According to information announced by Lobaev Arms, the SVLK-14S was developed based on the CheyTac USA M300 sniper rifle model with some changes in caliber and magazine design.

Lobaev Arms said that using these calibers will make the gun more stable than using 12.7mm bullets and have a longer range than 7.62mm bullets of both Russia and NATO. 
In order to increase accuracy, the SVLK-14S does not use a magazine, but fires each bullet with a manual loading mechanism that loads by pulling the reloading shuttle. With fewer parts, the accuracy of the gun increases. 
SVLK-14S has an overall length of 1,430mm, a wheelbase of 900mm and a width of 96mm, the maximum weight of the gun is 9.6kg excluding scopes or extended shooting aids. 
Right on the body of the gun in the SVLK-14S barrel cluster, there is a built-in pincatinny rail that allows quick replacement of sights. 
The SVLK-14S usually uses the IOR Valdada 5.8-40×56 optical sight, allowing the gunner to shoot effectively at ranges from 500 meters to 2,000 meters,
