in the entire enterprise; Invest in innovation (R&D) to drive changes in products and services and continuously upgrade existing systems; Applying new CNS to ensure information safety and network security for data of the whole enterprise. According to aggregated information from the Guidelines, the Cisco & IDC 2020 Report on the digital maturity of SMEs in 14 countries in the Asia Pacific region shows that 31% of businesses are in the digital maturity stage. the first stage of digital transformation, down 8% compared to 2019; 53% of businesses are in the next stage (“Observer” – “Observation”), up 3% compared to 2019; 13% of businesses are in the “Challenger” stage and 3% of businesses are “Mature” (“Native”), up 4% and 1% respectively compared to 2019. That shows that SMEs are mainly still learning and at the beginning of digital transformation. In particular, according to the Enterprise Development Department (Ministry of Planning and Investment), this is the first document that summarizes the map of technological solutions, independently evaluates the overview of the advantages and disadvantages of the different technologies. solutions, compare the readiness of domestic and international solutions in the Vietnamese market for businesses to consult and find the most suitable solution for their business conditions. The program to support businesses in digital transformation in the 2021-2025 period is chaired by the Ministry of Planning and Investment and coordinated by the United States Agency for International Development (USAID). The program aims to achieve the goal that by 2025, 100% of businesses will have increased awareness of digital transformation; At least 100,000 businesses receive technical support on digital transformation; At least 100 businesses are supported as typical successful digital transformation models to spread and replicate; Establishing a network of experts including at least 100 organizations and individuals consulting, providing solutions to promote digital transformation for businesses, and supporting the development of digital platforms. The expected price is 6 USD / unit, equivalent to about 138,000 VND. The bracelet uses Bluezone open source core, 30-day battery, and is used in cases where smartphones are not used like in factories, used for the elderly … to support monitoring, medical declaration… The second type is a GPS navigation bracelet to help manage in the isolation area, priced at 35 USD/piece (equivalent to 800,000 VND). This bracelet will identify the wearer’s location, have a warning to destroy or remove the bracelet; 30 days battery, can be charged repeatedly and reused. The bracelet has a warning sent to the quarantined person, the medical officer in charge when leaving the allowed range or violating the predetermined route. Previously, to comply with the request of the National Steering Committee for the Prevention and Control of the Covid-19 epidemic to complete the application to manage entry people from the time of entry, at the isolation area and to monitor their health after the end. On May 8, the Ministry of Information and Communications proposed to apply a specialized bracelet to support the monitoring of people in concentrated isolation and after centralized isolation developed by Vietnamese technology enterprises. According to the Ministry of Information and Communications, some countries have exported solutions to monitor quarantined subjects, but the use of available foreign solutions will lead to many limitations in mastering and customizing to suit the Vietnamese context. Male. The purchase of foreign solutions is also dependent on the production capacity of the partner, which can significantly affect the Covid-19 prevention and control plan. Meanwhile, Vietnamese enterprises now also have solutions (mastering technology and data stored in Vietnam) and sufficient production capacity, ready to deploy on a large scale in a short time. The quarantine bracelet can open up a new management direction for low-risk quarantined people, who will be fitted with a bracelet to monitor their self-isolation at home. This approach helps to reduce the risk of cross-contamination in the isolation area, and at the same time reduces the social burden, especially the epidemic prevention and control team. Besides this bracelet, a number of other technological solutions have been deployed by the National Center for Technology for Covid-19 Prevention and Control to manage isolation, manage vaccinations and certify electronic vaccines… the fight against the Covid-19 epidemic.

The Ministry of Information and Communications (TT&TT) has sent a document to the National Steering Committee for Covid-19 Prevention and Control to propose the application of a dedicated bracelet to support the monitoring of people in concentrated isolation and after concentrated isolation.

Using the bracelet to manage people in Covid-19 isolation. Emphasizing that the need for isolation monitoring in Vietnam is very large and urgent, the Ministry of Information and Communications pointed out that it is necessary to soon introduce digital technology solutions to implement automatic monitoring, improve monitoring efficiency, and reduce the load on staff. isolation areas and functional forces. In the world, there are a number of countries that have exported solutions to monitor quarantined subjects. But the Ministry of Information and Communications believes that using available foreign solutions will lead to many limitations in mastering and customizing to suit the Vietnamese context. Buying foreign solutions is also dependent on the production capacity of partners, which can significantly affect Vietnam’s Covid-19 prevention and control plan. Through the survey, Vietnamese enterprises now also have solutions (owning technology and data stored in Vietnam) and sufficient production capacity, ready to deploy on a large scale in a short time. Proposing an option to apply a dedicated bracelet to manage people, the Ministry of Information and Communications said that this device uses GPS technology to record locations, the battery runs for 30 days, has Can send an alert if vandalism is detected or out of the quarantine area. The Ministry of Information and Communications proposed that the National Steering Committee on Covid-19 Prevention and Control assign the Ministry to assume the prime responsibility for, and direct a number of domestic enterprises to research, produce and test using the socialization budget. It is expected that the time to research and customize the product to suit the requirements and mass production in large quantities is about 4 weeks after the technical plan and policy is approved. Currently, the solution of using specialized bracelets in the prevention of Covid-19 has been applied by a number of countries and territories around the world. The two main functions of the dedicated bracelet are: Proximity detection based on Bluetooth low energy technology (with the same operating mechanism as tracing applications); Compliance checking of subjects undergoing mandatory medical isolation based on GPS positioning technology. The use of a dedicated bracelet will overcome some disadvantages such as: Users do not have or cannot use smartphones, users actively turn off Bluetooth or GPS, users do not carry smartphones with them or turn off smartphones. Depending on the needs and methods of epidemic prevention and control of each country and territory, the use of bracelets with either or both of the above technologies is prescribed. For example, Singapore has put into use both close contact detection equipment and equipment to support mandatory isolation monitoring.

Speakers participating in the Russia-Vietnam Forum on Artificial Intelligence (AI) (photo source VOV.vn) “The information on the market today seems a lot, but the raw data is often very noisy with missing information. Too little data in unpopular areas and there are too many types of real estate” – said Mr. Tran Hoang Tung, representative of Meey Land (Meey Land Group Joint Stock Company). According to Mr. Tung, this leads to difficulties for both the seller and the buyer in finding a suitable real estate, thereby prolonging the real estate transaction time, especially for those who perform real estate transactions. transaction for the first time. “There is not enough information to give an appropriate selling price for the seller, or to have a reasonable financial plan for the buyer,” a representative of Meey Land shared. Currently, the selected solutions are: Find real estate experts, brokers, and search for information on the internet. However, these methods require a lot of time, skill and are difficult to verify information. According to the representative of Meey Land, these problems can be solved by applying Artificial Intelligence (AI) to the research and analysis of market data. “By analyzing data, we can solve two things. Firstly, find out the important factors affecting real estate prices: area of use, value, location, contractor/investor, number of bedrooms… Second, group of properties properties with similar factors to determine the price range of real estate in a short time without human intervention “- Mr. Tung shared. Mr. Tran Hoang Tung – Director of AI Project is presenting on “Application of AI in real estate valuation” The application of Artificial Intelligence (AI) in the valuation of real estate assets is part of an overall problem of 26 products/utilities launched by Meey Land with the ambition of solving problems in the real estate market. real estate by applying technology in activities and transactions. “The systematization of data by Meey Land’s AI will help make the real estate market more transparent, shorten transaction times and increase liquidity,” said a representative of Meey Land. In addition to the sharing of the Vietnamese representative, Meey Land, the 1st Russia – Vietnam Forum on Artificial Intelligence (AI), there were many other important contents that attracted the attention of attendees. Events like this forum promise to strengthen cooperation between businesses and organizations of Vietnam and the Russian Federation in the field of information technology in general and artificial intelligence (AI) in particular.

This alarming figure shows that Vietnamese e-commerce floors need to further improve the quality of services in order to retain customers.
These are figures from the statistics results of AppsFlyer and iPrice Group. These two companies analyzed 12.4 million shopping app installs on Android devices in 2020 to search for information about consumer behavior.

The results show that the removal rate of e-commerce applications in Vietnam is currently the highest in Southeast Asia. Specifically, the rate of deleting online shopping applications in Vietnam was recorded at the highest level of 49% in the second quarter of 2020. With this result, it can be seen that e-commerce users in Vietnam are the most difficult group in the region. They tend to remove inappropriate e-commerce apps as soon as they try them out. To solve the above problem, experts of AppsFlyer and iPrice Group said that e-commerce floors need to improve the quality of their services to be able to engage users. Vietnam is actively promoting the development of e-commerce in recent years. Photo: Trong Dat Despite a high rate of app deletion, it is worth noting that Vietnamese businesses occupy 5 positions in the top 10 regional e-commerce websites. Enterprises in this list can be named Gioi Di Dong, Tiki, Dien May Xanh, Sendo and FPT Shop respectively. This shows that the e-commerce development rate is very high in the Vietnamese market. According to a report by the Vietnam E-commerce Association (VECOM), in 2020, Vietnam’s e-commerce will reach a scale of about 13.2 billion USD and have a growth rate of about 15%. During the peak quarantine period from February to April 2020, e-commerce has become the only shopping channel for accessing certain goods and services. Recognizing this, many domestic enterprises have been active in applying IT in production and business activities, promoting digital transformation and training human resources to maximize the advantages of platforms. online. Facing the rapid and hot development of the Vietnamese e-commerce market, Google, Temasek and Bain & Company also predicted that the average growth rate in the period 2020 – 2025 of Vietnam’s electrical commerce is 29%. By 2025, the scale of our country’s e-commerce market will reach US $ 52 billion.

The Vietnam – EU Free Trade Agreement (EVFTA) is opening up prospects for Vietnamese goods to enter the world’s most difficult market.
However, in order to penetrate deeply and dominate the EU market, Vietnamese enterprises must put product quality on top, considering this as the key to realizing the opportunities that the big playground of EVFTA brings.

 Impressive export growth
Since the EVFTA officially took effect (August 1, 2020), Vietnam’s export turnover to the EU market has achieved impressive results. According to statistics of the Ministry of Industry and Trade, by the end of December 2020, Vietnam’s export turnover to the EU market reached 15.62 billion USD, up 3.8% over the same period in 2019; the average export value per month is about 3.12 billion USD / month. Loading and unloading area for export at Dinh Vu port, Hai Phong. Photo: Victory In the first 2 months of 2021, Vietnam’s exports to the EU reached US $ 6.3 billion, an increase of 22.7% over the same period last year. Although the EU is a difficult market, Vietnamese enterprises quickly approached and took advantage of EVFTA’s opportunities, resulting in a trade surplus in the first 2 months of the year with the EU market being 4 billion USD, up 36.3% over the same period. period 2020. The items with the highest export growth to the EU include: Rubber products; computers, electronic products and components; iron and Steel; seafood, vegetables, rice … For example, rice, after EVFTA officially came into effect, some rice exporting enterprises signed fragrant rice export orders with higher value to the EU, even having shipments for the first time. are exported for over 1,000 USD / ton. This has spread a positive signal to Vietnam’s rice export situation in both volume and price. Along with rice, a series of shipments exported to the EU market have enjoyed 0% tax rate as committed in EVFTA such as passion fruit, tiger shrimp, pomelo, dragon fruit, suitcase, bag, shoes … seafood products have recorded significant export growth to the EU thanks to the impact of EVFTA earlier this year. Seafood export value in the first 2 months of 2021 reached USD 1.01 billion, an increase of 0.7% over the same period in 2020.
The Director of the Export and Import Department (Ministry of Industry and Trade) Tran Thanh Hai said that the growth figures of exports to the EU are evidences for the efficient exploitation of markets under EVFTA by enterprises. This is also a remarkable result of the industry and trade in promoting propaganda about EVFTA and guiding businesses to take advantage of incentives through the following channels: Free Trade Agreement (FTA Portal), internet , Facebook… In addition, the foreign trade system has captured market information and arising issues affecting Vietnam’s exports such as changes in importing countries’ policies, technical barriers, timely timely information for ministries, branches, associations and businesses to respond promptly.
Adhere to high standards of “rules of the game”
Experts say that EVFTA’s challenges have been creating reasonable pressure for Vietnamese enterprises to adjust and change their production methods and improve their competitiveness. In fact, over the past time, many businesses have made efforts to change, have preparedness, invest in new equipment to process and produce products in accordance with the requirements of the EU market.
For agricultural products, up to now, Vietnam has 39 sets of geographical indications that are recognized for protection in the EU without going through registration procedures, providing great opportunities for businesses and farmers in Vietnam. . This not only ensures the benefits for Vietnamese agricultural products, which have been in this market for a long time, but also opens up opportunities for many new agricultural products to access the market. In addition, many Vietnamese enterprises have the capacity to meet the requirements of EU importers for agricultural products and foodstuffs when more than 6,335 hectares of fruit have been applied VietGAP / GlobalGAP and have been issued with regional codes. Planting meets export standards; more than 5,000 hectares of aquaculture farms were recognized to apply VietGAP / GlobalGAP; 100% of export basa fish farms were issued with a code of origin; 100% of fishing boats commit to say no to illegal fishing …
For the textile and garment industry, enterprises have focused on new investment in yarn production – fabric weaving accounts for a high rate of localization. Many raw material production areas have been opened with an exceptionally large scale, including domestic and foreign enterprises such as: Thien Nam Yarn, Yarn – Nam Dinh Fabrics, Phu Bai Yarn, Yarn – Textile 8/3, Yarn Texhong … Besides, businesses also gradually shifted to import raw materials to markets with trade agreements with the EU, meeting the requirements of cumulative rules of origin that EVFTA offers such as Korea or Japan.
In other industries, businesses are also actively exploring to meet the conditions of origin certification (C / O) to take advantage of incentives and are constantly improving the quality of products and designs. , label packaging as well as focus on information traceability to develop products in the EU market right after EVFTA comes into effect.
Quality is the decisive factor
According to a survey by the Vietnam Chamber of Commerce and Industry (VCCI), in fact, not many businesses can catch up with the standards of this world’s most difficult market. Therefore, in the long term, businesses that want to access this market are forced to continue to change to meet the standards that the EU has specified. “Instead of trying to increase output and compete on prices, Vietnamese businesses need to improve their ability to meet market standards through technology investment, product quality control and improvement; upgrade the foundation of competitiveness in terms of business model, strategy, management, human resources, quality of goods and services according to EU standards ”- VCCI Chairman Vu Tien Loc recommended.
Offering recommendations for exporting enterprises, economist Nguyen Tri Hieu said that businesses must constantly improve product quality. Because European consumers do not care much about the price of the product, but focus on the quality of the product. In particular, the export consignments must ensure uniform quality, if not well maintained, enterprises will only step into the initial EU market, but it is difficult to compete and dominate this market in the long term. . “The tariff incentive is only an advantage for Vietnam to open the door to the EU, but it is difficult to keep market share in this difficult market if EU consumers do not see a quality advantage. Import tax reduction under EVFTA is not as important as whether Vietnamese products brought to the EU can be sold or not ”- Dr. Nguyen Tri Hieu emphasized.
Many experts and managers also believe that, to realize the great opportunities that EVFTA brings, businesses need to firmly, fully and accurately grasp the commitments in EVFTA related to the field and business activities. From that, they have the foundation, the basis for action, prepare resources, develop and implement business plans to exploit EVFTA’s advantages most effectively. According to the forecast of the Ministry of Industry and Trade, in 2021, Vietnam’s exports to the EU will grow positively in the context that the Covid-19 epidemic is expected to be better controlled, and measures to limit gradually. relax and EU economy is likely to gradually recover. This will be an important foundation for Vietnamese enterprises to take advantage of commitments in EVFTA more effectively and gradually dominate the EU market. “In order to protect Vietnam’s export industries from the risks of lawsuits against evasion of trade remedies, the Ministry of Industry and Trade continues to take measures against origin fraud. , enhancing post-inspection; proactively coordinating with competent agencies of the importing country in case verification of origin is required in order to detect and strictly handle cases of counterfeiting the origin of Vietnamese goods. ” – Deputy Minister of Industry and Trade Tran Quoc Khanh “In the coming time, Vietnamese enterprises must learn and grasp information about the EU market, from consumer tastes to regulations and standards of rules of origin, food safety and hygiene. … in order to improve the quality of goods, conquer the market. In addition, build sustainable chains from production to consumption to easily apply technology to production to speed up the quantity. , export product quality control. ” – Chairman of Vietnam Association of Small and Medium Enterprises (VINASME) Nguyen Van Than
