According to the WeChat official account of the Ministry of Transport, the Ministry of Transport recently held a meeting to further study and deploy work such as regulating administrative law enforcement in the field of road freight transportation and protecting the legitimate rights and interests of truck drivers. Minister Li Xiaopeng emphasized that it is necessary to coordinate development and safety, adhere to problem orientation, standardize administrative law enforcement, optimize the working environment, improve service levels, pay close attention to problem rectification, safeguard the legitimate rights and interests of practitioners, and strive to promote the sustained, healthy and stable development of the road freight industry.

The meeting emphasized that in response to the recent problems in administrative law enforcement in the freight field, the transportation authorities at all levels should adhere to the combination of near and far, address both symptoms and root causes, implement systematic rectification, and fundamentally solve outstanding problems in the stable development of the road freight industry.
The meeting requested that we must be determined to improve the working environment of truck drivers, improve the parking environment of truck drivers, unblock complaint handling channels, give full play to the role of the “12328” transportation service supervision telephone, and earnestly handle the complaints of truck drivers and other practitioners.
The meeting emphasized that it is necessary to effectively improve the standardization of administrative law enforcement, resolutely put an end to arbitrary fines and charges, escrow with fines, strictly prohibit rough law enforcement, excessive law enforcement, profit-seeking law enforcement, selective law enforcement and other issues, and improve the dynamic monitoring system of road transport vehicles.
According to previous reports from relevant authorities in Tangshan City, on April 5, Jin Deqiang drove a truck into the guard box of Jiangjiaying Zhichao Station in Fengrun District for joint inspection by road police. Law enforcement officers found that the truck’s Beidou positioning system was not operating online and was suspected of violating relevant road transportation laws and regulations, and guided the vehicle to the Zhichao Station for suspension in accordance with the law, and informed Jin Deqiang to go to the Zhichao Station License Office for further verification. Jin Deqiang did not go to the license room for verification immediately, but left the scene on his own. After investigation, it was discovered that he went to a nearby supply and marketing agency to buy pesticides, and returned to the Supermarket Control Station to consult the illegal behavior penalty standard at the license office window. According to the “Hebei Province Road Transport Regulations”, the staff told him that similar illegal cases were fined 2,000 yuan after verification.
The report stated that during the consultation period, punishment has not been implemented, neither party has excessive words or deeds, nor has any verbal or physical conflicts occurred. Without warning, he took out the pre-purchased pesticide from his pants pocket and drank it quickly. When the staff of the license office discovered that the unknown liquid that Jin Deqiang drank was pesticide, they called the police and dialed the emergency number 120. The people present immediately rushed him to the hospital, where the hospital tried its best to rescue him, but the treatment failed.
After the incident, Tangshan City immediately formed a joint investigation team, combined with the clinical diagnosis of the hospital, the public security agency determined that Jin Deqiang committed suicide by taking large doses of pesticides, and his family had no objection to this. After the incident, the relevant departments of Tangshan City assisted the family in handling the aftermath in a timely manner.
