The stream for many years serving for irrigation and people’s daily life was suddenly leveled and encroached by businesses, facing the danger of ‘disappearing’.

In recent days, households living in hamlet 3, Bau Phuong village, Chau Pha commune (Phu My town, Ba Ria – Vung Tau province) expressed frustration at the Song Ca stream flowing through the area by an enterprise. On the side of Chau Duc Sonadezi Urban Joint Stock Company (referred to as Chau Duc Sonadezi Company, the address of Suoi Nghe commune, Chau Duc district) blatantly dumped the ground level, encroached upon and manipulated the stream flow, leading to the fact that people do not have water for irrigation, the risk of flooding when the rainy season comes.

People are frustrated by the Song Ca stream being filled with soil, occupied

This is a stream located adjacent to two communes: Suoi Nghe, Chau Duc and Chau Pha districts, Phu My town. There are signs of serious encroachment, if there is no timely preventive measures, it will be in danger of “disappearing”.

According to local people, for more than a week, they discovered that many convoys of the enterprise of Sonadezi Chau Duc company carried soil for leveling, then blatantly poured into Song Ca stream, causing the stream bed to be confiscated. narrow, blocked flow.

Mr. Ly Tau Dung (residing in group 3, Bau Phuong village) said that Song Ca stream is a natural stream with a long history, tens of meters wide and stretches from the foot of Da Den lake to Ba Ria city. year is used for flood drainage, at the same time serving irrigation and people’s daily life. However, recently, a business suddenly stopped the flow of land and encroached upon it.

The incident made many households angry, calling for help to the local government for intervention and prevention.

“My family has more than 7 sao of land to grow fruit trees located adjacent to the stream. Every year, we use water from the stream for irrigation. However, the current state of the stream is being leveled and encroached on seriously, afraid that next time there will be no more water to irrigate. Therefore, we earnestly hope that the local government will soon step in to prevent encroachment ”. Mr. Dung shared.

Enterprises pour land straight into the stream, causing the stream bed to narrow

Like Mr. Dung’s family, there are 9 households that share their frustration and face the situation of lack of water for irrigation because the stream is being “killed”, flooded when the rainy season comes. Meanwhile, the households all use water from the stream for irrigation and living.

According to PV’s record on April 13, the area of ​​Song Ca stream corridor was completely encroached upon, soil and rock were poured straight into the stream, causing some points to be blocked, the current status stretches more than 2km along. along the stream.

Worth mentioning, through observation, in addition to stream leveling, this enterprise is currently placing a pipeline system from the direction of Sonadezi Chau Duc industrial park to the Song Ca stream (suspected waste pipe). However, after being discovered by people and Chau Pha commune authorities, the enterprise poured land on the sewer system to “hide”.

Before the people reflected, the People’s Committee of Chau Pha commune sent staff to the scene to record the reality. After that, the People’s Committee of the commune issued a written report, requesting the People’s Committee of Phu My town to send a written petition to the People’s Committee of Ba Ria – Vung Tau province and functional departments to quickly coordinate in inspection and settlement.

According to the petition of the People’s Committee of Chau Pha commune, the time when the functional team checked and recorded the land filling and leveling area was in Suoi Nghe commune, Chau Duc district. The current situation of land overflowing into the stream, preventing the flow of about 1/3 of the stream, the land falling is 5–7m higher than the stream site, no embankment, more than 3km in length (paired with the stream bank).

Authorities determined that the filling of stream land was carried out by Chau Duc Sonadezi Urban Joint Stock Company. Through the comparison of maps, cadastral records, the Song Ca stream is 18-21m wide, in fact this company has dumped soil, leveled up 1/2 of the stream’s width.

Chau Pha Commune People’s Committee proposed, this is the main stream, leading from the flood discharge dam of Da Den lake (Song Xoai commune, Phu My town) to the downstream of Song Ca stream, serving for agricultural irrigation and water. living in Chau Pha commune in particular and Ba Ria – Vung Tau province in general.

Therefore, the leveling, encroaching, preventing flow leads to the risk of water shortage for irrigation for households. Moreover, the filling of soil, encroachment on stream land, not building embankments when the rainy season comes, the soil will landslide, blocking the entire stream, causing inundation in the rainy season.

Mr. Nguyen Tan Hiep, Chairman of Chau Pha Commune People’s Committee, said that after checking the status of Song Ca stream was encroached upon, seeing that the case was beyond its authority to resolve, the CPC had to report in writing and request the Town People’s Committee. coordinate with the provincial functional branches in handling and timely settlement.

It is known that earlier in the inspection of the current state of the stream, the Chau Pha commune authorities invited the Sonadezi Chau Duc company to work, but this enterprise did not coordinate.
