I am passionate about the national culture … Perhaps to be on top of our efforts to develop culture … The current flourishing culture is a condition for our people to progress “(Ho Chi Minh Minh: Complete Works, National Political Publishing House, H, 2011, p. 13, p. 190).

In Uncle Ho’s conception, culture is both the tradition, the identity, the desire for national independence and the foundation of development progress. Throughout the nation’s history, we have waged justified wars to liberate the nation, gain territorial integrity, protect people’s lives, protect the culture built by our father. he.

The government has many policies to support traditional culture becoming a cultural product.

Entering the doi moi period, the reform and social and economic reform policies of the Party and State are also based on the spirit of democracy and humanity, as indicated by the Party’s Resolution of the XIII Congress: “Arouse; adopt specific policies to develop ethnic minority culture; well implement social policies, ensure social security, human security, create strong changes in development management. social progress, social justice, improving the quality of life and the happiness index of Vietnamese people “(According to VOV.vn).

As we all know, many armed conflicts in the world stemmed from causes related to history, ethnicity, ethics, religious traditions … indicating an unsustainable development. Therefore, in the danger of destroying moral values, infringing upon national pride among communities, conflicts have arisen.

American political and strategic researcher, Samuel Phillips Huntington (he was the President of the American Political Science Association) said: “The end of the cold war onwards will no longer be an ideology, nor a The economic cause is the most important source separating the nations, the nations will be cultural conflicts “(according to the Communist Review).

Investing in culture and people not only contributes to creating political and social stability, but also this field itself contributes significantly to the economic and social development. As a specific example, the cultural industries in the UK generate an income of about 112.5 billion pounds / year, contributing 5% of GDP, accounting for 10-15% of the market share of the world cultural industry. In Vietnam, although still new, the cultural industry has been identified with a strategic vision.

In the Political report of the Central Executive Committee at the XII Congress of the Party clearly stated the task: “Developing the cultural industry goes hand in hand with building and perfecting the market for cultural products and services” (according to Communist Party of Vietnam Document of the XII National Congress of Delegates, Party Central Office, 2016, p. 130). According to incomplete statistics, in 2015, Vietnam’s cultural industries contributed about 8,039 billion USD, accounting for nearly 2.68% of GDP of the country (according to the Journal of Propaganda).

Traditional cultural values ​​need to be preserved and refined as a fulcrum for contemporary culture.

From the theoretical bases and actual numbers mentioned above, we can identify cultural resources in the following points:

1. If cultural resources are promoted well, they will contribute to social activities with the spirit of self-awareness. Looking at activities such as: rice ATM, donating masks on the street or donating food to help people in flooded areas … we wonder where all of that comes from? Behind compassion must be a cultural foundation from tradition, from consensus through wars; the creative spirit in the renovation period … It is the humanistic aesthetic values ​​of history, literature and art, from journalism reports … that have contributed to forming sympathy, respectful sharing in each human. “The sense of the people” is both a beauty and a resource that is strongly promoted against difficulties and challenges …

2. Cultural resources are not only resilient power, helping to purify the soul but also contribute to political stability. The spiritual values ​​such as patriotism, national solidarity, independence and self-control … are also inherited beauty, promoting cultural and historical values. This becomes a special “resistance”, a power to protect Vietnamese thoughts and feelings against the intrigues of hostile forces … On the non-traditional security front such as gas change. climate, pollution, environmental degradation, water depletion, use of ecological weapons, terrorism, epidemics, free migration, transnational crime, high-tech crime … The good chemistry hidden in the personality will create solidarity, solidarity, overcoming and overcoming to help the society stabilize and develop.

3. It is thought that science and technology can help increase labor productivity, reduce labor force, reduce production costs, and bring big profits; Technology development can be beneficial to us, reducing our troublesome consequences. However, all those benefits are only to help people have material abundance, energy, time to live with quality, responsibly with the country, with their homeland, to themselves …

In other words, to live more culturally because culture is the human quality of life, all developments are aimed at improving that quality of life: “The ultimate goal of sustainable development, that is Human development, economic growth is also to meet the increasing material and spiritual needs of individuals as well as the whole community.In this sense, cultural development is the goal of growth. economic growth, at the same time is also a pillar of sustainable development “(according to Prof. Ngo Thang Loi, Communist Review).

Culture is the driving force and the resource; Culture is an industry that generates revenue but also a core value of the nation and the nation. Therefore, culture is both a career that needs to be continuously fostered and tectonic, but it also needs to become a habit, a permanent consciousness in each person’s thoughts. To become a powerful country with a vibrant culture, first of all, it is necessary to start with the quality cultural lifestyle of each person.

Civilized living, compassionate living, scientific knowledge, spreading good things to the community are a way of contributing a small part of themselves to the common heritage of the nation, to cultural and spiritual assets. of the country.
