A few days ago, 15 departments including the Ministry of Housing and Urban-Rural Development, Ministry of Science and Technology, and Ministry of Industry and Information Technology have recently jointly issued the “Opinions on Strengthening the Green and Low-Carbon Construction of County Towns.” 70% of the county’s newly built residences do not exceed 18 floors. The “Opinions” clarify that the county’s construction should be dense, well-spaced, and rationally laid out. It is necessary to prevent blind high-density and high-strength development from spreading disorderly. The population density of the built-up area of the county should be controlled at 6,000 to 10,000 per square kilometer. In addition, the height of civil buildings in the county is strictly limited. The newly built residential buildings in the county are mainly 6-storey, and the residential building area of 6-storey and below should not be less than 70%. The highest level of newly built residential buildings in the county is no more than 18 floors. If residential buildings above 18 floors are really needed, it shall be strictly and fully demonstrated, and the construction of fire emergency response and municipal supporting facilities shall be ensured.
The “Opinions” also require that the construction of county towns should be integrated into nature, conform to the original topography, do not dig mountains, do not fill rivers and lakes, do not destroy the original landscape environment, and maintain the landscape and natural features. To protect and restore the buffer zone of rivers and lakes and the natural curvature of the river, it is not allowed to develop and construct houses in the name of wind and rain covered bridges.
In terms of creating a humanized public environment, the “Opinions” stated that the scale of county squares should be strictly controlled, and the construction of public spaces in administrative centers, commercial areas, cultural facilities, and residential areas that are convenient for residents to use nearby; promote a “narrow road, dense road network” “Small blocks” to create a pleasant spatial scale for the county; to control the width of roads in the county, the width of the red line within the county should not exceed 40 meters.
