At present, many cities from the coast to the inland are setting their sights on the strategic fulcrum of building a “double cycle”. What opportunities and challenges will emerge in this? On May 22, 2021 International Gateway Hub City Development Forum and Peking University National Development Research Institute (Chengdu) Forum were held in Chengdu. Huang Zhuo, Assistant Dean of Peking University National Development Research Institute and Deputy Director of Peking University Digital Finance Research Center, Chengdu Supply Chain Secretary-General Wang Zhichao, Dai Deliang, West China Managing Director Zhang Yupeng, and Jiwei IoT Senior Vice President Chen Yuan discussed the opportunities and challenges of the new fulcrum of the “dual cycle”. Chinese cities usher in a period of development opportunities The “dual cycle” new development pattern is a very big opportunity for the Chinese economy. Especially in the past 2020, benefiting from a complete industrial chain and a stable supply chain, the Chinese economy has played a decisive role in the global economic recovery. At the forum, Huang Zhuo gave a set of statistics. In just ten years from 2010 to 2020, the proportion of Chinese companies in the world’s top 500 companies has increased from 54 in 2010 to 138 in 2020, which has surpassed that of the United States. 121 companies, “This shows that Chinese companies are at a new level in supply chain building.” At present, the importance of Chinese companies in the global economic system continues to increase, and they are accelerating their movement to the upstream of the industrial chain. Many companies have shown higher and higher right of speech and pricing power in their respective industries. From this perspective, “the new development pattern of the “double cycle” means a new stage of development for China. It is also a very broad opportunity for Chinese cities.” Huang Zhuo said. Take Chengdu as an example. In recent years, Chengdu has developed strong momentum. It has two major hubs, aviation and railway, covering more than 130 countries and regions. At the same time, it has a complete range of industries, including two trillion-level industries and five five-hundred billion-level industries. Wang Zhichao believes that this has played a key role in supporting Chengdu’s comprehensive and in-depth participation in the global division of labor and trade. In addition, Chengdu has a relatively high level of openness. The comprehensive bonded zone has ranked first in the country for three consecutive years. Especially during the epidemic last year, Chengdu’s foreign trade processing enterprises took on many transfer orders from inland areas. Through the construction of 66 industrial function zones and 14 industrial ecosystems, Wang Zhichao said, “Chengdu is expected to become an important fulcrum of the global supply chain in the historical opportunity period of the’double cycle’.” Regarding the development opportunities of the industrial chain in the western region in the future, Chang Yupeng suggested that we can learn from the successful experience of the “rail transportation industry chain”, apply the “Chengyu model”, attract the world’s top technology and talents, integrate the global industry chain and resources, and establish a joint venture company . Drive the optimization and upgrading of the industrial chain in the western region with a market-oriented model. Accelerate the digital transformation of supply chain enterprises Under the new pattern of “dual cycle”, opportunities must outweigh the challenges, but they will also face problems such as weak competitiveness of small and medium-sized enterprises. Chen Yuan pointed out that how to help small and medium-sized enterprises cope with difficulties is something that requires everyone to work together and consider. A local company in Chengdu, Jiwei Internet of Things, is an online platform that focuses on the digital transformation of service supply chain companies. “In the double cycle, what we have to do is how to help companies get through the supply chain. The core is to solve the connection between the company and the company. In the process of connecting, our job is to integrate the resources between the company and the company. The entire supply chain, including transportation, warehousing, processing, distribution, etc., is connected through online platforms to empower traditional enterprises, especially small and medium-sized enterprises, and help them grow together.” Chen Yuan said. As Huang Zhuo said, the construction of China’s supply chain is currently at a new stage, and the first challenge it faces is to improve the digital level of the supply chain. First of all, companies must have the awareness of digital transformation and upgrading, and on this basis, continuously improve their digital transformation and upgrading capabilities; secondly, from the government’s point of view, they must pay close attention to some bottlenecks in the supply chain, such as some In terms of the neck-stuck, the government needs to strengthen the construction of digital infrastructure and coordinate some resources to conduct concentrated research, including but not limited to the introduction and training of high-end talents. Wang Zhichao took Chengdu as an example. As early as 2017, the Chengdu Port Logistics Office established the Supply Chain Association. After that, the Chengdu Municipal Party Committee and Municipal Government successively issued a series of precise support policies, such as investing 50 million yuan in support and Support the development of Chengdu supply chain projects. At the same time, under the initiative of the Logistics Office, the Chengdu Municipal Education Bureau and the Human Resources and Social Security Bureau also jointly established the Supply Chain Industry Steering Committee, with the goal of better achieving the integrated development of talents and industries. From the perspective of financial support for the new development pattern of “dual cycles”, Huang Zhuo also suggested that financial innovation should match the real economy, just as the supply chain needs digital transformation, and finance should also develop digital supply chain finance to realize the supply chain. The goods flow, capital flow and information flow are matched to provide better financing services for these supply chain enterprises. “Last year, the Central Bank issued a framework document for supply chain finance. The goal is to vigorously develop digital supply chain finance. This requires our financial institutions to continuously improve their digital capabilities and provide more effective financial services to the real economy.” Huang Zhuo In conclusion.
