Currently, there are 12 projects in the province that are leasing land to implement in highly profitable locations but behind schedule; 39 projects have been granted investment policy decisions but implemented slowly compared with the approval decisions, of which 33 projects had been granted investment policy decisions before 2019; Out of a total of 37 commercial housing projects, in urban areas, there are 11 projects that are behind in construction progress compared to the time limit for implementation of technical infrastructure. Particularly in industrial zones and economic zones, there are 6 projects that are behind schedule.

Accordingly, the main cause of the slow progress of the projects is due to difficulties and problems related to the field of land, land clearance compensation, land valuation. In addition, many projects are affected by epidemics and natural disasters, delayed in implementing legal procedures, complying with tax obligations, lack of investment capital …

At the meeting, representatives of departments and agencies discussed and gave some directions to be implemented in resolutely handling delayed projects, especially projects that violate legal regulations and commitments. associated with the province.

To speed up the progress of projects, Chairman of Quang Binh Provincial People’s Committee requested:

For projects that are behind schedule due to problems in site clearance, problems with legal procedures or other objective reasons and do not owe financial obligations to the State, assigned to departments, sectors, Relevant localities continue to monitor and urge investors to implement; promptly guide and remove difficulties and problems for investors. People’s Committees of districts, towns and cities with investment projects in the area actively coordinate with investors to support and remove difficulties and problems in site clearance to implement projects.

Regarding projects that have leased land but have been behind schedule for many years that are not in the category of land use extension or beyond the schedule extension, financial obligations have not been fulfilled to the State, Chairman of Quang Binh Provincial People’s Committee assigns the Department Natural Resources and Environment shall assume the prime responsibility for, and coordinate with the Department of Planning and Investment, the Provincial Tax Department, relevant departments, branches and localities in reviewing the progress of projects; work with investors and request a commitment to project implementation progress; advise the Provincial People’s Committee to recover land for projects if they do not implement, fail to fulfill tax obligations according to the provisions of the Land Law.

For projects that are behind schedule but still in progress adjustment according to the Law on Investment 2020, the Department of Planning and Investment is assigned to assume the prime responsibility and coordinate with relevant departments, branches and localities in checking inspect and supervise the implementation progress; urge investors to speed up project implementation; urge the implementation of deposit investment in accordance with regulations.

In addition, the Chairman of Quang Binh Provincial People’s Committee also assigned the Department of Planning and Investment to coordinate with the Department of Natural Resources and Environment, relevant departments, sectors and localities to advise the provincial People’s Committee to establish a review team for slow projects degree to direct implementation; Concerned departments and branches shall focus on directing to organize a specific review of each group and each type of project; classify specific project groups to advise the Provincial People’s Committee to consider and report to consult the Standing Committee of the Provincial Party Committee to handle each specific project according to regulations, especially some large projects, major projects. projects with a high commercial advantage position, projects that are of interest to the voters and the people.
